In the era of “big data,” science is increasingly information driven, and the potential for computers to store, manage, and integrate massive amounts of data has given rise to such new disciplinary fields as biomedical informatics. Applied ontology offers a strategy for the organization of scientific information in computer-tractable form, drawing on concepts not only from computer and information science but also from linguistics, logic, and philosophy. This book provides an introduction to the field of applied ontology that is of (...) particular relevance to biomedicine, covering theoretical components of ontologies, best practices for ontology design, and examples of biomedical ontologies in use. After defining an ontology as a representation of the types of entities in a given domain, the book distinguishes between different kinds of ontologies and taxonomies, and shows how applied ontology draws on more traditional ideas from metaphysics. It presents the core features of the Basic Formal Ontology (BFO), now used by over one hundred ontology projects around the world, and offers examples of domain ontologies that utilize BFO. The book also describes Web Ontology Language (OWL), a common framework for Semantic Web technologies. Numerous research groups are now utilizing Basic Formal Ontology as an upper-level framework to assist in the organization and integration of biomedical information. This paper provides elucidation of the three existing BFO subcategories of realizable entity, namely function, role, and disposition. It proposes one further sub-category of tendency, and considers the merits of recognizing two sub-categories of function for domain ontologies, namely, artifactual and biological function. This report by the WHO Consultative Group on Equity and Universal Health Coverage addresses how countries can make fair progress towards the goal of universal coverage. It explains the relevant tradeoffs between different desirable ends and offers guidance on how to make these tradeoffs.

Ontologies describe reality in specific domains in ways that can bridge various disciplines and languages. They allow easier access and integration of information that is collected by different groups. Ontologies are currently used in the biomedical sciences, geography, and law. A Biomedical Ethics Ontology would benefit members of ethics committees who deal with protocols and consent forms spanning numerous fields of inquiry. There already exists the Ontology for Biomedical Investigations (OBI); the proposed BMEO would interoperate with OBI, creating a powerful (...) information tool. We define a domain ontology and begin to construct a BMEO, focused on the process of evaluating human research protocols. Finally, we show how our BMEO can have practical applications for ethics committees. This paper describes ongoing research and a strategy for its broader continuation and cooperation. (shrink)

As part of a series of workshops on different aspects of biomedical ontology sponsored by the National Center for Biomedical Ontology (NCBO), a workshop titled "Ontologies of Cellular Networks" took place in Newark, New Jersey, on 27 to 28 March 2008. This workshop included more than 30 participants from various backgrounds in biomedicine and bioinformatics. The goal of the workshop was to provide an introduction to the basic tools and methods of ontology, as well as to enhance coordination between groups (...) already working on ontologies of cellular networks. We offer a summary of the WHO Report "Making Fair Choices on the Path to Universal Health Coverage".

We reply to critics of the World Health Organisation's Report "Making Fair Choices on the Path to Universal Health Coverage". We clarify and defend the report's key moral commitments. We also explain its role in guiding policy in the face of both financial and political constraints on making fair choices.

The goal of achieving Universal Health Coverage (UHC) can generally be realized only in stages. Moreover, resource, capacity and political constraints mean governments often face difficult trade-offs on the path to UHC. In a 2014 report, Making fair choices on the path to UHC, the WHO Consultative Group on Equity and Universal Health Coverage articulated principles for making such trade-offs in an equitable manner. We present three case studies which illustrate how these principles can guide practical decision-making. These case studies (...) show how progressive realization of the right to health can be effectively guided by priority-setting principles, including generating the greatest total health gain, priority for the worse off, and financial risk protection. This World Bank Report offers a new conception of fair decision processes in health financing. It argues that such procedural fairness can contribute to fairer outcomes, strengthen the legitimacy of decision processes, build trust in authorities, and promote the sustainability of reforms on the path to health coverage for all.

The nature and characteristics of traditional art have always been controversial, and Frithjof Schuon, as one of the leading figures of the traditionalist movement, has made many claims in this regard. One of the ways to investigate philosophical issues is to clarify concepts by providing the necessary and sufficient conditions, which has been widely used in the contemporary philosophy of art. This paper, which has been done by descriptive-analytical method, tries to introduce the necessary and sufficient conditions for a (...) supposed work of art to be categorized under the category of "traditional art" by referring to Schuon's works. The results show that the three conditions of "symbolic expression of intellectual realities", "being functional and useful" and "conformity of form, raw materials, and symbolism with the rules of traditional art" can be considered as necessary conditions and together as a sufficient condition for an artwork to be "traditional" from Schuon's point of view. One attractive feature of process reliabilism is its reductive potential: it promises to explain justification in entirely non-epistemic terms. In this paper, I argue that the phenomenon of epistemic defeat poses a serious challenge for process reliabilism’s reductive ambitions. The standard process reliabilist analysis of defeat is the ‘Alternative Reliable Process Account’ (ARP). According to ARP, whether S’s belief is defeated depends on whether S has certain reliable processes available to her which, if they had been used, would have resulted (...) in S not holding the belief in question. Unfortunately, ARP proves untenable. I show, by way of counterexample, that ARP fails to articulate either necessary or sufficient conditions on defeat. Process reliabilists must either provide an alternative reductive account of defeat or renounce their reductive aspirations. (shrink)

The formation of the historical world refers to its articulation in the human sciences which themselves theoretically reflect this historical world (GSW3: 1). They also argue that Dilthey's theory of the human sciences is not merely an epistemology (Erkenntnistheorie), but a theory of knowledge (Theorie des Wissens) that relates knowing to its context. Whereas epistemology seeks to establish the foundations of conceptual cognition (Erkenntnis), Dilthey places the epistemology of the human sciences within a larger context of the knowledge (Wissen) embodied in social practices and historical forms of life. Around 3 decades ago, Jayant Narlikar & Halton Arp argued on possible variable mass hypothesis cosmology (VMH). In the meantime, the Earth expansion problem has attracted great interest, and recent study gives geodetic evidence that the Earth has been expanding, at least over the recent several decades. Therefore, in the present article discusses some interesting effects related to varying G, but here we argue that instead of varying G we can think of varying mass (M). Among other things we discuss (...) receding planets from the Sun, calculation of Pioneer spacecraft anomaly as proposed by B.G. Sidharth, and also possible slight change of LAGEOS Satellite. In “Ontologies Relevant to behaviour change interventions: A Method for their Development” Wright, et al. outline a step by step process for building ontologies of behaviour modification – what the authors call the Refined Ontology Developmental Method (RODM) – and demonstrate its use in the development of the Behaviour Change Intervention Ontology (BCIO). RODM is based on the principles of good ontology building used by the Open Biomedical Ontology (OBO) Foundry in addition to those outlined in (Arp, Smith, and Spear (...) 2015). BCIO uses as its top-level ontology Basic Formal Ontology (BFO). The methods outlined in Wright, et al. are a valuable contribution to the field, especially the use of formal mechanisms for literature annotation and expert stakeholder review, and the BCIO will certainly play an important role in the extension of OBO Foundry ontologies into the behavioural domain.
