The circumstances that create the need for humanitarian action are rarely morally neutral. The extremes of deprivation and want that demand a humanitarian response are often themselves directly caused by acts of war, persecution or misgovernment. And even when the direct causes lie elsewhere—when suffering and loss are caused by natural disaster, endemic disease or poverty of natural resources—the explanations of why some people are afflicted, and not others, are not morally neutral. It is those without economic or political power (...) who starve in famines, those who inhabit the most marginal areas who are killed by floods and landslides, those without access to basic education and health care who die from easily preventable diseases. The societies in which these things can happen are unjust, and the injustice of disempowerment is both itself one of the universal afflictions of poverty and a condition of its many other vulnerabilities. Purpose: The purpose of the discussion is to call for an experimental trial in order to optimize the sociology of knowledge in the astronomical and cosmological sciences from a cognitive science and developmental psychology perspective. The potential of such experimental trial may also correlate developmental psychology with cosmology and astrophysics, therefore, contribute to public health from an astrobiological perspective. -/- Method: The discussion adopts a philosophizing method for the multidisciplinary and trans-disciplinary proposal, with the hypothesis that proton decay in cosmology (...) is correlative to neuronal development in human biochemistry. The method adopts a humanitarian paradigm of pragmatism in natural mutation from cosmic changes, in an exploratory heuristics for hydro-sampling of mutational potentials from environmental factors in cosmological large-scale structure. -/- Result: With an initial assessment on existing technologies, the potentials of the big data trend in astronomy and astrophysics can be applied to data analysis with solid-state electrolytes in sensor baselines to nuclear medicine methods. Today, major disciplines (including psychology, philosophy, science, etc.) are seeking to forge a deeper connection with spirituality/spiritual values. Emanating from these efforts are clues about the role of spirituality as an inspiration, a fertile source, and a benchmark for research, policy-making, and reforms. In the case of law/the law, scholars explore its relationship with spirituality in light of diverse topics including human rights, crime prevention, family relations, humanitarianism, development, education, security, conflict resolution, and freedom. A few of these works (...) offer fascinating insights, and a few emphasize the need for more detailed analysis. -/- This chapter seeks to highlight a few aspects of the relationship between law and spirituality. First, it highlights the importance being given to spirituality or spiritual values across disciplines, including law. Second, it aims to map the influence of spirituality in the working of laws and legal systems. This exercise will be undertaken in light of the expressions such as spiritual needs, spiritual rights, the spiritualization of law, etc. Third, the chapter raises a few questions of conceptual and practical importance. Not the publicly asserted reasons (humanitarianism and self-defense) but cooptation of oil reserves was the objective behind the US invasion of Iraq in 2003. This underlying motive utterly fails to satisfy just war jus ad bellum conditions. This prioritization of petroleum is well documented and is consistent with decades old US policy towards the Middle East, especially as codified by Anthony Cordesman in 1998 and US DoD's Strategic Assessment 1999 and then adopted by Bush II. This fraudulent use of (...) military force raises a question as to how motives for war can be accurately identified prior to falsely justified belligerence. Is hactivism the new civil disobedience? I argue that most recent hacktivism isn't, and shouldn't be shoehorned into the category of civil disobedience. I sketch instead a broad matrix of electronic resistance, attentive to the many shapes and goals of hacktivism and I locate five clusters on it, briefly sketching possible dimensions of normative assessment for each: vigilantism, whistleblowing, guerrilla communication, electronic humanitarianism, and electronic civil disobedience.

Anne Phillips argues that definitions of the human are a trap for the political claims to equality contained in humanitarianism or human rights discourse. However, defining the human also hides the ontological and political problem addressed by the Philosophical Anthropology. There is an ethical and political stake in the philosophical anthropology of the last century when it insists on the indefinability of the human. With this, it criticizes the politics implicit in the definition of the human. _La Peste_, originally published in 1947 by the Nobel Prize-winning writer Albert Camus, chronicles the progression of deadly bubonic plague as it spreads through the quarantined Algerian city of Oran. While most discussions of fictional examples within aesthetics are either historical or hypothetical, Camus offers an example of "pestilence fiction." Camus chose fiction to convey facts--about plagues in the past, his own bout with tuberculosis at age seventeen, living under quarantine away from home for several years, and forced separation from (...) his wife who remained in Algiers while he was abroad in Nazi-occupied France. His own lived experiences undergird an imaginative account of shared human realities with which we can identify: vulnerability to the disease, isolation, fear, and finally humanitarianism. _The Plague_ teaches us to neither covet nor expect what we so casually took for granted. This collection of original essays on philosophical themes in _The Plague_ is of special relevance during and in the aftermath of Covid-19 but also provides reflections that will be of lasting value to those interested in this classic work of literature. The novel explores questions of enduring importance. Do we collectively meet the threshold of ethical behavior posed by Camus who wrote, "What's true of all the evils in the world is true of plague as well. It helps men to rise above themselves"? Or does the absurd undermine the compassionate? Do "heroes" dutifully fight a plague with "common decency," or does human nature resign itself to the normalization of uncontrollable suffering and death? True Darwinian Ethics -/- Darwin’s model for the evolution of morality as presented in Descent of Man (1871) is shown to comprise three major stages that are here referred to as empathic premorality, tribal morality, and universalizing morality. Empathy, the key component of Darwin’s “social instincts” that started moral evolution, is here recognized as the principal cognitive device that conveys epistemic credibility to moral agency. The two constitutive elements of the tribal morality are conscience that Darwin conceived of as a (...) conflict between a lasting social motive and an immediate selfish impulse, and true altruism that evolved as a result of group (community) selection. Darwin’s genius recognized the uniqueness of group selection in human evolution as being dependent on mental faculties and speech that facilitated habit formation through praise and blame form other group members, with empathy as a gauge of others’ emotional reactions. Contrary to repeated claims, Darwin did not derive morality from reciprocity that he (and his contemporaries) considered to be “a low motive”, and adduced it only as a mechanism of habit formation. The universalizing morality was brought about by the increasing powers of intellect that led to respecting individual lives (rather than group interests only) and extending humane concerns beyond one’s group, ultimately to all sentient beings, which places Darwin among the spiritual fathers of modern humanitarianism. In terms of substantive ethics, Darwin’s views support moral individualism that requires to treat each subject according to his/her individual characteristics rather than any group membership. Darwin’s moral individualism and universalism have been elaborated by Peter Singer as the principle of equal consideration of interests and the expanding circle of ethics, respectively. Darwin’s model of moral evolution, which starts with intuitive but epistemically reliable moral agency and then allows for its rational improvement, provides a way out of the moral subjectivism of evolutionary ethics that reduces morality to an adaptation to social life. The primary or core morality that relies on empathy and implements reciprocity supports welfare (wellbeing) of a group and its members. Welfare (which has been defined by Darwin) is a basic “terminal” (ultimate) value that constitutes an objective, measurable fact. Since the primary morality supports welfare, it is objectively good, which justifies an ethical reasoning that such morality ought to be extended (with appropriate adjustments) to all sentient beings. Confusion over the status of morality is largely due to the lack of appreciation of its complexity: not only had its motivational apparatus (known as the moral agency) evolved by superposition of many emotional and pure cognitive mechanisms, but it has subsequently been co-opted to implement prudential, religious and possibly other norms that are accidental and sometimes contrary to its original social function. Those secondary morality norms are now enforced by the moral agency but lack moral objectivity and thus may support the perception of moral subjectivism and relativism. In short, true Darwinian ethics is based on the scientific axiology that recognizes evolutionary origins of all values, requires respecting all values that are experienced by each and every subject according to its individual characteristics, and calls for a critical assessment of each and every received morality. Upon Brexit & Trade War, the research took a supply-side analysis in macroeconomic paradigm for the purpose and cause of the actions. In the geopolitical competitions on crude oil resources between the allied powers & the Russian hegemony, the latter of which has effective control over P. R. China’s multilateral behaviors, the external research induced that trade war, either by complete information in intelligence or an unintended result, was a supply chain attack in prohibiting the antisatellite weapon supplies in the (...) Northern regions of mainland China in relation to Russia. Although no substantive change to international relations, the Trade War’s prohibitive effect on the high frequency trading in the monetary domain of CNY was observed, which had been the source of economic bubbles in the import-export control regime with centralized banking. The paper argues that by realism in economy & military strategy, trade war was ineffective in deterring the covert operations of the People’s Liberation Army by their territorial strategies and raises questions in humanitarianism in conflict situations. Moreover, with gross privacy breaches by mass surveillance in domain politics, totalitarianism with coercions, and counterfeit of drone strikes, traditional methods of threat elimination are rendered less pragmatic apart from the adversaries’ cyber security breaches. With the scientific approach, I offer an ecological paradigm with historic analysis of the Chinese military’s conducts in terms economics. The territorial methods of the PLA are contextualized into the ecological paradigm in regionalism & public administration. Electronic combats of the Chinese regime with the Great Firewall and Denial-of-Service attacks not only contribute to the diminishing natural freedoms of the population, but also transgress the fundamental right to health along with non-traditional nuclear threats to P.R.C. itself. This paper examines the liberal society that Popper lauds, that aims to be truly open, and discusses why another, more communitarian kind of society, particularly societies in Africa, may also reflect the quest for intellectual openness that is Popper’s ideal. Moreover, this paper avers reasons why Popper should be comfortable with such a liberal-communitarian mix. The inter-subjectivity in his critical rationalism is a balance of an explicit individualism, and an implicit social element (Afisi, 2016a). Popper is indeed an author of (...) such a balance. For a society to be truly open requires the careful recognition and protection of individual freedom. However, the extent to which individuals are free to perform actions that they desire without external constraints, and the level of their individuality in relation to others when performing such actions, remain a contentious issue between liberals and more communitarian thinkers. Popper’s critical rationalism provides the necessary impetus to this contention through his view of freedom that I contend can best be viewed as carefully balanced, a view which combines individuality with a social element that upholds community values necessary for openness of society. With this combination, Popper’s politics of liberalism provides an effective model of how a truly open society can be achieved. The values inherent to Popper’s liberalism including those concerning intellectual openness, individual freedom, mutual respect, measured self-respect, welfarism, humanitarianism, accountability, critical debates and feedback from the citizens, together concern the conditions for a society to be truly open. There are many competing thoughts as to what openness might be in Popper’s philosophy. The present study of Popper does not presume to address them all. The focus here is specifically on using Popper’s idea of critical rationalism to balance relations between liberal politics of individual rights and freedom, and communitarian politics of the common good, as it relates to situations about how socio-economic and political conditions in Africa societies should be structured. While I contend that Popper’s works in political philosophy focused centrally on Western political tradition, and not about Africa in its strict sense, significant lessons can be distilled from Popper that can offer suggestions on social reforms in Africa. This paper explores Popper’s project of the open society across the plurality and differences of societies, so that his liberal ideas of individual freedom are not undermined, and the progress of the communitarian idea of the common good, that Africa societies are built upon, is also well enhanced. Liberal individualism and community values inherent to communitarianism are both well accommodated within Popper’s critical rationalism. (shrink)

Through engagement with key informants and review of ethical theories applicable to refugee policy, this paper examines the ethical and policy considerations that policy-level stakeholders believe should factor into setting the refugee resettlement ceiling. We find that the ceiling traditionally has been influenced by policy goals, underlying values, and practical considerations. These factors map onto several ethical approaches to resettlement. There is significant alignment between U.S. policy interests and ethical obligations toward refugees. We argue that the refugee ceiling should be (...) restored to historical norms, and that there exists a corresponding obligation to counter negative public perceptions about refugees and the costs of resettlement. The article approaches the epistemological question on the concept of time from an anthropological psychology perspective. The differentiation between imminent perceptions and existence beyond imminent perception has been the earliest conceptualization of time found so far in the traces of human civilizations. The research differentiated psychological time from modern physics and astronomy as the basic hypothesis in the inquiries on the concept of time in physics and modern astronomy – is the physical unit of time an ontological existence of things (...) or an inter-subjective concept? The research adopts transcendental philosophy in the questioning of unconsciousness in the sociology of knowledge with a dissection between psychological time and physical units of time. With further questioning into the physics of time, and the nonphysical nature of time, I second with the primordial graviton background’s pragmatic approach, despite of the falsifiability of the Big Bang theory and inflation.
