Localism is the view that the unit of evaluation in the scientific realism debate is a single scientific discipline, sub-discipline, or claim, whereas individualism is the view that the unit of evaluation is a single scientific theory. Localism is compatible, while individualism is not, with a local pessimistic induction and a local selective induction. Asay (2016) presents several arguments to support localism and undercut globalism, according to which the unit of evaluation is the set of all scientific (...) disciplines. I argue that some of his arguments clash with localism as well as with globalism and support individualism, and that individualism goes hand in hand, while localism does not, with the basic rule of how to evaluate an argument. Scientific realism and anti-realism are most frequently discussed as global theses: theses that apply equally well across the board to all the various sciences. Against this status quo I defend the localist alternative, a methodological stance on scientific realism that approaches debates on realism at the level of individual sciences, rather than at science itself. After identifying the localist view, I provide a number of arguments in its defense, drawing on the diversity and disunity found in the sciences, as well (...) as problems with other approaches (such as basing realism debates on the aim of science). I also show how the view is already at work, explicitly or implicitly, in the work of several philosophers of science. After meeting the objections that localism collapses either into globalism or hyperlocalism, I conclude by sketching what sorts of impacts localism can have in the philosophy of science. (shrink)

In a series of papers, Adam Leite has developed a novel view of justification tied to being able to responsibly justify a belief. Leite touts his view as faithful to our ordinary practice of justifying beliefs, providing a novel response to an epistemological problem of the infinite regress, and resolving the “persistent interlocutor” problem. Though I find elements of Leite’s view of being able to justify a belief promising, I hold that there are several problems afflicting the overall picture of (...) justification. In this paper, I argue that despite its ambitions, Leite’s view fails to solve the persistent interlocutor problem and does not avoid a vicious regress. (shrink)

This essay explores a problem for Nyāya epistemologists. It concerns the notion of pramā. Roughly speaking, a pramā is a conscious mental event of knowledge-acquisition, i.e., a conscious experience or thought in undergoing which an agent learns or comes to know something. Call any event of this sort a knowledge-event. The problem is this. On the one hand, many Naiyāyikas accept what I will call the Nyāya Definition of Knowledge, the view that a conscious experience or thought is a knowledge-event (...) just in case it is true and non-recollective. On the other hand, they are also committed to what I shall call Nyāya Infallibilism, the thesis that every knowledge-event is produced by causes that couldn’t have given rise to an error. These two commitments seem to conflict with each other in cases of epistemic luck, i.e., cases where an agent arrives a true judgement accidentally or as a matter of luck. While the Nyāya Definition of Knowledge seems to predict that these judgements are knowledge-events, Nyāya Infallibilism seems to entail that they aren’t. In this essay, I show that Gaṅgeśa Upādhyāya, the 14th century Naiyāyika, solves this problem by adopting what I call epistemic localism, the view that upstream causal factors play no epistemically significant role in the production of knowledge. Modal dispositionalism is the view that possibilities are a matter of the dispositions of individual objects: it is possible that p if and only if something has a disposition for p to be the case. We raise a problem for modal dispositionalism: nothing within the theory rules out that there could be necessary, perfect masks, which make the manifestation of a disposition impossible. Unless such necessary perfect masks are ruled out, modal dispositionalism runs the risk of failing to provide a (...) sufficient condition for possibility, and indeed of engendering contradictions. But to rule them out, modal dispositionalism would have to revise a crucial tenet of the view, its localism. (shrink)

Is perceptual processing in dedicated sensory areas sufficient for conscious perception? Localists say ‘Yes—given some background conditions.’ Prefrontalists say ‘No: conscious perceptual experience requires the involvement of prefrontal structures.’ I review the evidence for prefrontalism. I start by presenting correlational evidence. In doing so, I answer the ‘report argument’, according to which the apparent involvement of the prefrontal cortex in consciousness stems from the requirement for reports. I then review causal evidence for prefrontalism and answer the ‘lesion argument’, which purports (...) to show that prefrontalism is wrong because lesions to the prefrontal cortex do not abolish consciousness. I conclude that multiple sources of evidence converge toward the view that the prefrontal cortex plays a significant role in consciousness. (shrink)

Neuroscience investigates how neuronal processing circuits work, but it has problems explaining experiences this way. For example, it hasn’t explained how colour and shape circuits bind together in visual processing, nor why colours and other qualia are experienced so differently yet processed by circuits so similarly, nor how to get from processing circuits to pictorial images spread across inner space. Some theorists turn from these circuits to their electromagnetic fields to deal with such difficulties concerning the mind’s qualia, unity, privacy, (...) and causality. They include Kohler, Libet, Popper, Lindahl, Arhem, Charman, Pockett, John, McFadden, Fingelkurts, Maxwell, and Jones. They’re classifiable as computationalist, reductionist, dualist, realist, interactionist, epiphenomenalist, globalist, and localist. However, they’ve never been analysed together as a whole, which hinders evaluations of them. This article tries to rectify this. It concludes that while field theories face challenges, they aren’t easily dismissed, for they draw on considerable evidence and may avoid serious problems in neuroscience concerning the mind’s qualia, unity, causality, and ontology. I will begin by proposing a taxonomy of taxonomic positions regarding the mind–brain: localism, globalism, revisionism, and contextualism, and will go on to focus on the last position. Although some versions of contextualism have been defended by various researchers, they largely limit themselves to a version of neural contextualism: different brain regions perform different functions in different neural contexts. I will defend what I call “environmental-etiological contextualism,” according to which the psychological functions carried out by various neural regions can (...) only be identified and individuated against an environmental context or with reference to a causal history. While this idea may seem innocuous enough, it has important implications for a structure-to-function mapping in the mind and brain sciences. It entails that the same neural structures can subserve different psychological functions in different contexts, leading to crosscutting psycho-neural mappings. I will try to illustrate how this can occur with reference to recent research on episodic memory. (shrink)

Local theories of consciousness state that one is conscious of a feature if it is adequately represented and processed in sensory brain areas, given some background conditions. We challenge the core prediction of local theories based on long-lasting postdictive effects demonstrating that features can be represented for hundreds of milliseconds in perceptual areas without being consciously perceived. Unlike previous empirical data aimed against local theories, localists cannot explain these effects away by conjecturing that subjects are phenomenally conscious of features that (...) they cannot report. I criticize some armchair arguments against phenomenal externalism due to Block, Hawthorne, Kriegel, Levine, Shoemaker and others. I conclude by discussing an overlooked armchair argument: the argument from phenomenal localism.

Universal social institutions, such as marriage, commons management and property, have emerged independently in radically different cultures. This requires explanation. As Boyer and Petersen point out ‘in a purely localist framework would have to constitute massively improbable coincidences’ . According to Boyer and Petersen, those institutions emerged naturally out of genetically wired behavioural dispositions, such as marriage out of mating strategies and borders out of territorial behaviour. While I agree with Boyer and Petersen that ‘unnatural’ institutions cannot thrive, this one-sided (...) explanation of universal social institutions in terms of genetic human nature is unsatisfactory. Drawing on the literature on multi-level selection and gene-culture coevolution, I argue that universal social institutions are first and foremost the products of cultural selection. They occupy fitness peaks in the landscape of cultural possibilities, much in the same way that biological adaptations occupy fitness peaks in the landscape of biological possibilities. To show this, I use game-theory. By modelling the domains of social interaction in which marriage, commons management, and property emerged as Prisoner’s dilemma situations, it becomes clear how an institutional framework allows the group to move to an interactive equilibrium with a larger payoff. Institutions do so by incentivising all parties to adopt a cooperative strategy. They are culturally selected ways of optimising genetically constrained domains of human social interaction. (shrink)

This essay examines the implications Wikipedia holds for theories of deliberative democracy. It argues that while similar in some respects, the mode of interaction within Wikipedia represents a distinctive form of “collaborative editing” that departs from many of the qualities traditionally associated with face-to-face deliberation. This online mode of interaction overcomes many of the problems that distort face-to-face deliberations. By mitigating problems that arise in deliberative practice, such as “group polarization” and “hidden profiles,” the wiki model often realizes the epistemic (...) and procedural aspirations of deliberative democracy. These virtues of the Wikipedia model should not, however, lead to the simple conclusion that it ought to replace traditional face-to-face deliberation. Instead, this essay argues that the collaborative editing process found within Wikipedia ought to be viewed as a promising supplement to traditional deliberation. These two modes of communication ought to be viewed in Madisonian terms – as distinctive forms of interaction that check and balance the vices of one another. When combined, the wiki model promotes the virtues of inclusion and accuracy at large scales, while the face-to-face model excels in conditions of localism and promotes the virtues of solidarity and social capital. There is a great deal of terminological confusion in discussions of holism. While some well-known authors, such as Davidson and Quine, have used “holism” in various of their writings,2 it is not clear that they have held views attributed to them under that label, views that are said to have wildly counterintuitive results.3 In Davidson’s case, it is not clear that he is describing the same doctrine in each of his uses of “holism” or “holistic.” Critics of holism show a (...) similar license. My aim in this paper, therefore, cannot be to provide and to examine a characterization of content holism that matches every use that has been made of the term. I aim rather to give a precise form to a holistic doctrine at one end of a spectrum of views that ranges from localism or atomism about content to holism about content. This view has the wild consequences often attributed to holism. While it is dubious that anyone has ever seriously held the view I characterize,4 some view like it seems to be what critics often have in mind when arguing against content holism. It is therefore worthwhile to make it precise, to distinguish it from other, related views, and to examine its internal coherence. Thus, in this paper, I will, first, clarify the doctrine, or a doctrine, of content holism, and, second, argue that content holism (so characterized) is not just false (which may be readily granted) but self-contradictory. To begin, we must distinguish between meaning holism and content holism. Let us reserve the term “meaning holism” for doctrines which are about the conditions for the possibility of linguistic expressions having meanings. Meaning holism is therefore a doctrine in the domain of the philosophy of language. “Content holism,” in contrast, we will treat as a doctrine in the philosophy of mind, about the conditions for the possibility of a thought5 having a content. Söz konusu sorunun üstesinden gel- mek, yerelliğin neliğini ortaya çıkarabilmek için, yerelliğe felsefi bir bilinçle yaklaşılarak, kavramın içeriğinin, kavram haritasının ve ilkelerinin belirginleştirilmesi gerekmektedir. The purpose of this article is to discuss the meaning and content of the concept of locality. Although locality is often referred to as a reflex of nationalization it has remained far from being evaluated in terms of philosophy. For this reason the concept of locality is equated with similar concepts and wrapped in an ideological content and its meaning becomes increasingly uncertain. In order to overcome the aforementioned problem and to reveal the nature of locality, and to clarify the content, concept map and principles of the concept it is necessary to approach locality with a philosophical consciousness. Firstly how the search for locality is tried to be established within the views of nationalism, postmoder- nism and multiple modernity against colonialism and Westernization with modernization and its inadequacies are presented panoramically, then it is emphasized what the concept is not. Localization, which is pointed out to be considered separately from localism and indigenousness, has been examined in terms of its relationship with people, space and history and attention has been drawn to localization. As a result of the research it has been determined that locality has three basic principles: Locality is a human-space problem; there is no mere locality and locality is relative; rather than a pure locality, locality should be understood as a process of synthesis and localization. Based on these principles and against the problems of the content of the concept of locality it is suggested to use the concept of cultural instead of locality. (shrink)
