In times of crises, public health leaders may claim that trials of public health interventions are unethical. One reason for this claim can be that equipoise—i.e. a situation of uncertainty and/or disagreement among experts about the evidence regarding an intervention—has been disturbed by a change of collective expert views. Some might claim that equipoise is disturbed if the majority of experts believe that emergency public health interventions are likely to be more beneficial than harmful. However, such beliefs are not always (...) justified: where high quality research has not been conducted, there is often considerable residual uncertainty about whether interventions offer net benefits. In this essay we argue that high-quality research, namely by means of well-designed randomized trials, is ethically obligatory before, during, and after implementing policies in public health emergencies (PHEs). We contend that this standard applies to both pharmaceutical and non-pharmaceutical interventions, and we elaborate an account of equipoise that captures key features of debates in the recent pandemic. We build our case by analyzing research strategies employed during the COVID-19 pandemic regarding drugs, vaccines, and non-pharmaceutical interventions; and by providing responses to possible objections. Finally, we propose a public health policy reform: whenever a policy implemented during a PHE is not grounded in high-quality evidence that expected benefits outweigh harms, there should be a planned approach to generate high-quality evidence, with review of emerging data at preset time points. These preset timepoints guarantee that policymakers pause to review emerging evidence and consider ceasing ineffective or even harmful policies, thereby improving transparency and accountability, as well as permitting the redirection of resources to more effective or beneficial interventions. We linked between the social-psychology and experimental-philosophy paradigms for the study of folk intuitions and beliefs regarding the concept of free will to answer three questions: (1) what intuitions do people have about free-will and determinism? (2) do free will beliefs predict differences in free-will and determinism intuitions? and (3) is there more to free-will and determinism than experiencing certainty or uncertainty about the nature of the universe? Overall, laypersons viewed the universe as allowing for human indeterminism, and they did (...) so with certainty. Examining intuitions of prosociality, future-orientation, learning, meaningfulness, human uniqueness, and well-being, ratings were highest in the indeterministic universe condition and lowest in the deterministic universe condition, both significantly different from the uncertain universe condition. Participants’ free will beliefs had only weak impact on realism, happiness, and learning intuitions, but did not reverse the general intuition favoring indeterminism, and showed no impact on other intuitions. Feminist decolonial scholars have called for disengaging from the current system built on a hierarchical logic of race and gender central to modern, colonial thinking. They have looked to worlds outside the modern system to lead us out of current unjust practices harming both humans and the environment. Although policymaking may be seen as the stronghold of the current political agenda and of the structures that have led to the climate crisis, we argue that climate policies too, are also crucial (...) for rethinking and transforming societies. Our examination of climate adaptation policies in Sweden and the literature from Europe shows how policy documents ignore and unknow the oppressive intersections of gender and power despite the knowledge that exists on these issues in the public domain. Drawing on the tools of agnotology, we examine how this is achieved by strategies of ‘denial, dismissal, diversion and displacement.’ Building on feminist post and decolonial scholarship, we make explicit the gendered and racial hierarchies and dichotomies underpinning these policy documents. At the same time, we bring attention to the nuances in the policy documents we study and look for the openings that might be used to bring about transformation by making these hierarchies explicit and calling them into question. We argue that a transformation is possible through a feminist post and decolonial intervention, even in policymaking otherwise ignorant of culture, values and the colonial histories that have produced contemporary society. What does it mean to study places in ‘crisis’ and how does that affect the research done on the ‘rural’? To be considered to be in crisis is not really new as any literature review of rural studies indicates. And yet, we live now in a new context, with new challenges for ‘rural’ research, in particular that of sustainability. Sustainability is the new policy focus and is increasingly reflected in research on rural Europe. Although scholars are beginning to theorize on (...) what is sustainable in and for rural areas, our intention is to take this further. We theorize on what the focus on crisis and, increasingly on sustainability, means for the research we do and the knowledge we produce on rural Europe. Our aim is to bring attention to the politics of past and present knowledge production on the rural to be able to imagine just and sustainable futures. In an analysis of literature primarily from Sweden and the UK, we argue that two construals, that of a rural crisis and that of rural–urban polarization, have set the tone for rural studies and may have overshadowed a more plural approach. We outline what might be needed from rural research to meet future challenges and what the notion of sustainability, with its emphasis on the entanglements of the social, economic and environmental, might mean for the future of rural research. This special issue contributes to a grounded understanding about 'sustainability' in a range of rural contexts and in so doing sheds light on accompanying tensions and implications for the future of rural areas in Europe. It also brings attention to how the rural might be changing as a result of this new focus on sustainability. he importance of gender equality and of women’s work in relation to the environment is regarded as a crucial question for development in “third‐world” rural societies. “Development” and a certain standard of welfare make these issues appear to be less urgent in a wealthier country such as Sweden. In this article, I trace some of the contradictions and connections in the ways in which gender equality is conceptualized in women’s struggles vis‐à‐vis environmental issues in rural areas in Sweden and India. (...) The article throws light on two important insights: First, in Sweden, where gender equality has been actively pursued as the bedrock of modern societal organizing, the space to organize as women in relation to environmental issues was fraught with ambiguity. Second, development discourses about equality and empowerment of oppressed third‐world women not only bear on how gender equality is conceptualized and practiced in the global South but also shape the space for gender equality in the North. Analyzing the two cases in relation to each other reveals the travel of ideas and conversations across distant geographical spaces. While ideas about the independent, empowered woman are used to deny agency to women’s collectives in India, gendered discrimination has taken different forms in Sweden, making it more difficult to contest. Understanding how this takes place opens an opportunity for interruption in an order and a space that appears to have become narrower under the umbrella of development, welfare, and growth. It brings into question the category of development in a southern but particularly so in a northern context, where the North, and especially Sweden, is taken as a referent for questions of development and gender equality. -/- . This article is devoted to define and characterize ‘Science’ as a discipline by the fundamental principles of scientific investigation. In particular, we propose and argue that ‘Science’ be defined by a set of principles / criteria which underlies scientific- investigation. We argue that this set must include the following principles: (1) Rationality, (2) Objectivity (3) Universality, (4) Internal Consistency, (5) Uniqueness, (6) Reproducibility, (7) The Principle of Falsification, (8) Simplicity and Elegance and (9) Experimental Observation and Verification. We elaborate, through (...) illustrative examples, the justification of the above set of criteria. `Scientific temper’ essentially means the cultivation of these principles, as attitudes / value-system adopted as “ways of life”. We discuss the relevance of the inculcation of scientific temper in the modern context. Finally, the scope and limitations of the scientific method are highlighted and an attempt is made to dispel several misconceptions and myths associated with Science and scientists. (shrink)

Abstract: A novel quadric-dentate demi-macrocycle of the type [C14H30N2O2] (ClO4)2¯ was synthesized by 1:2 condensation reaction at high dilution process. The desired demi-macrocycle was characterized by spectral methods such as UV-visible, IR, 1HNMR and elemental analysis. The results obtained were in close conformity with properties and proposed structure.

Abstract: 1,3-dichloro-5,5-dimethylhydantoin (DCDMH) hydrolysed of this compounds leads to the formation of active positive halogen species like HOCl and H2O+Cl. The H2O+Cl in non-polar or less polar media, extensively used as a chlorinating and oxidizing agents in organic substrate. The rate of reaction is enhanced by the increasing [H+] and percentage of acetic acid. The main product of the oxidation is corresponding aldehydes. The thermodynamic parameters for the oxidation have been computed in the show step mechanism. The observed rate law (...) was in good conformity with the mechanism. (shrink)

This article views gender dynamics and strategies for change in a small Swedish village from a systems perspective. In the context of the struggle for the communal management of forests, tensions arose in the relations among the people in the village who differed in their opinions as to how to approach village development. Some village women argued for the importance of issues other than only community forestry in the development of the community's future livelihoods and well-being. They also believed that (...) linking these activities with each other are vital for the community. Co-operative inquiry with women in the village reveals that, in their view, the community's overall needs are the most meaningful point of departure and not just individual resource management initiatives. They believed that it was vital to link resource management with other developmental activities in the village. The inquiry process also shows how the differences that may arise between men and women are dependent on the context, their relationships, and the networks they activate rather than the differences emerging solely from gender roles or the structure. Attention to how women and men “draw boundaries” around their activities and relationships expands our understanding of the diverse means they use for reaching their objectives. It also highlights the role of innovators who cross these boundaries and work toward change. (shrink)

Reflection is widely acknowledged to play a crucial role in enhancing the competence of medical professionals. Developed countries have given importance to implementing reflective practices for professional development. In developing countries, reflective practices are not given much importance as a tool for professional growth. This article aims to uncover the existing practices of reflection and the challenges faced by medical professionals working at a government hospital in Nepal. This qualitative study utilized Narrative Inquiry as the research method and conducted semi-structured, in-depth interviews with two medical professionals selected through purposive sampling followed by content analysis of the collected data. The study was based on the theories of social constructivism and transformative learning. After analyzing the data, three significant themes emerged: empathizing through reflection, change in practice through reflection, and barriers to reflective practices. The study identified several barriers to reflective practices, including a negative attitude, sociocultural contexts, and a lack of support from the medical community. It is crucial to encourage self-reflection for medical professionals to enhance their professional growth and promote lifelong learning. This study provides valuable insights into the significance of reflective practices in the professional development of medical personnel, particularly in developing countries. (shrink)

The U.S. FDA has issued emergency use authorizations for monoclonal antibodies for non-hospitalized patients with mild or moderate COVID-19 disease and for individuals exposed to COVID-19 as post-exposure prophylaxis. One EUA for an oral antiviral drug, molnupiravir, has also been recommended by FDA’s Antimicrobial Drugs Advisory Committee, and others appear likely in the near future. Due to increased demand because of the Delta variant, the federal government resumed control over the supply and asked states to ration doses. As future variants (...) with increased infectivity and/or severity emerge, further rationing may be required. We identify relevant ethical principles and priority groups for access to therapies based on an integrated approach to population health and medical factors. Using priority categories to allocate scarce therapies effectively operationalizes important ethical values. This strategy is preferable to the current approach of categorical rules based on vaccination, immunocompromise status, or older age, or the ad hoc consideration of clinical risk factors. (shrink)

P. F. Strawson's influential article "Freedom and Resentment" has been much commented on, and one of the most trenchant commentaries is Rajendra Prasad's, "Reactive Attitudes, Rationality, and Determinism." In his article, Prasad contests the significance of the reactive attitude over a precise theory of determinism, concluding that Strawson's argument is ultimately unconvincing. In this article, I evaluate Prasad's challenges to Strawson by summarizing and categorizing all of the relevant arguments in both Strawson's and Prasad's pieces. -/- (...) Strawson offers four types of arguments to demonstrate that determinism and free agency cannot be incompatible, showing that the reactive attitude is natural and desirable and the objective attitude is not natural, not desirable, not sustainable, and not compatible with the reactive attitude. Prasad targets Strawson's incompatibilist arguments, showing that determinism and free agency are incompatible. Of Prasad's seven types of arguments, four target Strawson's four above. Three of these succeed and one fails. The remaining three target Strawson's support of the reactive attitude, and of these, one succeeds, and the others fail. Although Prasad's arguments miss the mark at times, he does succeed in putting forth a legitimate challenge to Strawson's notion that determinism is no inhibitor of the reactive attitude. (shrink)

The author tries to interpret their commentaries on the Gita to ‘develop two competing visions of the relationship between metaphysics and theology, and therefore of how one may relate inquiry to faith’ (xx). In this task, the author has been remarkably successful and he also gives us a wonderful comparative study of Shankara and Ramanuja. Anyone interested in these two thinkers should definitely read this volume.

I highlight three features of P.F. Strawson’s later, neglected work on freedom and responsibility. First, in response to a criticism by Rajendra Prasad, Strawson explicitly rejects an argument put forward in ‘Freedom and Resentment’ against the relevance of determinism to moral responsibility. Second, his remarkable acceptance of Prasad’s criticism motivates him to take the ‘straight path’, that is, to be straightforward about the relation between determinism, freedom, the ability to do otherwise and the conditions of responsibility. He claims (...) that the ability to do otherwise is a necessary condition of responsibility and provides a list of additional conditions, including a knowledge condition. Third, he clarifies the relation between responsibility, quality of will and the reactive attitudes. The latter do not figure essentially in his answer to the question, ‘What are the conditions of responsibility?’, but they do play an essential role in his answer to the question, ‘Why do we have the concept of responsibility?’ We have it, Strawson suggests, because of our natural concern about the quality of will with which people act, a concern expressed in our reactive attitudes. I argue that, although Strawson’s later work definitely involves a shift of emphasis when compared to ‘Freedom and Resentment’, his overall account of freedom and responsibility is coherent. The later work helps to better understand the nature and significance of Strawson’s contribution, and to identify problems with common interpretations of and objections to ‘Freedom and Resentment’.
