In the developed countries, the importance and development of sharing economy as a new economic model have been increasingly discussed in recent decades. In Serbia, sharing economy has not yet been sufficiently explored in official reports and academic literature. On the other hand, in practice, there are several collaborative platforms used by consumers. Therefore, the purpose of this study is to point out the specifics of the sharing economy in Serbia. At the outset, after a brief introduction, the (...) concept of a sharing economy is defined. Consumers’ attitudes about knowledge of the sharing economy, the expectations, and motives that drive them to market engagement are examined and presented. Examples of good practices in the field of sharing economy in Serbia are given. The factors that stimulate or restrict the development of the sharing economy are highlighted, and the legislative framework that directly and indirectly regulates this area is presented. The conclusion about the level of the development of sharing economy in Serbia is derived, and recommendation for future research is given. (shrink)

This paper aims to show how the legacy of socialism with a human face represents a far more serious obstacle for the postsocialist transition than the heritage of rigid socialism. This is because an amalgamation of the perception of the autochthonous character of socialism accompanied by the perception of its soft, human face, creates an anti-capitalist mentality (Ludwig von Mises) that leaves an enormous impact on the long-term understandings of the concepts of individual, society, state, and reforms. This sort of (...) mentality is deeply entrenched in Serbia, where a full-scale process of “debolshevization” has never been initiated. The continuity with socialist legacy is apparent in key segments of the ill-fated transition: political, institutional, economic, symbolical, and no less moral. (shrink)

Otto Weininger’s Sex and Character interprets Kant’s categorical imperative in a way which takes it to imply that all human relations, including human sexual relations, are immoral; it is thus in a certain sense impossible to lead a moral life on this earth. We discuss Weininger’s ideas on man, woman, value and intellect, and describe their influence among the Central European intellectuals of his day, including Wittgenstein, and also including Karl Kraus.

The paper argues that while the Serbian society and political elite are known for treating their country’s accession to the EU in terms of pragmatic utility maximisation, they generally conceive of Serbian relations with Russia, contrariwise, as an identity-laden issue. To prove it, the author analyses Serbia’s behaviour toward Russia along the features of emotion-driven cooperation, found in the literature on identity and emotions in foreign policy. In particular, the paper focuses on Serbians’ especially strong friendliness vis-à-vis Russia, the (...) parallel existence of the Other (the West) in their identity and the particularly strong intensity of their attraction to Russia during Serbia-West conflicts, the reinforcement of their affection to Russia by national traumas, the endurance of the affection’s strength despite conflicting rational interests and negative experiences in bilateral interaction, the frequent occurrence of references to Russia in Serbia’s domestic discourse and decisional justifications and a large use of historical analogies concerning Russia. Finally, the author ponders over the implications of the existent configuration of emotional and pragmatic forces in Serbian politics for the country’s current and future conduct toward Russia and the EU. The aim of this work is to familiarize the reader with the presence and development of bioethics in Serbia. First, the introduction analyzes the term of bioethics and considers its disciplinary founding. In order to give as full a picture of the actual state of bioethics in Serbia as possible, its reception is considered from two main standpoints: the standpoint of the bioethical education and the standpoint of relevant legal regulations and institutionalization. Attention is also drawn to certain (...) omissions in the approach to bioethical issues, with special view of the questions of cloning and euthanasia, and to moments that should contribute to its full scientific and institutional affirmation. We can define state instability as a situation in which a system's previously established norms and rules no longer function properly. Under the circumstances of changed institutional functioning, the main actors of the given environment resort to new strategies to preserve their authority and maintain their positions. In this paper, we aim to present rhetorical strategies as a response of political actors to the environment of state instability. We will use a qualitative content analysis method to present the three political (...) crises in the United States, Serbia, and Croatia. The emergence of the Internet and various forms of virtual communities has led to the impact of a new social space on individuals who frequently replace the real world with alternative forms of socializing. In virtual communities, new ‘friendships’ are easily accepted;however,how this acceptance influences cultural identity has not been investigated. Based on the data collected from 443 respondents in the Republic of Serbia, authors analyzethisconnexion,as well as how the absorption of others’ cultural values is reflected on the local (...) cultural values. The results show that the adoption of others’ cultural values diminished the bond with the local community. The present paper adds to the theory of virtual communities by examining the relationship between the acceptance of an unknown person in a virtual community and its effects on cultural identity. This study contributes to the clarificationof the impact that virtual networking has on cultural identity. (shrink)

Gas will increasingly be seen as the fossil fuel of choice, especially when considering environmental impacts. Natural gas is the chance for Serbia for sustainable development and with its intensive consumption in the XXI century to conciliate the 4Es (Energy, Economy, Efficiency and Environment). In this paper we will compare the impact of different fossil fuels used for domestic heating with a special emphasis on natural gas. Some other causes of climate changes will be also discussed such as the (...) Milanković astronomical cycles. These factors will be compared with climate changes caused by the consumption of fossil fuels. (shrink)

We will explore ecumenical collaboration for the sake of mission in the 21st century in this region. In this sense, we will consider ecumenical relations, theological education, migration and diaspora, and present challenges, and will try to identify the vision of the future. We will do this by focusing on four countries from the region as critical studies: the Czech Republic, Poland, Romania, and Serbia.

Sanctions such as those applied by the United Nations against Yugoslavia, or rather the actions of implementing and maintaining them, at the very least implicitly purport to have moral justification. While the rhetoric used to justify sanctions is clearly moralistic, even sanctions themselves, as worded, often include phrases indicating moral implication. On May 30, 1992, United Nation Security Council Resolution 757 imposed a universal, binding blockage on all trade and all scientific, cultural and sports exchanges with Serbia and Montenegro. (...) In addition to expressing the usual "concern' and "dismay" regarding various events, the language of this Resolution also includes, on three occasions, unmistakably moral language "deploring" failures in meeting the demands of earlier resolutions.' There is no question that sanctions have political, economic, military and trategic consequences for the sanctioned state, perhaps exactly as desired by the sanctioning party. However, the question raised in this essay is whether in addition to these consequences, sanctions also produce morally reprehensible consequences that undermine their often-cited moral justification. If so, international economic sanctions are an immoral means of achieving primarily political goals. Six morally significant consequences are: 1) The unethical, elevated susceptibility of the sanctioned to olitical (and other forms of) manipulation, 2) the inherent and unjust paternalism in the process of sanctioning, 3) the abandonment of strict moral criteria on virtually all levels of evaluation, primarily inside the sanctioned country, but also in sanctioning states best exhibited in the attitudes toward the sanctioned, 4) the general decline in moral consciousness, 5) the subsequent rise of many forms of violence within the sanctioned state in connection with the increase in lawlessness, and a general decline of expectations in all areas of life, and 6) the continual, arbitrary redefining of conditions for a final lifting of sanctions. In light of this moral phenomenology we shall argue that sanctions, lacking in moral justification, are simply a means for achieving the mentioned immoral goals. Furthermore, the argument will be that sanctions are a form of siege and, as such, an act of war, requiring the sort of justification that would be needed to justify a war. (shrink)

This thesis problematises the bases of soft power, that is, causal mechanisms connecting the agent (A) and the subject (B) of a power relationship. As the literature review reveals, their underspecification by neoliberal IR scholars, the leading proponents of the soft power concept, has caused a great deal of scholarly confusion over such questions as how to clearly differentiate between hard and soft power, how attraction (soft power’s primary mechanism) works and what roles structural and relational forces play in hard/soft (...) power. In an effort to ascertain the bases, I address this issue not from the viewpoint of A’s policies or resources, like do IR neoliberal scholars, but in terms of B’s psychological perception of A. Employing social psychological accounts, I argue that attraction can be produced in three distinct ways, namely 1) through B’s identification with A (“emotional” attraction), 2) via B’s appreciation of A’s competence/knowledge in a particular field (“rational” attraction) and 3) by means of the activation of B’s internalised values which contextually prescribe B to act in A’s favour (“social” attraction). Importantly, depending upon the way attraction is produced, it is peculiar in a number of characteristics, the main of which are power scope, weight and durability. Insights from social psychology also show that unlike soft power, hard power requires not only B’s relevant perception of the A-B relationship (as coercive or rewarding), but also A’s capability to actualise a threat of punishment and/or a promise of reward. I argue this difference can be fairly treated as definitional rather than empirical, which implies that coercion and reward necessarily have both relational and structural dimensions, whereas for attraction, a structural one alone suffices, while a relational one may or may not be present. Having explicated the soft power bases, I illustrate each of them using three “most likely” case studies, namely Serbia’s policies towards Russia (emotional attraction), Kazakhstan’s approach to relations with the EU (rational attraction) and Germany’s policies vis-à-vis Israel (social attraction). Consequently, articles in this collection are either directly or indirectly related to this subject matter. In this volume, 19 authors from Croatia, Slovenia, Serbia, Italy, Israel, USA, and GB write about human rationality. What human rationality consists in? What is the relationship between its normative aspect (logic) and its descriptive aspect (...) (psychology)? Do people in fact reason according to the laws of logic? What is the nature and the function of reasoning, argumentation, and inference? ... We are publishing this volume in the hope that it will provide further contribution to the research in the field. The East European region has always created a space of interaction between the great powers of the Eastern and Western Europe of the different epochs in European history. Not just a contact and an interaction region between Europe, Asia and the Middle East (Africa), but also a pivot of the European security environment, most often forming a real axis on which this scene of confrontation between powers can bend into one or the other part. We can say that the Eastern (...) European region has formed hundreds of years ago (with the emergence of Ottoman power and its pressure on the Western powers, the emergence of the Tsarist and later Soviet power) a pivotal axis which determined the geopolitical configuration of the world and led successively to the advancement or decay of an empire or another. Indeed, the balance between Western powers and the Ottoman Empire, and later between the Austro-Hungarian Empire and the Eastern Powers, such as the Ottoman Empire and the Tsarist Empire, has been established for several hundred years right in this pivotal axis of Eastern Europe. For this reason, the political and military situation of the territories covered by the pivotal axis have always been a special one. This pivotal axis of Europe started from the Baltic Sea and was generally disposed over the continental strip where today are countries like Estonia, Latvia and Lithuania, a part of Poland (Pomerania and a part of Silesia), the Czech Republic, the western part of today Romania and a part of Serbia. This geographical positioning of the pivotal axis has led to a permanent political turmoil and change of borders in the mentioned regions. Referring exclusively to the manner in which this pivot axis intersected the current territory of Romania, we observe that in its passage from north to south it included Satu Mare, Oradea, Arad, Timişoara and Reşita. Oradea has always played an important role in Central-Eastern Europe, NATO recognizing the NATO HUMINT Centre of Excellence (HCOE) as a strategical organization with a remarkable contribution to the development of the Human Intelligence capability within the Alliance. The aim of this text is to trace the main lines of the interpretation of natural selection in the early phase of reception of the theory of evolution in Serbia, as well as the resistances met by some of Darwin’s ideas. The analysis is directed at the controversies concerning the ideas regarding the evolutionary mechanisms, i.e. the question of natural selection and inheritance of acquired characteristics, as well as the concept of competition, which is of crucial importance for Darwinian (...) natural selection. As a matter of fact, these aspects of the interpretation of Darwin’s theory were very significant for culture in a broad sense and they can be considered as a kind of symptom of the general state of mind. The founding fathers of neoliberalism are usually imagined as very rational neoclassical economists uninterested in cultural and religious issues. The aim of this paper is to paint a different picture by discussing the ideas of (neo)liberal economists regarding spiritual heritage, with an emphasis on eastern religions. Starting from the existing historiographical debate on the role of Daoist notions in the birth of political economy in 18th-century Europe, as an example of cultural transfer par excellence, argumentation develops into a comparative analysis (...) of philosophical underpinnings of modern laissez-faire liberalism and neoliberalism. The main thesis of the paper is that important epistemological differences between analysed doctrines imply the differences in the attitude of modern economic liberalism towards religion, which is demonstrated via examples of appropriations and translations of eastern heritage. This is a preliminary analysis but with the potential to shed new light on the political theology of contemporary culture and neoliberalism itself. (shrink)
