This third paper locates the synthetic neurorobotics research reviewed in the second paper in terms of themes introduced in the first paper. It begins with biological non-reductionism as understood by Searle. It emphasizes the role of synthetic neurorobotics studies in accessing the dynamic structure essential to consciousness with a focus on system criticality and self, develops a distinction between simulated and formal consciousness based on this emphasis, reviews Tani and colleagues' work in light of this distinction, and ends by (...) forecasting the increasing importance of synthetic neurorobotics studies for cognitive science and philosophy of mind going forward, finally in regards to most- and myth-consciousness. Direct neurological and especially imaging-driven investigations into the structures essential to naturally occurring cognitive systems in their development and operation have motivated broadening interest in the potential for artificial consciousness modeled on these systems. This first paper in a series of three begins with a brief review of Boltuc’s (2009) “brain-based” thesis on the prospect of artificial consciousness, focusing on his formulation of h-consciousness. We then explore some of the implications of brain research on the structure of consciousness, finding limitations (...) in biological approaches to the study of consciousness. Looking past these limitations, we introduce research in artificial consciousness designed to test for the emergence of consciousness, a phenomenon beyond the purview of the study of existing biological systems. We have been left with a big challenge, to articulate consciousness and also to prove it in an artificial agent against a biological standard. After introducing Boltuc’s h-consciousness in the last paper, we briefly reviewed some salient neurology in order to sketch less of a standard than a series of targets for artificial consciousness, “most-consciousness” and “myth-consciousness.” With these targets on the horizon, we began reviewing the research program pursued by Jun Tani and colleagues in the isolation of the (...) formal dynamics essential to either. In this paper, we describe in detail Tani’s research program, in order to make the clearest case for artificial consciousness in these systems. In the next paper, the third in the series, we will return to Boltuc’s naturalistic non-reductionism in light of the neurorobotics models introduced (alongside some others), and evaluate them more completely. In December 2013, the Nonhuman Rights Project (NhRP) filed a petition for a common law writ of habeas corpus in the New York State Supreme Court on behalf of Tommy, a chimpanzee living alone in a cage in a shed in rural New York (Barlow, 2017). Under animal welfare laws, Tommy’s owners, the Laverys, were doing nothing illegal by keeping him in those conditions. Nonetheless, the NhRP argued that given the cognitive, social, and emotional capacities of chimpanzees, Tommy’s confinement (...) constituted a profound wrong that demanded remedy by the courts. Soon thereafter, the NhRP filed habeas corpus petitions on behalf of Kiko, another chimpanzee housed alone in Niagara Falls, and Hercules and Leo, two chimpanzees held in research facilities at Stony Brook University. Thus began the legal struggle to move these chimpanzees from captivity to a sanctuary, an effort that has led the NhRP to argue in multiple courts before multiple judges. The central point of contention has been whether Tommy, Kiko, Hercules, and Leo have legal rights. To date, no judge has been willing to issue a writ of habeas corpus on their behalf. Such a ruling would mean that these chimpanzees have rights that confinement might violate. Instead, the judges have argued that chimpanzees cannot be bearers of legal rights because they are not, and cannot be persons. In this book we argue that chimpanzees are persons because they are autonomous. (shrink)

This chapter argues that the human right to water entails specific moral limits to commodifying water. While free-market economists have generally recognized no such limits, the famous Canadian environmental thinker Maude Barlow has claimed that the human right to water entails that no water markets should be permitted. With a Lockean conception of the human right to water, this chapter argues that both views are mistaken. If water markets prevent people from obtaining some minimal and proportional share of water, (...) by charging a prohibitively high price, or otherwise, then they put the human right to water in jeopardy and, therefore, should be blocked. We criticise Shepard's notions of “invariance” and “universality,” and the incorporation of Shepard's work on inference into the general framework of his paper. We then criticise Tenenbaum and Griffiths' account of Shepard (1987b), including the attributed likelihood function, and the assumption of “weak sampling.” Finally, we endorse Barlow's suggestion that minimum message length (MML) theory has useful things to say about the Bayesian inference problems discussed by Shepard and Tenenbaum and Griffiths. It seems intuitively obvious that metameric matching of color samples entails a loss of information, for spectrophotometrically diverse materials appear the same. This intuition implicitly relies on a conception of the function of color vision and on a related conception of how color samples should be individuated. It assumes that the function of color vision is to distinguish among spectral energy distributions, and that color samples should be individuated by their physical properties. I challenge these assumptions by articulating a different (...) conception of the function of color vision, according to which color vision serves to partition object surfaces into discrimination classes. Information and communication technologies present new challenges for political theory and philosophy due to its large-scale and scope transformations. Their demands are reflected in institutional needs that cover a “cyber-political” space, i. e., a cluster of problems of the governance of the network of networks –Internet– that results in the formation of new institutions –e. g. ICANN. The question I try to answer here is: What characterizes cyberspace political discourses? The proposed hypothesis is that it is possible to interpret the (...) varied cyber-political positions from their relation with the actors that dispute cyberspace regulation. Taking this relationship as an Archimedean point, I distinguish between extreme positions –cyber-conservatism and cyber-libertarianism– and moderate positions –cyber-liberalism and cyber- socialism. Through the investigation of the works of the main proponents of each position (Goldsmith, Wu, Barlow, Assange, Lessig, Barbrook and Filby) I try to show the modifications in the traditional political positions after the incorporation of the prefix “cyber” and also, to highlight the benefits of the moderate positions over the extreme ones.
