In this paper, I take seriously calls for public engagement in human genome editing decision-making by endorsing the convening of a “Citizens Jury” in conjunction with the International Commission on the Clinical Use of Human Germline Genome Editing’s next summit scheduled for March 6–8, 2023. This institutional modification promises a more inclusive, deliberative, and impactful form of engagement than standard bioethics engagement opportunities, such as comment periods, by serving both normative and political purposes in the quest to offer moral guidance (...) on gene editing. In examining evidence from the Australian Citizens’ Jury on Genome Editing convened in 2021, I argue that Citizens’ Juries should work in tandem with governing institutions to preserve the role of expertise while ensuring that the diverse views of the public are incorporated into their final reports as well. First, early inclusivity allows “the people” to hold agenda setting power through helping to set resource priorities. This also makes a downstream deliberative event, such as the called for Global Citizens’ Assembly, both more likely to occur and more influential on policy. Second, Jury’s diverse composition promises substantive contributions to the Commission’s work. Third, Citizens’ Juries could help to cultivate the Commission’s trustworthiness. (shrink)

Recent years have witnessed growing controversy over the “wisdom of the multitude.” As epistemic critics drawing on vast empirical evidence have cast doubt on the political competence of ordinary citizens, epistemic democrats have offered a defense of democracy grounded largely in analogies and formal results. So far, I argue, the critics have been more convincing. Nevertheless, democracy can be defended on instrumental grounds, and this article demonstrates an alternative approach. Instead of implausibly upholding the epistemic reliability of average voters, I (...) observe that competitive elections, universal suffrage, and discretionary state power disable certain potent mechanisms of elite entrenchment. By reserving particular forms of power for the multitude of ordinary citizens, they make democratic states more resistant to dangerous forms of capture than non-democratic alternatives. My approach thus offers a robust defense of electoral democracy, yet cautions against expecting too much from it—motivating a thicker conception of democracy, writ large. (shrink)

The chapter develops a taxonomy of views about the epistemic responsibilities of citizens in a democracy. Prominent approaches to epistemic democracy, epistocracy, epistemic libertarianism, and pure proceduralism are examined through the lens of this taxonomy. The primary aim is to explore options for developing an account of the epistemic responsibilities of citizens in a democracy. The chapter also argues that a number of recent attacks on democracy may not adequately register the availability of a minimal approach to the epistemic responsibilities (...) of citizens in a democracy. Does the wide distribution of political power in democracies, relative to other modes of government, result in better decisions? Specifically, do we have any reason to believe that they are better qualitatively – more reasoned, better supported by the available evidence, more deserving of support – than those which have been made by other means? In order to answer this question we examine the recent effort by Talisse and Misak to show that democracy is epistemically justified. Highlighting the strengths and (...) weaknesses of their arguments, we conclude that the differences between an epistemic conception of democracy and an epistemic justification of democracy are fundamental to determining the relative attractions of different arguments for democracy, and their implications for actual forms of government. Power and leadership are typically theorized as exercises of sovereignty in the western tradition of thought. This essay takes up Michel Foucault’s challenge to escape the ‘spell of monarchy’ in our thinking in order to move beyond sovereign models of power. Interdisciplinary scholarship on complex adaptive systems provides fertile ground for this endeavor, illustrating the dynamics of post-sovereign power and opportunities for post-sovereign leadership. Viewing human organizations as complex adaptive systems helps us to theorize leadership without over-simplifying its nature or (...) exaggerating its potential. It also undermines the prevailing identification of sovereign power as the only antidote for anarchy. (shrink)

This paper explores the idea of robust discursive equality on which respect-based conceptions of justificatory reciprocity often draw. I distinguish between formal and substantive discursive equality and argue that if justificatory reciprocity requires that people be accorded formally equal discursive standing, robust discursive equality should not be construed as requiring standing that is equal substantively, or in terms of its discursive purchase. Still, robust discursive equality is purchase sensitive: it does not obtain when discursive standing is impermissibly unequal in purchase. (...) This paper analyses the possibility of granting legitimacy to democratic decisionmaking procedures in a context of deep pluralism. We defend a multidimensional account according to which a legitimate system needs to grant, on the one hand, that citizens should be included on an equal footing and acknowledged as reflexive political agents rather than mere beneficiaries of policies, and, on the other hand, that their decisions have an epistemic quality. While Estlund’s account of imperfect epistemic proceduralism might seem to embody a (...) dualistic conception of democratic legitimacy, we point out that it is not able to recognize citizens as reflexive political agents and is grounded in an idealized model of the circumstances of deliberation. To overcome these ambiguities, we develop an account of democratic legitimacy according to which disagreement is the proper expression of citizens’ reflexive agency and the attribution of epistemic authority does not stem from a major expertise or specific ability, but it comes through the public confrontation among disagreeing agents. Consequently, the epistemic value of deliberation should be derived from the reasons-giving process rather than from the reference to the alleged quality of its outcomes. In this way, we demonstrate the validity of the multidimensional perspective of legitimacy, yet abstain from introducing any outcome-oriented criterion. Finally, we argue that this account of legitimacy is well suited for modeling deliberative democracy as a decision-making procedure that respects the agency of every citizen and grants her opportunity to influence public choices. Proceduralists hold that democracy has a non-instrumental value consisting in the ideal of equality incorporated by fair procedures. Yet, proceduralism does not imply that every outcome of a democratic procedure is fair per se. In the non-ideal setting of constitutional democracies, government and legislative decisions may result from factional conflicts, or depend on majoritarian dictatorships. In these circumstances, Supreme Courts provide a guardianship against contested outcomes by enacting mechanisms of checks and balances, constitutional interpretation and judicial review. Yet, in virtue (...) of this role, Supreme Courts exercise a form of epistocratic power, which rests at odds with the ideal of political equality. We analyse this dilemma and propose a solution, arguing that Supreme Courts do not run unrestrained decisions; rather their decisional power is bound to the protective function of fundamental rights, in which their constitutional mandate ultimately consists. It has been argued that the Internet and social media increase the number of available viewpoints, perspectives, ideas and opinions available, leading to a very diverse pool of information. However, critics have argued that algorithms used by search engines, social networking platforms and other large online intermediaries actually decrease information diversity by forming so-called “filter bubbles”. This may form a serious threat to our democracies. In response to this threat others have developed algorithms and digital tools to combat filter bubbles. (...) This paper first provides examples of different software designs that try to break filter bubbles. Secondly, we show how norms required by two democracy models dominate the tools that are developed to fight the filter bubbles, while norms of other models are completely missing in the tools. The paper in conclusion argues that democracy itself is a contested concept and points to a variety of norms. Designers of diversity enhancing tools must thus be exposed to diverse conceptions of democracy. (shrink)

This essay surveys three prominent trends in current pragmatist political philosophy: Deweyan Democratic Perfectionism, Rortyan Ironism, and Pragmatist Epistemic Deliberativism. After articulating the main commitments of each view, the author raises philosophical problems each must confront. The essay closes with the more general criticism that pragmatist political theory has been nearly exclusively focused on democracy, but needs to address additional topics.

Extending recent appropriations of Charles S. Peirce's work in political theory, we argue that the same epistemic norms that justify democracy offer a plausible basis for justifying multiculturalist policies aimed at protecting at-risk cultural groups. Because this epistemic argument is compatible with a full range of reasonable comprehensive doctrines, it fully accommodates the fact of reasonable pluralism, thereby skirting the Rawlsian objection to which the multiculturalisms of Charles Taylor and Will Kymlicka fall prey.

I introduce a case study from organization studies to argue that social epistemologists’ recommendation to cultivate diversity and dissent in science is unlikely to be welcomed in the social sciences unless it is coupled with another epistemic ideal: the norm of epistemic responsibility. The norm of epistemic responsibility enables me to show that organization scholars’ concern with the fragmentation of their discipline is generated by false assumptions: the assumption that a diversity of theoretical approaches will lead to fragmentation and the (...) assumption that an imposed consensus on a theoretical approach is needed to maintain the unity of the discipline. Political polarization is one of the most discussed challenges facing contemporary democracies and is often associated with a broader epistemic crisis. While inspiring a large literature in political science, polarization’s epistemic problems also have significance for normative democratic theory, and this study develops a new approach aimed at understanding them. In contrast to prominent accounts from political psychology—group polarization theory and cultural cognition theory—which argue that polarization leads individuals to form unreliable political beliefs, this study focuses on system-level diversity. It (...) argues that polarization’s epistemic harms are best located in its tendency to reduce the diversity of perspectives utilized in a democratic system and in how this weakens the system’s ability to identify and address problems of public concern. Understanding such harms is also argued to require a greater consideration of the political dynamics of polarization and issues of elite discourse, alongside political psychology. (shrink)

I examine ramifications of the widespread view that scientific objectivity gives us a permission to trust scientific knowledge claims. According to a widely accepted account of trust and trustworthiness, trust in scientific knowledge claims involves both reliance on the claims and trust in scientists who present the claims, and trustworthiness depends on expertise, honesty, and social responsibility. Given this account, scientific objectivity turns out to be a hybrid concept with both an epistemic and a moral-political dimension. The epistemic dimension tells (...) us when scientific knowledge claims are reliable, and the moral-political dimension tells us when we can trust scientists to be socially responsible. While the former dimension has received a fair amount of attention, the latter is in need of analysis. I examine what it means for scientists to be socially responsible, that is, to follow “sound” moral and social values in different stages of scientific inquiry. Social responsibility is especially important when scientists function as experts in society. Members of the public and policymakers do not want to rely on scientific research shaped by moral and social values they have good reasons to reject. Moreover, social responsibility is important in social research in which moral and social values can legitimately play many roles. I discuss the strengths and weaknesses of different answers to the question of how social scientists can identify appropriate moral and social values to inform their research. I argue that procedural accounts of social responsibility, such as well-ordered science and deliberative polling, have limitations. (shrink)

Supposedly, stubbornness on the part of scientists—an unwillingness to change one’s position on a scientific issue even in the face of countervailing evidence—helps efficiently divide scientific labor. Maintaining disagreement is important because it keeps scientists pursuing a diversity of leads rather than all working on the most promising, and stubbornness helps preserve this disagreement. Planck’s observation that “Science progresses one funeral at a time” might therefore be an insight into epistemically beneficial stubbornness on the part of researchers. In conversation with (...) extant formal models, recent empirical research, and a novel agent-based model of my own I explore whether the epistemic goods which stubbornness can secure—disagreement and diversity—are attainable through less-costly methods. I make the case that they are, at least in part, and also use my modeling results to show that if stubbornness is scientifically valuable, it still involves a willingness to change one’s mind. My goal in this paper is to determine whether there exists good reason to apply to Rorty the label “deliberative democrat.” There are elements of Rorty’s work that count both for and against applying this label, which I investigate here. I conclude that, if we can conceive of a deliberative democracy that is not informed by a social epistemology that relies on Reason; if we can conceive of a deliberative democracy that has a wider view of reason and of reasons (...) than is traditionally understood, then we can think of Rorty as a deliberativist; perhaps as a virtue deliberativist with an expansive idea of what counts a reason and what counts as a virtue. ABSTRACTHélène Landemore's Democratic Reason develops one important line of research in political epistemology, which we can define as the study of the ways in which distributed knowledge is put together for the purposes of making political decisions. Landemore argues for the epistemic benefits of cognitive diversity in political decision procedures in a condition of epistemic equality—where there are no experts. Given this omission, her approach has undeveloped potential for a second line of research in political epistemology, on the problem of (...) aggregating asymmetrically distributed knowledge, i.e., integrating democratic reason with expertise. Deliberative scholars have suggested that citizens should be able to exchange arguments in public forums. A key element in this exchange is the rational mode of communication, which means speaking through objective argumentation. However, some feminists argue that this mode of communication may create or intensify epistemic injustices. Furthermore, we should not assume that everyone is equally equipped to take part in deliberation. Certain groups, such as Indigenous peoples, for instance, who may not be versed in rational forms of argumentation, (...) may not be listened to or involved sufficiently in the deliberative process. Therefore, it seems we need an alternative mode of communication, such as storytelling, which is a first-person or collective narrative. Given this, how should we pursue this goal? This article aims to answer this question by analysing a local conflict involving an Indigenous tribe and a neighbouring community in Brazil and exploring the underlying testimonial and hermeneutical injustices. I argue that storytelling has an important normative and institutional role in public deliberation and show that its applied version could overcome epistemic injustices and lead to better public policies. This article argues that current attempts to demonstrate the plausibility of democratic procedures’ tendency to produce good/wise/better outcomes at least partially fail. The examples given, while suggestive of a power in group decision-making, rarely reference anything resembling an actual political problem. The reason the examples do not do the work purveyors of them think they do, is that political problems seem much more complicated than the examples suggest. The author goes on to contend that a more productive strategy is to (...) embrace the complexity of political problems and think through which dimensions of complexity invite democratic and epistemic opportunities. As such, the author closes by suggesting there are three significant dimensions of political problems, and only in some cases do those problems lend themselves to a democratic procedure producing a wiser/better outcome. Epistemic reliability therefore depends on the kind of problem a democratic procedure is attempting to solve. (shrink)

This article surveys recent work in pragmatism and political theory. In doing so, it shows both how recent work on pragmatism has secured the view that at its core is a set of arguments about the character of democracy – although the character of those arguments is open to debate and reimagination – and how pragmatist arguments have been reinterpreted and deployed to address contemporary concerns and approaches. This charts a terrain of live disagreements rather than settled opinion.

Using a decision theoretic model of scientists’ time allocation between potential research projects I explain the fact that on average women scientists publish less research papers than men scientists. If scientists are incentivised to publish as many papers as possible, then it is necessary and sufficient for a productivity gap to arise that women scientists anticipate harsher treatment of their manuscripts than men scientists anticipate for their manuscripts. I present evidence that women do expect harsher treatment and that scientists’ are (...) incentivised to publish as many papers as possible, and discuss some epistemological consequences of this conjecture. Discussions of why corporations should cultivate a diverse workforce emphasize justice- and profit-based reasons. This paper defends a distinct third rationale of legitimacy-based reasons for diversity. I articulate and defend the _market power account_ of firm legitimacy, which holds that private firms, much like governmental institutions, have a moral obligation to justify the power they exercise over stakeholder groups when those groups lack meaningful rights of exit from their relationship with the firm. Firms can discharge this obligation by incorporating _moral (...) diversity_ into managerial teams that decide company policy. Moral diversity confers both epistemic and moral advantages onto teams tasked with solving complex problems that impact disparate stakeholder groups. These advantages confer proceduralist legitimacy onto implemented policies, giving impacted groups reason to accept those policies, even when those groups find those policies objectionable on other grounds. This paper argues in favor of the epistemic properties of inclusiveness in the context of democratic deliberative assemblies and derives the implications of this argument in terms of the epistemically superior mode of selection of representatives. The paper makes the general case that, all other things being equal and under some reasonable assumptions, more is smarter. When applied to deliberative assemblies of representatives, where there is an upper limit to the number of people that can be included in the group, (...) the argument translates into a defense of a specific selection mode of participants: random selection. This article presents an approach to how to make reasonable social choices when independent criteria (e.g., prioritarianism, religious freedom) fail to fully determine what to do. The article outlines different explanations of why independent criteria sometimes fail to fully determine what to do and illustrates how they can still be used to eliminate ineligible alternatives, but it is argued that the independent criteria cannot ground a reasonable social choice in these situations. To complement independent criteria when they fail to fully (...) determine what to do, it is suggested that society must engage in public deliberation by way of generating new reasons that can determine how to rank the alternatives. It is suggested that the approach to social choice presented here reveals a way of accepting the relevance of independent criteria for social choice without letting go of the idea that the attitudes of affected parties matter. This paper contributes to growing debates over the decision-making ability of democracy by considering the epistemic value of deliberative democracy. It focuses on the benefits democratic deliberation can derive from its diversity, and the extent to which these benefits can be realised with respect to the complexities of political problems. The paper first calls attention to the issue of complexity through a critique of Hélène Landemore and the Diversity Trumps Ability Theorem. This approach underestimates complexity due to its reliance on (...) an ‘oracle assumption’ and this is shown to highlight more general difficulties for applying the benefits of diversity to the realities of political problems. The paper then develops a new model of deliberation—based on an relationship between cognitive diversity and diminishing returns to cognitive type—which does not involve an oracle assumption and can therefore support the epistemic value of deliberative democracy even for complex problems. The benefits of diversity are also argued to be better realised though sortition than either democratic elections or epistocracy, pointing to the value of deliberation between randomly selected citizens. Finally, and contrary to past work, the new account suggests that diversity cannot alone establish the superiority of democratic deliberation over all non-democratic alternatives, and that it is insufficient to mount a purely epistemic argument for deliberative democracy. The paper therefore furthers our understanding of the epistemic value of deliberative democracy by clarifying when and to what extent diversity is a benefit to political problem solving. (shrink)

The deliberative conception of democracy proposes some solutions to the challenge of reasonable pluralism. The fact that people are reasonably divided according to comprehensive beliefs they consider to be true and valuable poses problems with respect to the legitimacy of political decisions, their stability, and the justice of democratic institutions. Theoreticians of deliberative democracy have highlighted the importance of public reasoning among citizens who recognize one another as free and equal. The article analyzes the normative component of these types of proposals and the ideal of public reason that allows for its optimal development. Contrary to the popular belief, I argue that a more inclusive polity does not necessarily conflict with the goal of improving the epistemic capacities of deliberation. My argument examines one property of democracy that is usually thought of in non-epistemic terms, inclusion. Inclusion is not only valuable for moral reasons, but it also has epistemic virtues. I consider two epistemic benefits of inclusive deliberation: inclusive deliberation helps to create a more complete picture of the world that everyone dwells together; and (...) inclusive deliberation can be helpful in reducing biases and errors endemic to a society. Having advanced two epistemic arguments for inclusive deliberation, I argue that the Deweyan model best captures the knowledge-pooling function of deliberation. (shrink)

The increasing centrality of business firms in contemporary societies calls for a renewed attention to the democratization of these actors. This paper sheds new light on the possibility of democratizing business firms by bridging recent scholarship in two fields—deliberative democracy and business ethics. To date, deliberative democracy has largely neglected the role of business firms in democratic societies. While business ethics scholarship has given more attention to these issues, it has overlooked the possibility of deliberation within firms. As argued in (...) the paper, a combination of reforms based on the ideas of workplace deliberation and business deliberation is necessary in order to promote the prospect of deliberation in different business contexts. The paper also discusses the importance of more democratic firms for deliberative democracy at large and, in particular, for the recent debate on deliberative systems. Finally, the paper suggests new areas of investigation to better understand the prospect of democratic deliberation in business firms. (shrink)

Richard Rorty has been taken to task for his apparent inability to defend democracy to the anti-democrat. Cheryl Misak, for example, in developing her own epistemic defense of democracy, argues that because he abjures truth, Rorty cannot provide any argument to show that democracy is superior to other political arrangements. In this paper, I agree with Misak that Rorty is unable to provide an argument, epistemic or otherwise, in defense of democracy, but show that this doesn’t mean he, or someone (...) who takes his insights seriously, needs to be silent about its shape or its promises. Instead, I follow Rorty’s lead and develop out of Fabienne Peter’s work an epistemology that, though it cannot be used to defend democracy, does comport well with it. (shrink)
