I develop and defend the view that subjects are necessarily psychologically able to revise their beliefs in response to relevant counter-evidence. Specifically, subjects can revise their beliefs in response to relevant counter-evidence, given their current psychological mechanisms and skills. If a subject lacks this ability, then the mental state in question is not a belief, though it may be some other kind of cognitive attitude, such as a supposition, an entertained thought, or a pretense. The result is a moderately revisionary (...) view of belief: while most mental states we thought were beliefs are beliefs, some mental states which we thought were beliefs are not beliefs. The argument for this view draws on two key claims: First, subjects are rationally obligated to revise their beliefs in response to relevant counter-evidence. Second, if some subject is rationally obligated to revise one of her mental states, then that subject can revise that mental state, given her current psychological mechanisms and skills. Along the way to defending these claims, I argue that rational obligations can govern activities which reflect on one’s rational character, whether or not those activities are under one’s voluntary control. I also show how the relevant version of epistemic ‘ought’ implies ‘can’ survives an objection which plagues other variants of the principle. (shrink)

What is the status of research on implicit bias? In light of meta‐analyses revealing ostensibly low average correlations between implicit measures and behavior, as well as various other psychometric concerns, criticism has become ubiquitous. We argue that while there are significant challenges and ample room for improvement, research on the causes, psychological properties, and behavioral effects of implicit bias continues to deserve a role in the sciences of the mind as well as in efforts to understand, and ultimately combat, discrimination (...) and inequality. “Implicit bias” is a term of art referring to relatively unconscious and relatively automatic features of prejudiced judgment and social behavior. While psychologists in the field of “implicit social cognition” study “implicit attitudes” toward consumer products, self-esteem, food, alcohol, political values, and more, the most striking and well-known research has focused on implicit attitudes toward members of socially stigmatized groups, such as African-Americans, women, and the LGBTQ community.[1] For example, imagine Frank, who explicitly believes that women and men are equally (...) suited for careers outside the home. Despite his explicitly egalitarian belief, Frank might nevertheless implicitly associate women with the home, and this implicit association might lead him to behave in any number of biased ways, from trusting feedback from female co-workers less to hiring equally qualified men over women. Psychological research on implicit bias is relatively recent (§1), but a host of metaphysical (§2), epistemological (§3), and ethical questions (§4) about implicit bias are pressing.[2]. (shrink)

Should we understand implicit attitudes on the model of belief? I argue that implicit attitudes are (probably) members of a different psychological kind altogether, because they seem to be insensitive to the logical form of an agent’s thoughts and perceptions. A state is sensitive to logical form only if it is sensitive to the logical constituents of the content of other states (e.g., operators like negation and conditional). I explain sensitivity to logical form and argue that it is a necessary (...) condition for belief. I appeal to two areas of research that seem to show that implicit attitudes fail spectacularly to satisfy this condition—although persistent gaps in the empirical literature leave matters inconclusive. I sketch an alternative account, according to which implicit attitudes are sensitive merely to spatiotemporal relations in thought and perception, i.e., the spatial and temporal orders in which people think, see, or hear things. From our everyday commuting to the gold medalist’s world-class performance, skillful actions are characterized by fine-grained, online agentive control. What is the proper explanation of such control? There are two traditional candidates: intellectualism explains skillful agentive control by reference to the agent’s propositional mental states; anti-intellectualism holds that propositional mental states or reflective processes are unnecessary since skillful action is fully accounted for by automatic coping processes. I examine the evidence for three psychological phenomena recently held to support anti-intellectualism and (...) argue that it supports neither traditional candidate, but an intermediate attention-control account, according to which the top-down, intention-directed control of attention is a necessary component of skillful action. Only this account recognizes both the role of automatic control in skilled action and the need for higher-order cognition to thread automatic processes together into a unified, skillful performance. This applies to bodily skillful action in general, from the world-class performance of experts to mundane, habitual action. The attention-control account stresses that, for intentions to play their role as top-down modulators of attention, agents must sustain the intention’s activation; hence, the need for reflecting throughout performance. In this paper we aim to think systematically about, formulate, and begin addressing some of the challenges to applying theories of moral responsibility to behaviors shaped by a particular subset of unsettling psychological complexities: namely, implicit biases.

Although mind-wandering occupies up to half of our waking thoughts, it is seldom discussed in philosophy. My paper brings these neglected thoughts into focus. I propose that mind-wandering is unguided attention. Guidance in my sense concerns how attention is monitored and regulated as it unfolds over time. Roughly speaking, someone’s attention is guided if she would feel pulled back, were she distracted from her current focus. Because our wandering thoughts drift unchecked from topic to topic, they are unguided. One motivation (...) for my theory is what I call the “Puzzle of the Purposeful Wanderer”. On the one hand, mind-wandering seems essentially purposeless; almost by definition, it contrasts with goal-directed cognition. On the other hand, empirical evidence suggests that our minds frequently wander to our goals. My solution to the puzzle is this: mind-wandering is purposeless in one way—it is unguided—but purposeful in another—it is frequently caused, and thus motivated, by our goals. Another motivation for my theory is to distinguish mind-wandering from two antithetical forms of cognition: absorption and rumination. Surprisingly, previous theories cannot capture these distinctions. I can: on my view, absorption and rumination are guided, whereas mind-wandering is not. My paper has four parts. Section 1 spells out the puzzle. Sections 2 and 3 explicate two extant views of mind-wandering—the first held by most cognitive scientists, the second by Thomas Metzinger. Section 4 uses the limitations of these theories to motivate my own: mind-wandering is unguided attention. (shrink)

This chapter is centered around an apparent tension that research on implicit bias raises between virtue and social knowledge. Research suggests that simply knowing what the prevalent stereotypes are leads individuals to act in prejudiced ways—biasing decisions about whom to trust and whom to ignore, whom to promote and whom to imprison—even if they reflectively reject those stereotypes. Because efforts to combat discrimination obviously depend on knowledge of stereotypes, a question arises about what to do next. This chapter argues that (...) the obstacle to virtue is not knowledge of stereotypes as such, but the “accessibility” of such knowledge to the agent who has it. “Accessibility” refers to how easily knowledge comes to mind. Social agents can acquire the requisite knowledge of stereotypes while resisting their pernicious influence, so long as that knowledge remains, in relevant contexts, relatively inaccessible. In recent work, Peter Railton, Julia Annas, and David Velleman aim to reconcile the phenomenon of “flow”—broadly understood as describing the “unreflective” aspect of skilled action—with one or another familiar conception of agency. While there are important differences between their arguments, Railton, Annas, and Velleman all make, or are committed to, at least one similar pivotal claim. Each argues, directly or indirectly, that agents who perform skilled unreflective actions can, in principle, accurately answer “Anscombean” questions—”what” and “why” questions— about what (...) they do. I argue against this claim and explore the ramifications for theories of skilled action and agency. (shrink)

How do cognition and affect interact to produce action? Research in intergroup psychology illuminates this question by investigating the relationship between stereotypes and prejudices about social groups. Yet it is now clear that many social attitudes are implicit. This raises the question: how does the distinction between cognition and affect apply to implicit mental states? An influential view—roughly analogous to a Humean theory of action—is that “implicit stereotypes” and “implicit prejudices” constitute two separate constructs, reflecting different mental processes and neural (...) systems. On this basis, some have also argued that interventions to reduce discrimination should combat implicit stereotypes and prejudices separately. We propose an alternative framework. We argue that all putative implicit stereotypes are affect-laden and all putative implicit prejudices are “semantic,” that is, they stand in co-activating associations with concepts and beliefs. Implicit biases, therefore, consist in “clusters” of semantic-affective associations, which differ in degree, rather than kind. This framework captures the psychological structure of implicit bias, promises to improve the power of indirect measures to predict behavior, and points toward the design of more effective interventions to combat discrimination. This essay responds to the criticism that contemporary efforts to redress discrimination and inequality are overly individualistic. Critics of individualism emphasize that these systemic social ills stem not from the prejudice, irrationality, or selfishness of individuals, but from underlying structural-institutional forces. They are skeptical, therefore, of attempts to change individuals’ attitudes while leaving structural problems intact. I argue that the insistence on prioritizing structural over individual change is problematic and misleading. My view is not that we should instead prioritize individual (...) change, but that individual changes are integral to the success of structural changes. These theorists urge a redirection of attention, claiming that we should think less about the individual and more about the social. What they should urge instead is that we think differently about the individual, and thereby think differently about the social. (shrink)

We consider a range of cases—both hypothetical and actual—in which agents apparently know how to \ but fail to believe that the way in which they in fact \ is a way for them to \. These “no-belief” cases present a prima facie problem for Intellectualism about knowledge-how. The problem is this: if knowledge-that entails belief, and if knowing how to \ just is knowing that some w is a way for one to \, then an agent cannot both know (...) how to \ and fail to believe that w, the way that she \s, is a way for her to \. We discuss a variety of ways in which Intellectualists might respond to this challenge and argue that, ultimately, this debate converges with another, seemingly distinct debate in contemporary epistemology: how to attribute belief in cases of conflict between an agent’s avowals and her behavior. No-belief cases, we argue, reveal how Intellectualism depends on the plausibility of positing something like “implicit beliefs”—which conflict with an agent’s avowed beliefs—in many cases of apparent knowledge-how. While there may be good reason to posit implicit beliefs elsewhere, we suggest that there are at least some grounds for thinking that these reasons fail to carry over to no-belief cases, thus applying new pressure to Intellectualism. On an intellectualist approach to belief, the intellectual endorsement of a proposition (such as “The working poor deserve as much respect as the handsomely paid”) is sufficient or nearly sufficient for believing it. On a pragmatic approach to belief, intellectual endorsement is not enough. Belief is behaviorally demanding. To really, fully believe, you must also “walk the walk.” This chapter argues that the pragmatic approach is preferable on pragmatic grounds: It rightly directs our attention to what matters most in thinking (...) about belief. Individuals can do a broad variety of things with their words and enjoy different degrees of this capacity. What moderates this capacity? And in cases in which this capacity is unjustly disrupted, what is a good explanation for it? These are the questions I address here. I propose that speech capacity, understood as the capacity to do things with your words, is a structural property importantly dependent on individuals' position in a social structure. My account facilitates a non-individualistic explanation of (...) cases in which speech capacity is undermined due to speaker's perceived social identity, e.g. episodes of silencing. Instead of appealing to interlocutors' implicit bias against speaker's identity, a structural approach refers to the positions interlocutors occupy in the social structure and the discursive conventions operating upon those positions. I articulate my proposal drawing on the notion of affordances. Each position within a social structure is associated with its own range of speech affordances. Thus, speech capacity is a function of the probability distribution of speech affordances across positions in the structure. (shrink)

Philosophers have long been fascinated by the stream of consciousness – thoughts, images, and bits of inner speech that dance across the inner stage. Yet for centuries, such ‘mind‐wandering' was deemed private and thus resistant to empirical investigation. Recent developments in psychology and neuroscience have reinvigorated scientific interest in the stream of thought. Despite this flurry of progress, scientists have stressed that mind‐wandering research requires firmer philosophical foundations. The time is therefore ripe for the philosophy of mind‐wandering. Our review begins (...) with a foundational question: What is mind‐wandering? Many philosophers consider that memory is just a passive information retention and retrieval capacity. Some information and experiences are encoded, stored, and subsequently retrieved in a passive way, without any control or intervention on the subject’s part. In this paper, we will defend an active account of memory according to which remembering is a mental action and not merely a passive mental event. According to the reconstructive account, memory is an imaginative reconstruction of past experience. A key feature of the (...) reconstructive account is that given the imperfect character of memory outputs, some kind of control is needed. Metacognition is the control of mental processes and dispositions. Drawing from recent work on the normativity of automaticity and automatic control, we distinguish two kinds of metacognitive control: top-down, reflective control, on the one hand, and automatic, intuitive, feeling-based control on the other. Thus, we propose that whenever the mental process of remembering is controlled by means of intuitive or feeling-based metacognitive processes, it is an action. (shrink)

Widespread reliance on representationalist understandings commit social scientists to either partially or totally decouple belief from reality, limiting the domain of phenomena that can be treated by belief as an analytic concept. Developing the contrastive notion of practical belief, we introduce the hysteresis effect as a situational phenomenon involving the systematic production of agent-environment mismatches and argue for its placement as a central problem for the theory of action. Revealing the dynamic, embodied conservation of belief in the temporality of practice, (...) hysteresis appears when environmental contexts change in a way that leaves actors without an ontologically complicit relationship to institutions as scaffolds of action. Under these circumstances, a past-inflected reflexiveness replaces a forward-inflecting practical belief in the actor's temporal relation to the world. Drawing from a variety of historical case studies, we locate hysteresis in routine disjunctures between the temporality of practice and the temporality of environments. Our analysis reveals four distinct types of reflexiveness produced the hysteresis effect, each with a unique dispositional impact on actors and extensions to group-level phenomena. We conclude the article by emphasizing the non-eliminativist relationship between belief as disposition and belief as representation. (shrink)

Hegel frequently identifies ethical life with a “second nature.” This strategy has puzzled those who assume that second nature represents a deficient appearance of ethical life, one that needs to be overcome, supplemented, or constantly challenged. I argue that Hegel identifies ethical life with a second nature because he thinks that a social order only becomes a candidate for ethical life, if it provides a context conducive to the development of what I call “real habits.” First, I show that a (...) criterion for a real habit can be found in Hegel's Anthropology, namely, that of liberation. Next, I explain how the state, as Hegel analyzes it in the Philosophy of Right, provides such an environment by enabling trust toward and within it. I then consider two literary examples of contexts that fail to be similarly supportive—Coates' Between the World and Me and Atwood's Handmaid's Tale—concluding with reasons for thinking that real habits are an integral part of ethical life. According to much recent work in metaethics, we have a perceptual access to normative properties and relations. On a common approach, this access has a presentational character. Here, ‘presentational’ specifies a characteristic feature of the way aspects of the environment are apprehended in sensory experience. While many authors have argued that we enjoy presentations of value properties, thus far comparatively less effort has been invested into developing a presentational view of the apprehension of normative reasons. Since it appears that this (...) view would offer much the same theoretical benefits as presentational views of the apprehension of value, it seems worthwhile redressing this imbalance. My paper aims at doing so, focusing on concern-dependent practical reasons. After clarifying the central commitment of this view, I assess a recent proposal by Dancy :787-812, 2014) which provides a detailed characterization of the relevant type of cognition. I argue that Dancy ignores one of the central features of a presentational access to normative reasons and therefore misidentifies which actual psychological phenomena are apt to play this role. In this context, I also assess and reject further candidates that might seem fitting for this purpose. In the remainder of the paper, I then offer a more adequate account which specifies an actual form of presentational access to concern-dependent practical reasons and provide the contours of a more substantive account of its nature. Comment on Beeghly, Erin. 2021. “Stereotyping as Discrimination: Why Thoughts Can Be Discriminatory.” Social Epistemology 35 (6): 547–63. -/- Beeghly’s “Stereotyping as Discrimination” is—characteristically—clear, thorough, and persuasive, rich with incisive arguments and thought-provoking case studies. In defending the view that stereotyping often constitutes discrimination, she makes a powerful case that, “Living ethically means cultivating a certain kind of ‘inner’ life and avoiding pernicious habits of thought, no matter how culturally pervasive” (Beeghly 2021b, 13). Support for such claims is traced back (...) not just to Aristotle and the Ten Commandments (Beeghly 2021b, 10), but also to critical social traditions. “As feminists and theorists of race have long noted, the most intimate aspects of our selves, including our ways of thinking, agency, and modes of embodiment, are among the mechanisms of group oppression” (Beeghly 2021b, 13). This paper examines the puzzling phenomenon of self-directed implicit bias in the form of gender “stereotype threat” (ST). Bringing to light the empirical undecidability of which account of this phenomenon is best, whether a rational or an associationist explanation, the paper aims to strengthen the associationist approach by appeal to a new account of seeing-as experiences. I critically examine “alief” accounts of reason-recalcitrant ST by bringing to bear arguments from the philosophy of emotion. The new account builds on the insights (...) and overcomes the weaknesses of “aliefs” by (a) employing associations that are imaginative and unreliable; and (b) proposing non-conceptual seeing-as experiences. This article argues that such large-scale cases of crowd behavior as the Mexican Wave ( La Ola) constitute forms of shared intentionality which cannot be explained solely with the use of the standard intentionalistic ontology. It claims that such unique forms of collective intentionality require a hybrid explanatory lens in which an account of shared goals, intentions, and other propositional attitudes is combined with an account of the motor psychology of collective agents. The paper describes in detail the intentionalistic ontology (...) of La Ola and discusses the conditions of cooperation it meets. The discussion allows the author to defend the view that large-scale collective intentionality can be based on automaticity to a significant degree: to properly understand such phenomena like La Ola, the idea of probabilistically interpreted decisions and propensities to act should give way to the automatic aspects of behavior. This paves the way for future studies in the philosophy of action to fully recognize the role of automatic performances at the level of collective actions just as they do for individual actions.
