Aspects of the controversy concerning the theoretical status of some recent thinking on human cognition are discussed; in particular, the concept of ?unconscious knowledge?, the ?functionalist? analysis of the mental; the problem of the domains of explananda, given the recalcitrant difficulty in providing warrantable and generalizable criteria for individuating components of an organism's ?behavior'; the problem of the polymorphous character of various mental predicates and their misconceived treatment as ?state? or ?process? descriptors; the possible ?over?intellectualizing? of central?nervous?system processes, and the (...) availability of an alternative program for the ?middle?ground? between common?sense reasoning and neuroscientific research in the study of ?mind?. The book from which these sections are excerpted is concerned with the prospects for assimilating the study of human intelligence and its products to the natural sciences through the investigation of cognitive structures, understood as systems of rules and representations that can be regarded as These mental structui′es serve as the vehicles for the exercise of various capacities. They develop in the mind on the basis of an innate endowment that permits the growth of rich and highly articulated structures along (...) an intrinsically determined course under the triggering and partially shaping effect of experience, which fixes parameters in an intricate system of predetermined form. It is argued that the mind is modular in character, with a diversity of cognitive structures, each with its specific properties arid principles. Knowledge of language, of the behavior of objects, and much else crucially involves these mental structures, and is thus not characterizable in terms of capacities, dispositions, or practical abilities, nor is it necessarily grounded in experience in the standard sense of this term. For the last decade and more Noam Chomsky has been elaborating a skein of doctrines about language learning, linguistic universals, Empiricism and innate cognitive mechanisms. My aim in this paper is to pull apart some of the claims that Chomsky often defends collectively. In particular, I want to dissect out some contentions about the existence of linguistic universals. I shall argue that these claims, while they may be true, are logically independent from a cluster of claims Chomsky makes about Empiricism, (...) language learning and innate cognitive mechanisms. The latter claims are, on my view, significantly more plausible than the former. Failure to note the logical space between the two has had lamentable consequences both for Chomsky and for his critics. Chomsky has been rather too ready to accept the existence of linguistic universals, and in arguing that one or another specific feature of a grammar is universal, he has consistently invoked an argument form of dubious merit. The critics, for their part, have sometimes argued against Chomsky's attack on Empiricist learning theories by criticizing Chomsky's views on language universals. If, as I shall maintain, the two positions are quite independent, then the critics' skepticism about linguistic universals is largely irrelevant to the Chomskian critique of Empiricist theories of learning. Noam Chomsky claims that we know the grammatical principles of our languages in pretty much the same sense that we know ordinary things about the world (e.g. facts), a view about linguistic knowledge that I term ''cognitivism''. In much recent philosophy of linguistics (including that sympathetic to Chomsky's general approach to language), cognitivism has been rejected in favour of an account of grammatical competence as some or other form of mental mechanism, describable at various levels of abstraction (''non-cognitivism''). I argue (...) for cognitivism and against non-cognitivism. First, I show that the distinction between competence and performance in current linguistics is as clearly made as ever it was, in spite of recent interest in linguistic processing modules. Second, I use these facts about the practice of theoretical linguistics to refute various proposals for a non-cognitivist construal of grammatical competence, and to support cognitivism by reflecting on the inapplicability of a multi-level account of linguistic competence. Cognitivism is then defended against several objections centring around the problems of rational integration and conceptualization of grammatical knowledge. Finally, the conception of competence argued for in relation to linguistics is placed in the larger context of cognitive science research and its implications for philosophy of mind. (shrink)
