The interest in and enthusiasm for urban agriculture (UA) in urban communities, the non-profit sector, and governmental institutions has grown exponentially over the past decade. Part of the appeal of UA is its potential to improve the civic health of a community, advancing what some call food democracy. Yet despite the increasing presence of the language of civic agriculture or food democracy, UA organizations and practitioners often still focus on practical, shorter-term projects in an effort both to increase local involvement (...) and to attract funding from groups focused on quantifiable deliverables. As such, it seems difficult to move beyond the rhetoric of food democracy towards significant forms of popular participation and deliberation within particular communities. In this paper we provide a theoretical framework—deep democracy—that helps to contextualize nascent attempts at civic agriculture or food democracy within a broader struggle for democratic practices and relationships. We argue that urban agriculture efforts are well positioned to help citizens cultivate lasting relationships across lines of difference and amidst significant power differentials—relationships that could form the basis of a community’s collective capacity to shape its future. We analyze the theory of deep democracy through recent experiences with UA in Denver, Colorado, and we identify ways in which UA can extend its reach and impact by focusing more consciously on its political or civic potential. Alternative Food Networks (AFNs), which include local food and Fair Trade, work to mitigate some of the many shortcomings of mainstream food systems. If AFNs have the potential to make the world’s food systems more just and sustainable (and otherwise virtuous) then we may have good reasons to scale them up. Unfortunately, it may not be possible to increase the market share of AFNs while preserving their current forms. Among other reasons, this is because there are limits to both the (...) productive capacities of small owner-operated farms and to the distribution capacities of Farmers Markets and Community Supported Agriculture (CSA). These limits tell in favor of AFN partnerships with larger producers and distributors. But some advocates of AFNs have worried that these partnerships would sacrifice too much. (shrink)

Historically marginalized foods, which occupy the social periphery, and often function as a bulwark in times of hunger, are increasingly being rediscovered and revalued as niche commodities. From açaí to quinoa, the move from marginal to miracle is often tied to larger narratives surrounding sustainable development, resilience to climate change, and traditional foodways. This article analyses the recent move towards millet production and consumption in the southern Indian state of Karnataka. Focusing upon one of the grain’s chief proponents, I explore (...) how narratives surrounding millets are grounded in conceptions of cultural authenticity and bioregionalism. Drawing upon human geographer’s analyses of the turn towards the ‘local’ in food activism, I contribute to the development of critical bioregionalism, an emerging theoretical framework that explores how questions of value, identity, political economy, and histories of land use intersect to structure our understandings of marginal foods and their resurgence. Participation in the local food movement has grown dramatically in the United States, with the farmers’ market being one of its most widespread and heavily promoted forums. Proponents argue that the interactions and transactions that occur at farmers’ markets benefit market participants, but, more importantly, have broader benefits for the neighborhoods they are located in and for society itself. The promise of these benefits raises several important questions, notably: where are farmers’ markets located and who has access to them? While (...) many works have examined the characteristics of individuals who frequent markets, few have examined the areas and inhabitants hosting these markets. Using data from the USDA and US Census, I explore the location of farmers’ markets areas across several geographic measurements, including at the national, census division, and census tract levels. Results reveal the following: (1) Perhaps not being as white of a movement as critics have suggested, farmers’ markets are almost exclusively a middle to middle-upper class phenomenon; and (2) Farmers’ markets are very unlikely to be found in neighborhoods with lower than average socio-economic statuses indicators, in specific divisions of the US, and in rural areas. Results from this research further illuminate our understanding of where farmers’ markets are located throughout United States while presenting some interesting questions for the local food movement as it continues to moves forward. This article explores the relationship between ecofeminism, food, and the philosophy of place. Using as example my own neighborhood in a racially integrated area of Philadelphia with a thriving local foods movement that nonetheless is nearly exclusively white and in which women are the invisible majority of purchasers, farmers, and preparers, the article examines what ecofeminism contributes to the discussion of racial, gendered, classed discrepancies regarding who does and does not participate in practices of locavorism and the local foods movement (...) more broadly. Ecofeminism, it is argued here, with its focus on the ways that race, class, gender, and place are ontologically entangled, helps to highlight the ways identity and society are made and re-made through our encounters with food. The increasing popularity of local food consumption can be attributed to the heightened awareness of food safety concerns, carbon emissions produced from food transportation, and an understanding of how large corporations’ obtain their food supplies. Although there is increasing discussion on both the local and organic food movement independently, there is not a wide availability of literature examining the motivations and perceptions of consumers with regard to farmers’ markets. Issues such as perceptions about what type of food consumers are purchasing (...) at markets, nor the main motivations for frequenting such establishments are discussed. Therefore the purpose of this study was to determine consumer motivations, benefits, and perceptions of farmers’ markets. Using the case study location of Toronto, Canada, this study surveyed 300 participants during the fall of 2011. Findings indicated that the main purpose for visiting famers’ markets is not solely to fulfill grocery needs. Quality of products offered and the ability to support the local community were the primary motivators to visit the markets. (shrink)

Advocates of eating locally offer a wide range of arguments in favor of the practice, but their ethical import is not always clear. Some locavore statements and arguments seem to imply a strong form of moral obligation; that eating locally is not merely instrumental to some other good, but has intrinsic value in its own right. This article examines standard arguments on behalf of eating locally, including arguments linked to the value of small farms and agrarianism, the environment, taste and (...) health, trust, and relational markets. Most arguments put forward on behalf of eating locally value it instrumentally, the main exception being arguments based on relational markets. Although these arguments provide important motives for eating locally, the strength of obligation varies widely, and even the strongest arguments possess significant qualifications. While eating locally can play a role in reducing environmental impacts, this is not necessarily so, and once removed from instrumental considerations, eating locally is more likely at best an imperfect duty. This paper is more explorative than programmatic. It attempts to place empirical flesh on some of Alfred North Whitehead's speculative thoughts on concrete apprehensions. The challenge lies in the fact that Whitehead was vague on the subject. While Whitehead offers numerous thoughts on why we mistake the abstract for the concrete he wrote considerably less on how we can get ourselves to think more concretely. I therefore examine an empirical case and work 'backwards', showing its affinities with process thought. A (...) largely invisible phenomenon within the social/political theory literature is the empirical subject of this paper: the agricultural field day (though the events examined are not of the conventional variety). The paper begins with an overview of Whitehead's critique of abstraction and the fallacy of misplaced concreteness. Attention then turns directly to the case study to empirically ground Whitehead's thoughts on doing more concrete abstractions. (shrink)

Questions of value are central to understanding alternative practices of food exchange. This study introduces a practice-based approach to value that challenges the dominant views, which capture value as either an input for or an outcome of practices of exchange. Building on a longitudinal ethnographic study on food collectives, I show how value, rather than residing in something that people share, or in something that objects have, is an ideal target that continuously unfolds and evolves in action. I found that (...) people organized their food collectives around pursuing three kinds of value-ideals, namely good food, good price and good community. These value-ideals became reproduced in food collectives through what I identified as valuing modes, by which people evaluated the goodness of food, prices and community. My analysis revealed that, while participating in food collectives in order to pursue their value-ideals, people were likely to have differing reasons for pursuing them and tended to attach different meanings to the same value-ideal. I argue that understanding how value as an ideal target is reproduced through assessing and assigning value is essential in further explorations of the formation of value and in better understanding the dynamics of organizing alternative practices of food exchange. Seafood consumption is crucial for global nutrition, but the decline of wild marine fisheries necessitates aquaculture to meet the rising demand. Nevertheless, the pervasive preference for wild seafood among Chinese consumers, especially in Qingdao, has not been comprehensively explored. This study investigates the preference for wild seafood in Qingdao, China, challenging the notion of wildness as a mere characteristic and revealing its active role in influencing consumer behavior. Employing the relational perspective of new materialism, the study unravels the dynamic interactions (...) between humans and non-human actors, providing a comprehensive understanding of the multifaceted nature of food. The research uncovers how wild seafood is entangled within the social fabric, labor relations, and consumer choices. It demonstrates that wildness is not a static social fact but rather is constantly emerging and transforming through interactions among seafood, people, places, nature, and technology. By examining the affective and subjective dimensions of seafood consumption, the findings indicate that the subjectivity of wild seafood impacts consumers’ physical and emotional states. The study also highlights the importance of social relations in food systems and calls for increased transparency and consumer education to promote sustainable consumption practices. (shrink)

Citizens are called upon to become active participants in creating a more sustainable food system. As food citizens, people participate in defining and constructing their food systems according to their needs and values. In food policies, the concept of food citizenship is often left undefined or with reference only to individual activities. In the food citizenship literature, the role of nonhuman agency in constituting food citizenship needs more examination. Here we investigate food citizenship activities in a citizen-led community-supported agriculture group (...) and explore the role of materiality in constituting food citizenship. We ask (1) what is the role of material-discursive arrangements in community-supported agriculture activities, and (2) how does materiality constitute food citizenship? We analyze semi-structured interviews, as well as observation and visual material, using qualitative content analysis. Our findings indicate that materialities, such as the field, time, and body, play a central role in community-supported agriculture activities. With materialities, food citizenship is understood as collective and active doing, aiming to change the food system. Instead of endorsing food citizenship as a human trait or status, we claim that it is more productive to regard it as a phenomenon, produced in intra-action with(in) material-discursive arrangements. Acknowledging nonhuman agency emphasizes the political, collective, and responsible nature of citizenship as well as the power relations behind the constitution of citizenship. We conclude that in food policies more attention should be paid to collective ways of civic participation and to the materiality of becoming a food citizen. (shrink)

The idea of “food miles,” the distance that food has to be shipped, has entered into debates in both popular and academic circles about local eating. An oft-cited figure claims that the “average item” of food travels 1,500 miles before it reaches your plate. The source of this figure is almost never given, however, and indeed, it is a figure with surprisingly little grounding in objective research. In this study, I track the evolution of this figure, and the ways that (...) scholars and popular writers have rhetorically employed it. I then explore the ongoing debates over food miles and local food, debates that often oversimplify the idea of local eating to a caricature. I then examine a series of in-depth interviews with community-supported agriculture members and farmers in order to bring complexity back to discussions of local food consumers. I argue that the overwhelming focus on “food miles” among scholars threatens to eclipse the multitude of other values and meanings contained in the word “local” that underlie people’s decisions to “eat locally,” foremost among them, a desire to reintegrate food production and consumption within the context of place. Civic agriculture is characterized in the literature as complementary and embedded social and economic strategies that provide economic benefits to farmers at the same time that they ostensibly provide socio-environmental benefits to the community. This paper presents some ways in which women farmers practice civic agriculture. The data come from in-depth interviews with women practicing agriculture in Pennsylvania. Some of the strategies women farmers use to make a living from the farm have little to do with food or agricultural products, (...) but all are a product of the process of providing a living for farmers while meeting a social need in the community. Most of the women in our study also connect their business practices to their gender identity in rural and agricultural communities, and redefine successful farming in opposition to traditional views of economic rationality. Food consumption has been identified as a realm of key importance for progressing the world towards more sustainable consumption overall. Consumers have the option to choose organic food as a visible product of more ecologically integrated farming methods and, in general, more carefully produced food. This study aims to investigate the choice for organic from a cultural–historical perspective and aims to reveal the food philosophy of current organic consumers in The Netherlands. A concise history of the organic food movement is (...) provided going back to the German Lebensreform and the American Natural Foods Movement. We discuss themes such as the wish to return to a more natural lifestyle, distancing from materialistic lifestyles, and reverting to a more meaningful moral life. Based on a number of in-depth interviews, the study illustrates that these themes are still of influence among current organic consumers who additionally raised the importance of connectedness to nature, awareness, and purity. We argue that their values are shared by a much larger part of Dutch society than those currently shopping for organic food. Strengthening these cultural values in the context of more sustainable food choices may help to expand the amount of organic consumers and hereby aid a transition towards more sustainable consumption. This article examines the diversity of food networks that fit within the alternative food system of the United States. While farmers’ markets, community supported agriculture schemes, and corporate organic food markets all fit within the alternative food system, they differ greatly in the conventions and beliefs that they represent. The alternative food system has divided into two movements: corporate, weak alternative food networks; and local, strong alternative food networks. The weak corporate version focuses on protecting the environment; however, it neglects (...) issues concerning labor standards, animal welfare, rural communities, small-scale farmers, and human health. Local, strong alternative food networks not only assure environmental protection, but they also address the issues that weak alternatives neglect. Using three case studies from the Washington, D.C. metro area, the author explains that strong alternative food networks are better suited to create social and political change because they challenge the foundations of the conventional food system: standardized and generic products, price-based competition, consolidated power, and global scale. To affect true social and political change in the United States, the author recommends supporting strong alternative food networks by creating the requisite cultural and political space for them to succeed. This research situates new farmers within the counter-urbanization phenomenon, explores their urban–rural migration experiences and examines how they are becoming a part of the rural agricultural landscape. Key characteristics in new farmers’ sense of place constructions are revealed through an ethnographic study conducted in southern Ontario, Canada, during the summer of 2009. Using a sense of place framework comprised of place identity, place attachment, and sense of community, this research details a contemporary concept of place to provide a fresh perspective (...) on new farmers. It uncovers underlying motivations, goals, and values attached to rural agricultural landscapes as well as the “everyday” interactions and challenges experienced by those transitioning into rural farming communities. New farmers are found to draw unevenly from both the physical and social landscape of the urban and rural environments in the creation of a sense of place. This finding raises important questions about the socio-spatial dynamics that underscore the place of food and the local food movement. (shrink)

Local foodshed proponents in the United States seek to change the food system through campaigns to “buy local” and to rediscover “good food” in the local foodshed. Presumably, common sense dictates that the word “local” signifies spatial proximity to the consumer. For some populations, however, both the terms “local” and “local food” signify various different meanings. The local food definition generally used by scholars and activists alike as “geographically proximate food” is unhelpfully narrow. Localist rhetoric often does not incorporate the (...) food choices and practices of immigrants, migrants, and refugees. In this paper, I report the various characterizations of local food among Filipino immigrants in San Diego, California: (1) geography-based local food; (2) (US) America-based local food; (3) community-based local food; and (4) immigrant identity-based local food. Local foodshed proponents should acknowledge those who have a starkly different definition of “local”—those who possess translocal subjectivities, for whom “local-ness” is both mobile and embodied. My study underscores how the movement of food—or its containment within a geographic space—cannot be viewed in isolation from the movement of people. (shrink)

Eating locally continues to be promoted as an alternative to growing concerns related to industrialized, global, corporate agriculture. Buying from local famers and producers is seen as a way to promote a healthier diet, reduce environmental impacts, and sustain communities. The promotion of the local food movement presents the question: is it possible to feed a community primarily from the foods produced locally? We conducted a systematic analysis comparing the United States Department of Agriculture’s (USDA) recommended dietary requirements for the (...) estimated 2008 population with annual local agricultural production for the years 2004–2008 within the counties of the Willamette Valley growing region. Our results indicate that current agricultural production in this highly fertile region does not meet the dietary needs of the local inhabitants for any of the USDA’s six food groups: grains, vegetables, fruits, dairy, meat and beans, and oils. In the most recent year of our analysis, 2008, Willamette Valley agriculture production met 67% of annual required grains, 10% of vegetable needs, 24% of fruits, 59% of dairy, 58% of meat and beans, and 0% of dietary oil requirements. Over the past 5 years there have been significant fluctuations in crop production, particularly in 2006 when grain yields dropped to 29% of needs met. Additionally, many of these commodities are exported as cash crops, thus not contributing to meeting local food needs. We discuss these results as well as areas of potential for increasing production of edible crops for local consumption in the region. (shrink)
