This essay addresses the other side of the robot ethics debate, taking up and investigating the question “Can and should robots have rights?” The examination of this subject proceeds by way of three steps or movements. We begin by looking at and analyzing the form of the question itself. There is an important philosophical difference between the two modal verbs that organize the inquiry—can and should. This difference has considerable history behind it that influences what is asked about and how. (...) Second, capitalizing on this verbal distinction, it is possible to identify four modalities concerning social robots and the question of rights. The second section will identify and critically assess these four modalities as they have been deployed and developed in the current literature. Finally, we will conclude by proposing another alternative, a way of thinking otherwise that effectively challenges the existing rules of the game and provides for other ways of theorizing moral standing that can scale to the unique challenges and opportunities that are confronted in the face of social robots. A qualitative study was conducted to examine the philosophy of technology of K-12 technology leaders, and explore the influence of their thinking on technology decision making. The research design aligned with CORBIN and STRAUSS grounded theory methods, and I proceeded from a research paradigm of critical realism. The subjects were school technology directors and instructional technology specialists, and data collection consisted of interviews and a written questionnaire. Data analysis involved the use of grounded theory methods including memo writing, open and (...) axial coding, constant comparison, the use of purposive and theoretical sampling, and theoretical saturation of categories. Three broad philosophy of technology views were widely held by participants: an instrumental view of technology, technological optimism, and a technological determinist perspective that saw technological change as inevitable. Technology leaders were guided by two main approaches to technology decision making, represented by the categories Educational goals and curriculum should drive technology, and Keep up with Technology (or be left behind). The core category and central phenomenon that emerged was that technology leaders approached technology leadership by placing greater emphasis on keeping up with technology, being influenced by an ideological orientation to technological change, and being concerned about preparing students for a technological future. Scholars have emphasized that decisions about technology can be influenced by philosophy of technology assumptions, and have argued for research that critically questions technological determinist assumptions. Empirical studies of technology management in fields other than K-12 education provided evidence that philosophy of technology assumptions, including technological determinism, can influence the practice of technology leadership. A qualitative study was conducted to a) examine what philosophy of technology assumptions are present in the thinking of K-12 technology leaders, b) investigate how the assumptions (...) may influence technology decision making, and c) explore whether technological determinist assumptions are present. The research design aligned with Corbin and Strauss qualitative data analysis, and employed constant comparative analysis, theoretical sampling, and theoretical saturation of categories. Subjects involved 31 technology directors and instructional technology specialists from Virginia school districts, and data collection involved interviews following a semi-structured protocol, and a written questionnaire with open-ended questions. The study found that three broad philosophy of technology views were widely held by participants, including an instrumental view of technology, technological optimism, and a technological determinist perspective that sees technological change as inevitable. The core category and central phenomenon that emerged was that technology leaders approach technology leadership through a practice of Keep up with technology (or be left behind). The core category had two main properties that are in conflict with each other, pressure to keep up with technology, and the resistance to technological change they encounter in schools. The study found that technology leaders are guided by two main approaches to technology decision making, represented by the categories Educational goals and curriculum should drive technology, and Keep up with Technology (or be left behind). As leaders deal with their perceived experience of the inevitability of technological change, and their concern for preparing students for a technological future, the core category Keep up with technology (or be left behind) is given the greater weight in technology decision making. The researcher recommends that similar qualitative studies be conducted involving technology leaders outside Virginia, and with other types of educators. It is also recommended that data from this or other qualitative studies be used to help develop and validate a quantitative instrument to measure philosophy of technology assumptions, for use in quantitative studies. The task of this essay is to respond to the question concerning robots and responsibility—to answer for the way that we understand, debate, and decide who or what is able to answer for decisions and actions undertaken by increasingly interactive, autonomous, and sociable mechanisms. The analysis proceeds through three steps or movements. It begins by critically examining the instrumental theory of technology, which determines the way one typically deals with and responds to the question of responsibility when it involves technology. (...) It then considers three instances where recent innovations in robotics challenge this standard operating procedure by opening gaps in the usual way of assigning responsibility. The innovations considered in this section include: autonomous technology, machine learning, and social robots. The essay concludes by evaluating the three different responses—instrumentalism 2.0, machine ethics, and hybrid responsibility—that have been made in face of these difficulties in an effort to map out the opportunities and challenges of and for responsible robotics. The aim of this article is to provide a discussion of scholarly ‘crisis of modernity’ discourses that have developed in the field of social philosophy. Re-visiting past and present discourses can be illuminating in at least three ways: it can reveal the broader picture of the present financialized and technologized world and the rise of financial technologies; it can provide scholars with new vocabularies, concepts, and metaphors to comprehend present-day phenomena and developments; and it can reveal the variety of commitments (...) that are possible, today, too. This article starts with a discussion of the original ‘crisis of modernity’ discourses, in which the clashing arguments of Comte and Tocqueville are featured, and a discussion of a second ‘crisis of modernity’ that developed in the context of the ‘Great Depression.’ A third ‘crisis of modernity’ discourse emerged in the wake of the financial crises of the 1970s. Such crises are still ongoing and discussed within the boundaries of the third ‘crisis of modernity’ discourse. How financial technologies do and do not fit within this third discourse is discussed in the remainder of this article. (shrink)

Their analysis provides an excellent starting point for the development of a Marxist approach to international relations.

It contains the assumption that intelligent technology should disappear into our environment to bring humans an easy and entertaining life. The mental, physical, methodical invisibility of AmI will have an effect on the relation between design and use activities of both users and designers. Especially the ethics discussions of AmI, privacy, identity and security are moved into the foreground. However in the process of using AmI, it will go (...) beyond these themes. The infiltration of AmI will cause the construction of new meanings of privacy, identity and security because the "visible" acting of people will be preceded, accompanied and followed by the invisible and visible acting of the AmI technology and their producers.A question in this paper is: How is it possible to create critical transformative rooms in which doubting will be possible under the circumstances that autonomous 'intelligent agents' surround humans? Are humans in danger to become just objects of artificial intelligent conversations? Probably the relation between mental, physical, methodical invisibility and visibility of AmI could give answers. This article argues that the computer game can be a locus of aesthetic form in contemporary culture. The context for understanding this claim is the decline of the artwork as bearer of form in the late 20th century, as this was understood by Adorno. Form is the enigmatic other of instrumental reason that emerges spontaneously in creative works and, in the modern era, is defined as that which makes them captivating and enigmatic yet resistant to analytic understanding. Clarification of the (...) ways in which form is at work in game play is sought from aesthetic theory (Kant), ludology (or theory of games), and the idea of a neo-baroque entertainment culture (Ndalianis). Kant emphasized the role of play in the constitution of imaginary realms associated with aesthetic pleasure. Ludology takes play as an anthropological given differentiated historically by the development of game structures. Neo-baroque theory postulates a labyrinthine, complex and de-centred entertainment culture, largely shaped by computing as a cultural practice. The article synthesizes insights from these perspectives and, drawing on ideas from Adorno and Benjamin, argues that computer games can occupy an oppositional or critical role within contemporary aesthetics and culture. Reflection on the constitutive processes of computer game play discloses a new place for instrumental reason within aesthetic experience, as the dialectic of form and analysis migrates from traditional art materials to digital electronics. My research into Virtual Reality technology and its central property of immersion has indicated that immersion in Virtual Reality (VR) electronic systems is a significant key to the understanding of contemporary culture as well as considerable aspects of previous culture as detected in the histories of philosophy and the visual arts. The fundamental change in aesthetic perception engendered by immersion, a perception which is connected to the ideal of total-immersion in virtual space, identifies certain shifts in ontology which are relevant (...) to a better understanding of the human being. This understanding was achieved through a broad inquiry into the histories of Virtual Reality, philosophy, and the visual arts and has lead to the formulation of an aesthetic theory of immersive consciousness indicative of immersive culture. The primary subject of this discourse is immersion then: an experience which will be identified within the dissertation as the indispensable characteristic of Virtual Reality. The understanding of immersion arrived at here will be used to fashion a synchronous theory of art particularly informed by encounters and concepts of immersion into virtuality. To sufficiently address this subject in a scholarly fashion, I have researched, found and accumulated aesthetic and philosophic examples of immersive tendencies, as found within the histories of art and philosophy, which subsequently contributed towards the articulation of what I have come to call immersive consciousness. As a result of formulating such an immersive consciousness, a good deal of the basis for the questioning of the Western ontological tradition has been found in the Western tradition itself when we look with new eyes and ask new uncertain questions. Moreover, this immersive consciousness will be used to propose some abstract questions encircling today's electronic-based culture. Through the structuring of the argument within the thesis - and overtly within the conclusion - I have articulated a non-teleological creative strategy which provides the basis for an unconstraining integration of noologies (ways of semblancing the thinking process). This strategy provides a means of exemplifying - and for honoring - various methods of thinking. This structuring strategy is consistent with the 'hacker ethic' as defined by Steven Levy, as a demand that access to computers - and anything which might teach us something about the way the world works - should be unlimited and total. To follow this strategy, this dissertation has set out to understand how topical conceptions of virtual immersion connect to pre-existing systems of thought as revealed in art as they have extended out of antecedent ontological self-understandings, historical human self-understandings which have evidenced themselves in the elaboration of technological objectives. To do this I have forged a certain rhizomatic paternity/maternity for Virtual Reality within this dissertation by joining choice immersive examples of simulacra technology into mental connections with the relevant examples culled from the histories of art, architecture, information-technology, sex, myth, space, consciousness and philosophy. Using the occasion of the publication of a Blackwell anthology in the philosophy of technology, Philosophy of Technology: The Technological Condition (2003), as a key to the contemporary role of this subdiscipline, this article reviews the current state-of-this-art. Both philosophy of science and philosophy of technology are twentieth century inventions, but each has followed a somewhat different set of philosophical traditions and pursued sometimes divergent questions. Here the primary developments of recent philosophy of technology are examined with emphasis upon issues (...) which might also be of greater interest to philosophers of science. The year 2000 computer software problem is framed as a technological boundary and cultural object. The author documents and analyzes three subcultures' constructions of Y2K. The three subcultures are millennial Christians, militia-patriot survivalists, and computer professionals. Each subculture interpreted, received, comprehended, and explained the cultural object of Y2K. Combining the data from content analysis and interviews, the author creates a detailed picture of each subculture's response to Y2K. She compares and contrasts the three subcultures. Each subculture created a subcultural filter (...) based on previously held value and belief systems, attitudes toward technology and computers, and interpretations of social environments to create a unique picture of Y2K. She examines how each of the subcultures framed technology through the framing of it as a technological object. Each response was located within the technological determinism versus social determinism debate and juxtaposed with its place in the technology as utopian or dystopian. (shrink)

Three philosophical perspectives on the relation between technology and society are distinguished and discussed: 1) technology as an autonomous force that determines society; 2) technology as a human construct that can be shaped by human values, and 3) a co-evolutionary perspective on technology and society where neither of them determines the other. The historical evolution of the three perspectives is discussed and it is argued that all three are still present in current debates about technological change and how it may (...) affect society. This is illustrated for the case of Artificial Intelligence (AI). Artificial intelligence plays an important role in current discussions on information and communication technologies and new modes of algorithmic governance. It is an unavoidable dimension of what social mediations and modes of reproduction of our information societies will be in the future. While several works in artificial intelligence ethics address ethical issues specific to certain areas of expertise, these ethical reflections often remain confined to narrow areas of application, without considering the global ethical issues in which they are embedded. We, (...) therefore, propose to clarify the main approaches to AIE, their philosophical assumptions and the specific characteristics of each one of them, to identify the most promising approach to develop an ethical reflection on the deployment of AI in our societies, which is the one based on information ethics as proposed by Luciano Floridi. The 2006 outbreak of E. coli O157:H7, traced to bagged spinach from California, illustrates a number of contradictions. The solutions sought by many politicians and popular food analysts have been to create a centralized federal agency and a uniform set of production standards modeled after those of the animal industry. Such an approach would disproportionately harm smaller-scale producers, whose operations were not responsible for the epidemic, as well as reduce the agroecological diversity that is essential for maintaining healthy human beings (...) and ecosystems. Why should responses that only reinforce the problem be proffered? We use the framework of accumulation and legitimation to suggest corporate and government motives for concealing underlying problems and reinforcing powerful ideologies of individualism, scientism, and centralizing authority. Food safety (or the illusion of safety) is being positioned to secure capital rather than public welfare. We propose implementing the principle of subsidiarity as a more democratic and decentralized alternative. Because full implementation of this principle will be resisted by powerful interests, some promising intermediate steps include peer production or mass collaboration as currently applied to disease prevention and surveillance, as well as studying nascent movements resisting current food safety regulations. The debate between Marcuse and Habermas over technology marked a significant turning point in the history of the Frankfurt School. After the 1960s Habermas's influence grew as Marcuse's declined and Critical Theory adopted a far less Utopian stance. Recently there has been a revival of quite radical technology criticism in the environmental movement and under the influence of Foucault and constructivism. This article takes a new look at the earlier debate from the standpoint of these recent developments. While much of (...) Habermas's argument remains persuasive, his defense of modernity now seems to concede far too much to the claims of autonomous technology. His essentialist picture of technology as an application of a purely instrumental form of nonsocial rationality is less plausible after a decade of historicizing research in technology studies. The article argues that Marcuse was right after all to claim that technology is socially determined even if he was unable to develop his insight fruitfully. The article derives a new approach to technology criticism from both constructivism and Habermas's communication theory. The essence of technology is shown to be historical and reflexive, like the essence of other social institutions. As such an institution, its rationality is always implemented in value?biased forms subject to political critique. (shrink)

New technologies are the source of uncertainties about the applicability of moral and morally connotated concepts. These uncertainties sometimes call for conceptual engineering, but it is not often recognized when this is the case. We take this to be a missed opportunity, as a recognition that different researchers are working on the same kind of project can help solve methodological questions that one is likely to encounter. In this paper, we present three case studies where philosophers of technology implicitly engage (...) in conceptual engineering (without naming it as such). We subsequently reflect on the case studies to find out how these illustrate conceptual engineering as an appropriate method to deal with pressing concerns in the philosophy of technology. We have two main goals. We first want to contribute to the literature on conceptual engineering by presenting concrete examples of conceptual engineering in the philosophy of technology. This is especially relevant, because the technologies that are designed based on the conceptual work done by philosophers of technology potentially have crucial moral and social implications. Secondly, we want to make explicit what choices are made when doing this conceptual work. Making explicit that some of the implicit assumptions are, in fact, debated in the literature allows for reflection on these questions. Ultimately, our hope is that conscious reflection leads to an improvement of the conceptual work done. (shrink)

Issues covered include: technological unemployment, algorithmic management, platform work and the politics of AI work. The review identifies the major disciplinary and methodological perspectives on AI’s impact on work, and the obstacles they face in making predictions. During the second half of the twentieth century, several philosophers of technology argued that their predecessors had reflected too abstractly and pessimistically on technology. In the view of these critics, one should study technologies empirically in order to fully understand them. They developed several strategies to empirically inform the philosophy of technology and called their new approach the empirical turn. However, they provide insufficient indications of what exactly is meant by empirical study in their work. This leads to the critical (...) question of what counts as an empirically informed philosophy of technology in the empirical turn. In order to answer this question, we first elaborate on the problems that the empirical turn philosophers tried to address; secondly, we sketch their solutions, and, thirdly, we critically discuss their conceptions of empirical study. The ethics of artificial intelligence is an upcoming field of research that deals with the ethical assessment of emerging AI applications and addresses the new kinds of moral questions that the advent of AI raises. The argument presented in this article is that, even though there exist different approaches and subfields within the ethics of AI, the field resembles a critical theory. Just like a critical theory, the ethics of AI aims to diagnose as well as change society and is (...) fundamentally concerned with human emancipation and empowerment. This is shown through a power analysis that defines the most commonly addressed ethical principles and topics within the field of AI ethics as either to do with relational power or with dispositional power. Moreover, it is concluded that recognizing AI ethics as a critical theory and borrowing insights from the tradition of critical theory can help the field forward. (shrink)

Throughout what is now the more than 50-year history of the computer many theories have been advanced regarding the contribution this machine would make to changes both in the structure of society and in ways of thinking. Like other theories regarding the future, these should also be taken with a pinch of salt. The history of the development of computer technology contains many predictions which have failed to come true and many applications that have not been foreseen. While we must (...) reserve judgment as to the question of the impact on the structure of society and human thought, there is no reason to wait for history when it comes to the question: what are the properties that could give the computer such far-reaching importance? The present book is intended as an answer to this question. The fact that this is a theoretical analysis is due to the nature of the subject. No other possibilities are available because such a description of the properties of the computer must be valid for any kind of application. An additional demand is that the description should be capable of providing an account of the properties which permit and limit these possible applications, just as it must make it possible to characterize a computer as distinct from a) other machines whether clocks, steam engines, thermostats, or mechanical and automatic calculating machines, b) other symbolic media whether printed, mechanical, or electronic and c) other symbolic languages whether ordinary languages, spoken or written or formal languages. This triple limitation, however, (with regard to other machines, symbolic media and symbolic languages) raises a theoretical question as it implies a meeting between concepts of mechanical-deterministic systems, which stem from mathematical physics, and concepts of symbolic systems which stem from the description of symbolic activities common to the humanities. The relationship between science and the humanities has traditionally been seen from a dualistic perspective, as a relationship between two clearly separate subject areas, each studied on its own set of premises and using its own methods. In the present case, however, this perspective cannot be maintained since there is both a common subject area and a new - and specific - kind of interaction between physical and symbolic processes. Unlike the first generation of critical theorists, contemporary critical theory has largely ignored technology. This is to the detriment of a critical theory of society – technology is now a central feature of our daily lives and integral to the contemporary form of capitalism. Rather than seek to rescue the first generation’s substantive theory of technology, which has been partly outmoded by historical developments, the approach adopted in this article is to engage with today’s technology through the conceptual apparatus offered (...) by the early Frankfurt School. This rationale is guided by the conviction that the core ideas of critical theory still offer a sound basis for assessing the nature of technology today. Through a reconstruction and engagement with some of the core concepts of first-generation critical theory, as well as the work of Bernard Stiegler and Andrew Feenberg, we can arrive at a more robust theory of technology, capable of critically interrogating the role of technology in contemporary society. This article argues that Gilbert Simondon’s philosophy of technology is useful for both science and technology studies and critical theory. The synthesis has political implications. It offers an argument for the rationality of democratic interventions by citizens into decisions concerning technology. The new framework opens a perspective on the radical transformation of technology required by ecological modernization and sustainability. In so doing, it suggests new applications of STS methods to politics as well as a reconstruction of the Frankfurt School’s “rational (...) critique of reason.”. (shrink)

In the aftermath of the 2008 financial crisis, Bitcoin emerged as an alternative monetary system that could circumvent political and financial authorities. A practice in libertarian prefigurative politics, Bitcoin demonstrates the capacity for online subgroups to creatively appropriate internet-based technologies to enact alternative futures. Andrew Feenberg’s critical theory of technology clarifies this capacity and outlines the significance of agency in technical action. As technology mediates many social relations, it has a significant role in the reproduction of social power. Technological agency (...) is therefore a crucial site of resistance in which users can form alternative, democratic rationalizations of technology. Yet are such instances of agency intrinsically democratic? In analysing this aspect of Feenberg’s theory, this article argues that Bitcoin represents a ‘popular rationalization’ of technology – a creative appropriation of technology that empowers some groups while lacking the ethical justification necessary to be considered democratic. Health technology assessment (HTA) was developed in the 1970s and 1980s to facilitate decision making on the desirability of new biomedical technologies. Since then, many of the standard tools and methods of HTA have been criticized for their implicit normativity. At the same time research into the character of technology in practice has motivated philosophers, sociologists and anthropologists to criticize the traditional view of technology as a neutral instrument designed to perform a specific function. Such research suggests that the tools (...) and methods of more traditional forms of HTA are often inspired by an ‘instrumentalist’ conception of technology that does not fit the way technology actually works. This paper explores this hypothesis for a specific case: the assessments and deliberations leading to the introduction of breast cancer screening in the Netherlands. After reconstructing this history of HTA ‘in the making’ the stepwise model of HTA that emerged during the process is discussed. This model was rooted indeed in an instrumentalist conception of technology. However, a more detailed reconstruction of several episodes from this history reveals how the actors already experienced the inadequacy of some of the instrumentalist presuppositions. The historical case thus shows how an instrumentalist conception of technology may result in implicit normative effects. The paper concludes that an instrumentalist view of technology is not a good starting point for HTA and briefly suggests how the fit between HTA methods and the actual character of technology in practice might be improved. Though the term “commodification” is used broadly, a theory of the processes by which goods become exchangeable and in fact objects of monetized exchange reveals a key site for technological politics. Commodities are goods that are alienable, somewhat rival, generally with low exclusion costs, and that are often consumed in use. Technological advances can affect all of these traits for certain goods, effectively bringing about a process of commodification by technological means. However, in order to function with specific contexts, technologies (...) are designed and manufactured according to technical standards, standards that in turn take on features of what David Grewal ( 2008 ) has called “network power.” As such, standard setting processes become the potential locus for political argument over the legitimacy of a commodification process. Theorists hoping to develop more democratic theories of technological governance should thus recognize the significance of standards and the role they play in either promoting or controlling social relations organized according to the norms of monetized exchange. This paper draws attention to the role of representation in the depiction of scientific and technological innovation as a means of understanding the narratives that circulate concerning the shape of things to come. It considers how metaphors play an important part in the conduct of scientific explanation, and how they do more than describe the world in helping also to shape expectations, normalise particular choices, establish priorities and create needs. In surveying the range of metaphorical responses to the digital and (...) biotechnological age, we will see how technologies are regarded both as 'endangerment' and 'promise'. What we believe 'technology' is doing to 'us' reflects important implicit philosophies of technology and its relationship to human agency and political choice; yet we also need to be alert to the assumptions about 'human nature' itself which inform such reactions. The paper argues that embedded in the various representations implicit in new technologies are crucial issues of identity, community and justice: what it means to be (post)human, who is (and is not) entitled to the rewards of technological advancement, what priorities (and whose interests) will inform the shape of global humanity into the next century. Paralleling these advances in the various science and engineering subdisciplines is the increasing realization that a number of associated social, ethical, environmental, economic and legal dimensions also need to be explored. An important component of such exploration entails the identification and analysis of the ways in which current and prospective researchers (...) in these fields conceptualize these dimensions of their work. Within the context of a National Science Foundation funded Research Experiences for Undergraduates (REU) program in nanomaterials processing and characterization at the University of Central Florida (2002–2004), here I present for discussion (i) details of a “nanotechnology ethics” seminar series developed specifically for students participating in the program, and (ii) an analysis of students’ and participating research faculty’s perspectives concerning social and ethical issues associated with nanotechnology research. I conclude with a brief discussion of implications presented by these issues for general scientific literacy and public science education policy. (shrink)

In this brief response to Mark Coeckelbergh’s contribution, I demonstrate how the author introduces an important shift in the way we approach technology. Instead of focusing on the new and often-times dramatic existential vulnerabilities supposedly introduced by technological innovation, Coeckelbergh targets the way technology already transforms our existential vulnerabilities. And I show how this shift in focus has three very important consequences: a different way to ask about and investigate the question concerning technology, the importance of hacking as a mode (...) of responding to this question and the significance of questioning as a philosophical project. This article focuses on the power of technological mediation from the point of view of autonomist Marxism. The first part of the article discusses the theories developed on technological mediation in postphenomenology and critical theory of technology with regard to their respective power perspectives and ways of coping with relations of power embedded in technical artifacts and systems. Rather than focusing on the clashes between the hermeneutic postphenomenological approach and the dialectics of critical theory, it is argued that in both (...) the category of resistance amidst power-relations is at least similar in one regard: resistance to the power of technology is conceptualized as a reactive force. The second part of the article reads technological mediation through the lens of the antagonistic power-perspective on class struggle developed in autonomist Marxism. The outline of a provisional autonomist philosophy of technology is developed using Foucauldian dispositifs of biopower in contrast to the hermeneutic and dialectical approach. It is thus argued that resistance should here be understood in terms of practice that subverts the technically mediated circuit of production itself. (shrink)

RESUMO O propósito deste artigo é aproximar o significado do pensar calculador de Heidegger e a teoria sobre a sociedade do risco de Beck, considerando suas interpelações com o significado da técnica na modernidade. Porém, mais que tratar das aproximações entre ambos os pensadores, este estudo pretende também demonstrar a importância da filosofia da técnica de Heidegger para pensar o sentido do cálculo do risco e do risco do cálculo na sociedade do risco. Assim, argumenta-se que a teoria do risco (...) de Beck confirma e atualiza o pensamento de Heidegger sobre a técnica moderna, quando se observa que o pensar calculador, que dirige e controla o modo de ser na era do técnico, manifesta-se hoje com toda claridade na sociedade do risco global. ABSTRACT The purpose of this paper is to bring the meaning of Heidegger’s calculative thinking and Beck’s risk society theory closer, as well as their interpellations with the meaning of technique in modernity. Nevertheless, more than dealing with the convergences between both thinkers, this study also intends to demonstrate the importance of Heidegger’s technique philosophy in order to investigate the meaning of risk calculation and of calculation risk in risk society. Therefore, it argues that Beck’s risk theory confirms and updates Heidegger’s thinking on modern technique, as one observes that calculative thinking, which directs and controls the way of being in the age of technicality, clearly manifests itself nowadays, in the global risk society. This paper explores the political import of Husserl’s critical discussion of the epistemic effects of the formalization of rational thinking. More specifically, it argues that this discussion is of direct relevance to make sense of the pervasive processes of ‘technization’, that is, of a mechanistic and superficial generation and use of knowledge, to be observed in current contexts of governance. Building upon Husserl’s understanding of formalization as a symbolic technique for abstraction in the thinking with and about numbers, I argue (...) that processes of technization, while being necessary and legitimate procedures for the reduction of complexities, also may give rise to politically unresponsive and ultimately dysfunctional ‘economies of thinking.’ This paper is structured in three parts. In the first part I outline Husserl’s account of the formalization and technization of thought and knowledge. In the second part I make my case for the political import of this account, departing in this context from positions that (a) regard Husserl’s discussions of formalization and its effects as merely epistemological, or that (b) try to mobilize Husserl for a one-sided critique of instrumental reason. In the final part I address a major shortcoming of Husserl’s account, namely its neglect of the concrete and historically evolving technological infrastructures of processes of formalization/technization. An environmental, climate mitigation rationale for research and development on liquid transportation fuels derived from plants emerged among many scientists and engineers during the last decade. However, between 2006 and 2010, this climate ethic for pursuing biofuel became politically entangled and conceptually confused with rationales for encouraging greater use of plant-based ethanol that were both unconnected to climate ethics and potentially in conflict with the value-commitments providing a mitigation-oriented reason to promote and develop new and expanded sources of biofuel. I (...) argue that the conceptual construct of technological trajectories provides a fecund approach to the ethical evaluation of R&D strategies in the case of plant-based liquid transportation fuels. The idea of a trajectory has a current use in the literature of science studies and aptly summarizes a number of themes that are critical to the evaluation of tools and techniques whose future shape, design, applications and potential consequences are necessarily somewhat speculative. In the case of biofuels, it is the imagined future trajectory that provides the basis for resistance to an emerging technology, rather than the present-day technical capabilities and the unexpected consequences of biofuel development. One of the most common critiques of Marx is that he mistook the birth pangs of capitalism for its death throes, on the basis of which he made the completely erroneous prediction of the increasing immiseration of the working class – a critique that rather superficially reduces immiseration to a simple matter of standard of living. The goal of this essay, however, is to expose the corporeal depths of Marx's notion of immiseration, and, in so doing, to show that immiseration (...) is by no means a long-since disappeared attribute of early capitalism. To do so, I reread the chapters on surplus-value in Capital by following the corporeal leitmotifs suggested in Franz Kafka's short story, 'In the Penal Colony'. Kafka's narration of the condemned learning the meaning of his fate through the corporeal experience of wounding evokes Marx's very graphic narration in Capital of workers experiencing exploitation and immiseration on their own bodies. Raising themes found later in Kafka's narrative, Marx tells of the arranging of the entire workplace 'under the command of capital', of the design and employment of technology both to secure that command and to extract surplus-value; and he shows how capital, like Kafka's torture machine, writes its messages on the body of labour in a script not immediately decipherable by observers. The history that Marx tells in Capital is less graphic in form than Kafka's, but it is in content at least as fantastic and horrific – perhaps even more so. Their common concern with machines painfully inscribing bodies helps to highlight the corporeal dimension of Marx's concept of immiseration. (shrink)

Science and technology are so intertwined that technoscience has been argued to more accurately reflect the progress of science and its impact on society, and most socioscientific issues require technoscientific reasoning. Education policy documents have long noted that the general public lacks sufficient understanding of science and technology necessary for informed decision-making regarding socioscientific/technological issues. The science–technology–society movement and scholarship addressing socioscientific issues in science education reflect efforts in the science education community to promote more informed decision-making regarding such issues. (...) Now Science, Technology, Engineering, Mathematics education has emerged as a major reform movement impacting science education. STEM education efforts emphasize literacy across the disciplines of science, technology, engineering, and mathematics, but with rare exceptions, treat issues of technology superficially and uncritically. Informed decision-making regarding many personal and societal issues requires technological literacy beyond merely becoming an enthusiastic designer or skilled user of technology, but the science education community has given little attention to what such literacy entails. Here, we present results of an extensive review of the literature regarding the nature of technology in order to identify key issues among scholars who study technology. We then provide predominant perspectives among those scholars and suggest which identified NOT issues are most essential to address as part of STEM education efforts that seek to promote informed personal and societal decision-making. ResumoEm que medida a proposta de uma nova ética para a civilização tecnológica, elaborada por Hans Jonas, possuiria o condão de convocar os cientistas para o efetivo exercício de sua responsabilidade perante à natureza ameaçada? O esclarecimento, que sua obra pretende levar a termo a respeito dos crescentes perigos associados ao progresso técnico-científico, não procura fundamentalmente refrear, em caráter emergencial, a cega compulsão de aplicação tecnológica, com os perversos efeitos associados à tecnolo gização e à mercantilização da ciência em nossos (...) dias? Com efeito, sua crítica da ideologia legitimadora do progresso tecnocientífico procura, em última instância, debelar o processo compulsivo de aplicações tecnológicas, considerado perverso em si mesmo, não se permitindo considerar de que outra forma o progresso tecnocientífico poderia vir a desenvolver-se, de modo a tornar-se efetivamente capaz de atender valores humanos, sociais e ambientais. A partir da explicitação dos impasses a que conduz a proposta de Jonas, respaldamo-nos nos estudos de Hugh Lacey para apresentar uma forma alternativa de estru turação das atividades científicas. Visando suplantar esses impasses, procuramos investigar em que medida o desejável acolhimento de valores morais, sociais e ambientais, por parte das práticas científicas e tecnológicas vigentes, poderia estar conjugado com uma experiência propriamente estética capaz de propiciar a abertura à alteridade e o acolhimento de valores alheios. A investigação do concurso de uma experiência deste teor é realizada à luz de motivos de pensamento presentes nas obras de Theodor Adorno e Herbert Marcuse.To what extent does the proposed new ethics for technological civilization, developed by Hans Jonas, have the power to convene scientists for the effective exercise of their responsibility to nature that is under threat? Does not the clarification, which his work is intended to further about the growing dangers associated with technical and scientific progress, seek basically to restrain, as a matter of emergency, the blind technological compulsion that leads to the perverse effects associated with technologizing and commercializing science today? Indeed, his critique of the legitimating ideology of techno-scientific progress ultimately intends to overcome the compulsive process of technological application, considered perverse in itself, that does not allow that other forms of techno-scientific progress could be developed that would become able to attend effectively to human, social and environmental values. Starting from the explanation of the impasses to which Jonas' proposal leads, we based ourselves on studies of Hugh Lacey in order to present an alternative way of structuring scientific activities. Aiming to overcome these impas ses, we investigate to what extent the desired attention to moral, social and environmental values by current scientific and technological practices could be connected to an aesthetic experience that is able to provide openness to otherness and the reception of foreign values. Investigating the contribution of an experience of this kind is conducted in the light of thought motifs of Theodor Adorno and Herbert Marcuse. (shrink)

This article presents an analysis of the concept of disability in Amartya Sen’s capabilities and functionings approach in the context of Information and Communication Technologies (ICT). Following a critical review of the concept of disability—from its traditional interpretation as an essentially medical concept to its later interpretation as a socially constructed category—we will introduce the concept of functional diversity. The importance of human diversity in the capabilities and functionings approach calls for incorporating this concept into the analysis of well-being and (...) quality of life in persons with disability—aspects in which ICT currently plays a major role. When one contemplates these technologies, it becomes clear that factors such as accessibility, design for all, and user participation in development and implementation processes are key strategies in promoting equal rights and equal opportunity for persons with disability in the different environments of the information society. O presente ensaio analisa criticamente a principal tese de Feenberg sobre a natureza da tecnologia: sua bidimensionalidade. Consideramos primeiro o desenvolvimento da teoria crítica da tecnologia em Feenberg; como, a partir do abandono das noções heideggeriana e positivista de tecnologia, o autor encara o que ele acredita ser o verdadeiro mundo da tecnologia em seu vir a ser, enquanto intrinsecamente relacionada com o social. Nisso, ele se aproxima da tradição da Teoria Crítica, especialmente de Marcuse, de quem foi aluno. Entretanto, (...) trata-se, como veremos, de uma apropriação crítica: enquanto Marcuse pensa que essa tecnologia que substituiu a ontologia deu origem a um homem unidimensional, cuja existência é incapaz de ultrapassar sua facticidade com uma mudança qualitativa da realidade na realidade, isto é, uma forma de existência em que a transcendência histórica é atrofiada; Feenberg acredita, por sua vez, que essa tecnologia foi mal concebida em sua essência, uma vez que não se percebeu seu aspecto bidimensional, isto é, o fato de que sendo não apenas um projeto abstrato, mas em si mesmo composto de um momento social contingente, a transcendência histórica é parte inelutável do processo tecnológico como tal. Esse caráter transformador, no interior da tecnologia, é articulado por Feenberg a partir da diferença entre técnica e experiência integrativa, enquanto dois momentos da própria racionalidade tecnológica. Mostramos também como essa bidimensionalidade da tecnologia deve ser entendida de maneira holística e dialética, buscando, por fim, aplicar e testar a teoria crítica de Feenberg a partir do caso que mais goza do apreço do autor, a Internet — tema, inclusive, do último livro editado por ele, junto com Norm Friesen, Inventing the Internet —, o que nos permitirá entrar numa discussão final de alguns pontos críticos de sua filosofia da técnica. This article interrogates Andrew Feenberg’s thesis that modern technology is in need of ‘re-aestheticization’. The notion that modern technology requires aesthetic critique connects his political analysis of micro-contexts of social shaping to his wider concern with civilization change. The former involves a modified constructionism, in which the motives, values and beliefs of proximal agents are understood in terms of their wider sociological significance. This remedies a widely acknowledged blind-spot of conventional constructionism, enabling Feenberg to identify democratic potential in progressive agency (...) at the scene of technology design. Feenberg argues that the aesthetics of naturalistic modernism may serve as a bridge between such interventions and cultural transformation. Referring to developments in design culture, especially as this relates to the human-machine interface on digital artefacts, the article suggests that this part of Feenberg’s argument has been falsified. This kind of aesthetic modernism is hegemonic in contemporary design and it has not brought about significant progressive advance. In conclusion, the article suggests a different approach to aesthetic critique that is based on difference rather than wholeness, and on the principle that there is no inherent correspondence of aesthetic standards and ethics in technology design. In recent years several approaches—philosophical, sociological, psychological—have been developed to come to grips with our profoundly technologically mediated world. However, notwithstanding the vast merit of each, they illuminate only certain aspects of technological mediation. This paper is a preliminary attempt at a philosophical reflection on technological mediation as such—deploying the concepts of ‘transparency’ and ‘opacity’ as heuristic instruments. Hence, we locate a ‘theory of transparency’ within several theoretical frameworks—respectively classic phenomenology, media theory, Actor Network Theory, postphenomenology, several ethnographical, psychological, and (...) sociological perspectives, and finally, the Critical Theory of Technology. Subsequently, we render a general, systematic overview of these theories, thereby conjecturing what a broad analysis of technological mediation in and of itself might look like—finding, at last, an essential contradiction between transparency of ‘use’ and transparency of social origins and effects. This commentary is a response to Contextual Integrity as a General Conceptual Tool for Evaluating Technological Change by Elizabeth O’Neill (Philosophy & Technology (2022)). It argues that while contextual integrity (CI) might be an useful addition to the toolkit of approaches for ethical technology assessment, a CI approach might not be able to uncover all morally relevant impacts of technological change. Moreover, the inherent conservatism of a CI approach might be problematic in cases in which we encounter new kinds of (...) morally problematic situations, such as climate change, or when technology reinforces historically grown injustices. Rapid advances in nanoscience and nanotechnology are profoundly influencing the ways in which we conceptualize the world of the future, and human ability to manipulate matter at the atomic and molecular levels offers previously unimagined possibilities for scientific discovery and technological applications. The convergence of nanotechnology with biotechnology, information technology, cognitive science, and engineering may hold promise for the improvement of human performance at a number of levels. Based on a National Science Foundation-funded Research Experiences for Undergraduates Program in nanoscience (...) and nanotechnology at the University of Central Florida (summer 2002), a variety of social and ethical issues associated with these advances is discussed. Implications for the future of science-technology-society studies and K-16 science education also are presented. (shrink)
