Paul Virilio is one of the most prolific and penetrating critics of the drama of technology in the contemporary era, especially military technology, technologies of representation, computer and information technologies, and biotechnology. For Virilio, the question of technology is the question of our time and his life work constitutes a sustained reflection on the origins, nature and effects of the key technologies that have constituted the modern/ postmodern world. In particular, Virilio carries out a radical critique of the ways that (...) technology is transfonning the contemporary world and even the human species. Yet I want to argue in this study that Virilio has a flawed conception of technology that is excessively negative and one-sided, thus missing the empowering and democratizing aspects of new computer and media technologies. My argument is that his vision of technology is overdetermined by his intense focus on war and military technology and that this optic drives him to predominantly technophobic perspectives on technology per se as well as the new technologies of the contemporary era. I contend that Virilio's project is essentially conservative, wishing to preserve the human body and natural life against the assaults of what he regards as a demonic technology which he considers as having a highly destructive impact, on nature, human beings and socio-political life. However, it is precisely the extremely critical discourse on war and military technology, as well as his penetrating reflections on war, cinema, technologies of representation and vision machines, and biotechnology, that constitute the valuable aspects of his work. Using the occasion of the publication of a Blackwell anthology in the philosophy of technology, Philosophy of Technology: The Technological Condition (2003), as a key to the contemporary role of this subdiscipline, this article reviews the current state-of-this-art. Both philosophy of science and philosophy of technology are twentieth century inventions, but each has followed a somewhat different set of philosophical traditions and pursued sometimes divergent questions. Here the primary developments of recent philosophy of technology are examined with emphasis upon issues (...) which might also be of greater interest to philosophers of science. This essay examines whether and to what extent the “other” in communicative interactions may be otherwise than another human subject and the moral opportunities and challenges this alteration would make available to us. Toward this end, the analysis proceeds in five steps or movements. The first reviews the way the discipline of communication has typically perceived and theorized the role and function of technology. The second and third parts investigate the critical challenges that emerging technology, such as artificial intelligence applications (...) and robots, poses to this standard instrumentalist way of thinking. The fourth part introduces an alternative called “relational ethics,” which effectively flips the script on the usual way of proceeding. And the fifth part presents and responds to one important and notable objection to this alternative. The goal in all of this is not to complicate things but to introduce and formulate a techno-ethics that is more agile in its response to the opportunities and challenges of the 21st century and beyond. This article tries to shed light on the difference between human autonomy and AI-driven machine autonomy. The breadth of the studies concerning this topic is constantly increasing, and for this reason, this discussion is very narrow and limited in its extent. Indeed, its hypothesis is that it is possible to distinguish two kinds of autonomy by analysing the way humans and robots narrate stories and the types of stories that, respectively, result from their capability of narrating stories on their own. (...) To approach the question of autonomy and its different interpretations in robots and humans, using narratives and stories as a lens, I proceed through four steps. First, I provide a brief summary concerning the state of the art with regard to issues concerning autonomy and AI. Second, I focus on specific issues concerning AI that are applied to storytelling. Third, I progressively approach narrative autonomy through what could seem a useless digression by addressing the problem of human creativity in relation to machine creativity. Fourth, I hypothesize a radical difference between narrative autonomy—which is proper to humans—and storytelling capability, which can be observed in both humans and machines. (shrink)

New technologies are the source of uncertainties about the applicability of moral and morally connotated concepts. These uncertainties sometimes call for conceptual engineering, but it is not often recognized when this is the case. We take this to be a missed opportunity, as a recognition that different researchers are working on the same kind of project can help solve methodological questions that one is likely to encounter. In this paper, we present three case studies where philosophers of technology implicitly engage (...) in conceptual engineering (without naming it as such). We subsequently reflect on the case studies to find out how these illustrate conceptual engineering as an appropriate method to deal with pressing concerns in the philosophy of technology. We have two main goals. We first want to contribute to the literature on conceptual engineering by presenting concrete examples of conceptual engineering in the philosophy of technology. This is especially relevant, because the technologies that are designed based on the conceptual work done by philosophers of technology potentially have crucial moral and social implications. Secondly, we want to make explicit what choices are made when doing this conceptual work. Making explicit that some of the implicit assumptions are, in fact, debated in the literature allows for reflection on these questions. Ultimately, our hope is that conscious reflection leads to an improvement of the conceptual work done. (shrink)

This review seeks to present a comprehensive picture of recent discussions in the social sciences of the anticipated impact of AI on the world of work. Issues covered include: technological unemployment, algorithmic management, platform work and the politics of AI work. The review identifies the major disciplinary and methodological perspectives on AI’s impact on work, and the obstacles they face in making predictions. During the second half of the twentieth century, several philosophers of technology argued that their predecessors had reflected too abstractly and pessimistically on technology. In the view of these critics, one should study technologies empirically in order to fully understand them. They developed several strategies to empirically inform the philosophy of technology and called their new approach the empirical turn. However, they provide insufficient indications of what exactly is meant by empirical study in their work. This leads to the critical (...) question of what counts as an empirically informed philosophy of technology in the empirical turn. In order to answer this question, we first elaborate on the problems that the empirical turn philosophers tried to address; secondly, we sketch their solutions, and, thirdly, we critically discuss their conceptions of empirical study. Unlike the first generation of critical theorists, contemporary critical theory has largely ignored technology. This is to the detriment of a critical theory of society – technology is now a central feature of our daily lives and integral to the contemporary form of capitalism. Rather than seek to rescue the first generation’s substantive theory of technology, which has been partly outmoded by historical developments, the approach adopted in this article is to engage with today’s technology through the conceptual apparatus offered (...) by the early Frankfurt School. This rationale is guided by the conviction that the core ideas of critical theory still offer a sound basis for assessing the nature of technology today. Through a reconstruction and engagement with some of the core concepts of first-generation critical theory, as well as the work of Bernard Stiegler and Andrew Feenberg, we can arrive at a more robust theory of technology, capable of critically interrogating the role of technology in contemporary society. Information and communication technology is changing many aspects ofhuman endeavour and existence. This is beyond dispute for most. Whatare contested are the social and ethical implications of thesechanges. Possible sources of these disputes are the multiple ways inwhich one can conceptualize and interpret the informationtechnology/society interrelationship. Each of these ways ofconceptualization and interpretation enables one to see theinformation technology/society relationship differently and thereforeconstrue its social and ethical implications in a different manner. Atthe center of this technology/society interrelationship we find manycomplex (...) questions about the nature of the human, the technical,agency, autonomy, freedom and much more. This is indeed a vastintellectual landscape, which can obviously not be explored here inits fullness. This entry is about just one particular perspective onthis landscape. It is primarily concerned with the phenomenologicalapproach to interpreting information technology and its social andethical implications. It should be noted from the start that there isnot a unified phenomenological tradition or approach to informationtechnology in particular, or other phenomena more generally. Thephenomenological tradition consists of many different approaches thatshare certain characteristics but not all. We may however suggest, with Don Ihde,that they all accept that “phenomenology investigates theconditions of what makes things appear as such [as that which we takethem to be].” Differently stated, phenomenology suggests thatthere is a co-constitutive relationship between us and the phenomenawe encounter in our engagement with the world. In this sensephenomenologists would suggest that to understand thetechnology/society relationship we need to reveal how theyco-constitute each other—i.e. draw on each other for theirongoing meaning and sense. We will elaborate more precisely what thismeans in section 2 below. However, in order to understand the distinctiveness of thephenomenological approach other possible ways of interpreting thistechnology/society relationship will also be outlined brieflybelow., It can be said that information technology has become in a very realsense ubiquitous. Most everyday technologies such as elevators,automobiles, microwaves, watches, and so forth depend onmicroprocessors for their ongoing operation. Most organizations andinstitutions have become reliant on their information technologyinfrastructure to a lesser or greater degree. Indeed informationtechnology is seen by many as a cost-efficient way to solve amultitude of problems facing our complex contemporary society. One canalmost say that information technology has become construed as thedefault technology for solving a whole raft of technical and socialproblems such as health provision, security, governance, etc. Onecould also argue that it has become synonymous with society’sview of modernization and progress. For most it seems obvious thatinformation technology has made it possible for humans to continue toconstruct increasingly complex systems of coordination and socialordering—systems without which contemporary society would not beable to exist in its present form. To say the least, we, ascontemporary human beings, have our manner of being made possiblethrough a rather comprehensive entanglement with information andcommunication technology. Indeed, the economic, organizational andsocial benefit of information technology is not widely disputed. Thedispute is more often about the way information technology is changingor transforming the social domain, and in particular, the ethicaldomain. This dispute is largely centered around different ways ofconceptualizing and interpreting the nature of our entanglement withinformation technology. This debate is not merely an academic debateabout different and competing theoretical ‘models.’Rather, these different ways of conceptualizing it is central to ourunderstanding of how we go about managing our increasingly entangledrelationship with information technology. Three philosophical perspectives on the relation between technology and society are distinguished and discussed: 1) technology as an autonomous force that determines society; 2) technology as a human construct that can be shaped by human values, and 3) a co-evolutionary perspective on technology and society where neither of them determines the other. The historical evolution of the three perspectives is discussed and it is argued that all three are still present in current debates about technological change and how it may (...) affect society. This is illustrated for the case of Artificial Intelligence (AI). It is argued that each of the three perspectives contributes to the debate of AI but that the third has the strongest potential to uncover blind spots in the current debate. (shrink)

Artificial intelligence plays an important role in current discussions on information and communication technologies and new modes of algorithmic governance. It is an unavoidable dimension of what social mediations and modes of reproduction of our information societies will be in the future. While several works in artificial intelligence ethics address ethical issues specific to certain areas of expertise, these ethical reflections often remain confined to narrow areas of application, without considering the global ethical issues in which they are embedded. We, (...) therefore, propose to clarify the main approaches to AIE, their philosophical assumptions and the specific characteristics of each one of them, to identify the most promising approach to develop an ethical reflection on the deployment of AI in our societies, which is the one based on information ethics as proposed by Luciano Floridi. O presente ensaio analisa criticamente a principal tese de Feenberg sobre a natureza da tecnologia: sua bidimensionalidade. Consideramos primeiro o desenvolvimento da teoria crítica da tecnologia em Feenberg; como, a partir do abandono das noções heideggeriana e positivista de tecnologia, o autor encara o que ele acredita ser o verdadeiro mundo da tecnologia em seu vir a ser, enquanto intrinsecamente relacionada com o social. Nisso, ele se aproxima da tradição da Teoria Crítica, especialmente de Marcuse, de quem foi aluno. Entretanto, (...) trata-se, como veremos, de uma apropriação crítica: enquanto Marcuse pensa que essa tecnologia que substituiu a ontologia deu origem a um homem unidimensional, cuja existência é incapaz de ultrapassar sua facticidade com uma mudança qualitativa da realidade na realidade, isto é, uma forma de existência em que a transcendência histórica é atrofiada; Feenberg acredita, por sua vez, que essa tecnologia foi mal concebida em sua essência, uma vez que não se percebeu seu aspecto bidimensional, isto é, o fato de que sendo não apenas um projeto abstrato, mas em si mesmo composto de um momento social contingente, a transcendência histórica é parte inelutável do processo tecnológico como tal. Esse caráter transformador, no interior da tecnologia, é articulado por Feenberg a partir da diferença entre técnica e experiência integrativa, enquanto dois momentos da própria racionalidade tecnológica. Mostramos também como essa bidimensionalidade da tecnologia deve ser entendida de maneira holística e dialética, buscando, por fim, aplicar e testar a teoria crítica de Feenberg a partir do caso que mais goza do apreço do autor, a Internet — tema, inclusive, do último livro editado por ele, junto com Norm Friesen, Inventing the Internet —, o que nos permitirá entrar numa discussão final de alguns pontos críticos de sua filosofia da técnica. This article interrogates Andrew Feenberg’s thesis that modern technology is in need of ‘re-aestheticization’. The notion that modern technology requires aesthetic critique connects his political analysis of micro-contexts of social shaping to his wider concern with civilization change. The former involves a modified constructionism, in which the motives, values and beliefs of proximal agents are understood in terms of their wider sociological significance. This remedies a widely acknowledged blind-spot of conventional constructionism, enabling Feenberg to identify democratic potential in progressive agency (...) at the scene of technology design. Feenberg argues that the aesthetics of naturalistic modernism may serve as a bridge between such interventions and cultural transformation. Referring to developments in design culture, especially as this relates to the human-machine interface on digital artefacts, the article suggests that this part of Feenberg’s argument has been falsified. This kind of aesthetic modernism is hegemonic in contemporary design and it has not brought about significant progressive advance. In conclusion, the article suggests a different approach to aesthetic critique that is based on difference rather than wholeness, and on the principle that there is no inherent correspondence of aesthetic standards and ethics in technology design. This essay addresses the other side of the robot ethics debate, taking up and investigating the question “Can and should robots have rights?” The examination of this subject proceeds by way of three steps or movements. We begin by looking at and analyzing the form of the question itself. There is an important philosophical difference between the two modal verbs that organize the inquiry—can and should. This difference has considerable history behind it that influences what is asked about and how. (...) Second, capitalizing on this verbal distinction, it is possible to identify four modalities concerning social robots and the question of rights. The second section will identify and critically assess these four modalities as they have been deployed and developed in the current literature. Finally, we will conclude by proposing another alternative, a way of thinking otherwise that effectively challenges the existing rules of the game and provides for other ways of theorizing moral standing that can scale to the unique challenges and opportunities that are confronted in the face of social robots. A qualitative study using grounded theory methods was conducted to (a) examine what philosophy of technology assumptions are present in the thinking of K-12 technology leaders, (b) investigate how the assumptions may influence technology decision making, and (c) explore whether technological determinist assumptions are present. Subjects involved technology directors and instructional technology specialists from school districts, and data collection involved interviews and a written questionnaire. Three broad philosophy of technology views were widely held by participants, including an instrumental view of (...) technology, technological optimism, and a technological determinist perspective that sees technological change as inevitable. Technology leaders were guided by two main approaches to technology decision making in cognitive dissonance with each other, represented by the categories Educational goals and curriculum should drive technology, and Keep up with Technology (or be left behind). The researcher concluded that as leaders deal with their perceived experience of the inevitability of technological change, and their concern for preparing students for a technological future, the core category Keep up with technology (or be left behind) is given the greater weight in technology decision making. A risk is that this can on occasion mean a quickness to adopt technology for the sake of technology, without aligning the technology implementation with educational goals. (shrink)

Scholars have emphasized that decisions about technology can be influenced by philosophy of technology assumptions, and have argued for research that critically questions technological determinist assumptions. Empirical studies of technology management in fields other than K-12 education provided evidence that philosophy of technology assumptions, including technological determinism, can influence the practice of technology leadership. A qualitative study was conducted to a) examine what philosophy of technology assumptions are present in the thinking of K-12 technology leaders, b) investigate how the assumptions (...) may influence technology decision making, and c) explore whether technological determinist assumptions are present. The research design aligned with Corbin and Strauss qualitative data analysis, and employed constant comparative analysis, theoretical sampling, and theoretical saturation of categories. Subjects involved 31 technology directors and instructional technology specialists from Virginia school districts, and data collection involved interviews following a semi-structured protocol, and a written questionnaire with open-ended questions. The study found that three broad philosophy of technology views were widely held by participants, including an instrumental view of technology, technological optimism, and a technological determinist perspective that sees technological change as inevitable. The core category and central phenomenon that emerged was that technology leaders approach technology leadership through a practice of Keep up with technology (or be left behind). The core category had two main properties that are in conflict with each other, pressure to keep up with technology, and the resistance to technological change they encounter in schools. The study found that technology leaders are guided by two main approaches to technology decision making, represented by the categories Educational goals and curriculum should drive technology, and Keep up with Technology (or be left behind). As leaders deal with their perceived experience of the inevitability of technological change, and their concern for preparing students for a technological future, the core category Keep up with technology (or be left behind) is given the greater weight in technology decision making. The researcher recommends that similar qualitative studies be conducted involving technology leaders outside Virginia, and with other types of educators. It is also recommended that data from this or other qualitative studies be used to help develop and validate a quantitative instrument to measure philosophy of technology assumptions, for use in quantitative studies. Media studies as a field has traditionally been wary of the question of technology. Discussion of technology has often been restricted to relatively sterile debates about technological determinism. In recent times there has been renewed interest, however, in the technological dimension of media. In part this is doubtless due to rapid changes in media technology, such as the rise of the internet and the digital convergence of media technologies. But there are also an increasing number of writers who seem to (...) believe that media theory, and more widely social science and the humanities, needs to rethink the question of technology and its relationship to society, culture and cultural production. Andrew Feenberg has characterized the two most dominant positions as, on the one hand, the social constructivist or 'technology studies' approach to technology, and, on the other, 'substantivist' theories of technology. The social constructivist approach, aims to counter technological determinism by showing how the development of technology is shaped not by technical and scientific progress but by contingent social, cultural and economic forces. The limitation of this view, however, is that it tends to see technology as no different from any other social process and it may lose the ability to distinguish between the technical object and any other social formation or cultural artefact. Doubtless constructivism would like to see technology as a subset of the cultural artefact and not vice versa, therefore explaining technology in terms of culture and society. But there are powerful arguments for arguing something like the opposite: in other words for understanding culture and society in terms of or as technical objects. In recent years this argument has been put most forcefully by the French philosopher Bernard Stiegler and it is to his work and its implications for media theory that this essay is dedicated. In particular I will show how Stiegler might defend his ideas around technics from the charge of technological determinism. Firstly, technics is not understood in the narrow sense of techno-scientific technology but in the wider sense of all the ways in which the human is exteriorised into artefacts or organized inorganic matter. Technics in this sense is therefore inseparable from culture and society and it makes no sense either to talk of technics determining culture and society or vice versa. Culture and society are not constituted by technics as if by a cause but rather constituted through it. Secondly, a technics in Stiegler's sense does not represent scientific progress or a deterministic evolution; rather, however strange this may seem, technics is a kind of pure accidentality or contingency. For Stiegler it is because of the exteriorisation of the human into artefacts or inorganic organized matter that culture and society constitute themselves contingently. Stiegler's work therefore offers a way for us to rethink the relationship between culture and technology in ways which can productively reconfigure the concerns of critical theory. (shrink)

This paper explores what insights can be drawn from critical theory to enrich and strengthen Sen’s capability approach in relation to technology and human development. The two theories share some important commonalities: both are concerned with the pursuit of “a good life”; both are normative theories rooted in ethics and meant to make a difference, and both are interested in democracy. The paper provides a brief overview of both schools of thought and their applications to technology and human development. Three (...) areas are identified where critical theory can make a contribution to the capability approach: conceptually, by providing a critical account of individual agency and enriching the concept of technology beyond the simplistic notion of commodities; methodologically, by sensitising towards reification and hegemony of scientific tools, and, finally, by emphasising reflexivity of researchers. The debate between Marcuse and Habermas over technology marked a significant turning point in the history of the Frankfurt School. After the 1960s Habermas's influence grew as Marcuse's declined and Critical Theory adopted a far less Utopian stance. Recently there has been a revival of quite radical technology criticism in the environmental movement and under the influence of Foucault and constructivism. This article takes a new look at the earlier debate from the standpoint of these recent developments. While much of (...) Habermas's argument remains persuasive, his defense of modernity now seems to concede far too much to the claims of autonomous technology. His essentialist picture of technology as an application of a purely instrumental form of nonsocial rationality is less plausible after a decade of historicizing research in technology studies. The article argues that Marcuse was right after all to claim that technology is socially determined even if he was unable to develop his insight fruitfully. The article derives a new approach to technology criticism from both constructivism and Habermas's communication theory. The essence of technology is shown to be historical and reflexive, like the essence of other social institutions. As such an institution, its rationality is always implemented in value?biased forms subject to political critique. (shrink)

The inquiry into the moral status of artificial intelligence (AI) is leading to prolific theoretical discussions. A new entity that does not share the material substrate of human beings begins to show signs of a number of properties that are nuclear to the understanding of moral agency. It makes us wonder whether the properties we associate with moral status need to be revised or whether the new artificial entities deserve to enter within the circle of moral consideration. This raises the (...) foreboding that we are at the gates of an anthropological crisis: the properties bound to moral agency have been exclusively possessed in the past by human beings and have shaped the very definition of being human. In this article, I will argue that AI does not lead us to an anthropological crisis and that, if we adhere to the history and philosophy of technology, we will notice that the debate on the moral status of AI uncritically starts from an anthropology of properties and loses sight of the relational dimension of technology. First, I will articulate three criteria for analyzing different anthropological views in philosophy of technology. Second, I will propose six anthropological models: traditional, industrial, phenomenological, postphenomenological, symmetrical, and cyborg. Third, I will show how the emergence of AI breaks with the dynamics of increased relationality in the history and philosophy of technology. I will argue that this aspect is central to debates about the moral status of AI, since it sheds light on an aspect of moral consideration that has been obscured. Finally, I will reject entirely relational approaches to moral status and propose two hybrid possibilities for rethinking it. (shrink)

The ethics of artificial intelligence is an upcoming field of research that deals with the ethical assessment of emerging AI applications and addresses the new kinds of moral questions that the advent of AI raises. The argument presented in this article is that, even though there exist different approaches and subfields within the ethics of AI, the field resembles a critical theory. Just like a critical theory, the ethics of AI aims to diagnose as well as change society and is (...) fundamentally concerned with human emancipation and empowerment. This is shown through a power analysis that defines the most commonly addressed ethical principles and topics within the field of AI ethics as either to do with relational power or with dispositional power. Moreover, it is concluded that recognizing AI ethics as a critical theory and borrowing insights from the tradition of critical theory can help the field forward. (shrink)

RESUMO O propósito deste artigo é aproximar o significado do pensar calculador de Heidegger e a teoria sobre a sociedade do risco de Beck, considerando suas interpelações com o significado da técnica na modernidade. Porém, mais que tratar das aproximações entre ambos os pensadores, este estudo pretende também demonstrar a importância da filosofia da técnica de Heidegger para pensar o sentido do cálculo do risco e do risco do cálculo na sociedade do risco. Assim, argumenta-se que a teoria do risco (...) de Beck confirma e atualiza o pensamento de Heidegger sobre a técnica moderna, quando se observa que o pensar calculador, que dirige e controla o modo de ser na era do técnico, manifesta-se hoje com toda claridade na sociedade do risco global. ABSTRACT The purpose of this paper is to bring the meaning of Heidegger’s calculative thinking and Beck’s risk society theory closer, as well as their interpellations with the meaning of technique in modernity. Nevertheless, more than dealing with the convergences between both thinkers, this study also intends to demonstrate the importance of Heidegger’s technique philosophy in order to investigate the meaning of risk calculation and of calculation risk in risk society. Therefore, it argues that Beck’s risk theory confirms and updates Heidegger’s thinking on modern technique, as one observes that calculative thinking, which directs and controls the way of being in the age of technicality, clearly manifests itself nowadays, in the global risk society. Science and technology are so intertwined that technoscience has been argued to more accurately reflect the progress of science and its impact on society, and most socioscientific issues require technoscientific reasoning. Education policy documents have long noted that the general public lacks sufficient understanding of science and technology necessary for informed decision-making regarding socioscientific/technological issues. The science–technology–society movement and scholarship addressing socioscientific issues in science education reflect efforts in the science education community to promote more informed decision-making regarding such issues. (...) Now Science, Technology, Engineering, Mathematics education has emerged as a major reform movement impacting science education. STEM education efforts emphasize literacy across the disciplines of science, technology, engineering, and mathematics, but with rare exceptions, treat issues of technology superficially and uncritically. Informed decision-making regarding many personal and societal issues requires technological literacy beyond merely becoming an enthusiastic designer or skilled user of technology, but the science education community has given little attention to what such literacy entails. Here, we present results of an extensive review of the literature regarding the nature of technology in order to identify key issues among scholars who study technology. We then provide predominant perspectives among those scholars and suggest which identified NOT issues are most essential to address as part of STEM education efforts that seek to promote informed personal and societal decision-making. This paper examines the relationship between identities and the bicycle as portrayed in films. The analysis finds that taking the viewpoint of the bicycle emancipates the bicycle from being subjected to closure, as the constructionists would have it, and thus articulates the differences with which the bicycle can communicate to its rider. The paper examines the bicycle as depicted in three films: Premium Rush (Davis Koepp, 2012), A Sunday in Hell (Jørgen Leth, 1977) and Life on Earth (Abderrahmane Sissako, 1998). (...) It engages with the concept of ‘interpretative flexibility’ and the development of the bicycle, as examined by Wiebe Bijker and others, and argues that the interpretative flexibility of bicycles does not cease just because the high-wheeler was abandoned and the ‘safety’ bicycle was universally accepted. The fight for the role of the bicycle continues and the bicycle is subject to constant transformations in order to reconstruct it according to human needs. Andrew Feenberg’s modified constructivism is applied to re-examine the technical development of the bicycle, claiming that technology is dependent on specific social structures as well as human agency. The paper argues that just as social structures are negotiable and unfixed at any point in time, the bicycle too is never neutral but remains negotiable and unfixed. Consequently, since the bicycle constantly ‘speaks’ back to the user, there is never closure in the technical development of the bicycle. Drawing on the writings of Bruno Latour and the Deleuzian idea of assemblages, the bicycle and its rider are considered as an organic entity that is constantly forged and un-forged. Understanding the rhetoric of the bicycle machine helps the convergence of a bicycle becoming with becoming a rider, marking the bicycle as equal to its rider. Viewed in this way, the hierarchy of agency collapses and a crystallization emerges out of the rider and bicycle entwinement. (shrink)

Mark David Webster ABSTRACT: Using qualitative methods, the author sought to better understand how philosophical assumptions about technology affect the thinking, and influence the decision making, of educational technology leaders in their professional practice. One of the research questions focused on examining whether assumptions of technological determinism were present in thinking and influenced the decisions that leaders make. The core category that emerged from data analysis, Keep up with technology (or be left behind), was interpreted to be a manifestation of (...) the technological imperative, an assumption associated with the philosophical perspective of technological determinism. The article presents a literature review and critique of philosophical issues surrounding technological determinism. Data analysis led to the conclusion that technology leaders working in K-12 education place weighted priority on the technological imperative, and there is philosophical tension between Keep up with technology (or be left behind), and a concurrently held perspective based on the logic of the instrumental view of technology. The findings suggest that different accounts of technological determinism, including Bimber’s three accounts of normative, nomological, and unintended consequences, are significant in the thinking of participants. School technology leaders placed priority on embracing technological change, sometimes adopting technology for its own sake. (shrink)

In this brief response to Mark Coeckelbergh’s contribution, I demonstrate how the author introduces an important shift in the way we approach technology. Instead of focusing on the new and often-times dramatic existential vulnerabilities supposedly introduced by technological innovation, Coeckelbergh targets the way technology already transforms our existential vulnerabilities. And I show how this shift in focus has three very important consequences: a different way to ask about and investigate the question concerning technology, the importance of hacking as a mode (...) of responding to this question and the significance of questioning as a philosophical project. The ArgumentPatients suffering from advanced, incurable cancer often receive from their doctors proposals to enroll in a clinical trial of an experimental therapy. Experimental therapies are increasingly perceived not as a highly problematic approach but as a near-standard way to deal with incurable cancer. There are, however, important differences in the diffusion of these therapies in Western countries. The large diffusion of experimental therapies for malignant disease in the United States contrasts with the much more restricted diffusion of these therapies (...) in the United Kingdom. The difference between the two reflects differences in the organization of health care in these countries and distinct patterns of the professionalization of medical oncology in America and in Britain. The high density and great autonomy of medical oncologists in the United States encourages there the diffusion of experimental therapies (regarded by some as expensive and inefficient); the lower density of these specialists in the United Kingdom and their task as consultants and not primary caregivers, favors the choice of more conservative (for some, too conservative) treatments. Theoretically, the decision as to whether patients suffering from advanced, incurable cancer will be steered toward an experimental therapy or toward palliative care depends on the values and beliefs of these patients and their physicians. In practice, however, such choice does not depend exclusively on the individual' cultural background and ethical values, but is also strongly affected by the — culturally conditioned — Professional and institutional structure of medicine. The 2006 outbreak of E. coli O157:H7, traced to bagged spinach from California, illustrates a number of contradictions. The solutions sought by many politicians and popular food analysts have been to create a centralized federal agency and a uniform set of production standards modeled after those of the animal industry. Such an approach would disproportionately harm smaller-scale producers, whose operations were not responsible for the epidemic, as well as reduce the agroecological diversity that is essential for maintaining healthy human beings (...) and ecosystems. Why should responses that only reinforce the problem be proffered? We use the framework of accumulation and legitimation to suggest corporate and government motives for concealing underlying problems and reinforcing powerful ideologies of individualism, scientism, and centralizing authority. Food safety (or the illusion of safety) is being positioned to secure capital rather than public welfare. We propose implementing the principle of subsidiarity as a more democratic and decentralized alternative. Because full implementation of this principle will be resisted by powerful interests, some promising intermediate steps include peer production or mass collaboration as currently applied to disease prevention and surveillance, as well as studying nascent movements resisting current food safety regulations. This commentary is a response to Contextual Integrity as a General Conceptual Tool for Evaluating Technological Change by Elizabeth O’Neill (Philosophy & Technology (2022)). It argues that while contextual integrity (CI) might be an useful addition to the toolkit of approaches for ethical technology assessment, a CI approach might not be able to uncover all morally relevant impacts of technological change. Moreover, the inherent conservatism of a CI approach might be problematic in cases in which we encounter new kinds of (...) morally problematic situations, such as climate change, or when technology reinforces historically grown injustices. As artificial intelligence (AI) deployment is growing exponentially, questions have been raised whether the developed AI ethics discourse is apt to address the currently pressing questions in the field. Building on critical theory, this article aims to expand the scope of AI ethics by arguing that in addition to ethical principles and design, the organizational dimension (i.e. the background assumptions and values influencing design processes) plays a pivotal role in the operationalization of ethics in AI development and deployment contexts. Through (...) the prism of critical theory, and the notions of underdetermination and technical code as developed by Feenberg in particular, the organizational dimension is related to two general challenges in operationalizing ethical principles in AI: (a) the challenge of ethical principles placing conflicting demands on an AI design that cannot be satisfied simultaneously, for which the term ‘inter-principle tension’ is coined, and (b) the challenge of translating an ethical principle to a technological form, constraint or demand, for which the term ‘intra-principle tension’ is coined. Rather than discussing principles, methods or metrics, the notion of technical code precipitates a discussion on the subsequent questions of value decisions, governance and procedural checks and balances. It is held that including and interrogating the organizational context in AI ethics approaches allows for a more in depth understanding of the current challenges concerning the formalization and implementation of ethical principles as well as of the ways in which these challenges could be met. This paper reviews the contemporary discussion on the epistemological and ontological effects of Big Data within social science, observing an increased focus on relationality and complexity, and a tendency to naturalize social phenomena. The epistemic limits of this emerging computational paradigm are outlined through a comparison with the discussions in the early days of digitalization, when digital technology was primarily seen through the lens of dematerialization, and as part of the larger processes of “postmodernity”. Since then, the online landscape has (...) become increasingly centralized, and the “liquidity” of dematerialized technology has come to empower online platforms in shaping the conditions for human behavior. This contrast between the contemporary epistemological currents and the previous philosophical discussions brings to the fore contradictions within the study of digital social life: While qualitative change has become increasingly dominant, the focus has gone towards quantitative methods; while the platforms have become empowered to shape social behavior, the focus has gone from social context to naturalizing social patterns; while meaning is increasingly contested and fragmented, the role of hermeneutics has diminished; while platforms have become power hubs pursuing their interests through sophisticated data manipulation, the data they provide is increasingly trusted to hold the keys to understanding social life. These contradictions, we argue, are partially the result of a lack of philosophical discussion on the nature of social reality in the digital era; only from a firm metatheoretical perspective can we avoid forgetting the reality of the system under study as we are affected by the powerful social life of Big Data. In recent years several approaches—philosophical, sociological, psychological—have been developed to come to grips with our profoundly technologically mediated world. However, notwithstanding the vast merit of each, they illuminate only certain aspects of technological mediation. This paper is a preliminary attempt at a philosophical reflection on technological mediation as such—deploying the concepts of ‘transparency’ and ‘opacity’ as heuristic instruments. Hence, we locate a ‘theory of transparency’ within several theoretical frameworks—respectively classic phenomenology, media theory, Actor Network Theory, postphenomenology, several ethnographical, psychological, and (...) sociological perspectives, and finally, the Critical Theory of Technology. Subsequently, we render a general, systematic overview of these theories, thereby conjecturing what a broad analysis of technological mediation in and of itself might look like—finding, at last, an essential contradiction between transparency of ‘use’ and transparency of social origins and effects. One of the most common critiques of Marx is that he mistook the birth pangs of capitalism for its death throes, on the basis of which he made the completely erroneous prediction of the increasing immiseration of the working class – a critique that rather superficially reduces immiseration to a simple matter of standard of living. The goal of this essay, however, is to expose the corporeal depths of Marx's notion of immiseration, and, in so doing, to show that immiseration (...) is by no means a long-since disappeared attribute of early capitalism. To do so, I reread the chapters on surplus-value in Capital by following the corporeal leitmotifs suggested in Franz Kafka's short story, 'In the Penal Colony'. Kafka's narration of the condemned learning the meaning of his fate through the corporeal experience of wounding evokes Marx's very graphic narration in Capital of workers experiencing exploitation and immiseration on their own bodies. Raising themes found later in Kafka's narrative, Marx tells of the arranging of the entire workplace 'under the command of capital', of the design and employment of technology both to secure that command and to extract surplus-value; and he shows how capital, like Kafka's torture machine, writes its messages on the body of labour in a script not immediately decipherable by observers. The history that Marx tells in Capital is less graphic in form than Kafka's, but it is in content at least as fantastic and horrific – perhaps even more so. Their common concern with machines painfully inscribing bodies helps to highlight the corporeal dimension of Marx's concept of immiseration. (shrink)

The task of this essay is to respond to the question concerning robots and responsibility—to answer for the way that we understand, debate, and decide who or what is able to answer for decisions and actions undertaken by increasingly interactive, autonomous, and sociable mechanisms. The analysis proceeds through three steps or movements. It begins by critically examining the instrumental theory of technology, which determines the way one typically deals with and responds to the question of responsibility when it involves technology. (...) It then considers three instances where recent innovations in robotics challenge this standard operating procedure by opening gaps in the usual way of assigning responsibility. The innovations considered in this section include: autonomous technology, machine learning, and social robots. The essay concludes by evaluating the three different responses—instrumentalism 2.0, machine ethics, and hybrid responsibility—that have been made in face of these difficulties in an effort to map out the opportunities and challenges of and for responsible robotics. This article argues that the computer game can be a locus of aesthetic form in contemporary culture. The context for understanding this claim is the decline of the artwork as bearer of form in the late 20th century, as this was understood by Adorno. Form is the enigmatic other of instrumental reason that emerges spontaneously in creative works and, in the modern era, is defined as that which makes them captivating and enigmatic yet resistant to analytic understanding. Clarification of the (...) ways in which form is at work in game play is sought from aesthetic theory (Kant), ludology (or theory of games), and the idea of a neo-baroque entertainment culture (Ndalianis). Kant emphasized the role of play in the constitution of imaginary realms associated with aesthetic pleasure. Ludology takes play as an anthropological given differentiated historically by the development of game structures. Neo-baroque theory postulates a labyrinthine, complex and de-centred entertainment culture, largely shaped by computing as a cultural practice. The article synthesizes insights from these perspectives and, drawing on ideas from Adorno and Benjamin, argues that computer games can occupy an oppositional or critical role within contemporary aesthetics and culture. Reflection on the constitutive processes of computer game play discloses a new place for instrumental reason within aesthetic experience, as the dialectic of form and analysis migrates from traditional art materials to digital electronics. A qualitative study was conducted to examine the philosophy of technology of K-12 technology leaders, and explore the influence of their thinking on technology decision making. The research design aligned with CORBIN and STRAUSS grounded theory methods, and I proceeded from a research paradigm of critical realism. The subjects were school technology directors and instructional technology specialists, and data collection consisted of interviews and a written questionnaire. Data analysis involved the use of grounded theory methods including memo writing, open and (...) axial coding, constant comparison, the use of purposive and theoretical sampling, and theoretical saturation of categories. Three broad philosophy of technology views were widely held by participants: an instrumental view of technology, technological optimism, and a technological determinist perspective that saw technological change as inevitable. Technology leaders were guided by two main approaches to technology decision making, represented by the categories Educational goals and curriculum should drive technology, and Keep up with Technology (or be left behind). The core category and central phenomenon that emerged was that technology leaders approached technology leadership by placing greater emphasis on keeping up with technology, being influenced by an ideological orientation to technological change, and being concerned about preparing students for a technological future. In the aftermath of the 2008 financial crisis, Bitcoin emerged as an alternative monetary system that could circumvent political and financial authorities. A practice in libertarian prefigurative politics, Bitcoin demonstrates the capacity for online subgroups to creatively appropriate internet-based technologies to enact alternative futures. Andrew Feenberg’s critical theory of technology clarifies this capacity and outlines the significance of agency in technical action. As technology mediates many social relations, it has a significant role in the reproduction of social power. Technological agency (...) is therefore a crucial site of resistance in which users can form alternative, democratic rationalizations of technology. Yet are such instances of agency intrinsically democratic? In analysing this aspect of Feenberg’s theory, this article argues that Bitcoin represents a ‘popular rationalization’ of technology – a creative appropriation of technology that empowers some groups while lacking the ethical justification necessary to be considered democratic. The vision of integrating artificial intelligence in education is part of an ongoing push for harnessing digital solutions to improve teaching and learning. Drawing from Jasanoff and Hasse, this paper deliberates on how sociotechnical imaginaries are interrelated to the implications of new technologies, such as AI, in education. Complicating Hasses’s call for the development of Socratic ignorance to consider our predispositions about new technologies and open new prospects of thought, this paper revisits postphenomenology and Feenberg’s critical constructivist theories. While embracing (...) the notion of Socratic ignorance, this paper stresses the importance of developing a nuanced understanding of technology that realizes its lack of neutrality and supports the creation of a deeper understanding of how knowledge is produced, deployed, and interpreted in the digital age. Thus, this paper argues that an amalgam of Hasse’s call for advancing Socratic ignorance combined with postphenomenology and critical constructivism can support students in developing a critical understanding of technology and opening new landscapes of imaginaries. The aim of this article is to provide a discussion of scholarly ‘crisis of modernity’ discourses that have developed in the field of social philosophy. Re-visiting past and present discourses can be illuminating in at least three ways: it can reveal the broader picture of the present financialized and technologized world and the rise of financial technologies; it can provide scholars with new vocabularies, concepts, and metaphors to comprehend present-day phenomena and developments; and it can reveal the variety of commitments (...) that are possible, today, too. This article starts with a discussion of the original ‘crisis of modernity’ discourses, in which the clashing arguments of Comte and Tocqueville are featured, and a discussion of a second ‘crisis of modernity’ that developed in the context of the ‘Great Depression.’ A third ‘crisis of modernity’ discourse emerged in the wake of the financial crises of the 1970s. Such crises are still ongoing and discussed within the boundaries of the third ‘crisis of modernity’ discourse. How financial technologies do and do not fit within this third discourse is discussed in the remainder of this article. (shrink)

It investigates the social and ethical problems due to the effects of the Second and Third Industrial Revolutions in the Humans/Machines interaction's domain. Urged by the responsibilities involved in their professions, an increasing number of roboticists from all over the world have started - in cross-cultural collaboration with (...) scholars of Humanities - to thoroughly develop the Roboethics, the applied ethics that should inspire the design, manufacturing and use of robots. This article argues that “technologies of culture” influence citizens’ conceptions of the American state. The technology of modernism educated citizens to manipulate machines and control nature. This influenced citizens’ views of government’s tasks and capacities. Postmodern technology focuses attention on the self and alters people’s conceptions of the tasks and capacities of government. The article discusses the political implications of postmodern citizenship and suggests possible remedies for postmodernism’s effects on democratic citizenship in the United States.

Information security can be of high moral value. It can equally be used for immoral purposes and have undesirable consequences. In this paper we suggest that critical theory can facilitate a better understanding of possible ethical issues and can provide support when finding ways of addressing them. The paper argues that critical theory has intrinsic links to ethics and that it is possible to identify concepts frequently used in critical theory to pinpoint ethical concerns. Using the example of UK electronic (...) medical records the paper demonstrates that a critical lens can highlight issues that traditional ethical theories tend to overlook. These are often linked to collective issues such as social and organisational structures, which philosophical ethics with its typical focus on the individual does not tend to emphasise. The paper suggests that this insight can help in developing ways of researching and innovating responsibly in the area of information security. (shrink)

En este sentido, se trata de analizar y tratar de abordar el uso de la tecnología para el aprendizaje y su complejidad de fondo, así como el proceso de enseñanza y la necesidad de apoyo al alumnado.
