Semantic information is usually supposed to satisfy the veridicality thesis: p qualifies as semantic information only if p is true. However, what it means for semantic information to be true is often left implicit, with correspondentist interpretations representing the most popular, default option. The article develops an alternative approach, namely a correctness theory of truth (CTT) for semantic information. This is meant as a contribution not only to the philosophy of information but also to the philosophical debate on the nature (...) of truth. After the introduction, in Sect. 2, semantic information is shown to be translatable into propositional semantic information (i). In Sect. 3, i is polarised into a query (Q) and a result (R), qualified by a specific context, a level of abstraction and a purpose. This polarization is normalised in Sect. 4, where [Q + R] is transformed into a Boolean question and its relative yes/no answer [Q + A]. This completes the reduction of the truth of i to the correctness of A. In Sects. 5 and 6, it is argued that (1) A is the correct answer to Q if and only if (2) A correctly saturates Q by verifying and validating it (in the computer science’s sense of “verification” and “validation”); that (2) is the case if and only if (3) [Q + A] generates an adequate model (m) of the relevant system (s) identified by Q; that (3) is the case if and only if (4) m is a proxy of s (in the computer science’s sense of “proxy”) and (5) proximal access to m commutes with the distal access to s (in the category theory’s sense of “commutation”); and that (5) is the case if and only if (6) reading/writing (accessing, in the computer science’s technical sense of the term) m enables one to read/write (access) s. Sect. 7 provides some further clarifications about CTT, in the light of semantic paradoxes. Section 8 draws a general conclusion about the nature of CTT as a theory for systems designers not just systems users. The word data (sing. datum) is originally Latin for “things given or granted”. Because of such a humble and generic meaning, the term enjoys considerable latitude both in its technical and in its common usage, for almost anything can be referred to as a “thing given or granted” (Cherry [1978]). With some reasonable approximation, four principal interpretations may be identified in the literature. The first three captures part of the nature of the concept and are discussed in the next section. (...) The fourth is the most fundamental and satisfactory, so it is discussed separately, in section three. On its basis, some further clarifications about the nature of data are introduced in sections four to six. This book offers an overview of the ethical problems posed by Information Warfare, and of the different approaches and methods used to solve them, in order to provide the reader with a better grasp of the ethical conundrums posed by this new form of warfare. -/- The volume is divided into three parts, each comprising four chapters. This article mounts a defence of Floridi’s theory of strongly semantic information against recent independent objections from Fetzer and Dodig-Crnkovic. It is argued that Fetzer and Dodig-Crnkovic’s objections result from an adherence to a redundant practice of analysis. This leads them to fail to accept an informational pluralism, as stipulated by what will be referred to as Shannon’s Principle, and the non-reductionist stance. It is demonstrated that Fetzer and Dodig-Crnkovic fail to acknowledge that Floridi’s theory of strongly semantic information captures (...) one of our deepest and most compelling intuitions regarding informativeness as a basic notion. This modal intuition will be referred to as the contingency requirement on informativeness. It will be demonstrated that its clarification validates the theory of strongly semantic information as a novel, and non ad hoc solution to the Bar-Hillel-Carnap semantic paradox. (shrink)

The paper extends previous accounts of informational privacy as a contextual notion. Where previous accounts have focused on interpretations of the privacy context itself as being contextual and open for negotiation and interpretation, this paper extends those analyses and shows that personal information itself is in fact best understood as contextual and situational—and as such open for interpretation. The paper reviews the notion of information as it has been applied in informational privacy and philosophy of information, and suggests that personal (...) information ought to be regarded as communicative acts. The paper suggests a reconceptualization of informational privacy from having its focus on controlling, limiting, and restricting access to material carriers of information to a focus on a regulation of the use, analysis, and interpretation of personal information. The rise of learning analytics, the application of complex metrics developed to exploit the proliferation of ‘Big Data’ in educational work, raises important moral questions about the nature of what is measurable in education. Teachers, schools and nations are increasingly held to account based on metrics, exacerbating the tendency for fine-grained measurement of learning experiences. In this article, the origins of learning analytics ontology are explored, drawing upon core ideas in the philosophy of computing, such as the general definition of (...) information and the information-theoretic account of knowledge. Drawing upon a reading of Descartes Meditatio II, which extends the phenomenology of Jean-Luc Marion into a pedagogy of intentionality, the article identifies a fundamental incompatibility between the subjective experience of learning and the information-theoretic account of knowledge. Human subjects experience and value their own information incommensurably with the ways in which computers measure and quantify information. The consequences of this finding for the design of online learning environments, and the necessary limitations of learning analytics and measurement are explored. (shrink)

This paper draws attention to the tendency of a range of technologies to reduce pedagogical interactions to a series of datafied transactions of information. This is problematic because such transactions are always by definition reducible to finite possibilities. As the ability to gather and analyse data becomes increasingly fine-grained, the threat that these datafied approaches over-determine the pedagogical space increases. Drawing on the work of Hegel, as interpreted by twentieth century French radical philosopher Alexandre Kojève, this paper develops a model (...) of relational pedagogy which highlights three points of incompatibility with a datafied learning environment reduced to finite measures. Firstly: Kojève’s accont of authority in Hegel posits two aspects to the mimetic relation between teacher and student: recognition and realisation, which belong to the ipseity or about-self-ness of the subject, and are incompatible with a general definition of data. Secondly, the Hegelian approach to human historical time, in particular the assertion that time and desire are begun in the future, not the past, renders it incompatible with mathematical time as used in data processing. Finally, from these it is possible to derive a distinctive notion of the work of pedagogy, grounded in Kojève’s realist reading of Hegel, irreducible to information processing. In consequence of this threefold irreducibility, the paper draws attention to a need for relations of human pedagogical work to be inherent in the design of educational technologies and highlights the dangers of presuming a machine intelligence model in the design of learning environments. In this paper I argue that, according to a particular physicalist conception of information, information is both alethically neutral or non-alethic, and is intrinsically semantic. The conception of information presented is physicalist and reductionist, and is contrary to most current pluralist and non-reductionist philosophical opinion about the nature of information. The ontology assumed for this conception of information is based upon physicalist non-eliminative ontic structural realism. However, the argument of primary interest is that information so construed is intrinsically semantic on (...) a reductionist and non-alethic basis where semantic content is constituted by indication along causal pathways. Similar arguments have been presented by philosophers with respect to representation. I suggest the conception of information that I present is correct by the lights of the best applied mathematical and scientific theories of information. If so, there is no need for any separate theory of semantic information. Thus I present a theory of intrinsically semantic information which also constitutes an informational theory of truth where truth reduces to information. In the last section I discuss weakly and strongly semantic information, and reject them in favour of alethically neutral intrinsically semantic information. (shrink)

The Internet of Things (IoT) is, in part, an information handling system that can remove humans from the information handling process. The particular problem explored is how we are to understand privacy when considering informational systems that handle personal information in ways that impact people’s lives when there is no human operator in direct contact with that personal information. I argue that these new technologies need to take concepts like privacy into account, but also, that we ought also to take (...) these technologies into account to reconsider and perhaps reconceptualise privacy. This paper argues that while an inhuman system like the IoT does not necessarily violate the interpersonal privacy of people, if the IoT is used as part of a state surveillance program, a political notion of privacy may be violated. From the advent of general purpose, Turing-complete machines, the relation between operators, programmers and users with computers can be observed as interconnected informational organisms (inforgs), henceforth analysed with the method of levels of abstraction (LoAs), risen within the philosophy of information (PI). In this paper, the epistemological levellism proposed by L. Floridi in the PI to deal with LoAs will be formalised in constructive terms using category theory, so that information itself is treated as structure-preserving functions instead of Cartesian products. The distinction between knowledge-how and knowledge-that has long been debated in the epistemological literature. This distinction can, arguably, be better understood in terms of a more fundamental distinction between information-how and information-that. Information-how is prescriptive and informs a cognitive agent about which action can be performed to achieve a particular outcome. Information-that is descriptive and informs the agent about events, objects, and states of affairs in the world. Since the latter has received more attention in the epistemological literature, this article (...) focuses on the former. Agents require a constant flow, and a high level of processing, of relevant semantic information, in order to interact successfully among themselves and with the environment in which they are embedded. Standard theories of information, however, are silent on the nature of epistemic relevance. In this paper, a subjectivist interpretation of epistemic relevance is developed and defended. It is based on a counterfactual and metatheoretical analysis of the degree of relevance of some semantic information i to an informee/agent a, as (...) a function of the accuracy of i understood as an answer to a query q, given the probability that q might be asked by a. This interpretation of epistemic relevance vindicates a strongly semantic theory of information, according to which semantic information encapsulates truth. It accounts satisfactorily for several important applications and interpretations of the concept of relevant information in a variety of philosophical areas. And it interfaces successfully with current philosophical interpretations of causal and logical relevance. (shrink)

The use of “levels of abstraction” in philosophical analysis (levelism) has recently come under attack. In this paper, I argue that a refined version of epistemological levelism should be retained as a fundamental method, called the method of levels of abstraction. After a brief introduction, in section “Some Definitions and Preliminary Examples” the nature and applicability of the epistemological method of levels of abstraction is clarified. In section “A Classic Application of the Method ofion”, the philosophical fruitfulness of the new (...) method is shown by using Kant’s classic discussion of the “antinomies of pure reason” as an example. In section “The Philosophy of the Method of Abstraction”, the method is further specified and supported by distinguishing it from three other forms of “levelism”: (i) levels of organisation; (ii) levels of explanation and (iii) conceptual schemes. In that context, the problems of relativism and antirealism are also briefly addressed. The conclusion discusses some of the work that lies ahead, two potential limitations of the method and some results that have already been obtained by applying the method to some long-standing philosophical problems. The paper outlines a new interpretation of informational privacy and of its moral value. The main theses defended are: (a) informational privacy is a function of the ontological friction in the infosphere, that is, of the forces that oppose the information flow within the space of information; (b) digital ICTs (information and communication technologies) affect the ontological friction by changing the nature of the infosphere (re-ontologization); (c) digital ICTs can therefore both decrease and protect informational privacy but, most importantly, they (...) can also alter its nature and hence our understanding and appreciation of it; (d) a change in our ontological perspective, brought about by digital ICTs, suggests considering each person as being constituted by his or her information and hence regarding a breach of one’s informational privacy as a form of aggression towards one’s personal identity. The article addresses the problem of how semantic information can be upgraded to knowledge. The introductory section explains the technical terminology and the relevant background. Section 2 argues that, for semantic information to be upgraded to knowledge, it is necessary and sufficient to be embedded in a network of questions and answers that correctly accounts for it. Section 3 shows that an information flow network of type A fulfils such a requirement, by warranting that the erotetic deficit, characterising the target (...) semantic information t by default, is correctly satisfied by the information flow of correct answers provided by an informational source s. Section 4 illustrates some of the major advantages of such a Network Theory of Account (NTA) and clears the ground of a few potential difficulties. Section 5 clarifies why NTA and an informational analysis of knowledge, according to which knowledge is accounted semantic information, is not subject to Gettier-type counterexamples. In recent years, “Information Ethics” (IE) has come to mean different things to different researchers working in a variety of disciplines, including computer ethics, business ethics, medical ethics, computer science, the philosophy of information, social epistemology and library and information science. Using an ontocentric approach, this paper seeks to define the parameters of IE and thereby increase our understanding of the moral challenges associated with Information Communication Technologies.

The aim of this article is to highlight and discuss two problems of the biological philosophy of technology. In particular, I will analyse the work of André Leroi-Gourhan and Gilbert Simondon, and I will show that the meaning of the analogy between technical and natural objects that underlies the approach of the biological philosophy of technology remains problematic and the biological approach to technology is very effective for analysing tools and machines, but is not sufficient to describe the so-called information (...) technologies. In the last part of the article, I will argue that, in order to understand information technologies, it is necessary to integrate the biological approach to technology with a grammatological approach. I will try to show that, next to the tool and the machine, there is a third category of technical objects that can be better described using the notion of “writing” proposed by one of the masters of the so-called French Thought, Jacques Derrida. We extend the concept that life is an informational phenomenon, at every level of organisation, from molecules to the global ecological system. According to this thesis: living is information processing, in which memory is maintained by both molecular states and ecological states as well as the more obvious nucleic acid coding; this information processing has one overall function—to perpetuate itself; and the processing method is filtration of, and synthesis of, information at lower levels to appear at higher levels in complex (...) systems . We show how information patterns, are united by the creation of mutual context, generating persistent consequences, to result in ‘functional information’. This constructive process forms arbitrarily large complexes of information, the combined effects of which include the functions of life. Molecules and simple organisms have already been measured in terms of functional information content; we show how quantification may be extended to each level of organisation up to the ecological. In terms of a computer analogy, life is both the data and the program and its biochemical structure is the way the information is embodied. This idea supports the seamless integration of life at all scales with the physical universe. The innovation reported here is essentially to integrate these ideas, basing information on the ‘general definition’ of information, rather than simply the statistics of information, thereby explaining how functional information operates throughout life. Cyber warfare has changed the scenario of war from an empirical and a theoretical viewpoint. Cyber war is no longer based on physical violence only, but on military, political, economic and ideological strategies meant to exploit a state’s informational resources. This means that a deeper understanding of what cyber war is requires us to adopt an informational approach. This approach may enable us to account for the two-dimensional nature of cyber war, to revise the notion of violence on which war (...) is premised and to understand to what extent the traditional ideas of ‘just war’ may apply to the scenario of cyber warfare. This point is crucial, since it concerns whether a cyber war is meant to restore a broken international political and legal order or to participate in its construction. (shrink)

This paper criticizes the tendency to view the extension of the class of social actors, which stems from the process of democratization of data, as also implying the extension of the class of the political actors involved in the process of governance of the Information Society. The paper argues that social actors can upgrade to political actors once they become real interlocutors, namely political actors that can participate in the formation of the political discourse and that this can happen only (...) once they are able to combine, to a greater or lesser degree, the reduction of information asymmetries with the reduction of power differentials. The present paper aims at addressing a crucial legal conflict in the information society: i.e., the conflict between security and civil rights, which calls for a “fine and ethical balance”. Our purpose is to understand, from the legal theory viewpoint, how a fine ethical balance can be conceived and what the conditions for this balance to be possible are. This requires us to enter in a four-stage examination, by asking: (1) What types of conflict may be dealt with by means (...) of balancing? (2) What is meant by balancing? Is it a metaphor that hides and dissimulates discretionary powers and subjective decisions or a rational instrument that helps us cope with conflicts between fundamental values and interests? (3) What models of balancing are available to us? Are these models irreducible to each other? What can provide us with a common understanding of different models of balancing? (4) How can the crucial issues of rational controllability, predictability, and homogeneity of legal decisions be dealt with? Our paper will try to answer those questions by trying to reconstruct the act of balancing in terms of a rational legal reasoning, which relies upon information. In fact, every judicial decision contains some information that is delivered to the legal system: that information may serve as the basis for future evaluations, decisions, and actions, and thus influence the way we recognize and hence we protect our values, interests, and rights. In this perspective, our examination will attempt to understand those questions in informational terms. This informational treatment can provide us with a more universalistic understanding of those issues and offer us a novel way to conceptually deal with them. To this aim, we will avail yourself of Luciano Floridi’s philosophy of information: notably, we believe his constructionist conception of epistemology is crucial, based on the Maker’s Knowledge approach and his solution of the upgrading problem (i.e., from information to knowledge) in terms of a network theory of account. The informational approach will help us having a better understanding of the balance between competing interests. (shrink)

I provide an interpretation of Wittgenstein's much criticized remarks on Gödel's First Incompleteness Theorem in the light of paraconsistent arithmetics: in taking Gödel's proof as a paradoxical derivation, Wittgenstein was right, given his deliberate rejection of the standard distinction between theory and metatheory. The reasoning behind the proof of the truth of the Gödel sentence is then performed within the formal system itself, which turns out to be inconsistent. I show that the models of paraconsistent arithmetics (obtained via the Meyer-Mortensen (...) collapsing filter on the standard model) match with many intuitions underlying Wittgensteins philosophy of mathematics, such as its strict finitism and the insistence on the decidability of any meaningful mathematical question. Intentionality is a central feature of our understanding of the world. We daily attribute intentional states (like beliefs, desires or perceptual states) to explain the behavior of other agents, and many theories appeal to them to understand more complex notions. Nonetheless, intentional states are puzzling entities. This article explains what intentionality is and why it is so important and problematic at the same time. Secondly, it examines various naturalistic theories, which seek to show that intentionality is compatible with a scientific (...) worldview. Finally, given that all extant proposals face significant difficulties, it explores the available options in case no naturalistic theory can succeed. (shrink)

A logic is called 'paraconsistent' if it rejects the rule called 'ex contradictione quodlibet', according to which any conclusion follows from inconsistent premises. While logicians have proposed many technically developed paraconsistent logical systems and contemporary philosophers like Graham Priest have advanced the view that some contradictions can be true, and advocated a paraconsistent logic to deal with them, until recent times these systems have been little understood by philosophers. This book presents a comprehensive overview on paraconsistent logical systems to change (...) this situation. The book includes almost every major author currently working in the field. The papers are on the cutting edge of the literature some of which discuss current debates and others present important new ideas. The editors have avoided papers about technical details of paraconsistent logic, but instead concentrated upon works that discuss more 'big picture' ideas. Different treatments of paradoxes takes centre stage in many of the papers, but also there are several papers on how to interpret paraconistent logic and some on how it can be applied to philosophy of mathematics, the philosophy of language, and metaphysics. Quantum Information Theory and the Foundations of Quantum Mechanics is a conceptual analysis of one of the most prominent and exciting new areas of physics, providing the first full-length philosophical treatment of quantum information theory and the questions it raises for our understanding of the quantum world. -/- Beginning from a careful, revisionary, analysis of the concepts of information in the everyday and classical information-theory settings, Christopher G. Timpson argues for an ontologically deflationary account of the nature of quantum information. (...) Against what many have supposed, quantum information can be clearly defined (it is not a primitive or vague notion) but it is not part of the material contents of the world. Timpson's account sheds light on the nature of nonlocality and information flow in the presence of entanglement and, in particular, dissolves puzzles surrounding the remarkable process of quantum teleportation. In addition it permits a clear view of what the ontological and methodological lessons provided by quantum information theory are; lessons which bear on the gripping question of what role a concept like information has to play in fundamental physics. Topics discussed include the slogan 'Information is Physical', the prospects for an informational immaterialism (the view that information rather than matter might fundamentally constitute the world), and the status of the Church-Turing hypothesis in light of quantum computation. -/- With a clear grasp of the concept of information in hand, Timpson turns his attention to the pressing question of whether advances in quantum information theory pave the way for the resolution of the traditional conceptual problems of quantum mechanics: the deep problems which loom over measurement, nonlocality and the general nature of quantum ontology. He marks out a number of common pitfalls to be avoided before analysing in detail some concrete proposals, including the radical quantum Bayesian programme of Caves, Fuchs, and Schack. One central moral which is drawn is that, for all the interest that the quantum information-inspired approaches hold, no cheap resolutions to the traditional problems of quantum mechanics are to be had. In spite of being ubiquitous in life sciences, the concept of information is harshly criticized. Uses of the concept other than those derived from Shannon's theory are denounced as pernicious metaphors. We perform a computational experiment to explore whether Shannon's information is adequate to describe the uses of said concept in commonplace scientific practice. Our results show that semantic sequences do not have unique complexity values different from the value of meaningless sequences. This result suggests that quantitative theoretical frameworks do (...) not account fully for the complex phenomenon that the term “information” refers to. We propose a restructuring of the concept into two related, but independent notions, and conclude that a complete theory of biological information must account completely not only for both notions, but also for the relationship between them. Library information science (LIS) should develop its foundation in terms of a philosophy of information (PI). This seems a rather harmless suggestion. Where else could information science look for its conceptual foundations if not in PI? However, accepting this proposal means moving away from one of the few solid alternatives currently available in the field, namely, providing LIS with a foundation in terms of social epistemology (SE). This is no trivial move, so some reasonable reluctance is to be expected. To (...) overcome it, the proposal needs to be more than just acceptable; it must be convincing. In Floridi (2002a), I have articulated some of the reasons why I believe that PI can fulfill the foundationalist needs better than SE can. I won’t rehearse them here. I find them compelling, but I am ready to change my mind if counterarguments become available. Rather, in this contribution, I wish to clarify some aspects of my proposal (Floridi, 2002a) in favor of the interpretation of LIS as applied PI. I won’t try to show you that I am right in suggesting that PI may provide a foundation for LIS better than SE. My more modest goal is to remove some ambiguities and possible misunderstandings that might prevent the correct evaluation of my position, so that disagreement can become more constructive. (shrink)

A major goal in ‘systems theory’ concerns the systematic discovery of general patterns or principles that are broadly applicable across a wide range of domains. From this perspective, we investigate the patterns and other relationships that may emerge between computer networks and organizations of human society. Our investigation emphasizes not only that computer networks reflect human society in various ways, but also that new ways of organizing human society inspired (...) by technological structures may be emerging. Black holes are arguably the most extraordinary physical objects we know in the universe. Despite our thorough knowledge of black hole dynamics and our ability to solve Einstein’s equations in situations of ever increasing complexity, the deeper implications of the very existence of black holes for our understanding of space, time, causality, information, and many other things remain poorly understood. In this paper I survey some of these problems. If something is going to be clear from my presentation, I hope (...) it will be that around black holes science and metaphysics become more interwoven than anywhere else in the universe. (shrink)

The use of "levels of abstraction" in philosophical analysis (levellism) has recently come under attack. In this paper, we argue that a refined version of epistemological levellism should be retained as a fundamental method, which we call the method of abstraction. After a brief introduction, in section two we make clear the nature and applicability of the (epistemological) method of levels of abstraction. In section three, we show the fruitfulness of the new method by applying it to five case studies: (...) the concept of agenthood, the Turing test, the definition of emergence, quantum observation and decidable observation. In section four, we further characterise and support the method by distinguishing it from three other forms of "levellism": (i) levels of organisation; (ii) levels of explanation and (iii) conceptual schemes. In this context, we also briefly address the problems of relativism and antirealism. In the conclusion, we indicate some of the work that lies ahead, two potential limitations of the method and some results that have already been obtained by applying the method to some long-standing philosophical problems. This chapter reviews some interesting research trends in the philosophy of information (PI). First, PI is defined; then, a series of open problems in PI on which philosophers are currently working is considered. The conclusion highlights the innovative character of this new area of research.

There is no consensus yet on the definition of semantic information. This paper contributes to the current debate by criticising and revising the Standard Definition of semantic Information as meaningful data, in favour of the Dretske-Grice approach: meaningful and well-formed data constitute semantic information only if they also qualify as contingently truthful. After a brief introduction, SDI is criticised for providing necessary but insufficient conditions for the definition of semantic information. SDI is incorrect because truth-values do not supervene on semantic (...) information, and misinformation is not a tyoe of semantic information, but pseudo-information, that is not semantic information at all. This is shown by arguing that none of the reasons for interpreting misinformation as a type of semantic information is convincing, whilst there are compelling reasons to treat it as pseudo-information. As a consequence, SDI is revised to include a necessary truth-condition. The last section summarises the main results of the paper and indicates the important implications of the revised definition for the analysis of the deflationary theories of truth, the standard definition of knowledge and the classic, quantitative theory of semantic information. One of the open problems in the philosophy of information is whether there is an information logic (IL), different from epistemic (EL) and doxastic logic (DL), which formalises the relation “a is informed that p” (Iap) satisfactorily. In this paper, the problem is solved by arguing that the axiom schemata of the normal modal logic (NML) KTB (also known as B or Br or Brouwer’s system) are well suited to formalise the relation of “being informed”. After having shown that IL (...) can be constructed as an informational reading of KTB, four consequences of a KTB-based IL are explored: information overload; the veridicality thesis (Iap → p); the relation between IL and EL; and the Kp → Bp principle or entailment property, according to which knowledge implies belief. The article develops a correctness theory of truth (CTT) for semantic information. After the introduction, in section two, semantic information is shown to be translatable into propositional semantic information (i). In section three, i is polarised into a query (Q) and a result (R), qualified by a specific context, a level of abstraction and a purpose. This polarization is normalised in section four, where [Q + R] is transformed into a Boolean question and its relative yes/no answer [Q + A]. (...) This completes the reduction of the truth of i to the correctness of A. In sections five and six, it is argued that (1) A is the correct answer to Q if and only if (2) A correctly saturates (in a Fregean sense) Q by verifying and validating it (in the computer science’s sense of “verification” and “validation”); that (2) is the case if and only if (3) [Q + A] generates an adequate model (m) of the relevant system (s) identified by Q; that (3) is the case if and only if (4) m is a proxy of s (in the computer science’s sense of “proxy”) and (5) proximal access to m commutes with the distal access to s (in the category theory’s sense of “commutation”); and that (5) is the case if and only if (6) reading/writing (accessing, in the computer science’s technical sense of the term) m enables one to read/write (access) s. The last section draws a general conclusion about the nature of CTT as a theory for systems designers not just systems users. (shrink)

The different senses of the term _information_ in physical, biological, and social interpretations, and the possibility of connections between them, are addressed. Special attention is paid to Hofkirchner's Unified Theory of Information (UTI), proposing an integrated view in which the notion of information gets additional properties as one moves from the physical to the biological and the social realms. UTI is compared to other views of information, especially to two theories complementing several ideas of UTI: the theory of the hypertextual (...) documental universe ("docuverse") and the theory of integrative levels of reality. Two alternative applications of the complex of these three theories are discussed: a pragmatical, hermeneutic one, and a more ambitious realist, ontological one. The latter can be extended until considering information ("bit") together with matter-energy ("it") as a fundamental element in the world. Problems and opportunities with each view are discussed. It is found that the common ground for all three theories is an evolutionary approach, paying attention to the phylogenetic connections between the different meanings of information. The paper builds on previously unnoticed affinities between different families of information-related theories, showing how each of them can provide fruitful complements to the other ones in clarifying the nature of information. Would it be possible to have an alternative to the physicalist world-view? If any type of dualism is not an option, I am tempted to consider an integrational world view, which was first claimed by Confucius under the notion of cheng. I would propose an integrational thesis that cheng of an entity is a power to realize the embedded objective of it in the context where it interacts with all others. The notion of compassion may be said to be both (...) dispositional and mental. Then, this notion is one candidate to shed lights on the integrational thesis. The thesis doesn't exclude roles the causal notion has to play in the integrational system. Rather it allows the causal notion in its proper place, not having to exclude other relational notions in the system. What it denies is that the causal relation is all there is among what is there. The notion of compassion is essentialist in two senses. The first is the sense in which Mencius said that compassion is necessary for one to be a human. The second is the sense that compassion is an essentialist disposition. "Compassion" does neither refer to a mental state nor reflect a human relation, but it denotes an abstract property, or a theoretical notion, which can be singled out by a Ramsey sentence. There are many challenges for the integrational thesis to meet. Some of them are how the integrational thesis could allow an essentialism of a kind?, Is there a way for the integrational view of language to meet the requirements of modal semantics?, and so on. The present paper may not able to explain all of these questions but it will try to suggest how to approach toward the task. (shrink)

In his article Open Problems in the Philosophy of Information [1] Luciano Floridi presented a Philosophy of Information research program in the form of eighteen open problems, covering the following fundamental areas: Information definition, information semantics, intelligence/cognition, informational universe/nature and values/ethics. We revisit Floridi’s program, highlighting some of the major advances, commenting on unsolved problems and rendering the new landscape of the Philosophy of Information (PI) emerging at present. As we analyze the progress of PI we try to situate Floridi’s (...) program in the context of scientific and technological development that have been made last ten years. We emphasize that Philosophy of Information is a huge and vibrant research field, with its origins dating before Open Problems, and its domains extending even outside their scope. In this paper, we have been able only to sketch some of the developments during the past ten years. Our hope is that, even if fragmentary, this review may serve as a contribution to the effort of understanding the present state of the art and the paths of development of Philosophy of Information as seen through the lens of Open Problems. There are many ontologies of the world or of specific phenomena such as time, matter, space, and quantum mechanics1. However, ontologies of information are rather rare. One of the reasons behind this is that information is most frequently associated with communication and computing, and not with ‘the furniture of the world’. But what would be the nature of an ontology of information? For it to be of significant import it should be amenable to formalization in a logico-grammatical formalism. A candidate (...) ontology satisfying such a requirement can be found in some of the ideas of K. Turek, presented in this paper. Turek outlines the ontology of information conceived of as a part of nature, and provides the ‘missing link’ to the Z axiomatic set theory, offering a proposal for developing a formal ontology of information both in its philosophical and logicogrammatical representations. Daniel Dennett provides many compelling reasons to question the existence of phenomenal experiences in his paper titled Quining Qualia, however, from the perspective of the individual, qualia appear to be an inherent feature of consciousness. The act of reflecting on one’s experiences suggests that subjective feelings and sensations are a necessary element of human life, as personal opinions on various artistic works are apt to demonstrate. This paper argues that by considering subjective experiences from a naturalized functionalist perspective, a comprehensive (...) explanation for qualia can be provided given its origins in evolutionary biology. As information passing through the nervous system, qualia serve to guide the behaviour of individuals to ultimately facilitate survival. Specifically, qualia are representations of environmental features, existing as information messages supported by neural physiology and encoded in electrochemical formats. In addition to addressing the Hard Problem of Consciousness and clarifying the four properties Dennett associates with qualia, this theoretical foundation enables further metaphysical discussion on the nature of consciousness more generally. Although many outstanding questions on the contents of subjective experiences are apt to linger given the explanatory gap, a robust theory for the existence of qualia can be developed through the integration of ideas and concepts from a variety of domains.
