A survey of innateness in cognitive science, focusing on (1) what innateness might be, and (2) whether concepts might be innate.

Selection explanations explain some non-accidental generalizations in virtue of a selection process. Such explanations are not particulaizable - they do not transfer as explanations of the instances of such generalizations. This is unlike many explanations in the physical sciences, where the explanation of the general fact also provides an explanation of its instances (i.e. standard D-N explanations). Are selection explanations (e.g. in biology) therefore a different kind of explanation? I argue that to understand this issue, we need to see that (...) a standard D-N explanation of some non-accidental generalization (al Fs are Gs) may also ipso facto explain its contrapositive (all non-Gs are non-Fs), but the explanation is particularizable with respect to the former but not to the latter. This can be seen by noting that the Raven Paradox counterexample to the H-D model of confirmation also generates a counterexample to the D-N model of explanation (all ravens are black does not explain why the non-black shoe is a non-raven). In such cases it is natural to take the generalization with the positive predicates to have a particularizable explanation. However, this need not be the case, and in selection explanations it is the generalization with the positive predicates whose explanation is no particularizable. Thus there is no need to suppose that selection explanations are fundamentally different. (shrink)

Jerry Fodor argues that the massive modularity thesis – the claim that (human) cognition is wholly served by domain specific, autonomous computational devices, i.e., modules – is a priori incoherent, self-defeating. The thesis suffers from what Fodor dubs the input problem: the function of a given module (proprietarily understood) in a wholly modular system presupposes non-modular processes. It will be argued that massive modularity suffers from no such a priori problem. Fodor, however, also offers what he describes as a really (...) real input problem (i.e., an empirical one). It will be suggested that this problem is real enough, but it does not selectively strike down massive modularity – it is a problem for everyone. (shrink)

The concept of innateness is a part of folk wisdom but is also used by biologists and cognitive scientists. This concept has a legitimate role to play in science only if the colloquial usage relates to a coherent body of evidence. We examine many different candidates for the post of scientific successor of the folk concept of innateness. We argue that none of these candidates is entirely satisfactory. Some of the candidates are more interesting and useful than others, but the (...) interesting candidates are not equivalent to each other and the empirical and evidential relations between them are far from clear. Researchers have treated the various scientific notions that capture some aspect of the folk concept of innateness as equivalent to each other or at least as tracking properties that are strongly correlated with each other. But whether these correlations exist is an empirical issue. This empirical issue has not been thoroughly investigated because in the attempt to create a bridge between the folk view and their theories, researchers have often assumed that the properties must somehow cluster. Rather than making further attempts to import the folk concept of innateness into the sciences, efforts should now be made to focus on the empirical questions raised by the debates and pave the way to a better way of studying the development of living organisms. Such empirical questions must be answered before it can be decided whether a good scientific successor – in the form of a concept that refers to a collection of biologically significant properties that tend to co-occur – can be identified or whether the concept of innateness deserves no place in science. A comprehensive introduction to the Language of Though Hypothesis (LOTH) accessible to general audiences. LOTH is an empirical thesis about thought and thinking. For their explication, it postulates a physically realized system of representations that have a combinatorial syntax (and semantics) such that operations on representations are causally sensitive only to the syntactic properties of representations. According to LOTH, thought is, roughly, the tokening of a representation that has a syntactic (constituent) structure with an appropriate semantics. Thinking thus consists in (...) syntactic operations defined over representations. Most of the arguments for LOTH derive their strength from their ability to explain certain empirical phenomena like productivity, systematicity of thought and thinking. (shrink)

The present paper explicates this claim, distinguishing different ways of understanding it. Spencer’s heritage, while almost a forgotten chapter in the history of biology, lives on in psychology and the philosophy of mind. I particularly discuss externalist views of meaning, on which meaning crucially depends on a notion of reference, and ask whether reference should be thought of as cause or effect. Is the meaning of a word explained by what it refers to, or should we say that what we use a word to refer to is explained by what concept it (...) expresses? I argue for the latter view, which I call ‘Darwinian’, and against the former, ‘Spencerian’ one, assuming conceptual structures in humans to be an instance of adaptive structures, and adaptive relations to an environment to be the effect rather than the cause of evolutionary novelties. I conclude with the deficiency – both empirically and methodologically – of a functionalist study of human concepts and the languages they are embedded in, as it would be undertaken in a paradigm that identifies meaning with reference or that gives reference an explanatory role to play for what concepts we have. Conceptual atomism is the view according to which most lexical concepts lack ‘internal’ or constituent structure. To date, it has not received much attention from philosophers and psychologists. A centralreason is that it is thought to be an implausible theory of concepts, resulting in untenable implications. The main objective of this paper is to present conceptual atomism as a viable alternative, with a view toachieving two aims: the first, to characterize and to elucidate conceptual atomism; and the second, to dispel (...) some misconceptions associated with it. Linguists take the intuitive judgments of speakers to be good evidence for a grammar. Why? The Chomskian answer is that they are derived by a rational process from a representation of linguistic rules in the language faculty. The paper takes a different view. It argues for a naturalistic and non-Cartesian view of intuitions in general. They are empirical central-processor responses to phenomena differing from other such responses only in being immediate and fairly unreflective. Applying this to linguistic intuitions yields an (...) explanation of their evidential role without any appeal to the representation of rules. In this paper I argue that the most prominent and familiar features of Wittgenstein’s rule following considerations generate a powerful argument for the thesis that most of our concepts are innate, an argument that echoes a Chomskyan poverty of the stimulus argument. This argument has a significance over and above what it tells us about Wittgenstein’s implicit commitments. For, it puts considerable pressure on widely held contemporary views of concept learning, such as the view that we learn concepts by constructing (...) prototypes. This should lead us to abandon our general default hostility to concept nativism and be much more sceptical of claims made on behalf of learning theories. (shrink)

Internalism is an explanatory strategy that makes the internal structure and constitution of the organism a basis for the investigation of its external function and the ways in which it is embedded in an environment. It is opposed to an externalist explanatory strategy, which takes its departure from observations about external function and mind-environment interactions, and infers and rationalizes internal organismic structure from that. This paper addresses the origins of truth, a basic ingredient in the human conceptual scheme. I suggest (...) the necessity of pursuing an internalist line of explanation for it, as adopted in the biolinguistic program and generative grammar at large. According to this view, the concept of truth is a presupposition for the way language is used in relation to the world, rather than a function of that use or a consequence of language-world relations. Externalism with regard to mental content says that in order to have certain types of intentional mental states (e.g. beliefs), it is necessary to be related to the environment in the right way.

In Section 1, I introduce three views that explain human cognitive development from different standpoints: Marcus’s neo-nativism, standard neuroconstructivism, and neo-neuroconstructivism. In Section 2, I assess Marcus’s attempt to reconcile nativism with developmental flexibility. In Section 3, I argue that in structurally reconfiguring nativism, Marcus ends up transforming it into an unrecognizable form, and I claim that his view could be accommodated within the more general framework provided by standard neuroconstructivism. In Section 4, I focus on recent empirical findings in (...) neuropsychology and cultural/social neuroscience, and propose a friendly revision to standard neuroconstructivism, thus developing the neo-neuroconstructivist view. Robert Hanna (Rationality and logic. MIT Press, Cambridge, 2006) articulates and defends the thesis of logical cognitivism, the claim that human logical competence is grounded in a cognitive faculty (in Chomsky’s sense) that is not naturalistically explicable. This position is intended to steer us between the Scylla of logical Platonism and the Charybdis of logical naturalism (/psychologism). The paper argues that Hanna’s interpretation of Chomsky is mistaken. Read aright, Chomsky’s position offers a defensible version of naturalism, one Hanna may accept (...) as far as his version of naturalism goes, although not one that supports the claim that cognitive science offers a place for logic that is somehow outside the natural, contingent order. Fodor’s radical concept nativism flowed from his view that hypothesis testing is the only route to concept acquisition. Many have successfully objected to the overly-narrow restriction to learning by hypothesis testing. Existing representations can be connected to a new representational vehicle so as to constitute a sustaining mechanism for a new representation, without the new representation thereby being constituted by or structured out of the old. This paper argues that there is also a deeper objection. Connectionism shows that a more (...) fundamental assumption underpinning the debate can also be rejected: the assumption that the development of a new representation must be explained in content-involving terms if innateness is to be avoided. -/- Fodor has argued that connectionism offers no new resources to explain concept acquisition: unless it is merely an uninteresting claim about neural implementation, connectionism’s defining commitment to distributed representations reduces to the claim that some representations are structured out of others (which is the old, problematic research programme). Examination of examples of representational development in connectionist networks shows, however, that some such models explain the development of new representational capacities in non-representational terms. They illustrate the possibility of representational development that is not explicable-by-content. Connectionist representations can be distributed in an important sense, which is incompatible with the assumption of explanation-by-content: they can be distributed over non-representational resources that account for their development. Rejecting the assumption of explanation-by-content thereby opens up a more radical way of rejecting Fodor’s argument for radical concept nativism. (shrink)

Certain of our concepts are innate, but many others are learned. Despite the plausibility of this claim, some have argued that the very idea of concept learning is incoherent. I present a conception of learning that sidesteps the arguments against the possibility of concept learning, and sketch several mechanisms that result in the generation of new primitive concepts. Given the rational considerations that motivate their deployment, I argue that these deserve to be called learning mechanisms. I conclude by replying to (...) the objections that these mechanisms cannot produce genuinely new content and cannot be part of genuinely cognitive explanations. (shrink)

This paper provides a novel argument against conceptualism, the claim that the content of human experience, including perceptual experience, is entirely conceptual. Conceptualism entails that the content of experience is limited by the concepts that we possess and deploy. I present an argument to show that such a view is exceedingly costly—if the nature of our experience is entirely conceptual, then we cannot account for concept learning: all perceptual concepts must be innate. The version of nativism that results is incompatible (...) with naturalistic accounts of concept learning. This cost can be avoided, and concept learning accounted for if nonconceptual content of experience is admitted. (shrink)

Controversies over the innateness of cognitive processes, mechanisms, and structures play a persistent role in driving research in philosophy as well as the cognitive sciences, but the appropriate way to understand the category of the innate remains subject to dispute. One venerable approach in philosophy and cognitive science merely contrasts innate features with those that are learned. In fact, Jerry Fodor has recently suggested that this remains our best handle on innateness.

In the context of debates about what form a theory of meaning should take, it is sometimes claimed that one cannot understand an intersective modifier-head construction (e.g., ‘pet fish’) without understanding its lexical parts. Neo-Russellians like Fodor and Lepore contend that non-denotationalist theories of meaning, such as prototype theory and theory theory, cannot explain why this is so, because they cannot provide for the ‘reverse compositional’ character of meaning. I argue that reverse compositionality is a red herring in these debates. (...) I begin by setting out some positive arguments for reverse compositionality and showing that they fail. Then I show that the principle of reverse compositionality has two big strikes against it. First, it is incompatible with all theories of meaning on the market, including the denotationalism favored by neo-Russellians. Second, it explains nothing that is not already explained by its venerable predecessor, the principle of (forward) compositionality. (shrink)

Jerry Fodor, among others, has maintained that Chomsky's language faculty hypothesis is an epistemological proposal, i.e. the faculty comprises propositional structures known (cognized) by the speaker/hearer. Fodor contrasts this notion of a faculty with an architectural (directly causally efficacious) notion of a module. The paper offers an independent characterisation of the language faculty as an abstractly specified nonpropositional structure of the mind/brain that mediates between sound and meaning—a function in intension that maps to a pair of structures that determine soundmeaning (...) convergence. This conception will be elaborated and defended against a number of likely complaints deriving from Fodor's faculty/module distinction and other positions which seek to credit knowledge of language with an empirical or theoretical significance. A recent explicit argument from Fodor that Chomsky must share his conception will be diagnosed and the common appeal to implicit knowledge as a foundation for linguistic competence will be rejected. Gary Marcus has written a very interesting book about mental development from a nativist perspective. For the general readership at which the book is largely aimed, it will be interesting because of its many informative examples of the development of cognitive structures and because of its illuminating explanations of ways in which genes can contribute to these developmental processes. However, the book is also interesting from a theoretical point of view. Marcus tries to make nativism compatible with the central arguments (...) that anti-nativists use to attack nativism and with many recent discoveries about genetic activity and brain development. In so doing, he reconfigures the nativist position to a considerable extent. (shrink)

In recent years, a number of philosophers have argued against a biological understanding of the innate in favor of a narrowly psychological notion. On the other hand, Ariew ((1996). Innateness and canalization. Philosophy of Science, 63, S19-S27. (1999). Innateness is canalization: in defense of a developmental account of innateness. In V. Hardcastle (Ed.), Where biology meets psychology: Philosophical essays (pp. 117-138). Cambridge, MA: MIT.) has developed a novel substantial account of innateness based on developmental biology: canalization. The governing thought of (...) this paper is that the notion of the innate, as it re-emerged with the work of Chomsky, is a general notion that applies equally to all biological traits. The externalist examples of Burge, Putnam etc. were offered as examples of how it is physically identical twins can differ in mental states such as belief, and little attention was paid to the interpretations the twins impose on their respective acoustic inputs. The received story today is that this form of interpretation—the semantic reading one assigns the sounds one hears—is the product of inference. The problem for this inferential model is simple to state: though the twins are physical doppelgangers and (...) don't differ in their acoustic inputs, they differ in the interpretations they impose on their respective inputs. I argue that the inferential model does not allow for how it is the twins arrive at these different interpretations. And, since the externalist examples are compelling, this tells against the inferential model. (shrink)

Some philosophers of education think that there is a pedagogically informative concept of training that can be gleaned from Wittgenstein's later writings: training as initiation into a form of life. Stickney, in 'Training and Mastery of Techniques in Wittgenstein's Later Philosophy: A response to Michael Luntley'takes me to task for ignoring this concept. In this essay I argue that there is no such concept to be ignored. I start by noting recent developments in Wittgenstein scholarship that raise serious issues about (...) how we should handle the translation of Arbrichtung and arbrichten. I then concentrate on the substantive philosophical issues about the very idea that training can have a pedagogically productive role in education. I show that what work training does is a function of the prior skill set of the trainee. This means that we have to endorse some form of rationalism and acknowledge that the learner can only respond to training if they already possess sufficient mental equipment to generate the appropriate responses. It is widely recognized that the innate versus acquired distinction is a false dichotomy. Yet many scientists continue to describe certain traits as “innate” and take this to imply that those traits are not acquired, or “unlearned.” This article asks what cognitive role, if any, the concept of innateness should play in the psychological and behavioural sciences. I consider three arguments for eliminating innateness from scientific discourse. First, the classification of a trait as innate is thought to discourage empirical research (...) into its developmental origin. Second, this concept lumps together a number of different biological properties that ought to be treated as distinct. Third, innateness is associated with the outmoded folk biological theory of essentialism. In response to these objections, I consider two attempts to revise the concept of innateness which aim to make it more suitable for scientific explanation and research. One proposal is that innateness can be defined in terms of the biological property of environmental canalization. On this view, a trait is innate to the extent that it is developmentally buffered against a range of different environments. Another proposal is that innateness serves as an explanatory primitive for cognitive science. This view holds that there exist a sharp boundary between psychological and biological explanations and that to identify a trait as innate means that it falls into the latter explanatory domain. The paper considers our ordinary mentalistic discourse in relation to what we should expect from any genuine science of the mind. A meta-scientific eliminativism is commended and distinguished from the more familiar eliminativism of Skinner and the Churchlands. Meta-scientific eliminativism views folk psychology qua folksy as unsuited to offer insight into the structure of cognition, although it might otherwise be indispensable for our social commerce and self-understanding. This position flows from a general thesis that scientific advance is marked by an (...) eschewal of folk understanding. The latter half of the paper argues that, contrary to the received view, Chomsky's review of Skinner offers not just an argument against Skinner's eliminativism, but, more centrally, one in favour of the second eliminativism. My paper defends the use of the poverty of stimulus argument (POSA) for linguistic nativism against Cowie's (1999) counter-claim that it leaves empiricism untouched. I first present the linguistic POSA as arising from a reflection on the generality of the child's initial state in comparison with the specific complexity of its final state. I then show that Cowie misconstrues the POSA as a direct argument about the character of the pld. In this light, I first argue that the data Cowie (...) marshals about the pld does not begin to suggest that the POSA is unsound. Second, through a discussion of the so-called `auxiliary inversion rule', I show, by way of diagnosis, that Cowie misunderstands both the methodology of current linguistics and the complexity of the data it is obliged to explain. This thesis aims to develop a psychologically plausible account of concepts by integrating key insights from philosophy (on the metaphysical basis for concept possession) and psychology (on the mechanisms underlying concept acquisition). I adopt an approach known as informational atomism, developed by Jerry Fodor. Informational atomism is the conjunction of two theses: (i) informational semantics, according to which conceptual content is constituted exhaustively by nomological mind–world relations; and (ii) conceptual atomism, according to which (lexical) concepts have no internal structure. I (...) argue that informational semantics needs to be supplemented by allowing content-constitutive rules of inference (“meaning postulates”). This is because the content of one important class of concepts, the logical terms, is not plausibly informational. And since, it is argued, no principled distinction can be drawn between logical concepts and the rest, the problem that this raises is a general one. An immediate difficulty is that Quine’s classic arguments against the analytic/synthetic distinction suggest that there can be no principled basis for distinguishing content-constitutive rules from the rest. I show that this concern can be overcome by taking a psychological approach: there is a fact of the matter as to whether or not a particular inference is governed by a mentally-represented inference rule, albeit one that analytic philosophy does not have the resources to determine. I then consider the implications of this approach for concept acquisition. One mechanism underlying concept acquisition is the development of perceptual detectors for the objects that we encounter. I investigate how this might work, by drawing on recent ideas in ethology on ‘learning instincts’, and recent insights into the neurological basis for perceptual learning. What emerges is a view of concept acquisition as involving a complex interplay between innate constraints and environmental input. This supports Fodor’s recent move away from radical concept nativism: concept acquisition requires innate mechanisms, but does not require that concepts themselves be innate. (shrink)
