In this paper, I distinguish three general approaches to public trust in science, which I call the individual approach, the semi-social approach, and the social approach, and critically examine their proposed solutions to what I call the problem of harmful distrust. I argue that, despite their differences, the individual and the semi-social approaches see the solution to the problem of harmful distrust as consisting primarily in trying to persuade individual citizens to trust science and that both approaches face two general (...) problems, which I call the problem of overidealizing science and the problem of overburdening citizens. I then argue that in order to avoid these problems we need to embrace a (thoroughly) social approach to public trust in science, which emphasizes the social dimensions of the reception, transmission, and uptake of scientific knowledge in society and the ways in which social forces influence both positively and negatively the trustworthiness of science. The public rejection of scientific claims is widely recognized by scientific and governmental institutions to be threatening to modern democratic societies. Intense conflict between science and the public over diverse health and environmental issues have invited speculation by concerned officials regarding both the source of and the solution to the problem of public resistance towards scientific and policy positions on such hot-button issues as global warming, genetically modified crops, environmental toxins, and nuclear waste disposal. Several science studies scholars report instances of scientific “hype,” or sensationalized exaggeration, in journal articles, institutional press releases, and science journalism in a variety of fields (e.g., Caulfield and Condit 2012). Yet, how “hype” is being conceived varies. I will argue that hype is best understood as a particular kind of exaggeration, one that explicitly or implicitly exaggerates various positive aspects of science in ways that undermine the goals of science communication in a particular context. Much of the literature concerning epistemic injustice has focused on the variety of harms done to socially marginalized persons in their capacities as potentialcontributorsto knowledge projects. However, in order to understand the full implications of the social nature of knowing, we must confront the circulation of knowledge and the capacity of epistemic agents to take up knowledge produced by others and make use of it. I argue that members of socially marginalized lay communities can sufferepistemic trust injusticeswhen potentially powerful forms (...) of knowing such as scientific understandings are generated in isolation from them, and when the social conditions required for aresponsibly-placed trustto be formed relative to the relevant epistemic institutions fail to transpire. After raising some minor philosophical points about Kevin Elliott’s A Tapestry of Values (2017), I argue that we should expand on the themes raised in the book and that philosophers of science need to pay as much attention to the loom of science (i.e., the institutional structures which guide the pursuit of science) as the tapestry of science. The loom of science includes such institutional aspects as patents, funding sources, and evaluation regimes that shape how science gets pursued, and that (...) attending to these aspects will enable us to provide more robust guidance on the values that infuse the tapestry of science. Much of the literature on values in science is limited in its perspective because it focuses on the role of values in individual scientists’ decision making, thereby ignoring the context of scientific collaboration. I examine the epistemic structure of scientific collaboration and argue that it gives rise to two arguments showing that moral and social values can legitimately play a role in scientists’ decision to accept something as scientific knowledge. In the case of scientific collaboration some moral and social values (...) are properly understood to be extrinsic epistemic values, that is, values that promote the attainment of scientific knowledge. Philosophers of science, particularly those working on science and values, often talk about the need for science to be socially responsible. However, what this means is not clear. In this paper, we review the contributions of philosophers of science to the debate over socially responsible science and explore the dimensions that a fruitful account of socially responsible science should address. Our review shows that offering a comprehensive account is difficult. We contend that broad calls for socially responsible science that fail (...) to attend to relevant dimensions are not the solution, as they preclude meaningful changes to research institutions and practices. We conclude that narrower, more explicit accounts are more likely to lead to substantive transformation. (shrink)

Whereas much of the literature in the social epistemology of scientific knowledge has focused either on scientific communities or research groups, we examine the epistemic significance of scientific/intellectual movements (SIMs). We argue that certain types of SIMs can play an important epistemic role in science: they can remedy epistemic injus- tices in scientific practices. SIMs can counteract epistemic injustices effectively because many forms of epistemic injustice require structural and not merely individual remedies. Modern scientific knowledge is increasingly collaborative. Much analysis in social epistemology models scientists as self-interested agents motivated by external inducements and sanctions. However, less research exists on the epistemic import of scientists’ moral concern for their colleagues. I argue that scientists’ trust in their colleagues’ moral motivations is a key component of the rationality of collaboration. On the prevailing account, trust is a matter of mere reliance on the self-interest of one’s colleagues. That is, scientists merely rely on external compulsion (...) to motivate self-interested colleagues to be trustworthy collaborators. I show that this self-interest account has significant limitations. First, it cannot fully account for trust by relatively powerless scientists. Second, reliance on self-interest can be self-defeating. For each limitation, I show that moral trust can bridge the gap—when members of the scientific community cannot rely on the self-interest of their colleagues, they rationally place trust in the moral motivations of their colleagues. Case studies of mid-twentieth-century industrial laboratories and exploitation of junior scientists show that such moral trust justifies collaboration when mere reliance on the self-interest of colleagues would be irrational. Thus, this paper provides a more complete and realistic account of the rationality of scientific collaboration. (shrink)

Can ordinary citizens in a democracy evaluate the claims of scientific experts? While a definitive answer must be case by case, some scholars have offered sharply opposed general answers: a skeptical versus an optimistic. The article addresses this basic conflict, arguing that a satisfactory answer requires a first-order engagement in judging the claims of experts which both skeptics and optimists rule out in taking the issue to be one of second-order assessments only. Having argued that such first-order judgments are necessary, (...) it then considers how they are possible, outlining a range of practices and virtues that can inform their success and likelihood, and drawing throughout on ancient Greek insights as well as contemporary social psychology and sociology of knowledge. In conclusion the ethics of democratic judgment so developed is applied to the dramatic conviction of the members of an Italian scientific risk commission in L'Aquila. (shrink)

I examine ramifications of the widespread view that scientific objectivity gives us a permission to trust scientific knowledge claims. According to a widely accepted account of trust and trustworthiness, trust in scientific knowledge claims involves both reliance on the claims and trust in scientists who present the claims, and trustworthiness depends on expertise, honesty, and social responsibility. Given this account, scientific objectivity turns out to be a hybrid concept with both an epistemic and a moral-political dimension. The epistemic dimension tells (...) us when scientific knowledge claims are reliable, and the moral-political dimension tells us when we can trust scientists to be socially responsible. While the former dimension has received a fair amount of attention, the latter is in need of analysis. I examine what it means for scientists to be socially responsible, that is, to follow “sound” moral and social values in different stages of scientific inquiry. Social responsibility is especially important when scientists function as experts in society. Members of the public and policymakers do not want to rely on scientific research shaped by moral and social values they have good reasons to reject. Moreover, social responsibility is important in social research in which moral and social values can legitimately play many roles. I discuss the strengths and weaknesses of different answers to the question of how social scientists can identify appropriate moral and social values to inform their research. I argue that procedural accounts of social responsibility, such as well-ordered science and deliberative polling, have limitations. (shrink)

Building, restoring and maintaining well-placed trust between scientists and the public is a difficult yet crucial social task requiring the successful cooperation of various social actors and institutions. Kitcher’s takes up this challenge in the context of liberal democratic societies by extending his ideal model of “well-ordered science” that he had originally formulated in his. However, Kitcher nowhere offers an explicit account of what it means for the public to invest epistemic trust in science. Yet in order to understand how (...) his extended model and its implementation in the actual world address the problem of trust as well as to evaluate it critically, an explicit account of epistemic public trust in science needs to be given first. In this article we first present such an account and then scrutinize his project of building public trust in science in light of it. We argue that even though Kitcher’s ideal model and his proposals for its implementation in the real world face a number of problems, they can be addressed with the resources of our account. This article focuses on epistemic challenges related to the democratisation of scientific knowledge production, and to the limitations of current social accounts of objectivity. A process of ’democratisation’ can be observed in many scientific and academic fields today. Collaboration with extra-academic agents and the use of extra-academic expertise and knowledge has become common, and researchers are interested in promoting socially inclusive research practices. As this development is particularly prevalent in policy-relevant research, it is important that the new, more democratic forms (...) of research be objective. In social accounts of objectivity only epistemic communities are taken to be able to produce objective knowledge, or the entity whose objectivity is to be assessed is precisely such a community. As I argue, these accounts do not allow for situations where it is not easy to identify the relevant epistemic community. Democratisation of scientific knowledge production can lead to such situations. As an example, I discuss attempts to link indigenous oral traditions to floods and tsunamis that happened hundreds or even thousands of years ago. (shrink)

In this paper, I ask feminist philosophers and science studies scholars to consider the goals of developing critical analyses of evolutionary psychology. These goals can include development of scholarship in feminist philosophy and science studies, mediation of the uptake of evolutionary psychology by other academic and lay communities, and improvement of the practices and products of evolutionary psychology itself. I evaluate ways that some practices of feminist philosophy and science studies facilitate or hinder meeting these goals, and consider the merits (...) of critical engagement with some of the scientists themselves. Finally, I describe a community of feminist evolutionary psychologists with whom it might be both fruitful and interesting to engage, and identify ways that these interactions may benefit the science and the study of the science. During emerging public health crises, both policymakers and members of the public are looking to scientific experts to provide guidance. Even in cases where there are significant uncertainties, there is pressure for experts to “speak with one voice” to avoid confusion, allow officials to make evidence-based decisions rapidly, and encourage public support for such decisions. This can lead experts to engage in masking of information about the state of the science or regarding assumptions involved in policy recommendations. Although experts might (...) have good reasons for masking disagreements, uncertainties, or assumptions when offering policy advice, we argue that this strategy can result in epistemic harms. Using the case of the COVID-19 pandemic, we show that public health authorities masked two types of information necessary for laypersons to evaluate public health recommendations: (1) experts’ disagreements about the scientific evidence and (2) the role of values in making inferences from the science to policy positions. We contend that this resulted in epistemic harms against laypeople that provide a pro tanto case against masking information. We further argue that when the science is in flux and policies need to be implemented despite significant uncertainties, there is an all-things-considered case against masking the types of information discussed. The article examines the process of niche standardization in medical research as an example of democratizing strategies implemented in industry-funded science. I argue that niche standardization can lead to undesirable epistemic and ethical consequences, if the various goals of research are not properly aligned. I examine two examples: the case of Sarafem, approved for the treatment of premenstrual dysphoric disorder in women, and the case of BiDil, approved for exclusive use in African Americans for the treatment of congestive heart failure. Previous philosophical work on distrust in science has argued that understanding public distrust in science and scientific interventions requires that we pay careful attention not only to epistemic considerations (that is, beliefs about science), but also to values, and the emotional contexts in which assessments of scientific credibility are made. This is likely to be a truncated list of relevant factors for understanding trust/distrust, but these are certainly key areas of concern. The aim of this paper is not to further (...) innumerate the list of relevant factors. Rather, it is to map the ways that these key areas (beliefs, values, and emotions) are related to each other. These are not distinct categories, but rather they interact, making our picture of distrust more complicated than we might otherwise imagine. This discussion will take place in the context of resistance to medical interventions. Notably, Ebola interventions in West Africa, HIV/AIDS testing in South Africa, and vaccines across the world. Research on the status and experience of women in academia in the last 30 years has challenged conventional explanations of persistent gender inequality, bringing into sharp focus the cumulative impact of small scale, often unintentional differences in recognition and response: the patterns of 'post-civil rights era' dis­crimination made famous by the 1999 report on the status of women in the MIT School of Science. I argue that feminist standpoint theory is a useful resource for understanding how this sea change in (...) understanding gender inequity was realized. At the same time, close attention to activist research on workplace environment issues suggests ways in which our understanding of standpoint theory can fruitfully be refined. I focus on the implications of two sets of distinctions: between types of epistemic injustice (and correlative advantage) that may affect marginalized knowers; and between the resources of situated knowledge and those of a critical standpoint on knowledge production. Philosophy of science has the potential to enhance scientific practice, science policy, and science education; moreover, recent research indicates that many philosophers of science think we ought to increase the broader impacts of our work. Yet, there is little to no empirical data on how we are supposed to have an impact. To address this problem, our research team interviewed 35 philosophers of science regarding the impact of their work in science-related domains. We found that face-to-face engagement with scientists and (...) other stakeholders was one of the most—if not the most—effective pathways to impact. Yet, working with non-philosophers and disseminating research outside philosophical venues is not what philosophers are typically trained or incentivized to do. Thus, there is a troublesome tension between the activities that are likely to lead to broader uptake of one’s work and those that are traditionally encouraged and rewarded in philosophy. We suggest several ways that philosophers of science, either as individuals or as a community, can navigate these tensions. (shrink)

The concept of interactional expertise – characterized by sociologists Harry Collins and Robert Evans as the ability to speak the language of a discipline without the corresponding ability to practice – can serve as a powerful way of breaking down expert/non-expert dichotomies and providing a role for new voices in specialist communities. However, in spite of the vast uptake of this concept and its potential to fruitfully address many important issues related to scientific expertise, there has been surprisingly little critical (...) analysis of it. We seek to remedy this situation by considering potential benefits of interactional expertise and the ways in which the current conception can – and cannot – realize those benefits. In particular, we argue that interactional expertise hasn’t reached its full potential for addressing who ought to be involved in scientific research and decision-making, largely owing to an unnecessarily restrictive way of operationalizing the concept. In its place, we offer a broader, more pluralistic account of interactional expertise – one that is in line with the original spirit of the concept, but also captures the diversity that we see as being an important aspect of interactional experts and the value they can bring to the table. I adopt a situated approach to the question of what would constitute responsible trust and/or distrust in climate change science, and I identify some of the major challenges for laypersons in their attempts to know well by placing their trust in climate change experts. I examine evidence that white males, as a group of relative privilege, are more likely to distrust the institutions of climate change science than are other demographic groups, and use this example to consider specific challenges facing (...) those who occupy positions of privilege and who seek to place their epistemic trust wisely. I argue that the insights of feminist standpoint theory and epistemologies of ignorance concerning the role of positionality in knowledge production and the need for critical reflexivity can be applied to cases of epistemic trust as well; in some contexts, such as climate change science, considerations of how those differently situated from oneself place their trust will be valuable contributions to responsible assignments of trust. The democratization of science entails the public having greater influence over science and that influence being shared more equally among members of the public. This chapter will present a thumbnail sketch of the arguments for the democratization of science based on the importance of collectively shaping science’s impact on society, the instrumental benefits of public participation in science, and the need to ensure that the use of science in politics does not undermine collective self-government. It will then outline worries about (...) citizen competence, the abuse of democratic ideals and the limits posed by the nation-state. (shrink)

Health care systems can positively influence our personal decision-making and health-related behavior only if we trust them. I propose a conceptual analysis of the trust relation between the public and a healthcare system, drawing from healthcare studies and philosophical proposals. In my account, the trust relation is based on an epistemic component, epistemic authority, and on a value component, the benevolence of the healthcare system. I argue that it is also modified by the vulnerability of the public on healthcare matters, (...) and by the system’s credibility. I apply my proposed analysis of public trust in health care systems to the phenomenon of vaccine hesitancy, a tendency to question vaccine policies, and to seek alternative vaccine schedules or to refuse vaccination. Understanding the role of trust and its components can be key to understanding the phenomenon. (shrink)

Given the complexity of most phenomena, we have to delegate much epistemic work to other knowers and we must find reasons for relying on these specific knowers and not others. In our societies, these other knowers are often called experts and we rely on their epistemic authority more and more. For many complex phenomena such as climate change, genetically modified crops, and immunization, the experts that are called upon are scientific experts. For that reason, finding good reasons and justification for (...) deferring to their knowledge is of paramount societal importance. Internal mechanisms that uphold the reliability of published scientific results have failed across many sciences, including some that are major sources of science news. Traditional methods for reporting science in the mass media do not effectively compensate for this unreliability. I argue for a new conceptual framework in which science journalists and scientists form a complex knowledge community, with science news as the interdisciplinary product. This approach motivates forms of collaboration and training that can improve the epistemic reliability of science (...) news. (shrink)

This paper considers an area of research in clinical psychology that focuses on the resilience of members of marginalized groups who have experienced traumas directly related to their social identities. The paper describes these as social group-based traumas and outlines three effects of social group-based traumas that can make the experiences of them, as well as experiences of recovery following them, distinct from those involved in other kinds of traumas. In cases where resilience frameworks are useful for understanding such recoveries, (...) the paper proposes three methodological strategies for designing research to address the characteristics of social group-based trauma. Questionable research practices (QRPs) and research misconduct (RM) involving university scientists waste resources and erode public trust in science and academia. Theories put forth for the occurrence of these transgressions have ranged conceptually from that of errant individuals (“bad apple”) to an environment/culture which is conducive for, if not promotive of, QRP/RM (“bad barrel”), or a combination of both. These ideas appear to provide explanations for lapses in epistemic responsibility and offer reasons for instances of transgression. Some have even argued (...) that scientific conclusions need not be accurate, justified, or believed by their authors. I take the opposite view and instead argue that academic research should be carried out such that a scientist’s fundamental commitment to their epistemic responsibility triumphs over all reasons and incentives to err. In other words, carrying out and publishing research in which the results are authentic and veracious to the best of the scientist’s knowledge and ability should be a default state of mind, a preferred path of action, or a moral axiom. This is a notion that should permeate any courses on research ethics and integrity. (shrink)

Heather Douglas has helped to set the standard for twenty-first century discussions in philosophy of science on the topics of values in science and science in democracy. Douglas’s work has been part of a movement to bring the question of values in science back to center of the field and to focus especially on policy-relevant science. This first chapter, on the pervasive entanglement of science and values, includes an improved and definitive statement of the argument from inductive risk, which she (...) is single-handedly responsible for rehabilitating and returning to the center of the debate. This statement makes clear the fundamental and absolutely pervasive nature of inductive risk and its import for our understanding of the role of values in science. The chapter also provides a survey of the current field of alternative approaches to ideals for the epistemic role of values in science that is comprehensive and generous, yet critical of each. -/- In these brief comments, I focus on providing an alternative perspective on some conceptual and rhetorical issues in Douglas’s account, specifically dealing with the nature of values and the relation of the descriptive and the normative. This will lead me to somewhat different evaluations of two of the five new ideals for values in science that Douglas canvasses in the chapter. (shrink)

The internet has given rise to an informational landscape that challenges epistemological hierarchies between experts and lay people. Tensions regarding how to address the growing flora of counter-authority claims are pertinent in the context of health, where warnings about misinformation co-exist with notions of patient empowerment. This context accentuates the importance of revitalizing conceptualizations of how to assess the validity of knowledge claims. In this article, we put critical realist discussions on judgemental rationality into conversation with the case of a (...) group of women who claim that the contraceptive copper IUD may lead to side effects of a kind not recognized by medical authorities. Tracing our own path from radical uncertainty to regarding the women’s claims as a plausible hypothesis, we identify what we deem to be strengths and weaknesses of the women’s claims and pinpoint the judgementally rational grounds for this assessment. In this paper, I provide an epistemic evaluation of the harms that result from the widespread marketing of direct-to-consumer (DTC) genetic tests. While genetic tests are a valuable accessory diagnostic tool when ordered by a medical practitioner, there are different implications when they are sold directly to consumers. I aim to show that there are both epistemic and non-epistemic harms associated with the widespread commoditization of DTC genetic tests. I argue that the epistemic harms produced by DTC genetic tests have (...) been disregarded in discussions on the topic. Drawing on the notion of contributory epistemic injustices, I highlight two pertinent epistemic harms: (1) a failure to uptake an individual’s articulations about their identity and (2) the presiding reductionist framework dismisses useful hermeneutical resources. Like any science, archaeology relies on trust between actors involved in the production of knowledge. In the early history of archaeology, this epistemic trust was complicated by histories of Orientalism in the Middle East and colonialism more broadly. The racial and power dynamics underpinning 19th- and early 20th-century archaeology precluded the possibility of interpersonal moral trust between foreign archaeologists and locally hired labourers. In light of this, archaeologists created systems of reward, punishment, and surveillance to ensure the honest behaviour of (...) site workers. They thus invented a set of structural conditions that produced sufficient epistemic trust for archaeological research to proceed—a system that continues to shape archaeology to the present day. In this paper I examine Grasswick’s theory of trust-building through knowledge-sharing across the scientific–lay divide. I apply this theory to the case of scientific–lay interactions in the development of marine protected areas (MPAs). This case-study not only supports Grasswick’s work, but suggests one friendly amendment to her theory. When it comes to trust-building through knowledge-sharing, the case of MPAs demonstrates that this sharing must be reciprocal.

. Trust-building has implicitly been characterized in epistemology as necessitating the adoption of shared belief. If this is so, such models of trust-building appear at odds with a metaphysical commitment to pluralist realism. In this article I offer the first steps in modeling how a pluralist realist might understand trust building. I argue that entertaining pluralist realism as a possibility may actually be more fruitful for trust building than a monist conception because each side is given an important concession: the (...) possibility that their knowledge claims might be correct. The case of polar bear conservation in the Canadian arctic illustrates that trust-building without shared belief is possible.
