[Author note: There is a video explainer of this paper on youtube at the new work in philosophy channel (search for surname+deepfakes).] -/- It is widely thought that deepfake videos are a significant and unprecedented threat to our epistemic practices. In some writing about deepfakes, manipulated videos appear as the harbingers of an unprecedented _epistemic apocalypse_. In this paper I want to take a critical look at some of the more catastrophic predictions about deepfake videos. I will argue for three (...) claims: (1) that once we recognise the role of social norms in the epistemology of recordings, deepfakes are much less concerning, (2) that the history of photographic manipulation reveals some important precedents, correcting claims about the novelty of deepfakes, and (3) that proposed solutions to deepfakes have been overly focused on technological interventions. My overall goal is not so much to argue that deepfakes are not a problem, but to argue that behind concerns around deepfakes lie a more general class of social problems about the organisation of our epistemic practices. The topic of fake news has received increased attention from philosophers since the term became a favorite of politicians (Habgood-Coote 2016; Dentith 2016). Notably missing from the conversation, however, is a discussion of fake news and conspiracy theory media as a market. This paper will take as its starting point the account of noxious markets put forward by Debra Satz (2010), and will argue that there is a pro tanto moral reason to restrict the market for fake news. Specifically, we (...) begin with Satz’s argument that restricting a market may be required when i) that market inhibits citizens from being able to stand in an equal relationship with one another, and ii) this problem cannot be solved without such direct restrictions. Our own argument then proceeds in three parts: first, we argue that the market for fake news fits Satz’s description of a noxious market; second, we argue against explanations of the proliferation of fake news that are couched in terms of “epistemic vice”, and likewise argue against prescribing critical thinking education as a solution to the problem; finally, we conclude that, in the absence of other solutions to mitigate the noxious effects of the fake news market, we have a pro tanto moral reason to impose restrictions on this market. At the end of the paper, we consider one proposal to regulate the fake news market, which involves making social media outlets potentially liable in civil court for damages caused by the fake news hosted on their websites. In this paper I develop a genealogical approach for investigating and evaluating conspiracy theories. I argue that conspiracy theories with an epistemically problematic genealogy are (in virtue of that fact) epistemically undermined. I propose that a plausible type of candidate for such conspiracy theories involves what I call ‘second-order conspiracies’ (i.e. conspiracies that aim to create conspiracy theories). Then, I identify two examples involving such conspiracies: the antivaccination industry and the industry behind climate change denialism. After fleshing out the mechanisms (...) by which these industries systematically create and disseminate specific types of conspiracy theories, I examine the implications of my proposal concerning the particularism/generalism debate and I consider the possibility of what I call local generalism. Finally, I tackle three objections. It could be objected that a problematic genealogy for T merely creates what Dentith (2022) calls ‘type-1’ (or ‘weak’) suspicion for T. I also consider a challenge according to which the genealogical method is meta-undermined, as well as an objection from epistemic laundering. (shrink)

The COVID-19 pandemic has been accompanied by an “infodemic” of misinformation and conspiracy theory. This article points to three explanatory factors: the challenge of forming accurate beliefs when overwhelmed with information, an implausibly individualistic conception of epistemic virtue, and an adversarial information environment that suborns epistemic dependence. Normally we cope with the problems of informational excess by relying on other people, including sociotechnical systems that mediate testimony and evidence. But when we attempt to engage in epistemic “superheroics” - withholding trust (...) from others and trying to figure it all out for ourselves – these can malfunction in ways that make us vulnerable to forming irrational beliefs. Some epistemic systems are prone to coalescing audiences around false conspiracy theories. This analysis affords a new perspective on philosophical efforts to understand conspiracy theories and other epistemic projects prone to collective irrationality. (shrink)

The term "fake news" ascended rapidly to prominence in 2016 and has become a fixture in academic and public discussions, as well as in political mud-slinging. In the flurry of discussion, the term has been applied so broadly as to threaten to render it meaningless. In an effort to rescue our ability to discuss—and combat—the underlying phenomenon that triggered the present use of the term, some philosophers have tried to characterize it more precisely. A common theme in this nascent philosophical (...) discussion is that contemporary fake news is not a new kind of phenomenon, but just the latest iteration of a broader kind of phenomenon that has played out in different ways across the history of human information-dissemination technologies. While we agree with this, we argue that newer sorts of fake news reveal substantial flaws in earlier understandings of this notion. In particular, we argue that no deceptive intentions are necessary for fake news to arise; rather, fake news arises when stories which were not produced via standard journalistic practice are treated as though they had been. Importantly, this revisionary understanding of fake news allows us to accommodate and understand the way that fake news is plausibly generated and spread in a contemporary setting, as much by non-human actors as by ordinary human beings. This paper focuses on extant approaches to counteract the consumption of fake news online. Proponents of structural approaches suggest that our proneness to consuming fake news could only be reduced by reshaping the architecture of online environments. Proponents of educational approaches suggest that fake news consumers should be empowered to improve their epistemic agency. In this paper, we address a question that is relevant to this debate: namely, whether fake news consumers commit mistakes for which they can be criticized and (...) that they could easily avoid by reforming their doxastic conduct. Proponents of structural approaches, like R. Rini and B. Millar, have defended in different ways a negative answer to this question. In this paper, we criticize their views and suggest that individual users could improve on their epistemic practice by widening their information diet. (shrink)

This book argues that misinformation poses a multi-faceted threat to knowledge, while arguing that some forms of content moderation risk exacerbating these threats. It proposes alternative forms of content moderation that aim to address this complexity while enhancing human epistemic agency. The proliferation of fake news, false conspiracy theories, and other forms of misinformation on the internet and especially social media is widely recognized as a threat to individual knowledge and, consequently, to collective deliberation and democracy itself. This book argues (...) that misinformation presents a three-pronged threat to knowledge. While researchers often focus on the role of misinformation in causing false beliefs, this deceptive potential of misinformation exists alongside the potential to suppress trust and to distort the perception of evidence. Recognizing the multi-faceted nature of this threat is essential to the development of effective measures to mitigate the harms associated with misinformation. The book weaves together work in analytic epistemology with emerging empirical work in other disciplines to offer novel insights into the threats posed by misinformation. Additionally, it breaks new ground by systematically assessing different forms of content moderation from the perspective of epistemology. Misinformation, Content Moderation, and Epistemology will appeal to philosophers working in applied and social epistemology, as well as scholars and advanced students in disciplines such as communication studies, political science, and social psychology who are researching misinformation. It is often assumed that how we talk about the world matters a great deal. This is one reason why conceptual engineers seek to improve our linguistic practices by advocating novel uses of our words, or by inventing new ones altogether. A core idea shared by conceptual engineers is that by changing our language in this way, we can reap all sorts of cognitive and practical benefits, such as improving our theorizing, combating hermeneutical injustice, or promoting social emancipation. But how (...) do changes at the linguistic level translate into any of these worthwhile benefits? In this paper, we propose the nameability account as a novel answer to this question. More specifically, we argue that what linguistic resources are readily available to us directly affects our cognitive performance on various categorization‐related tasks. Consequently, our performance on such tasks can be improved by making controlled changes to our linguistic resources. We argue that this account supports and extends recent motivations for conceptual engineering, as categorization plays an important role in both theoretical and practical contexts. (shrink)

In this paper I offer a philosophical analysis of the act of ‘liking’ a post on social media. First, I consider what it means to ‘like’ something. I argue that ‘liking’ is best understood as a phatic gesture; it signals uptake and anoints the poster’s positive face. Next, I consider how best to theorise the power that comes with amassing many ‘likes’. I suggest that ‘like’ tallies alongside posts institute and record a form of digital social capital. Finally, I consider (...) whether ‘likes’ have ultimately improved online discourse. I argue that while the ‘liking’ function itself is relatively innocuous, public ‘like’ tallies introduce a corrosive motivation to online communication. By making the prospect of increased social capital perpetually salient to us, they encourage us to prioritise high levels of engagement over meaningful engagement. (shrink)

The popularity of conspiracy theories poses a clear challenge for contemporary liberal democracies. Conspiracy theories undermine rational debate, spread dangerous falsehoods and threaten social cohesion. However, any possible public policy response, which would try to contain their spread, needs to respect the liberal commitment to protect pluralism and free speech. A successful justification of such a policy must therefore: 1) clearly identify the problematic class of conspiracy theories; and 2) clarify the grounds on which the state is justified in acting (...) against them. This article argues that the prevailing epistemic approaches to conspiracy theorizing cannot fulfil these criteria. Defining conspiracy theories by their flaws in reasoning, questionable coherence or factual mistakes can neither sharply distinguish problematic conspiracy theories from other, non-problematic worldviews nor justify state action. Thus, we propose to understand conspiracy theories through their ethical unreasonableness. We hold that containment of conspiracy theories is justifiable insofar as they undermine the liberal-democratic ideals of mutual respect, freedom and equality. We then show that such ‘ethical’ criteria for conspiracy theories can be sufficiently robust and clear-cut so that they can serve as a useful guide for public policy. (shrink)

Drawing on the relevant alternatives framework and Mary Kate McGowan’s work on conversational scorekeeping, I argue that usage of the term ‘conspiracy theory’ in ordinary language and public discourse typically entails the performance of what I call a dismissive conversational exercitive, a kind of speech act that functions to exclude certain propositions from (or prevent their inclusion in) the set of alternatives considered relevant in a given conversational context. While it can be legitimate to perform dismissive conversational exercitives, excluding alternatives (...) that deserve to be taken seriously can be highly problematic for a variety of reasons. For one, it can give rise to what I call the problem of premature conclusions when subjects illegitimately dismiss certain propositions as irrelevant and, as a result, prematurely take certain conclusions or claims to be warranted. Depending on the kind of conclusion or claim, the problem can come in different variants, three of which I shall examine in more detail: the problem of premature knowledge claims, the problem of premature causal claims, and the problem of premature generic generalizations. Why do people share or publicly engage with fake stories? Two possible answers come to mind: (a) people are deeply irrational and believe these stories to be true; or (b) they intend to deceive their audience. Both answers presuppose the idea that people put the stories forward as true. But I argue that in some cases, these outlandish (yet also very popular) stories function as signals of one's group membership. This signaling function can make better sense of why, despite their (...) unusual nature or lack of a factual basis, some of these stories are so widespread. (shrink)

Post-truth politics has been diagnosed as harmful to both knowledge and democracy. I argue that it can also fundamentally undermine epistemic autonomy in a way that is similar to the manipulative technique known as gaslighting. Using examples from contemporary politics, I identify three categories of post-truth rhetoric: the introduction of counternarratives, the discrediting of critics, and the denial of more or less plain facts. These strategies tend to isolate people epistemically, leaving them disoriented and unable to distinguish between reliable and (...) unreliable sources. Like gaslighting, post-truth politics aims to undermine epistemic autonomy by eroding someone's self-trust, in order to consolidate power. Shifting the focus to the effects on the victim allows for new insights into the specific harms of post-truth politics. Applying the concept of gaslighting to this domain may also help people recognize a pernicious dynamic that was invisible to them before, giving them an important tool to resist it. (shrink)

This article explores the norms that govern regular users’ acts of sharing content on social networking sites. Many debates on how to counteract misinformation on Social Networking Sites focus on the epistemic norms of testimony, implicitly assuming that the users’ acts of sharing should fall under the same norms as those for posting original content. I challenge this assumption by proposing a non-epistemic interpretation of (mis) information sharing on social networking sites which I construe as infrastructures for forms of life (...) found online. Misinformation sharing belongs more in the realm of rumour spreading and gossiping rather than in the information-giving language games. However, the norms for sharing cannot be fixed in advance, as these emerge at the interaction between the platforms’ explicit rules, local norms established by user practices, and a meta-norm of sociality. This unpredictability does not leave us with a normative void as an important user responsibility still remains, namely that of making the context of the sharing gesture explicit. If users will clarify how their gestures of sharing are meant to be interpreted by others, they will implicitly assume responsibility for possible misunderstandings based on omissions, and the harms of shared misinformation can be diminished. Many of our beliefs are acquired online. Online epistemic environments are replete with fake news, fake science, fake photographs and videos, and fake people in the form of trolls and social bots. The purpose of this paper is to investigate the threat that such online fakes pose to the acquisition of knowledge. I argue that fakes can interfere with one or more of the truth, belief, and warrant conditions on knowledge. I devote most of my attention to the effects of (...) online fakes on satisfaction of the warrant condition, as these have received comparatively little attention. I consider three accounts of the conditions under which fakes compromise the warrant condition. I argue for the third of these accounts, according to which the propensity of fakes to exist in an environment threatens warrant acquisition in that environment. Finally, I consider some limitations on the epistemic threat of fakes and suggest some strategies by which this threat can be mitigated. (shrink)

Linguistic interventions aim to change our linguistic practices. A commonly discussed type of linguistic intervention is meaning revision, which seeks to associate existing words with new or revised meanings. But why does retaining old words matter so much? Why not instead introduce new words to express the newly defined meanings? Drawing on relevant psycholinguistic research, this paper develops an empirically motivated, general, and practically useful pro tanto reason to retain rather than replace the original word during the process of conceptual (...) improvement. This chapter provides a high-level introduction to the topic of propaganda. We survey a number of the most influential accounts of propaganda, from the earliest institutional studies in the 1920s to contemporary academic work. We propose that these accounts, as well as the various examples of propaganda which we discuss, all converge around a key feature: persuasion which bypasses audiences’ rational faculties. In practice, propaganda can take different forms, serve various interests, and produce a variety of effects. Propaganda can aim (...) to affect not only audiences’ beliefs and attitudes, but also their emotions and moods, and in turn how audiences subsequently reason or act. While propaganda is often thought of as false or misinformation, it can instead involve framing effects (“The war on drugs”), covert messaging (“There are Muslims among us”), emotionally charged slogans (“Make America Great Again”), or myths (“The American dream”). These forms of propaganda mislead audiences, not by introducing false information, but by making some beliefs and values, rather than others, salient. In fact, propaganda can even employ straightforwardly true claims (again, as in “There are Muslims among us”) and seemingly objective bureaucratic reports (“Crime has risen 4.2%”). To understand how these and other mechanisms enable propaganda to persuade by arational means, further study is needed. To that end, throughout the chapter we identify a number of places where the study of meaning and communication can help elucidate propaganda, as well as the places where propaganda issues challenges for the study of meaning. Social epistemology is the study of the social dimensions of knowledge or information. There is little consensus, however, on what the term "knowledge" comprehends, what is the scope of the "social", or what the style or purpose of the study should be. According to some writers, social epistemology should retain the same general mission as classical epistemology, revamped in the recognition that classical epistemology was too individualistic. According to other writers, social epistemology should be a more radical departure from classical (...) epistemology, a successor discipline that would replace epistemology as traditionally conceived. The classical approach could be realized in at least two forms. One would emphasize the traditional epistemic goal of acquiring true beliefs. It would study social practices in terms of their impact on the truth-values of agents’ beliefs. A second version of the classical approach would focus on the epistemic goal of having justified or rational beliefs. Applied to the social realm, it might concentrate, for example, on when a cognitive agent is justified or warranted in accepting the statements and opinions of others. Proponents of the anti-classical approach have little or no use for concepts like truth and justification. In addressing the social dimensions of knowledge, they understand "knowledge" as simply what is believed, or what beliefs are "institutionalized" in this or that community, culture, or context. They seek to identify the social forces and influences responsible for knowledge production so conceived. Social epistemology is theoretically significant because of the central role of society in the knowledge-forming process. It also has practical importance because of its possible role in the redesign of information-related social institutions. (shrink)

In response to Habgood-Coote (2019) and a growing number of scholars who argue that academics and journalists should stop talking about fake news and abandon the term, we argue that the reasons which have been offered for eschewing the term 'fake news' are not sufficient to justify such abandonment. Prima facie, then, we take ourselves and others to be justified in continuing to talk about fake news.

This chapter introduces a novel account of fake news and explains how it differs from other definitions on the market. The account locates the fakeness of an alleged news report in two main aspects related to its production, namely that its creators do not think to have sufficient evidence in favor of what they divulge and they fail to display the appropriate attitude towards the truth of the information they share. A key feature of our analysis is that it does (...) not require that fake news must be circulated with the intention to deceive one’s audience. In this way, our account overcomes a potential limitation of the current philosophical discussion about fake news, which appears to individuate the main problem with this phenomenon in the fact that fake news consumers are misled and misinformed. In contrast, the proposed analysis shows that an additional (and perhaps equally fundamental) problem uncovered by the spread of fake news is a widespread pathological relationship with information, one on which we consume information not to satisfy our interest in the truth but to strengthen our social identities and quench our hunger for social recognition. Misinformation in various guises has become a significant concern in contemporary society and it has been implicated in several high-impact political events over the past years, including Brexit, the 2016 American elections, and bungled policy responses to the Covid-19 pandemic in some countries. In this paper, I draw on resources from contemporary social epistemology to clarify why and how misinformation is epistemically bad. I argue that its negative effects extend far beyond the obvious ones of duping individuals with false or (...) misleading beliefs. Misinformation has systemic effects on our information environments, making all of us worse off, including the epistemically vigilant. This paper does not offer measures or policies to fight misinformation, but aims to contribute to the prior goal of better understanding what's bad about misinformation. In doing so, it lays the groundwork for ameliorative projects. (shrink)

Current methods of operationalizing concepts of misinformation in machine learning are often problematic given idiosyncrasies in their success conditions compared to other models employed in the natural and social sciences. The intrinsic value-ladenness of misinformation and the dynamic relationship between citizens' and social scientists' concepts of misinformation jointly suggest that both the construct legitimacy and the construct validity of these models needs to be assessed via more democratic criteria than has previously been recognized.

In a recent contribution to conceptual ethics, Joshua Habgood-Coote argues that philosophers should refrain from using the term “fake news,” which is commonly employed in public discussions focusing on the epistemic health of democracies. In this short discussion note, I take issue with this claim, discussing each of the three arguments advanced by Coote to support the conclusion that we should abandon this concept. First, I contend that although “fake news” is a contested concept, there is significant agreement among contemporary (...) philosophers about its key feature. Second, I argue against the claim that “fake news” is an unnecessary concept by underlying that it is not reducible to other terms we customarily use to describe the epistemic dysfunctions of democracies. Lastly, I suggest that using the term “fake news” need not serve propagandistic aims, and that philosophers can use this concept without engaging in epistemic policing, that is, commanding their interlocutors not to believe specific news stories or sources. Since the Brexit Referendum in the United Kingdom and the election of Donald Trump as US President in 2016, the term ‘fake news’ has become a significant source of concern. Recently, the European Commission and the British House of Commons have condemned the phenomenon as a threat to their institutions’ democratic processes and values. However, political disinformation is nothing new, and empirical studies suggest that fake news has not decided crucial elections, that most readers do not believe the online fake (...) news stories they read, and that political polarization in Western democracies like the US began to increase long before online fake news existed. The question then is: how exactly does fake news threaten democracies? This paper argues that online fake news threatens democratic processes because it undermines citizens’ epistemic trust in each other. This in turn threatens to undermine the perceived legitimacy and the moral justification of democratic institutions as a whole. While online fake news is a symptom of a much larger issue (how has the Internet affected democracies, and how can we use its positive power while checking its negative effects?), it deserves particular attention given the potential danger it presents for the viability and the legitimacy of the democratic process. Although science is our most reliable producer of knowledge, it can also be used to create ignorance, unjustified doubt, and misinformation. In doing so, agnotological practices result not only in epistemic harms but also in social ones. A way to prevent or minimise such harms is to impede these ignorance-producing practices. In this paper, I explore various challenges to such a proposal. I first argue that reliably identifying agnotological practices in a way that permits the prevention of relevant harms is (...) more difficult than it might appear. I focus on an identifying criterion that many find apt for the task: bad faith motives. I then consider an objection—that reliable criteria are unnecessary to successfully address the concerns raised by agnotological strategies—and I show that it fails. I conclude by exploring other ways of conceptualising the problems attributed to agnotological practices. In particular, I challenge the focus on misinformation as the main problem of concern. An increasingly popular solution to the anti-scientific climate rising on social media platforms has been the appeal to more critical thinking from the user's side. In this paper, we zoom in on the ideal of critical thinking and unpack it in order to see, specifically, whether it can provide enough epistemic agency so that users endowed with it can break free from enclosed communities on social media (so called epistemic bubbles). We criticise some assumptions embedded in the ideal of critical (...) thinking online and, instead, we propose that a better way to understand the virtuous behaviour at hand is as critical engagement, namely a mutual cultivation of critical skills among the members of an epistemic bubble. This mutual cultivation allows members within an epistemic bubble (in contrast, as we will show, with the authority-based models of epistemic echo chambers) to become more autonomous critical thinkers by cultivating self-trust. We use the model of relational autonomy as well as resources from work on epistemic self-trust and epistemic interdependence to develop an explanatory framework, which in turn may ground rules for identifying and creating virtuous epistemic bubbles within the environments of social media platforms. A prevalent political narrative is that we are facing an epistemological crisis, where many citizens no longer care about truth and facts. Yet the view that we are living in a post-truth era relies on some implicit questionable empirical and normative assumptions. The post-truth rhetoric converts epistemic issues into motivational issues, treating people with whom we disagree as if they no longer believe in or care about truth. This narrative is also dubious on epistemic, moral, and political grounds. It is (...) epistemically dubious in being largely insensitive to the problem of complexity in politics; it is morally dubious because “post-truth” is often a derogatory label for individuals or groups that are deemed stupid, irrational, or morally compromised; and it is a politically toxic neologism because it purports to use the language of ‘truth’ as a weapon against power, yet these truth-claims are often themselves attempts to exert power over others by delegitimizing their perspectives. While it may seem as if truth and democracy are on especially bad terms lately, politics and truth have long had a vexed relationship, and moral panics about the value of truthfulness in politics are as old as politics itself. ABSTRACT In Habgood-Coote : 1033–1065) I argued that we should abandon ‘fake news’ and ‘post-truth’, on the grounds that these terms do not have stable public meanings, are unnecessary, and function as vehicles for propaganda. Jessica Pepp, Eliot Michaelson, and Rachel Sterken and Étienne Brown : 144–154) have raised worries about my case for abandonment, recommending that we continue using ‘fake news’. In this paper, I respond to these worries. I distinguish more clearly between theoretical and political reasons for abandoning (...) a term, assemble more evidence that ‘fake news’ is a nonsense term, and respond to the worries raised by Pepp, Michaelson and Sterken, and Brown. I close by considering the prospects for anti-fascist and anti-authoritarian conceptual engineering. (shrink)

The claim that we live in a post-truth era has led to a significant body of work across different disciplines exploring the phenomenon. Many have sought to investigate the role of fake news in bringing about the post-truth era. While this work is important, the narrow focus on this issue runs the risk of giving the impression that it is mainly new forms of media that are to blame for the post-truth phenomenon. In this paper, we call attention to the (...) ways in which journalistic practices in traditional forms of media also play an important role in contributing to a post-truth environment. We will do so by focusing on one particular practice common in news journalism. False balance involves presenting two sides of a debate as more equal than is justified by the evidence. We will argue that although false balance does not constitute fake news, it does contribute to an environment in which truth is devalued. By obscuring what counts as evidence and who qualifies as an authority, false balance legitimizes post-truth attitudes. We finish by outlining the virtues that journalists should develop in order to guard against false balance. While fake news is made more likely when journalists possess the vices of dishonesty, prejudice or corruption, we argue that focusing too much on guarding against these vices may actually make false balance more likely. In order to be responsible gatekeepers and to avoid false balance, journalists must also develop the virtues of wisdom, vigilance, courage, care and justice. (shrink)

The detection of hate speech and fake news in political discourse is at the same time a crucial necessity for democratic societies and a challenge for several areas of study. However, most of the studies have focused on what is explicitly stated: false article information, language that expresses hatred, derogatory expressions. This paper argues that the explicit dimension of manipulation is only one – and the least problematic – of the risks of political discourse. The language of the unsaid is (...) much more dangerous and incomparably more difficult to detect, hidden in different types of fallacies and inappropriate uses of emotive language. Through a threefold coding scheme based on the instruments of argumentation theory and pragmatics, a corpus of argumentative tweets published by 4 politicians (Matteo Salvini, Donald Trump, Jair Bolsonaro, and Joseph Biden) within 6 months from their taking office (corresponding to the official end of their election campaign) is analyzed, detecting the types of argument, the fallacies, and the uses and misuses of “emotive words.” This coding results in the argumentation profiles of the speakers, which are compared statistically to show their different implicit strategies and deceptive tactics. Recently, there has been growing interest in methodological issues of non-ideal theoretical philosophy. While some explicitly commit to non-ideal theorising, others doubt that there is anything useful about the ideal/non-ideal distinction in theoretical philosophy. The aim of this paper is twofold. On the one hand, I propose a way of doing non-ideal theoretical philosophy, once we realise how limited certain idealised projects are. Since there is a big overlap between projects that are called non-ideal and applied, the second aim is (...) to distinguish between these categories in order to show that applied theoretical philosophy is only worth pursuing if it operates in a non-ideal framework. I argue that we should be pluralistic about possible non-ideal theories and view the ideal/non-ideal differences as a matter of degree, rather than kind. As an example, I show how my version of non-ideal theory is useful to a concrete debate in philosophy of language. My proposal allows us to identify already existing non-ideal approaches to linguistic meaning and encourages us to further engage in the debate on non-ideal theoretical philosophy. (shrink)

The term disinformation is generally used to refer to information that is false and harmful, by contrast with misinformation (false but harmless) and malinformation (harmful but true); disinformation is also generally understood to involve coordination and to be intentionally false and/or harmful. However, particular studies rarely apply all these criteria when discussing cases. Doing so would involve applying at least three distinct problem framings: an epistemic framing to detect that a proposition in circulation is false, a behavioural framing to detect (...) the coordinated efforts at communicating that proposition, and a security framing to identify threats or risks of harm attendant on widespread belief in the proposition. As for the question of intentionality, different kinds of clues can be picked up within each framing, although none alone is likely to be conclusive. Yet particular studies tend to centre on or prioritise a single framing. Many today aim to make policy recommendations about combatting disinformation, and they prioritise security concerns over the demands of epistemic diligence. This carries a real risk of disinformation research being ‘weaponised’ against inconvenient truths. Against combative approaches, this article argues for a critical approach which recognizes the importance of epistemic diligence and transparency about normative assumptions. (shrink)

In paradigmatic cases of subtweeting, one Twitter user critically or mockingly tweets about another person without mentioning their username or their name. In this chapter, we give an account of the strategic aims of subtweeting and the mechanics through which it achieves them. We thereby hope to shed light on the distinctive communicative and moral texture of subtweeting while filling in a gap in the philosophical literature on strategic speech in social media. We first specify what subtweets are and identify (...) the central features that give rise to their strategic mechanics. Next, we draw attention to problematic aspects of subtweeting and consider conditions under which subtweeting can be justified on moral and prudential grounds. The chapter concludes by discussing practical upshots and noting avenues for future work. (shrink)

Post-truth politics has been diagnosed as harmful to both knowledge and democracy. I argue that it can also fundamentally undermine epistemic autonomy in a way that is similar to the manipulative technique known as gaslighting. Using examples from contemporary politics, I identify three categories of post-truth rhetoric: the introduction of counternarratives, the discrediting of critics, and the denial of more or less plain facts. These strategies tend to isolate people epistemically, leaving them disoriented and unable to distinguish between reliable and (...) unreliable sources. Like gaslighting, post-truth politics aims to undermine epistemic autonomy by eroding someone’s self-trust, in order to consolidate power. Shifting the focus to the effects on the victim allows for new insights into the specific harms of post-truth politics. Applying the concept of gaslighting to this domain may also help people recognize a pernicious dynamic that was invisible to them before, giving them an important tool to resist it. (shrink)

Questo articolo prende in esame il fenomeno della proliferazione di fake news da un punto di vista filosofico—anzi, per meglio dire, prettamente epistemologico—con particolare attenzione a tre questioni fondamentali: cosa sono le fake news e come debbano essere definite; quali meccanismi ne favoriscono la proliferazione sui social media; chi debba essere ritenuto responsabile e degno di biasimo nel processo sotteso alla generazione, pubblicazione e diffusione di fake news. A partire dall'analisi dei principali lavori nella letteratura filosofica sul tema, ci proponiamo (...) di: offrire una definizione di fake news che eviti le obiezioni sollevate contro altre definizioni discusse dalla letteratura (§1); mettere in luce le principali cause della propagazione di fake news, con particolare riferimento ai bias cognitivi e alle strutture comunitarie in cui si organizzano gli utenti dei social media (§2); infine, presentare una analisi originale della responsabilità epistemica dei consumatori di fake news (§3). Philosophers and social scientists largely agree that fake news is not just necessarily untruthful, but necessarily insincere: it’s produced either with the intention to deceive or an indifference toward its truth. Against this, I argue insincerity is neither a necessary nor obviously typical feature of fake news. The main argument proceeds in two stages. The first, methodological step develops classification criteria for identifying instances of fake news. By attending to expressed theoretical and practical interests, I observe how our classification practices (...) turn on worries about fake news’s unique political-epistemic risks. From this, I argue (i) theories of fake news should capture independent mechanisms that realise these risks and (ii) the manifestation of them suffices for classifying a news story as fake news. The second step applies the classification criteria to bad science journalism. I argue the systematic epistemic faults in bad science journalism manifest the same political-epistemic risks we see in fake news, which suffices to justify classifying it as fake news. But since such faults aren’t plausibly attributed to its propagators being insincere, insincerity doesn’t function independently as a mechanism for realising fake news’s political-epistemic risks. Thus, I conclude, we should exclude insincerity from our accounts of the phenomenon. (shrink)

In the first half of this paper, I argue that group belief ascriptions are highly ambiguous. What's more, in many cases, neither the available contextual factors nor known pragmatic considerations are sufficient to allow the audience to identify which of the many possible meanings is intended. In the second half, I argue that this ambiguity often has bad consequences when a group belief ascription is heard and taken as testimony. And indeed it has these consequences even when the ascription is (...) true on the speaker's intended interpretation, when the speaker does not intend to mislead and indeed intends to cooperatively inform, and when the audience incorporates the evidence from the testimony as they should. I conclude by arguing that these consequences should lead us to stop using such ascriptions. (shrink)

Fake news is a worrying phenomenon which is growing increasingly widespread, partly because of the ease with which it is disseminated online. Combating the spread of fake news requires a clear understanding of the nature of fake news. However, the use of the term in everyday language is heterogenous and has no fixed meaning. Despite increasing philosophical attention to the topic, there is no consensus on the correct definition of “fake news” within philosophy either. This paper aims to bring clarity (...) to the philosophical debate of fake news in two ways: Firstly, by providing an overview of existing philosophical definitions and secondly, by developing a new account of fake news. This paper will identify where there is agreement within the philosophical debate of definitions of “fake news” and isolate four key questions on which there is genuine disagreement. These concern the intentionality underlying fake news, its truth value, the question of whether fake news needs to reach a minimum audience, and the question of whether an account of fake news needs to be dynamic. By answering these four questions, I provide a novel account of defining “fake news”. This new definition hinges upon the fact that fake news has the function of being deliberately misleading about its own status as news. (shrink)

The COVID-19 pandemic has been accompanied on social media by an explosion of information disorders such as inaccurate, misleading and irrelevant information. Countermeasures adopted thus far to curb these informational disorders have had limited success because these did not account for the diversity of informational contexts on social media, focusing instead almost exclusively on curating the factual content of user’s posts. However, content-focused measures do not address the primary causes of the infodemic itself, namely the user’s need to post content (...) as a way of making sense of the situation and for gathering reactions of consensus from friends. This paper describes three types of informational context—weak epistemic, strong normative and strong emotional—which have not yet been taken into account by current measures to curb down the informational disorders. I show how these contexts are related to the infodemic and I propose measures for dealing with them for future global crisis situations. (shrink)

The complex issue of fake news has been approached extensively by many disciplines in academia. Despite this variety of approaches, the concept of fake news still lacks a reasonable degree of definitional unicity. This paper critically analyzes a sample of definitions from the current literature. By diving into the set of definitions, it will exhibited a total of ten necessary conditions that scholars generally consider: imitation, falsity, deception, bullshit, purpose, morality, assessability, virality, channel, and appeal. Current definitions of fake news (...) have certain blindspots and leave too much leeway for interpretation. This leeway is utterly problematic because it creates a grey zone in which articles are left stranded halfway between fake news and factual news articles. However, it has the crucial advantage of opening up new epistemic paths of inquiry regarding fake news. As a conclusion, we will summarize the conditions one can accept or reject to define fake news. The Implementation Problem for conceptual engineering is, roughly, the problem conceptual engineers face when attempting to bring about the conceptual change they support. An important aspect of this problem concerns the extent to which attempting to implement concepts can lead to unintended negative consequences. Not only can conceptual engineers fail to implement their proposals, but their interventions can produce outcomes directly counter to their goals. It is therefore important to think carefully about the prospect of attempted implementation leading to unintended (...) negative consequences: what sort of negative consequences can conceptual engineers expect? Are some forms of conceptual engineering more likely than others to lead to such consequences? And is conceptual engineering still viable even given the risk of such consequences? This paper addresses such questions. I begin by outlining different forms of conceptual engineering (Section 1), before examining how they can produce unintended negative consequences (Section 2). I then discuss some implications of the fact that attempted implementation can produce unintended negative consequences, suggesting that, among other things, some forms of conceptual engineering are less viable than others (Section 3). I conclude, though, by considering some of the ways in which conceptual engineering is nonetheless a worthwhile pursuit (Section 4). (shrink)

Science is our most reliable producer of knowledge. Nonetheless, a significant amount of evidence shows that pluralities of members of publics question a variety of accepted scientific claims as well as policies and recommendation informed by the scientific evidence. Scientific misinformation is considered to play a central role in this state of affairs. In this paper, I challenge the emphasis on misinformation as a primary culprit on two grounds. First, the phenomenon of misinformation is far less clear than what much (...) discussion about the topic would lead one to believe. The evidence regarding the amount of misinformation that exits as well as its role in people’s harmful behaviors is at best conflicting and at worst completely useless. Second, the prominence given to misinformation and its harms on people’s behaviors disregards the role of values in policymaking and treats scientific information as if it were the only information necessary to make policy decisions. At a minimum, these problems call for caution regarding the emphasis on this phenomenon. After all, if the problem is incorrectly diagnosed, the solutions that are being offered to address the problem of misinformation are bound to at best inadequate and at worst dangerous. (shrink)

The central thesis of this paper is that fake news and related phenomena serve as defeaters for knowledge transmission via journalistic channels. This explains how they pose a threat to democracy; and it points the way to determining how to address this threat. Democracy is both intrinsically and instrumentally good provided the electorate has knowledge (however partial and distributed) of the common good and the means of achieving it. Since journalism provides such knowledge, those who value democracy have a reason (...) to protect it. Hostile agents, however, can undermine both the effectiveness of democratic decision-making and faith in democracy itself, by deliberately promulgating fake news and hyper-partisan views; moreover, these effects can come about unintentionally on social media. I conclude that we may need to change, not just the way we process information online, but also the informational environment in which we operate. (shrink)

This paper introduces three new concepts: epistemic health, epistemic immunity, and epistemic inoculation. Epistemic health is a measure of how well an entity (e.g. person, community, nation) is functioning with regard to various epistemic goods or ideals. It is constituted by many different factors (e.g. possessing true beliefs, being disposed to make reliable inferences), is improved or degraded by many different things (e.g. research funding, social trust), and many different kinds of inquiry are relevant to its study. Epistemic immunity is (...) the robustness with which an entity is resistant to performing certain kinds of epistemic activity, such as questioning certain ideas, believing certain sources, or making certain inferences. Epistemic inoculation occurs when social, political or cultural processes cause an entity to become immune to engaging in certain epistemic activities. After outlining each of these concepts, we close by considering some of the risks associated with attempts to improve others’ epistemic health. (shrink)

If political fake news is a serious concern for democratic politics, no less worrisome is scientific news with patently distorted content. Prima facie, scientific misinformation partially escapes the definition of fake news provided by empirical and philosophical analysis, mainly patterned after political disinformation. Most notably, we aim to show that people are often unaware not only of disseminating, but also of producing false or misleading information. However, by leveraging the philosophical and psychological literature, we advance some reasons for keeping scientific (...) misinformation under the same umbrella, broadening the definition of fake news in order to account for it as well. In concluding, we shall advance some ideas on how to reform scientific communication, which may help to address the issue of scientific misinformation. (shrink)

It is often claimed that epistemic bubbles and echo chambers foster post-truth by filtering our access to information and manipulating our epistemic attitude. In this paper, I try to add a further level of analysis by adding the issue of belief formation. Building on cognitive psychology work, I argue for a dual-system theory according to which beliefs derive from a default system and a critical system. One produces beliefs in a quasi-automatic, effortless way, the other in a slow, effortful way. (...) I also argue that digital socio-epistemic environments tend to inculcate disvalues in their agent's epistemic identity, a process that causes the cognitive shortcircuits typical of conspiracy theories. The central claim of this article is that post-truth requires a political and socio-economical perspective, rather than a moral or epistemological one. The article consists of two parts. The first part offers a critical examination of the dominant analyses of post-truth in terms of shifting standards of the origin and the evaluation of facts. Moreover, the claim that postmodernism is the cause of post-truth is examined and refuted. In the second part an alternative perspective is developed, centring around the notion (...) of gatekeepers. Rather than linking post-truth to bullshit and postmodernism, it should be understood as a symptom of a contemporary shift in the gatekeepers of truth and knowledge. Knowledge and truth are always mediated in society through the hands of gatekeeping institutions such as journalism or science. Post-truth is a symptom of a broader transformation of the gatekeeping institutions of our current society. It therefore requires a political philosophy of these institutional shifts and the new risks they involve. (shrink)
