A widespread assumption in debates about trust and trustworthiness is that the evaluative norms of principal interest on the trustor’s side of a cooperative exchange regulate trusting attitudes and performances whereas those on the trustee’s side regulate dispositions to respond to trust. The aim here will be to highlight some unnoticed problems with this asymmetrical picture – and in particular, how it elides certain key evaluative norms on both the trustor’s and trustee’s side the satisfaction of which are critical to (...) successful cooperative exchanges – and to show that a symmetrical, ‘achievement-first’ approach to theorising about trust and trustworthiness (and their relation to each other) has important advantages by comparison. The view I develop is guided by a structural analogy with practical reasoning. Just as practical reasoning is working as it should only when there is realisation (knowledge and action) of states (belief and intention) with reverse directions of fits (mind-to-world and world-to-mind), likewise, cooperation between trustor and trustee is functioning as it should only when there is an analogous kind of realisation on both sides of the cooperative exchange – viz., when the trustor ‘matches’ her achievement in trusting (an achievement in fitting reliance to reciprocity) with the trustee’s achievement in responding to trust (an achievement in fitting reciprocity to reliance). An upshot of viewing cooperation between trustor and trustee as exhibiting achievement-theoretic structure is that we will be better positioned to subsume trustworthiness (and its cognates on the trustee’s side), like trust, under a wider suite of evaluative norms that regulate attempts, dispositions, and achievements symmetrically on both sides of a cooperative exchange, with ‘matching achievements’ as the gold standard. In this paper, I will identify two problems of trust in an AI-relevant context: a theoretical problem and a practical one. I will identify and address a number of skeptical challenges to an AI-relevant theory of trust. In addition, I will identify what I shall term the ‘scope challenge’, which I take to hold for any AI-relevant theory of trust that purports to be representationally adequate to the multifarious forms of trust and AI. Thereafter, I will suggest how trust-engineering, a (...) position that is intermediate between the modified pure rational-choice account and an account that gives rise to trustworthy AI, might allow us to address the practical problem of trust, before identifying and critically evaluating two candidate trust-engineering approaches. What is epistemic self-trust? There is a tension in the way in which prominent accounts answer this question. Many construe epistemic trust in oneself as no more than reliance on our sub-personal cognitive faculties. Yet many accounts – often the same ones – construe epistemic trust in others as a normatively laden attitude directed at persons whom we expect to care about our epistemic needs. Is epistemic self-trust really so different from epistemic trust in others? I argue that it is (...) not. We certainly do rely on our cognitive faculties to achieve epistemic ends; but I argue that we also have the normatively rich sort of epistemic trust in ourselves. Moreover, there is a theoretical need for this normatively rich notion of epistemic self-trust: positing it yields the best account of how we secure important epistemic goods, including knowledge and recognition as knowers. I argue this by giving an account of epistemic trust in others and showing that it can be generalized to epistemic trust in oneself. (shrink)

This chapter explores properties that bind individuals, knowledge, and communities, together. Section ‎‎1 introduces Hardwig’s argument from trust in others’ testimonies as entailing that trust is the glue ‎that binds individuals into communities. Section 2 asks “what grounds trust?” by exploring assessment ‎of collaborators’ explanatory responsiveness, formal indicators such as affiliation and credibility, ‎appreciation of peers’ tacit knowledge, game-theoretical considerations, and the role moral character ‎of peers, social biases, and social values play in grounding trust. Section 3 deals with establishing (...) ‎reliability standards for formation and breaching of trust. Different epistemic considerations and their ‎underpinning of inductive risks are examined through various communication routes within a ‎discipline, between disciplines, and to the public. Section 4 examines whether a collective entity can ‎be trusted over and above trust that is given to its individual members. Section 5 deals with the roles ‎technological artifacts play in distributed research and collective knowledge. It presents the common ‎view in which genuine trust cannot, in principle, be accorded to artifacts, so as an opposite view. We ‎show that what counts as a genuine object of trust is relevant to debates about the boundaries of ‎collective agency and as a criterion for extended cognitive systems.‎. (shrink)

Trust is a topic of longstanding philosophical interest. It is indispensable to every kind of coordinated human activity, from sport to scientific research. Even more, trust is necessary for the successful dissemination of knowledge, and by extension, for nearly any form of practical deliberation and planning. Without trust, we could achieve few of our goals and would know very little. Despite trust’s fundamental importance in human life, there is substantial philosophical disagreement about what trust is, and further, how trusting is (...) normatively constrained and best theorized about in relation to other things we value. This entry is divided into three sections, which explore key (and sometimes interconnected) ethical and epistemological themes in the philosophy of trust: (1) The Nature of Trust; (2) The Normativity of Trust, and (3) The Value of Trust. A bi-level account of trust is developed and defended, one with relevance in ethics as well as epistemology. The proposed account of trust—on which trusting is modelled within a virtue-theoretic framework as a performance-type with an aim—distinguishes between two distinct levels of trust, apt and convictive, that take us beyond previous assessments of its nature, value, and relationship to risk assessment. While Ernest Sosa (2009; 2015; 2017), in particular, has shown how a performance normativity model may be fruitfully applied to (...) belief, my objective is to apply this kind of model in a novel and principled way to trust. I conclude by outlining some of the key advantages of the performance-theoretic bi-level account of trust defended over more traditional univocal proposals. (shrink)

When a society is characterized by a climate of distrust, how does this impact the professional practices of news journalism? I focus on the practice of balance, or fair presentation of both sides in a story. I articulate a two-step model of how trust modulates the acceptance of tes-timony and draw out its implications for justifying the practice of balance.

Considerable policy and scholarly interest in the treatment of long-term prisoners in conditions of high security existed throughout the 1970s to 1990s, often precipitated by major calamitous events. It has been a major theme of official discourse on the treatment of long-term prisoners since then that ‘a viable life’ and the preservation of dignity are important principles to adhere to in policy and practice. This morality is under threat.

Faith in the sense of trust in God is discussed as a somewhat extreme case of trust. Trust in general is understood as an emotional attitude and determined by the way a trusting person perceives the world and the person trusted. Interpersonal trust as the most common form of trust is characterized by connectedness - the trusted person is perceived as acting according to norms, values or goals shared by the trusting person - and by a participant attitude in the (...) sense of Strawson. Trust in God differs essentially from ordinary interpersonal trust, as the asymmetrical relationship between God and a faithful person does not allow for sharing a normative basis of conduct in the strict sense of „sharing“. Therefore, trust in God is ‚categorical‘ in character: the faithful person acknowledges God’s will as the ultimate and binding standard of normative value. Whatever happens, the faithful person perceives it as an expression of God’s will, and, thus, as ‚good‘. (shrink)

In this essay, I review some results that suggest that rational choice theory has interesting things to say about the virtues. In particular, I argue that rational choice theory can show, first, the role of certain virtues in a game-theoretic analysis of norms. Secondly, that it is useful in the characterization of these virtues. Finally, I discuss how rational choice theory can be brought to bear upon the justification of these virtues by showing how they contribute to a flourishing life. (...) The many well-publicized food scandals in recent years have resulted in a general state of vulnerable trust. As a result, building consumer trust has become an important goal in agri-food policy. In their efforts to protect trust in the agricultural and food sector, governments and industries have tended to consider the problem of trust as merely a matter of informing consumers on risks. In this article, we argue that the food sector better addresses the problem of trust from the perspective (...) of the trustworthiness of the food sector itself. This broad idea for changing the focus of trust is the assumption that if you want to be trusted, you should be trustworthy. To provide a clear understanding of what being trustworthy means within the food sector, we elaborate on both the concept of trust and of responsibility. In this way we show that policy focused on enhancing transparency and providing information to consumers is crucial, but not sufficient for dealing with the problem of consumer trust in the current agri-food context. Abstract The article sketches a theoretical model which explains how it is possible that fundamentalist beliefs can emerge as a result of an individual rational adaptation to the context of special living conditions. The model is based on the insight that most of our knowledge is acquired by trusting the testimony of some kind of authority. If a social group is characterized by a high degree of mistrust towards the outer society or other groups, then the members of this group (...) will rely solely on the authorities of their own group for their acquisition of knowledge. In this way they can adopt a corpus of beliefs which may seem absurd from an external point of view. However, they may be locked in a “fundamentalist equilibrium” in which particularistic trust, common sense plausibility, epistemic seclusion, social isolation and fundamentalist beliefs are mutually reinforcing - and in which individuals who adopt the “fundamentalist truths” of their group do not behave more irrationally than individuals in an open society who accept the “enlightened” worldview of their culture. In this paper, I shall argue that things are not as they appear. Not only is it possible for a person to inquire into whether p while trusting someone that p, it is very often rational. The social capital literature has focused on the functional and structural properties of social relations, partially neglecting the way in which they are experienced by individuals. Drawing on anthropological and social theory, this article distinguishes two ideal-typical forms of social capital — reciprocity and trust — based on the meaning of the social relations that embed them. Reciprocity is the type of social capital embedded within personal relations, triply defined in the factual, social and temporal dimensions by co-presence, reciprocity and (...) memory, respectively. Trust is the type of social capital embedded within relations with strangers, defined by the condition of impersonality or anonymity. These two types of social capital cannot be reduced to extremes in a continuum, nor are they fungible, and while reciprocity is by definition particularistic (this is the source of its strength as a linking mechanism), trust has a universalistic potential. This article offers a critical analysis of David Miller’s proposal that liberal immigration policies should be conceptualized in terms of a quasi-contract between receiving nations and immigrant groups, designed to ensure both that cultural diversity does not undermine trust among citizens and that immigrants are treated fairly. This proposal fails to address sufficiently two related concerns. Firstly, an open-ended, quasi-contractual requirement for cultural integration leaves immigrant groups exposed to arbitrary critique as insufficiently integrated and unworthy of trust as citizens. Secondly, (...) the focus on national culture instead of citizenship obfuscates the close link between political membership and political trustworthiness. An examination of two models of interpersonal trust, affective and cognitive,shows that there is no room for the mid-way position associated with a quasi-contract. The effect of grounding political trust in a shared national culture instead of democratic institutions is to normalize the domination of immigrants and citizens alike. (shrink)

Across the management, social science, and business ethics literatures, and in much of the philosophy literature, trust is characterized as a disposition to act given epistemic states—beliefs and/or expectations about others and about the risks involved. This characterization of trust is best thought of as epistemological because epistemic states distinguish trust from other dispositions. The epistemological characterization of trust is the amoral one referred to in the title of this paper, and we argue that this characterization is conceptually inadequate. We (...) outline and defend an alternative conception of trust as a moral phenomenon: when A trusts B to do something, A invites B to acknowledge and accept an obligation; when B accepts the invitation, B takes on an obligation; in that way trust creates an obligation. We conclude with an application, drawing out the difference between the epistemological conception of trust and our own in the context of Ghoshal et al.'s (Sloan Management Review 40:9—20, 1995, Academy of Management Learning & Education 4:75—91, 2005) critique of transaction cost theories of the firm. The essay considers what respect demands and what trust demands when one person trusts another. What respect requires in responding to trust is substantial but limited, ranging from the sharply proscriptive to the mildly prescriptive. What trust requires is, in a sense, unlimited, its content depending on the extent to which the person who trusts, and more importantly the person who is trusted, seek to build a relationship characterised by trust and trustworthiness.

This paper defends a distinctly liberal approach to public health ethics and replies to possible objections. In particular, I look at a set of recent proposals aiming to revise and expand liberalism in light of public health's rationale and epidemiological findings. I argue that they fail to provide a sociologically informed version of liberalism. Instead, they rest on an implicit normative premise about the value of health, which I show to be invalid. I then make explicit the unobvious, republican background (...) of these proposals. Finally, I expand on the liberal understanding of freedom as non-interference and show its advantages over the republican alternative of freedom as non-domination within the context of public health. The views of freedom I discuss in the paper do not overlap with the classical distinction between negative and positive freedom. In addition, my account differentiates the concepts of freedom and autonomy and does not rule out substantive accounts of the latter. Nor does it confine political liberalism to an essentially procedural form. (shrink)

This paper considers a recent U.K. legal dispute where a supplier sued a large organization, which had been a long-term customer, for breach of implied contract. It uses this case to discuss aspects of the nature of trust between organizations. The discussion encompasses a consideration of the distinction between trust and reliability; and, why the concept of blanket trust is not helpful. In conclusion, by contrasting business-to-business and personal relationships, the paper suggests that firms in their relationships with other institutions (...) should never follow an unquestioning form of strong trust. Trust and monitoring are traditionally antithetical concepts. Describing trust as a property of a relationship of reliance, we introduce a theory of trust and monitoring, which uses mathematical models based on two classes of functions, including _q_-exponentials, and relates the levels of trust to the costs of monitoring. As opposed to several accounts of trust that attempt to identify the special ingredient of reliance and trust relationships, our theory characterizes trust as a quantitative property of certain relations of reliance that (...) can be quantified and expressed as a scalar quantity. Our theory is applicable to both human–human and human–artificial agent interactions, as it is agnostic with respect to the concrete realization of trustworthiness properties, and is compatible with many views differing on which properties contribute to trust and trustworthiness. Finally, as our mathematical models make the quantitative features of trust measurable, they provide empirical studies on trust with a rigorous methodology for its measurement. (shrink)

I argue for the role of trust and cooperation as part of the foundation of digital commerce by expanding the reach of the Integrative Social Contract Theory of Donaldson and Dunfee. I propose that a digital business community can be a community in the morally relevant ways that Donaldson and Dunfee describe, and that the basic framework of ISCT can apply to the digital business world similarly to its application in the offline business world. I then analyze the roles of (...) trust and cooperation in e-commerce, showing how they are important to the digital business community and explaining their moral relevance under a digital form of ISCT. I use the ISCT framework to show that trust and cooperation are an instantiation of the hypernorm of necessary social efficiency, and that authentic microsocial norms developed for the ends of trust and cooperation carry moral responsibility. Two widespread assumptions concerning networks, including guanxi networks, are that they function in terms of trust relations and that their structure is dyadic. This article subjects both assumptions to critical assessment and proposes alternative formulations. When the distinctions between trust and trustworthiness and between trust and assurance are made, then broader understandings of guanxi relationships emerge. The article shows that the assurance mechanism of guanxi is public exposure of transgressions against network norms, leading to the transgressor’s loss of face (mianzi). (...) The necessity of third-party intervention of this type, typically but not exclusively through gossip, indicates the triadic rather than dyadic structure of guanxi relationships when sanction of reputation is included in the conceptualization of guanxi. Changes in guanxi during economic transition in China, from strong-to weaker-tie associations, require careful consideration of the changing nature of the mechanisms of face-loss. (shrink)

Pettit presents a selection of essays touching upon metaphysics, philosophical psychology, and the theory of rational regulation. The first part of the book discusses the rule-following character of thought. The second considers how choice can be responsive to different sorts of factors, while still being under the control of thought. The third examines the implications of this view of choice and rationality for the normative regulation of social behavior.

There have two recent challenges to the orthodoxy that ‘X trusts Y to ø’ is the fundamental notion of trust. Domenicucci and Holton maintain that trust, like love and friendship, is fundamentally two-place. Paul Faulkner argues to the more radical conclusion that the one-place ‘X is trusting’ is explanatorily basic. I argue that ‘X trusts Y in domain D’ is the explanatorily basic notion. I make the case that only by thinking of trust as domain-specific can we make sense of (...) the relationships between trust and belief in goodwill, trust and distrust, and trust and trustworthiness. In addition, by modeling trust as essentially domain-specific we can account for the way in which wise trust in others is finely discriminating. (shrink)

Trusting someone in an intuitive, rich sense of the term involves not just relying on that person, but manifesting reliance on them in the expectation that this manifestation of reliance will increase their reason and motive to prove reliable. Can trust between people be formed on the basis of Internet contact alone? Forming the required expectation in regard to another person, and so trusting them on some matter, may be due to believing that they are trustworthy; to believing that they (...) seek es teem and will be rationally responsive to the good opinion communicated or promised by an act of trust; or to both factors at once. Neither mechanism can rationally command confidence, however, in the case where people are related only via the Internet. This paper addresses two research questions. The first is theoretical: What is trust? In the first half of this paper we present a distinctive tripartite analysis. We describe three attitudes, here called reliance, specific trust and general trust, each of which is characterised and illustrated. We argue that these attitudes are related, but not reducible, to one another. We suggest that the current impasse in the analysis of trust is in part due to the fact that some writers allude to (...) these distinctions, but unclearly so, whilst others elide them altogether. The second research question focuses on doctor–patient interaction. Trust is often said to be central in medical encounters but this strikes us as too vague. The success of doctor–patient relations in part depends on adopting the most appropriate of the three attitudes we delineate. We argue that reliance is the appropriate attitude for most medical encounters. When circumstances do require trust, the distinction between specific trust and general trust is crucial. We describe medical encounters requiring specific trust. General trust is less often required in medicine; but it is appropriate in some cases and, when called for, it is called for strongly. The exercise of identifying lessons in the aftermath of a major public health emergency is of immense importance for the improvement of global public health emergency preparedness and response. Despite the persistence of the Ebola Virus Disease outbreak in West Africa, it seems that the Ebola ‘lessons learned’ exercise is now in full swing. On our assessment, a significant shortcoming plagues recent articulations of lessons learned, particularly among those emerging from organizational reflections. In this article we argue that, despite not (...) being recognized as such, the vast majority of lessons proffered in this literature should be understood as ethical lessons stemming from moral failures, and that any improvements in future global public health emergency preparedness and response are in large part dependent on acknowledging this fact and adjusting priorities, policies and practices accordingly such that they align with values that better ensure these moral failures are not repeated and that new moral failures do not arise. We cannot continue to fiddle at the margins without critically reflecting on our repeated moral failings and committing ourselves to a set of values that engenders an approach to global public health emergencies that embodies a sense of solidarity and global justice. The measure of trust that people vest in their fellow citizens or institutions depends on three factors: the `reflected trustworthiness' of the target as estimated by themselves in a more or less rational manner, the attitude of `basic trustfulness' deriving from socialization, and the `culture of trust' pervading their society and normatively encouraging the trusting orientation. The author presents a model of a structural context conducive for the emergence of the culture of trust, and then argues that democratic organization contributes (...) to trust-generating conditions, such as normative certainty, transparency, stability, and accountability. This influence is found to be doubly paradoxical. First, democracy breeds the culture of trust by institutionalizing distrust at many levels of democratic organization. And second, the strongest influence of democracy on the culture of trust may be expected when the institutionalized distrust remains a resource used sparingly and only when there appear significant breaches of trust. This paper proposes freedom as the condition of possibility for the construction of trust in human relationships. The methodology used is a review of the scientific literature of the most recent moral and political philosophy. As a result of the dialogue between different positions, it is discovered that freedom, despite being present in the act of trust, is forgotten in the discussion around trust, a forgetfulness that has as its main causes the assumption that trust is natural and the confusion (...) between the propensity to trust and the act of trusting. All this leads to proposing an approach of the act of trusting that starts from the freedom of the trustee and the trustor. (shrink)

Trust is a key term in social sciences and organizational research. Trust as well is a term that originates from and speaks to our human relational experience. The first part of the paper explores trust as it is interpreted within contemporary sociology and organizational research, and systematically questions five basic assumptions underlying the interpretation of trust in organizational research. The last part of the paper reviews selected phenomenological methodological studies of trust in work life situations, in a quest for how (...) experiential trust can emerge and be studied in professional organizations. We suggest looking for the “in-betweens” or spaces of possibilities within organizational structures, roles and tasks for emerging, experiential trust. (shrink)

Natural disasters, technological disasters, and terrorist attacks have an extensive aftermath, often involving society’s institutions such as the legal system and the police. Victims’ perceptions of institutional trustworthiness may impact their potential for healing. This cross-sectional study investigates institutional trust, health, and social support in victims of a disaster that occurred in 1990. We conducted face-to-face interviews with 184 survivors and bereaved, with a 60% response rate 26 years after the disaster. Levels of trust in the police and in the (...) justice system were compared with general population data. We assessed the relationships between institutional trust and current psychological distress, social support, and quality of life. The levels of trust in the police and in the justice system were notably lower in survivors and bereaved than in the general population. Among the victims, low institutional trust was associated with more mental health problems, poorer social support, more barriers to seeking social support, and a lower quality of life. Lost trust in the aftermath of a disaster may perhaps never be restored and the lack of trust may act to strengthen or maintain health problems. An exclusively individualistic approach to trauma and disaster may miss out on the opportunities for promoting health and wellbeing that lies within the larger societal structures. Decision-makers should take this information into account, and acknowledge the potential long-term consequences of institutional performance in the aftermath of a disaster. (shrink)
