Collingridge’s dilemma is one of the most well-established paradigms presenting a challenge to Technology Assessment (TA). This paper aims to reconstruct the dilemma from an analytic perspective and explicates three assumptions underlying the dilemma: the temporal, knowledge and power/actor assumptions. In the light of the recent transformation of the science, technology and innovation system—in the age of technoscience —these underlying assumptions are called into question. The same result is obtained from a normative angle by Collingridge himself; he criticises the dilemma (...) and advances concepts on how to keep a technology controllable. This paper stresses the relevance of the dilemma and of Collingridge’s own ideas on how to deal with the dilemma. Today, a positive interpretation of technoscience for effective TA is possible. In this paper, I delineate the first pages of a philosophical genealogy which outlines the cornerstones of a philosophy of bio-technical forms. In so doing, the essay contributes to the philosophical understanding of some key scientific concepts. In particular, it analyses the philosophical and historical preconditions, the epistemic assumptions, as well as the ontological commitments of the concept of form as used in digital design and in bionics. In the first section, I investigate Ernst Kapp’s philosophy of technical forms. In (...) the second section, I analyse the emergence of biotechnology, today’s bionics, as an independent technical discipline. At the beginning of the 20th century, the Austro-Hungarian botanist Raoul Heinrich Francé (1874–1943) founded this discipline with the aim of imitating the technical solutions chosen by nature. In the conclusion, I draw broader conclusions about the philosophy of bio-technical forms. Particularly, I argue, first, that the role of materiality and form-intrinsic propriety is of central importance in processes of form design. Second, I define morphology as a theory of possible constructions of forms in space and not, as in evolutionary biology, a science of the changes of forms in time. This characterises what I have called the ontological turn in form-design disciplines: nature operates technically to conceive new forms. (shrink)

Synthetic biology is regarded as one of the key technosciences of the future. The goal of this paper is to present some fundamental considerations to enable procedures of a technology assessment of synthetic biology. To accomplish such an early “upstream” assessment of a not yet fully developed technology, a special type of TA will be considered: Prospective TA. At the center of ProTA are the analysis and the framing of “synthetic biology,” including a characterization and assessment of the technological core. (...) The thesis is that if there is any differentia specifica giving substance to the umbrella term “synthetic biology,” it is the idea of harnessing self-organization for engineering purposes. To underline that we are likely experiencing an epochal break in the ontology of technoscientific systems, this new type of technology is called “late-modern technology.” —I start this paper by analyzing the three most common visions of synthetic biology. Then I argue that one particular vision deserves more attention because it underlies the others: the vision of self-organization. I discuss the inherent limits of this new type of late-modern technology in the attempt to control and monitor possible risk issues. I refer to Hans Jonas’ ethics and his early anticipation of the risks of a novel type of technology. I end by drawing conclusions for the approach of ProTA towards an early societal shaping of synthetic biology. (shrink)

Die Simmel-Cassirer-Kontroverse behandelt den grundlegenden technikphilosophischen Gegensatz zwischen Kulturpessimismus und Kulturoptimismus. Diesen virtuellen Dialog beider Denker arbeitet Oliver Honer neu auf und entwickelt in einem aufsteigenden Reflexionsgang die Simmel'sche Rede von der »kulturellen Logik der Objekte« zum Begriff. Damit modelliert er das Verhältnis agierender Individuen zu ihren jeweiligen Möglichkeitsräumen und zeigt deren prekären Subjektstatus in diesen Räumen auf. Die dabei freigelegten Verhältnisse eröffnen angesichts technisch induzierter Eigenlogiken neue Wege einer dialektischen Kulturkritik.

This article discusses the epistemology of design as a process, arguing specifically that sketching and drawing are essential modes of thinking and reasoning. It demonstrates that the commonly accepted notion of a spontaneous and intuitive vision in the mind’s eye—encapsulated in the cliché of the napkin sketch—obscures the exploratory inferences that are made while scribbling with a pencil on a sheet of paper. The draughtsperson, along with their work tools, modes of notation, specific techniques, and epistemic strategies as well as (...) the resulting design artefacts form milieus of reflection that facilitate complex processes of exploration. Case studies, including the genesis of the Mini by Alec Issigonis, samples of work by Alvar Aalto, and a reinterpretation of student sketches from a classical design study by Gabriela Goldschmidt, serve to illustrate how drawing inferences with pencil and paper occurs. The objective of this paper is to contribute to the expanding discourse on conceptual elements of TA. As a point of departure, it takes the recent transformation of the science, technology and innovation system ( technoscience ). We will show that the age of technoscience can be regarded as presenting not only a challenge, but also a chance and opportunity for TA. Embracing this opportunity, however, implies imposing several requirements on TA. In order to specify these requirements and to foster (...) the ongoing discourse on the foundations of TA, this paper suggests a programmatic term: prospective technology assessment (ProTA). This term is intended mainly as a reflection framework, aimed at providing an extension and complement—and not a replacement—of well-established TA concepts. Three requirements for ProTA are sketched: (1) early stage orientation—the temporal dimension, (2) intention and potential orientation—the knowledge dimension, (3) shaping orientation—the power/actor dimension. Examples from fusion and nano research will illustrate the need for ProTA, as well as its specific focus. The paper concedes that ProTA is in its infancy and that there is a clear need for further clarification. (shrink)

It is common today to see the world as increasingly unpredictable, and to see that unpredictability as a major source of anxiety. Many of the proposed cures for that anxiety, such as systems like Memex and MyLifeBits, have sought solutions in systems that collect and store a thorough record of events, at a scale from the personal to the global. There the solution to anxiety lies in the ability to play back the record, to turn back the clock and be (...) there then. Both this anxiety and its solution are best seen not simply as remedies for an immediate problem-of terrorism, for example-but rather as evidence of a more deep-seated set of cultural changes, which emerged early in the twentieth century. Paradoxically, the technological solutions offered, whatever the scale, embody the very thing, a lack of a connection to a community, that is both the source of the anxiety and a fundamental impediment to its elimination.
