Karl Popper is famous for having proposed that science advances by a process of conjecture and refutation. He is also famous for defending the open society against what he saw as its arch enemies – Plato and Marx. Popper’s contributions to thought are of profound importance, but they are not the last word on the subject. They need to be improved. My concern in this book is to spell out what is of greatest importance in Popper’s work, what its failings (...) are, how it needs to be improved to overcome these failings, and what implications emerge as a result. The book consists of a collection of essays which dramatically develop Karl Popper’s views about natural and social science, and how we should go about trying to solve social problems. Criticism of Popper’s falsificationist philosophy of natural science leads to a conception of science that I call aim-oriented empiricism. This makes explicit metaphysical theses concerning the comprehensibility and knowability of the universe that are an implicit part of scientific knowledge – implicit in the way science excludes all theories that are not explanatory, even those that are more successful empirically than accepted theories. Aim-oriented empiricism has major implications, not just for the academic discipline of philosophy of science, but for science itself. Popper generalized his philosophy of science of falsificationism to arrive at a new conception of rationality – critical rationalism – the key methodological idea of Popper’s profound critical exploration of political and social issues in his The Open Society and Its Enemies, and The Poverty of Historicism. This path of Popper, from scientific method to rationality and social and political issues is followed here, but the starting point is aim-oriented empiricism rather than falsificationism. Aim-oriented empiricism is generalized to form a conception of rationality I call aim-oriented rationalism. This has far-reaching implications for political and social issues, for the nature of social inquiry and the humanities, and indeed for academic inquiry as a whole. The strategies for tackling social problems that arise from aim-oriented rationalism improve on Popper’s recommended strategies of piecemeal social engineering and critical rationalism, associated with Popper’s conception of the open society. This book thus sets out to develop Popper’s philosophy in new and fruitful directions. The theme of the book, in short, is to discover what can be learned from scientific progress about how to achieve social progress towards a better world. (shrink)

In September 2007, more than 100 philosophers came to Prague with the determination to approach Karl Popper's philosophy as a source of inspiration in many areas of our intellectual endeavor. This volume is a result of that effort.

Alan Musgrave is one of the foremost contemporary defenders of scientific realism. He is also one of the leading exponents of Karl Popper’s critical rationalist philosophy. In this paper, my main focus will be on Musgrave’s realism. However, I will emphasize epistemological aspects of realism. This will lead me to address aspects of his critical rationalism as well.

This thesis aims to develop a psychologically plausible account of concepts by integrating key insights from philosophy (on the metaphysical basis for concept possession) and psychology (on the mechanisms underlying concept acquisition). I adopt an approach known as informational atomism, developed by Jerry Fodor. Informational atomism is the conjunction of two theses: (i) informational semantics, according to which conceptual content is constituted exhaustively by nomological mind–world relations; and (ii) conceptual atomism, according to which (lexical) concepts have no internal structure. I (...) argue that informational semantics needs to be supplemented by allowing content-constitutive rules of inference (“meaning postulates”). This is because the content of one important class of concepts, the logical terms, is not plausibly informational. And since, it is argued, no principled distinction can be drawn between logical concepts and the rest, the problem that this raises is a general one. An immediate difficulty is that Quine’s classic arguments against the analytic/synthetic distinction suggest that there can be no principled basis for distinguishing content-constitutive rules from the rest. I show that this concern can be overcome by taking a psychological approach: there is a fact of the matter as to whether or not a particular inference is governed by a mentally-represented inference rule, albeit one that analytic philosophy does not have the resources to determine. I then consider the implications of this approach for concept acquisition. One mechanism underlying concept acquisition is the development of perceptual detectors for the objects that we encounter. I investigate how this might work, by drawing on recent ideas in ethology on ‘learning instincts’, and recent insights into the neurological basis for perceptual learning. What emerges is a view of concept acquisition as involving a complex interplay between innate constraints and environmental input. This supports Fodor’s recent move away from radical concept nativism: concept acquisition requires innate mechanisms, but does not require that concepts themselves be innate. (shrink)

Has the theory of rationality as ‘openness to criticism’ solved the problem of ‘rational belief in reason’? This is the main question the present article intends to address. I respond to this question by arguing that the justified true belief account of knowledge has prevented Karl Popper’s critical and William Bartley’s pan-critical rationalism from solving the problem of rational belief in reason. To elaborate this response, the article presents its arguments in three stages: First, it argues that the idea of (...) objective knowledge as justified true belief leads to the equation of objective knowledge with justification. Hence, if we base the theory of critical rationalism, as openness to criticism, upon such a conception of knowledge, our theory of rationality involves in infinite regress of proofs. Second, it argues that Popper describes critical rationalism as an ‘irrational attitude’ of openness to criticism because the rationalist cannot justify his belief in reason by argument or experience. Thus, since Popper assumes that ‘a belief in reason’ must be justified in order to be ‘rational’ he cannot lead to a solution for the problem of rational belief in reason. Third, it argues that, like Popper’s critical rationalism, Bartley’s pan-critical rationalism originates in the justified true belief account of knowledge, however, not because Bartley defines critical rationalism as irrational faith in reason, but because his theory does not tell us how an ‘open’ belief in reason is to be refuted logically. The reason for this failure is that Bartley uses Popper’s epistemology of science to define the conception of criticism. While Popper and Bartley are recognized as the non-justificationist philosophers of science and rationality, this article tries to reveal that the idea of objective knowledge as justified true belief has prevented them from showing how ‘a rational belief in reason’ can be defended by argument. This article initially presents Ernst Mach's anti-realist or instrumentalist stance that underpin his opposition to atomism and reveal his idea that science should be based totally on objectively observable facts. Then, the details of Mach's phenomenalist arguments which recognize only sensations as real are revealed. Phenomenalist thought is not compatible with the idea of realism, which evaluates unobservable entities such as atom, molecule and quark as mind-independent things. In this context, Mach considers the atom as a thought symbol or a (...) metaphysical fiction. This results in the idea that the existence of matter or entity is not independent of the perceiving minds, which is considered Mach’s subjective idealism. As a result of these arguments, the article argues that it would not be wrong to associate Mach's thoughts with solipsism, a radical form of subjective idealism. -/- Bu makalede ilk olarak Ernst Mach’ın atomun varlığına ilişkin itirazının temelini oluşturan ve bilimin sadece gözlemlenebilir olgulara dayandırılması gerektiği yönündeki düşüncelerini ortaya koyan anti-realist ya da enstrümantalist görüşlerine yer verilmektedir. Bu bağlamda yapılan incelemeler, Mach’ın atomu bir düşünce sembolü ya da metafiziksel bir kurgu olarak değerlendirmesine ve dış dünyadaki varlıkların var olmasını, onların bir zihin tarafından duyumsanması koşuluna bağlaması ile sonuçlanmaktadır. Makalede Mach’ın öznel idealizmi olarak ele alabileceğimiz bu argümanlarının radikal bir sonucu olarak onun düşüncelerini solipsizm ile ilişkilendirmenin yanlış olmayacağı sonucuna varılmaktadır. This paper reports (in section 1 “Introduction”) some quotes from Nelson Goodman which clarify that, contrary to a common misunderstanding, Goodman always denied that “grue” requires temporal information and “green” does not require temporal information; and, more in general, that Goodman always denied that grue-like predicates require additional information compared to what green-like predicates require. One of the quotations is the following, taken from the first page of the Foreword to chapter 8 “Induction” of the Goodman’s book “Problems and Projects”: (...) “Nevertheless, we may by now confidently conclude that no general distinction between projectible and non- projectible predicates can be drawn on syntactic or even on semantic grounds. Attempts to distinguish projectible predicates as purely qualitative, or non-projectible ones as time-dependent, for example, have plainly failed”. Barker and Achinstein in their famous paper of 1960 tried to demonstrate that the grue-speaker (named Mr. Grue in their paper) needs temporal information to be able to determine whether an object is grue, but Goodman replied (in “Positionality and Pictures”, contained in his book “Problems and Projects”, chapter 8, section 6b) that they failed to prove that Mr. Grue needs temporal information to determine whether an object is grue. According to Goodman, since the predicates “blue” and “green” are interdefinable with the predicates “grue” and “bleen”, “if we can tell which objects are blue and which objects are green, we can tell which ones are grue and which ones are bleen” [pages 12-13 of “Reconceptions in Philosophy and Other Arts and Sciences”]. But this paper points out that an example of interdefinability is also that one about the predicate “gruet”, which is a predicate that applies to an object if the object either is green and examined before time t, or is non-green and not examined before time t. The three predicates “green”, “gruet”, “examined before time t” are interdefinable: and even though the predicates “green” and “examined before time t” are interdefinable, being able to tell if an object is green does not imply being able to tell if an object is examined before time t (the interdefinability among three elements is a type of interdefinability present, for example, also among the logical connectives). Thus, it is wrong the Goodman’s thesis according to which if it is possible to determine without having temporal information whether the predicate “green” has to be applied to an object, then it is also possible to determine without having temporal information whether a predicate interdefinable with “green” has to be applied to an object. Another example of interdefinability is that one about a decidable predicate PD, which is interdefinable with an undecidable predicate PU: therefore even though we can tell whether an object is PD and whether an object is non-PD, we cannot tell whether an object is PU (since PU is an undecidable predicate) and whether an object is non-PU. Although the predicates PD and PU are interdefinable, the possibility to determine whether an object is PD does not imply the possibility to determine whether an object is PU (since PU is an undecidable predicate). Similarly, although the predicates “green” and “grue” are interdefinable, the possibility to determine whether an object is “green” even in absence of temporal information does not imply the possibility to determine whether an object is “grue” even in absence of temporal information. These and other examples about “grue” and “bleen” point out that even in case two predicates are interdefinable, the possibility to apply a predicate P does not imply the possibility to apply a predicate interdefinable with P. And that the possibility to apply the predicate “green” without having temporal information does not imply the possibility to apply the predicate “grue” without having temporal information. Furthermore, knowing that an object is both green and grue implies temporal information: in fact, we know by definition that a grue object can only be: 1) either green (in case the object is examined before time t); 2) or blue (in case the object is not examined before time t). Thus, knowing that an object is both grue and green, we know that we are faced with case 1, the case of a grue object that is green and examined before time t. Then the paper points out why the Goodman-Kripke paradox is a paradox about meaning that cannot have repercussions on induction. Finally the paper points out why Hume’s problem is a problem different from Goodman’s paradox and requires a specific treatment. -/- . (shrink)

Th e recent revival of Berkeley studies in the last three decades or so make it interesting to look back at George Santayana’s discussion of Berkeley. Th ough Santayana understood the latter’s arguments for immaterialism, he claimed no one could both seriously accept immaterialism, and live, as Berkeley certainly did, an embodied life. As he writes of Berkeley, “Th is idealist was no hermit” (205). Santayana claimed that without matter there was nothing (“no machinery”) for the soul to work on. (...) For a soul (mind) the machinery consists of material objects including one’s body. In this, paper, aft er some introductory comments, particularly on some aspects of early modern philosophy, e.g. the theory of ideas, which Berkeley largely accepts, and the metaphysics of indirect realism which he rejects, I look at the issue of human embodiment, and conclude, although Santayana perhaps misread important aspects of Berkeley’s discussion, he is largely correct in noting that Berkeley’s idealism/immaterialism can’t capture the special relation we have to our bodies. Susan Haack has recently attempted to discredit religion by showing that science is an extended and enhanced version of common sense while religion is not. I argue that Haack’s account is misguided not because science is not an extended version of common sense, as she says. It is misguided because she assumes a very restricted, and thus inadequate, account of common sense. After reviewing several more realistic models of common sense, I conclude that common sense is rich enough to allow (...) various kinds of extensions. Just as science can be correctly seen as an enhanced version of common sense, so also religion. (shrink)

I argue that if we allow that Moore’s Method, which involves taking an ordinary knowledge claim to support a substantive metaphysical conclusion, can be used to support Moore’s proof an external world, then we should accept that Moore’s Method can be used to support a variety of incompatible metaphysical conclusions. I shall refer to this as “the problem of many proofs”. The problem of many proofs, I claim, stems from the theory-ladenness of perception. I shall argue further that this plethora (...) of proofs for incompatible positions leads to a darker form of skepticism, one which maintains that each of the dogmatic views is probably false. We will conclude by considering various ways a Moorean might respond to these difficulties. (shrink)

A number of areas of biology raise questions about what is of value in the natural environment and how we ought to behave towards it: conservation biology, environmental science, and ecology, to name a few. Based on my experience teaching students from these and similar majors, I argue that the field of environmental ethics has much to teach these students. They come to me with pent-up questions and a feeling that more is needed to fully engage in their subjects, and (...) I believe some exposure to environmental ethics can help focus their interests and goals. I identify three primary areas in which environmental ethics can con- tribute to their education. The first is an examination of who (or what) should be considered to be part of our moral community (i.e., the community to whom we owe direct duties). Is it humans only? Or does it include all sentient life? Or all life? Or ecosystems considered holistically? Often, readings implicitly assume one or more of these answers; the goal is to make the student more sensitive to these implicit claims and to get them to think about the different reasons that support them. The second area, related to the first, is the application of the different answers concerning the extent of the ethical community to real environmental issues and problems. Students need to be aware of how the different answers concerning the moral community can imply conflicting answers for how we should act in certain cases and to think about ways to move toward conflict resolution. The third area in which environmental ethics can contribute is a more conceptual one, focusing on central concepts such as biodiversity, sustainability, species, and ecosystems. Exploring and evaluating various meanings of these terms will make students more reflective and thoughtful citizens and biologists, sensitive to the implications that different conceptual choices make. I present and defend a reliabilist explanation of a priori knowledge which fulfils seven plausibility requirements.

This précis articulates the main themes of my book Description of Situations: An Essay in Contextualist Epistemology.

Probability theory is important because of its relevance for decision making, which also means: its relevance for the single case. The propensity theory of objective probability, which addresses the single case, is subject to two problems: Humphreys’ problem of inverse probabilities and the problem of the reference class. The paper solves both problems by restating the propensity theory using (an objectivist version of) Pearl’s approach to causality and probability, and by applying a decision-theoretic perspective. Contrary to a widely held view, (...) decision making on the basis of given propensities can proceed without a subjective-probability supplement to propensities. (shrink)

There is a rather striking video currently used in police training. A firearms officer is caught on video shooting an armed suspect. The officer then gives his account of what happened, and there is no suggestion that he is tying to fabricate evidence. He says that he shot the suspect once; his partner says that he fired two shots. On the video we see four shots being deliberately fired. Memory, it seems, is an unreliable witness in situations of stress.

Many formulations of scientific realism (SR) include some commitment to metaphysical realism (MR). On the other hand, authors like Schlick, Carnap and Putnam held forms of scientific realism coupled with metaphysical antirealism (and this has analogies in Kant). So we might ask: do scientific realists really need MR? or is MR already implied by SR, so that SR is actually incompatible with metaphysical antirealism? And if MR must really be added to SR, why is that so? And which additional arguments (...) scientific realists need to support it? After reviewing and classifying a number of different kinds of realisms, metaphysical and not, I answer that SR and MR are logically independent of each other, so that there is no logical inconsistency in holding SR while rejecting MR. However, I argue that the “no miracle” argument (NMA) not only is the “ultimate” argument for SR, but by the same token it also supports MR. Therefore one cannot effectively defend SR without also subscribing to MR, but this can be done at no additional argumentative cost. I show this by discussing not only the standard version of the NMA, but also three more versions which are not usually considered as such in the literature. (shrink)

Using the somewhat simple thesis that we can learn from our mistakes despite our fallibility as a basis, Karl Popper developed a non-justificationist epistemology in which knowledge grows through criticizing rather than justifying our theories. However, there is much controversy among philosophers over the validity and feasibility of his non-justificationism. In this paper, I first consider the problem of the bounds of reason which, arising from justificationism, disputes Popper’s non-justificationist epistemology. Then, after examining in turn three views of rationality that (...) are intended to solve this problem, viz. comprehensive rationalism, critical rationalism, and comprehensively critical rationalism, I argue that Popper’s non-justificationism is justified on the ground that it can solve the problem in the form of comprehensively critical rationalism. Finally, I argue that the implementation of such a non-justificationist theory means exposing to criticism various philosophical presuppositions that work against criticism. (shrink)

Bu çalışmada David Hume’un, insanların beğenileri arasında var olduğu açık bir şekilde görülen farklılıklara rağmen, beğeninin bir standardının bulunduğuna yönelik iddiası incelenecektir. Hume beğeni standardını, ilk kez, 1757 tarihinde yayımlanan Of the Standart of Taste başlıklı makalesinde ele alır. Hume’un söylediklerini tartışmalı hale getiren iki unsur vardır: Birincisi Hume gibi, deneyimden bilgi edinmenin en önemli olanaklarından biri olan tümevarımsal akıl yürütmenin temellerini sarsan bir eleştiri ortaya koyan deneyci bir filozofun, bir beğeni standardının var olduğunu iddia etmesidir, ikincisiyse, onun bu iddiasını (...) ortaya koyarken başvurduğu yolların tümevarımsal bir akıl yürütme içeriyor gibi görünmesidir.
