Decisions, whether moral or prudential, should be guided at least in part by considerations of the consequences that would result from the various available actions. For any given action, however, the majority of its consequences are unpredictable at the time of decision. Many have worried that this leaves us, in some important sense, clueless. In this paper, I distinguish between ‘simple’ and ‘complex’ possible sources of cluelessness. In terms of this taxonomy, the majority of the existing literature on cluelessness focusses (...) on the simple sources. I argue, contra James Lenman in particular, that these would-be sources of cluelessness are unproblematic, on the grounds that indifference-based reasoning is far less problematic than Lenman (along with many others) supposes. However, there does seem to be a genuine phenomenon of cluelessness associated with the ‘complex’ sources; here, indifference-based reasoning is inapplicable by anyone’s lights. This ‘complex problem of cluelessness’ is vivid and pressing, in particular, in the context of Effective Altruism. This motivates a more thorough examination of the precise nature of cluelessness, and the precise source of the associated phenomenology of discomfort in forced-choice situations. If the laws of nature are as the Humean believes, it is an unexplained cosmic coincidence that the actual Humean mosaic is as extremely regular as it is. This is a strong and well-known objection to the Humean account of laws. Yet, as reasonable as this objection may seem, it is nowadays sometimes dismissed. The reason: its unjustified implicit assignment of equiprobability to each possible Humean mosaic; that is, its assumption of the principle of indifference, which has been attacked on (...) many grounds ever since it was first proposed. In place of equiprobability, recent formal models represent the doxastic state of total ignorance as suspension of judgment. In this paper I revisit the cosmic coincidence objection to Humean laws by assessing which doxastic state we should endorse. By focusing on specific features of our scenario I conclude that suspending judgment results in an unnecessarily weak doxastic state. First, I point out that recent literature in epistemology has provided independent justifications of the principle of indifference. Second, given that the argument is framed within a Humean metaphysics, it turns out that we are warranted to appeal to these justifications and assign a uniform and additive credence distribution among Humean mosaics. This leads us to conclude that, contrary to widespread opinion, we should not dismiss the cosmic coincidence objection to the Humean account of laws. (shrink)

In a material theory of induction, inductive inferences are warranted by facts that prevail locally. This approach, it is urged, is preferable to formal theories of induction in which the good inductive inferences are delineated as those conforming to some universal schema. An inductive inference problem concerning indeterministic, non-probabilistic systems in physics is posed and it is argued that Bayesians cannot responsibly analyze it, thereby demonstrating that the probability calculus is not the universal logic of induction.

Bayesian probabilistic explication of inductive inference conflates neutrality of supporting evidence for some hypothesis H (“not supporting H”) with disfavoring evidence (“supporting not-H”). This expressive inadequacy leads to spurious results that are artifacts of a poor choice of inductive logic. I illustrate how such artifacts have arisen in simple inductive inferences in cosmology. In the inductive disjunctive fallacy, neutral support for many possibilities is spuriously converted into strong support for their disjunction. The Bayesian “doomsday argument” is shown to rely entirely (...) on a similar artifact, for the result disappears in a reanalysis that employs fragments of inductive logic able to represent evidential neutrality. Finally, the mere supposition of a multiverse is not yet enough to warrant the introduction of probabilities without some factual analog of a randomizer over the multiverses. (shrink)

I discuss the formal implementation, interpretation, and justification of likelihood attributions in cosmology. I show that likelihood arguments in cosmology suffer from significant conceptual and formal problems that undermine their applicability in this context.

While there is no universal logic of induction, the probability calculus succeeds as a logic of induction in many contexts through its use of several notions concerning inductive inference. They include Addition, through which low probabilities represent disbelief as opposed to ignorance; and Bayes property, which commits the calculus to a ‘refute and rescale’ dynamics for incorporating new evidence. These notions are independent and it is urged that they be employed selectively according to needs of the problem at hand. Landauer's Principle asserts that there is an unavoidable cost in thermodynamic entropy creation when data is erased. It is usually derived from incorrect assumptions, most notably, that erasure must compress the phase space of a memory device or that thermodynamic entropy arises from the probabilistic uncertainty of random data. Recent work seeks to prove Landauer’s Principle without using these assumptions. I show that the processes assumed in the proof, and in the thermodynamics of computation more generally, can be combined to (...) produce devices that both violate the second law and erase data without entropy cost, indicating an inconsistency in the theoretical system. Worse, the standard repertoire of processes selectively neglects thermal fluctuations. Concrete proposals for how we might measure dissipationlessly and expand single molecule gases reversibly are shown to be fatally disrupted by fluctuations. Reversible, isothermal processes on molecular scales are shown to be disrupted by fluctuations that can only be overcome by introducing entropy creating, dissipative processes. (shrink)

We often use symmetries to infer outcomes’ probabilities, as when we infer that each side of a fair coin is equally likely to come up on a given toss. Why are these inferences successful? I argue against answering this with an a priori indifference principle. Reasons to reject that principle are familiar, yet instructive. They point to a new, empirical explanation for the success of our probabilistic predictions. This has implications for indifference reasoning in general. I argue that a priori (...) symmetries need never constrain our probability attributions, even when it comes to our initial credences. (shrink)

This paper refutes two important and influential views in one fell stroke. The first is G.E. Moore’s view that assertions of the form ‘Q but I don’t believe that Q’ are inherently “absurd.” The second is Gareth Evans’s view that justification to assert Q entails justification to assert that you believe Q. Both views run aground the possibility of being justified in accepting eliminativism about belief. A corollary is that a principle recently defended by John Williams is also false, namely, (...) that justification to believe Q entails justification to believe that you believe Q. (shrink)

Epistemologists and philosophers of mind both ask questions about belief. Epistemologists ask normative questions about belief—which beliefs ought we to have? Philosophers of mind ask metaphysical questions about belief—what are beliefs, and what does it take to have them? While these issues might seem independent of one another, there is potential for an interesting sort of conflict: the epistemologist might think we ought to have beliefs that, according to the philosopher of mind, it is impossible to have. This essay argues (...) that this conflict does arise and that it creates problems for traditional skeptical views in epistemology. In particular, it argues that on certain popular views about the nature of belief, it is impossible to adopt the near-global agnosticism recommended by the skeptical epistemologist. On other plausible views, it is possible only in special circumstances, and this limitation undermines skeptical epistemological claims. The only views about the nature of belief on which there are no metaphysical hurdles to adopting the agnosticism recommended by the skeptic are views that face powerful objections—objections that are completely independent of antiskeptical epistemological considerations. In eternally inflating cosmology, infinitely many pocket universes are seeded. Attempts to show that universes like our observable universe are probable amongst them have failed, since no unique probability measure is recoverable. This lack of definite probabilities is taken to reveal a complete predictive failure. Inductive inference over the pocket universes, it would seem, is impossible. I argue that this conclusion of impossibility mistakes the nature of the problem. It confuses the case in which no inductive inference is possible, with (...) another in which a weaker inductive logic applies. The alternative, applicable inductive logic is determined by background conditions and is the same, non-probabilistic logic as applies to an infinite lottery. This inductive logic does not preclude all predictions, but does affirm that predictions useful to deciding for or against eternal inflation are precluded. (shrink)

In several papers, John Norton has argued that Bayesianism cannot handle ignorance adequately due to its inability to distinguish between neutral and disconfirming evidence. He argued that this inability sows confusion in, e.g., anthropic reasoning in cosmology or the Doomsday argument, by allowing one to draw unwarranted conclusions from a lack of knowledge. Norton has suggested criteria for a candidate for representation of neutral support. Imprecise credences (families of credal probability functions) constitute a Bayesian-friendly framework that allows us to avoid (...) inadequate neutral priors and better handle ignorance. The imprecise model generally agrees with Norton's representation of ignorance but requires that his criterion of self-duality be reformulated or abandoned. (shrink)

Given the laws of our universe, the initial conditions and cosmological constants had to be "fine-tuned" to result in life. Is this evidence for design? We argue that we should be uncertain whether an ideal agent would take it to be so—but that given such uncertainty, we should react to fine-tuning by boosting our confidence in design. The degree to which we should do so depends on our credences in controversial metaphysical issues.

There is currently much discussion about how decision making should proceed when an agent's degrees of belief are imprecise; represented by a set of probability functions. I show that decision rules recently discussed by Sarah Moss, Susanna Rinard and Rohan Sud all suffer from the same defect: they all struggle to rationalize diachronic ambiguity aversion. Since ambiguity aversion is among the motivations for imprecise credence, this suggests that the search for an adequate imprecise decision rule is not yet over.

Suspension of judgment is a ubiquitous phenomenon in our lives. It is also relevant for several debates in contemporary epistemology (e.g., evidentialism/pragmatism; peer-disagreement/higher-order evidence; inquiry). The goal of this paper is to arrive at a better understanding of what suspension of judgment is. We first question the popular assumption that we call the Triad view according to which there are three and only three (paradigmatic) doxastic attitudes, namely, belief, disbelief, and suspension of judgment. We elaborate a cumulative argument regarding crucial (...) differences between belief/disbelief and suspension and conclude tentatively that suspension is not a doxastic state. On the constructive side, we defend the positive thesis (with special attention to justification/rationality and reasons for suspension) that suspension is rather an affective phenomenon, viz. a sort of mood. Finally, we consider further consequences of our view for contemporary debates in epistemology, and how it relates to ancient skepticism. (shrink)

It is argued that the high degree of trust in the Higgs particle before its discovery raises the question of a Bayesian perspective on data analysis in high energy physics in an interesting way that differs from other suggestions regarding the deployment of Bayesian strategies in the field.

I argue that explanations for time asymmetry in terms of a ‘Past Hypothesis’ face serious new difficulties. First I strengthen grounds for existing criticism by outlining three categories of criticism that put into question essential requirements of the proposal. Then I provide a new argument showing that any time-independent measure on the space of models of the universe must break a gauge symmetry. The Past Hypothesis then faces a new dilemma: reject a gauge symmetry and introduce a distinction without difference (...) or reject the time independence of the measure and lose explanatory power. This chapter is a philosophical survey of some leading approaches in formal epistemology in the so-called ‘Bayesian’ tradition. According to them, a rational agent’s degrees of belief—credences—at a time are representable with probability functions. We also canvas various further putative ‘synchronic’ rationality norms on credences. We then consider ‘diachronic’ norms that are thought to constrain how credences should respond to evidence. We discuss some of the main lines of recent debate, and conclude with some prospects for future research.

The Principle of Indifference is a central element of the ‘classical’ conception of probability, but, for all its strong intuitive appeal, it is widely believed that it faces a devastating objection: the so-called (by Poincare´) ‘Bertrand paradoxes’ (in essence, cases in which the same probability question receives different answers). The puzzle has fascinated many since its discovery, and a series of clever solutions (followed promptly by equally clever rebuttals) have been proposed. However, despite the long-standing interest in this problem, an (...) important assumption, necessary for its generation, has been overlooked. My aim in this paper is to identify this assumption. Since what it claims turns out to be prima facie problematic, I will urge that the burden of proof now shifts to the objectors to PI; they have to provide reasons why this assumption holds. (shrink)

The present paper draws on climate science and the philosophy of science in order to evaluate climate-model-based approaches to assessing climate projections. We analyze the difficulties that arise in such assessment and outline criteria of adequacy for approaches to it. In addition, we offer a critical overview of the approaches used in the IPCC working group one fourth report, including the confidence building, Bayesian and likelihood approaches. Finally, we consider approaches that do not feature in the IPCC reports, including three (...) approaches drawn from the philosophy of science. We find that all available approaches face substantial challenges, with IPCC approaches having as a primary source of difficulty their goal of providing probabilistic assessments. (shrink)

It is not uncommon in the history of science and philosophy to encounter crucial experiments or crucial objections the truth-value of which we are ignorant, that is, about which we suspend judgment. Should we ignore such objections? Contrary to widespread practice, I show that in and only in some circumstances they should not be ignored, for the epistemically rational doxastic attitude is to suspend judgment also about the hypothesis that the objection targets. In other words, suspension of judgment “propagates” from (...) the crucial objection to the hypothesis. In this paper I study under which conditions this phenomenon occurs, and discuss its significance for the topics of skepticism, scientific realism, and peer disagreement. (shrink)

In situations where we ignore everything but the space of possibilities, we ought to suspend judgment—that is, remain agnostic—about which of these possibilities is the case. This means that we cannot sum our degrees of belief in different possibilities, something that has been formalized as an axiom of non-additivity. Consistent with this way of representing our ignorance, I defend a doxastic norm that recommends that we should nevertheless follow a certain additivity of possibilities: even if we cannot sum degrees of (...) belief in different possibilities, we should be more confident in larger groups of possibilities. It is thus shown that, in the type of situation considered (in so-called ‘classical ignorance’, i.e. “behind a thin veil of ignorance”), it is epistemically rational for advocates of suspending judgment to endorse this comparative confidence; while on the other hand it is shown that, even in classical ignorance, no stronger belief—such as a precise uniform probability distribution—is warranted. The duality of truth and falsity in a Boolean algebra of propositions is used to generate a duality of belief and disbelief. To each additive probability measure that represents belief there corresponds a dual additive measure that represents disbelief. The dual measure has its own peculiar calculus, in which, for example, measures are added when propositions are combined under conjunction. A Venn diagram of the measure has the contradiction as its total space. While additive measures are not self-dual, the epistemic (...) state of complete ignorance is represented by the unique, monotonic, non-additive measure that is self-dual in its contingent propositions. Convex sets of additive measures fail to represent complete ignorance since they are not self-dual. (shrink)

The principle of indifference (hereafter ‘Poi’) says that if one has no more reason to believe A than B (and vice versa ), then one ought not to believe A more than B (nor vice versa ). Many think it’s demonstrably false despite its intuitive plausibility, because of a particular style of thought experiment that generates counterexamples. Roger White ( 2008 ) defends Poi by arguing that its antecedent is false in these thought experiments. Like White I believe Poi, but (...) I find his defense unsatisfactory for two reasons: it appeals to false premises, and it saves Poi only at the expense of something that Poi’s believers likely find just as important. So in this essay I defend Poi by arguing that its antecedent does hold in the relevant thought experiments, and that the further propositions needed to reject Poi are false. I play only defense in this essay; I don’t argue that Poi is true (even though I think it is), but rather that one popular refutation is faulty. In showing this, I also note something that has to my knowledge gone unnoticed: given some innocuous-looking assumptions the denial of Poi is equivalent to a version of epistemic permissivism , and Poi itself is equivalent to a version of epistemic uniqueness. The use of the material theory of induction to vindicate a scientist's claims of evidential warrant is illustrated with the cases of Einstein's thermodynamic argument for light quanta of 1905 and his recovery of the anomalous motion of Mercury from general relativity in 1915. In a survey of other accounts of inductive inference applied to these examples, I show that, if it is to succeed, each account must presume the same material facts as the material theory and, in addition, some (...) general principle of inductive inference not invoked by the material theory. Hence these principles are superfluous and the material theory superior in being more parsimonious. (shrink)

The Problem of Old Evidence has troubled Bayesians ever since Clark Glymour first presented it in 1980. Several solutions have been proposed, but all of them have drawbacks and none of them is considered to be the definite solution. In this article, I propose a new solution which combines several old ideas with a new one. It circumvents the crucial omniscience problem in an elegant way and leads to a considerable confirmation of the hypothesis in question.

A broad class of inductive logics that includes the probability calculus is defined by the conditions that the inductive strengths [A|B] are defined fully in terms of deductive relations in preferred partitions and that they are asymptotically stable. Inductive independence is shown to be generic for propositions in such logics; a notion of a scale-free inductive logic is identified; and a limit theorem is derived. If the presence of preferred partitions is not presumed, no inductive logic is definable. This no-go (...) result precludes many possible inductive logics, including versions of hypothetico-deductivism. (shrink)

A complete calculus of inductive inference captures the totality of facts about inductive support within some domain of propositions as relations or theorems within the calculus. It is demonstrated that there can be no complete, non-trivial calculus of inductive inference.

It is a standard view that the concept of chance is inextricably related to the technical concept of credence . One influential version of this view is that the chance role is specified by (something in the neighborhood of) David Lewis's Principal Principle, which asserts a certain definite relation between chance and credence. If this view is right, then one cannot coherently affirm that there are chance processes in the physical world while rejecting the theoretical framework in which credence is (...) defined, namely the Bayesian framework. This is surprising; why should adopting a theory that says there are chances at work in nature put any particular constraints on our theorizing about epistemology and rational choice? It is quite plausible that in order for anything to count as the referent of our concept chance , it would have to be related to epistemic rationality in a certain way—roughly, it is rational to have more confidence that something will happen the greater you think its chance is. But this commonsensical idea does not seem to be inherently committed to any particular theoretical approach to rationality, so why should we think that adopting the Bayesian approach is a prerequisite for thinking coherently about chance? I propose and defend a replacement for the Principal Principle which makes no use of the concept of credence. I also argue that this replacement is advantageous for the project of theorizing about the nature of chance. (shrink)

An indifference principle says that your credences should be distributed uniformly over each of the possibilities you recognise. A chance deference principle says that your credences should be aligned with the chances. My thesis is that, if we are anti-Humeans about chance, then these two principles are incompatible. Anti-Humeans think that it is possible for the actual frequencies to depart from the chances. So long as you recognise possibilities like this, you cannot both spread your credences evenly and defer to (...) the chances. I discuss some weaker forms of indifference which will allow anti-Humeans to defer to the chances. (shrink)

A simple indeterministic system is displayed and it is urged that we cannot responsibly infer inductively over it if we presume that the probability calculus is the appropriate logic of induction. The example illustrates the general thesis of a material theory of induction, that the logic appropriate to a particular domain is determined by the facts that prevail there.

Cosmology raises novel philosophical questions regarding the use of probabilities in inference. This work aims at identifying and assessing lines of arguments and problematic principles in probabilistic reasoning in cosmology. -/- The first, second, and third papers deal with the intersection of two distinct problems: accounting for selection effects, and representing ignorance or indifference in probabilistic inferences. These two problems meet in the cosmology literature when anthropic considerations are used to predict cosmological parameters by conditionalizing the distribution of, e.g., the (...) cosmological constant on the number of observers it allows for. However, uniform probability distributions usually appealed to in such arguments are an inadequate representation of indifference, and lead to unfounded predictions. It has been argued that this inability to represent ignorance is a fundamental flaw of any inductive framework using additive measures. In the first paper, I examine how imprecise probabilities fare as an inductive framework and avoid such unwarranted inferences. In the second paper, I detail how this framework allows us to successfully avoid the conclusions of Doomsday arguments in a way no Bayesian approach that represents credal states by single credence functions could. -/- There are in the cosmology literature several kinds of arguments referring to self- locating uncertainty. In the multiverse framework, different "pocket-universes" may have different fundamental physical parameters. We don’t know if we are typical observers and if we can safely assume that the physical laws we draw from our observations hold elsewhere. The third paper examines the validity of the appeal to the "Sleeping Beauty problem" and assesses the nature and role of typicality assumptions often endorsed to handle such questions. -/- A more general issue for the use of probabilities in cosmology concerns the inadequacy of Bayesian and statistical model selection criteria in the absence of well-motivated measures for different cosmological models. The criteria for model selection commonly used tend to focus on optimizing the number of free parameters, but they can select physically implausible models. The fourth paper examines the possibility for Bayesian model selection to circumvent the lack of well-motivated priors. (shrink)

Non-trivial calculi of inductive inference are incomplete. This result is demonstrated formally elsewhere. Here the significance and background to the result is described. This note explains what is meant by incompleteness, why it is desirable, if only it could be secured, and it gives some indication of the arguments needed to establish its failure. The discussion will be informal, using illustrative examples rather than general results. Technical details and general proofs are presented in Norton.

The prospects of a causal interpretation of probability are examined. Various accounts both from the history of scientific method and from recent developments in the tradition of the method of arbitrary functions, in particular by Strevens, Rosenthal, and Abrams, are briefly introduced and assessed. I then present a specific account of causal probability with the following features: First, the link between causal probability and a particular account of induction and causation is established, namely eliminative induction and the related difference-making account (...) of causation in the tradition of Bacon, Herschel, and Mill. Second, it is shown how a causal approach is useful beyond applications of the method of arbitrary functions and is able to deal with various shades of both ontic and epistemic probabilities. Furthermore, I clarify the notion of causal symmetry as a central element of an objective version of the principle of indifference and relate probabilistic independence to causal irrelevance. "Chance" crops up all over philosophy, and in many other areas. It is often assumed -- without argument -- that chances are probabilities. I explore the extent to which this assumption is really sanctioned by what we understand by the concept of chance.

A probabilistic logic of induction is unable to separate cleanly neutral support from disfavoring evidence (or ignorance from disbelief). Thus, the use of probabilistic representations may introduce spurious results stemming from its expressive inadequacy. That such spurious results arise in the Bayesian “doomsday argument” is shown by a reanalysis that employs fragments of an inductive logic able to represent evidential neutrality. Further, the improper introduction of inductive probabilities is illustrated with the “self-sampling assumption.”.

Landauer's Principle asserts that there is an unavoidable cost in thermodynamic entropy when data is erased. It is sometimes deduced from a version of the second law of thermodynamics or it is posited as a way of protecting the law from violation by a Maxwell's demon. Yet the standard processes assumed in the thermodynamics of computation can be combined to produce devices that both violate the second law and erase data without entropy cost, indicating an inconsistency in the standard system. Events between which we have no epistemic reason to discriminate have equal epistemic probabilities. Bertrand’s chord paradox, however, appears to show this to be false, and thereby poses a general threat to probabilities for continuum sized state spaces. Articulating the nature of such spaces involves some deep mathematics and that is perhaps why the recent literature on Bertrand’s Paradox has been almost entirely from mathematicians and physicists, who have often deployed elegant mathematics of considerable sophistication. At the same time, the (...) philosophy of probability has been left out. In particular, left out entirely are the philosophical ground of the principle of indifference, the nature of the principle itself, the stringent constraint this places on the mathematical representation of the principle needed for its application to continuum sized event spaces, and what these entail for rigour in developing the paradox itself. This book puts the philosophy and its entailments back in and in so doing casts a new light on the paradox, giving original analyses of the paradox, its possible solutions, the source of the paradox, the philosophical errors we make in attempting to solve it and what the paradox proves for the philosophy of probability. The book finishes with the author’s proposed solution—a solution in the spirit of Bertrand’s, indeed—in which an epistemic principle more general than the principle of indifference offers a principled restriction of the domain of the principle of indifference. The Indifference Principle, its Paradoxes and Kolmogorov's Probability Space.

There is a growing interest in the foundations as well as the application of imprecise probability in contemporary epistemology. This dissertation is concerned with the application. In particular, the research presented concerns ways in which imprecise probability, i.e. sets of probability measures, may helpfully address certain philosophical problems pertaining to rational belief. The issues I consider are disagreement among epistemic peers, complete ignorance, and inductive reasoning with imprecise priors. For each of these topics, it is assumed that belief can be (...) modeled with imprecise probability, and thus there is a non-classical solution to be given to each problem. I argue that this is the case for peer disagreement and complete ignorance. However, I discovered that the approach has its shortcomings, too, specifically in regard to inductive reasoning with imprecise priors. Nevertheless, the dissertation ultimately illustrates that imprecise probability as a model of rational belief has a lot of promise, but one should be aware of its limitations also. (shrink)

There is no uniquely correct answer according to “frequentist” and “subjective Bayesian” definitions of probability. Here we derive the answer given the “objective Bayesian” definition developed by Jeffreys, Cox, and Jaynes. We declare the standard distance metric in one dimension, d(A,B)≡|A−B|, and the uniform prior distribution, as axioms. If neither variable is known, (...) P(x2x1)=P(x2>x1). This appears obvious, since the state spaces x2x1 and x2>x1 have equal size. However, if x1 is known and x2 unknown, there are infinitely more numbers in the space x2>x1 than x2x1. Despite this asymmetry, we prove P(x2x1∣x1)=P(x2>x1∣x1), so that x1 is the median of p(x2|x1), and x1 is statistically independent of ratio x2/x1. We present three proofs that apply to all members of a set of distributions. Each member is distinguished by the form of dependence between variables implicit within a statistical model (gamma, Gaussian, etc.), but all exhibit two symmetries in the joint distribution p(x1,x2) that are required in the absence of prior information: exchangeability of variables, and non-informative priors over the marginal distributions p(x1) and p(x2). We relate our conclusion to physical models of prediction and intelligence, where the known ’sample’ could be the present internal energy within a sensor, and the unknown the energy in its external sensory cause or future motor effect.
