This paper theorizes that the effect of human rights violations on US economic aid is conditioned by the salience of US national security concerns. National security concerns will be more salient in situations where recipients contribute to maintaining US security and in temporal eras when the USA is perceived as being under increased external threat. As the relational and temporal salience of national security increases, any negative effect of human rights violations on US economic aid should decrease. I test this (...) hypothesis by examining US economic aid allocations to states from 1977 to 2005. The results show that the salience of national security concerns present in the US-recipient relationship does condition the relationship between human rights violations and US economic aid. There are also significant differences between different temporal eras of US foreign aid allocation. Future work should address how conflicts between interests and values in US foreign policy are negotiated. (shrink)

In the 2000s, Turkey began to increase its efforts to transform from a model country to a central country by implementing an active foreign policy in its geopolitical region and neighboring regions. Starting from the 2000s, Turkey defined new principles guiding its foreign policy and implemented the strategies it followed. In addition to the basic foreign policy principles of Turkey in the regional and global arena, principles such as multi-vector diplomacy, proactive foreign policy, “zero problem” with neighboring countries, transition from (...) a “model country” to a “central country”, “soft power”, economic-centered foreign policy applied. At the beginning of the 21st century, Turkey increased its efforts to act as a voice in the region and emerged as a regional power. Taking a principled position, it began to actively participate in regional and international projects, geopolitical processes and solving global issues. During the rule of the Justice and Development Party (ADP), Turkey is implementing foreign policy principles based on the theory of neo-Ottomanism (New Ottomanism) founded in the 1990s, and is still pursuing the policy of spreading its sphere of influence and geopolitical influence in neighboring regions. The process of globalisation and the so-called war on terror are two prominent features marking our present age. While the process of globalisation promises the prospect of moving beyond or across borders, the war on terror marks a return to fences, check-points, and dividing walls. Terror war is a global politics of fear, a politics conducted under the rigid border control between ‘us' and ‘them’. This paper examines the ominous development of fear in world politics from a number of angles. (...) First, it explores the growing linkage of politics with terror war by tracing its roots ultimately to the friend-enemy distinction. Next, it discusses the shortcomings of the terror war syndrome, by turning to some prominent critics of this ideology. Finally, it examines possible ways pointing beyond this ideology, enlisting for this purpose a number of theologians and intellectuals, to arrive at the promising notions of ‘border-crossing’ and political-existential Grenzgänger or people who criss-cross multiple borders. Intergroup competition over resources is attested since the dawn of history. Written and archaeological evidence go back to at least the fourth millennium BC. According to accepted views, evolution has favored humans because of their ability to have cumulative cultures, which has made flexible adaptation possible. One major aspect of this adaptation has been the ability to handle power contests without engaging physical force. Instead, increasing prestige dynamics has allowed contest management by displaying symbolic assets. These have growingly been instrumental (...) in deterring external assaults, thus guaranteeing the possession – or expansion – of a group’s resources. However, while material assets are believed to create status by the evidence of their tangible usefulness (such as foods, husbandry and tools), symbolic assets are by definition subject to ongoing negotiation, entirely dependent on being socio-semiotically recognized as types of capital. Symbolic stock exchanges thus appear to have been determinative since antiquity in hierarchizing ethnic and political groups fighting over resources, prioritizing ones over the others. They have culminated in repertoires of more solid tangible and intangible assets, from impressive buildings, city gates, gardens and temples, to ideas such as freedom, quality of life and wealth, justice, personal security, or whatever values that have gained universal recognition. The article discusses the creation and expansion of such symbolic repertoires and their uncertain position in recent times. (shrink)

The increasing significance of ‘managerialism’ in contemporary forms of governance has been widely observed. This article demonstrates how this operates at the level of language. Specifically, the analysis postulates a new sociosemantic category of ‘Managing Actions’, encoding varying degrees of coerciveness. The paper discusses their salient role in texturing the ‘soft power’ of contemporary governance, constructing a form of ‘managed autonomy’ for the governed subject and helping to manage the complex networks of dispersed power through an indirect form of agency. (...) The analysis combines a corpus-based approach to critical discourse analysis with a political economic theory of transformations in the capitalist state. Drawing evidence from a corpus of UK education policy discourse, the analysis illustrates the managerialist form that governance takes under New Labour, while at the same time highlighting the subtle hegemony underlying this new ‘enabling’ technique of governance, which works by assuming, rather than winning, compliance. In terms of sociologically informed theories of language, this analysis goes some way towards formulating a possible ‘grammar of governance’. (shrink)

Why do the arts and culture matter? What difference do they make and how do we know what difference they make? This report presents the outcomes of the AHRC’s Cultural Value Project which looked at how we think about the value of the arts and culture to individuals and to society.

Modern digital technologies create new living conditions, but they themselves depend on the socio-cultural context of their development and use. In this regard, it seems important and necessary to talk about socio-cultural engineering - the systematization of knowledge, practices of development, examination and implementation of projects related to the transformation of social reality and the socialization of the individual. SCI is able to create a new situation as a framework for integration, convergence and comprehension of these plans. In this case, (...) digitalization can not only generate problems, but can also provide a platform for solving these problems. The topical task is the systematization of the study, interpretation and positioning of the interdisciplinary complex of SCI. The solution of this task includes substantiation of the methodology and positioning of interdisciplinary studies, as well as the substantiation of the methodology and the institutionalization of a complex humanitarian expertise. Expertise is commonly viewed as a professionalized competence in a specific field. Expert professional identities are produced and reproduced through professional training and other socialization mechanisms, which work to generate for a specific group of individuals a specific set of expert skills and knowledge. In this paper, I examine participants’ orientations to their distinct expert professional identities from the perspective of deontic authority. Drawing on 15 video-recorded church workplace meetings between pastors and cantors as data, and conversation analysis as a (...) theoretical and methodological framework, I analyze situations where a non-expert participant makes a proposal that the expert participant orients to as reasonable to comply with. Specifically, I demonstrate how the expert participants respond to these proposals with displays of deontic authority, arguably in an attempt to maintain their expert identities in the face of their de facto compliance with the proposals. In these situations, the expert participants are shown to invoke a past decision of their own, a future decision of their own, or a pattern that is beyond both participants’ control. Each of these practices involves the expert participant balancing resistance and compliance by minimally acknowledging the content of the non-expert participant’s proposal, while excluding the non-expert from those who have deontic authority in the matter. In so doing, the expert speaker implies that the non-expert proposal speaker lacks procedural knowledge about the specific matters about which it is relevant to make proposals to experts and access to the distinct experiential perspective that characterizes expert perception of things. It is thus argued that, in this context, the mere claims of deontic authority, produced without any substantial displays of expert knowledge, can serve the maintenance of expert professional identities. The article aims to develop an analysis of the construction of political propagandist speech. We will approach the advertising speech from the perspective of the visual semiotics’ particularities. We will consider the theory of consensual truth, proposing a constructionist theory of the discursive truth, highlighting a particularity of the social construction of the truth – exercising the consensus trance as an instrument of visual semiotics.

The purpose of this article is to bring contributions to the elaboration of a social-semiotic model of social constructionism, which will make a synthesis between the theory of communicative action and the theories of social-constructionist semiotic model?, based on the postulation of a social universe in a network of communicative interdependencies developed on levels of reality. The interpretative model we propose comes to conceptualize the particularities of the sociological analysis of the transmodern society, seen as a knowledge-based society, placed at (...) the interference with the postmodern society; that of generalized permissiveness. Mediation is a particular type of communicative action that generates professional socialization and normative adherence. In this paper we are interested in communication strategies and how to obtain interpretative consensus in the process of mediation. The analysis of identified communicational strategies as mediation principles will allow us to develop a model of construction of a new communicational paradigm that places gaining mutual consent in the process of communication mediated by a third party – the mediator, whose function is to reconfigure (...) the interpretative maps regarding the object of the conflict. This process takes the form of a partnership based on the symmetrisation of communicational relationships. In this paper we will discuss mediation as facilitative practice, transformational mediation, narrative mediation and appreciative mediation. Regarding the appreciative mediation, we will propose a creative model of solving conflicts starting from the elements of success of the parts in reframing conflicting elements into transformational elements. In teaching the disciplines in the social-human field, we appealed to the constructionist model of education. In this model, the unity of competence represents a construct resulting from the communicative action as a deliberate act instituted by the stakeholders participating in the social construction of the professional identity. Therefore, such unity is not a given defining abstract itself for a professional activity. Each such unit of competence resulted in a process of negotiation of interpretations on the meaning of the term (...) ‘good practice’ in a given professional activity. Experimental implementation of certain curricular innovations may constitute an element of added value only to the extent to which this pseudo-experiment takes the form of a process of co-learning and curricular co-construction both in the educational framework, and also for students to acknowledge the partnership in the educational act, and not the magisterial attitude specific to the educational model centred on the teacher. In this article we present a series of curricular innovations that targeted the expansion of the appreciative-constructionist model of learning as a basis for curricular projection and development. The method consists of using the appreciative inquiry in reformulating the experience of the subjects related to the social reality analysed, and the customisation of different contexts of the social experience. Long presented as a universal policy-recipe for social prosperity and economic growth, the promise of innovation seems to be increasingly in question, giving way to a new vision of progress in which society is advanced as a central enabler of technoeconomic development. Frameworks such as “Responsible” or “Mission-oriented” Innovation, for example, have become commonplace parlance and practice in the governance of the innovation–society nexus. In this paper, we study the dynamics by which this “social fix” to technoscience has gained legitimacy (...) in institutions of global governance by investigating recent projects at two international organizations, the Organization for Economic Cooperation and Development and the European Commission, to mainstream “Responsible Innovation” frameworks and instruments across countries. Our analysis shows how the turn to societal participation in both organizations relies on a new deficit logic—a democratic deficit of innovation—that frames a lack of societal engagement in innovation governance as a major barrier to the uptake and dissemination of new technologies. These deficit politics enable global governance institutions to present “Responsible Innovation” frameworks as the solution and to claim authority over the coproduction of particular forms of democracy and innovation as intertwined pillars of a market-liberal international order. Modern honor appears to be distinguished by two contradictory impulses, a neglect or even disdain of honor, and an ambition to elevate and promote it as dignity, self-esteem, and recognition. The article argues that these tensions can be traced to a foundational difference regarding the political importance of the passion of honor, evident in the seminal and contending formulations by Machiavelli and Hobbes. In recovering and articulating the bases of these competing modern conceptions of honor and tracing the influence of (...) their divergent trajectories, the article seeks to show the importance of honor for understanding contemporary politics. Based on extensive field work focused on interreligious peacebuilding practices in Kenya and the Philippines, this article argues that decolonial accounts of peacebuilding, in line with decolonial interventions in the study of religion, remain captive to the task of epistemological undoing and thus insufficiently relevant to the precarious lives of many invisibalized people in the global South. The question is whether decolonial thinking in the study of religion and theology should concern itself with such pertinence. I first examine the colonial (...) legacy of “peace” and key features of decolonial interventions in the modernist, civilizational, and developmentalist discourses within which “peace” is embedded. Next, I analyze how interreligious peacebuilding practices both entrench coloniality while improving the lives of people who engage in such practices and how such practices rely on thin or “sticky notes” religiosity, deeply inconsistent with decolonial theologies and religiosity. Finally, I show how, on the ground, mere existence and overcoming hate reside along a spectrum of decolonial politics. (shrink)

It examines the historical development of, and competition between, ideas about the EU, exploring the clash of integration models and ideals. It draws on the visions of European unity that led to the creation and development of the EU. Regional integration in the EU is distinctive and not necessarily . The article examines governing norms, material interests, power, and security. It demonstrates that the narrative of shared experience and (...) history formed part of a need to both overcome hyper-nationalism and to share sovereignty, while also privileging some memories. EU norms are also enshrined in a distinctive institutionalized structure, based on a co-existence of national and EU interests and a balancing among often competing interests. (shrink)

This paper presents selected findings from a historical analysis of change in the discursive construction of social identity in UK education policy discourse from 1972–2005. My chief argument is that through its linguistic forms of self-identification the government construes educational roles, relations and responsibilities not only for itself, but also for other educational actors and wider society. More specifically, I argue that New Labour's distinctive mode of self-representation is an important element in its hegemonic project, textually manufacturing consent over its (...) policy decisions, and helping to articulate its self-styled ‘enabling’ model of governance. As evidence for these claims I discuss two prominent trends in New Labour's education policy rhetoric, which I characterise as ‘personalisation’ and ‘managerialisation’. Both domestic violence and trafficking in humans pose serious problems worldwide. However, there are differences in the ways in which battered immigrant women and trafficked immigrant women are responded to by governmental agencies in Greece and in the USA. Trafficking in humans has been securitized, that is, framed as an issue linked to international security risk. As such, countries that do not take legal action to stop human trafficking could face US sanctions such as loss of United States military and (...) economic assistance. Under significant international pressure, Greece, since 2002, passed a law that criminalized trafficking in humans and took necessary steps for providing protection and assistance to trafficked victims. Nevertheless, domestic violence and battered women remain silent in Greek society, and the availability of services to victims of domestic violence has eroded. We argue that, due to different issue framing of victims of trafficking and battered women, the connection of trafficking in humans to national security fosters different legal protection outcomes. The comparison of battered immigrant women and trafficked victims between Greece and the USA reveals significant differences in protection of battered immigrant women in the Organization for Economic Cooperation and Development (OECD) area. This article elucidates why there are public policy differences within OECD states that all grant a priority to prevention of human trafficking. (shrink)

Good (ethical and effective) global public leadership—by national politicians, intergovernmental and nongovernmental international organizational leaders, multinational corporate leaders, and technoscientists—will make a significant positive difference in our global system’s capacity to solve contemporary and futuristic global problems. High levels of social, economic, political, and ethical vision; expert communication; strategic thinking; and contextual and emotional intelligence by leaders and followers will be needed to interpret global problematic situations and contexts, determine the probable causal mechanisms at work in bringing about global problems, (...) and arrive at global, national, and local solutions. We live in dangerous times. For our globalizing—disseminating and converging—technologies present problems and system-destroying possibilities that challenge the common goods of all humanity, other species, and the biosphere. In these uncertain and complex times, the need for effective and ethical democratic leaders, advised by ethical and creative technoscientific leaders, is greater than ever. The contextual intelligence and other excellent (virtuous) qualities of these leaders, and the lack of bad leadership, will help our globalizing human societies avoid the greatest systemic dangers we face. In this essay, I compare two pioneer thinkers of the “just war” tradition across cultures: Gratian in the Christian tradition, and Mengzi (Mencius) in the Confucian tradition. I examine their historical-cultural contexts and the need for both to discuss just war, introduce the nature of their treatises and the rudimentary theories of just war therein, and trace the influence both thinkers’ theories have had on subsequent just war ethics. Both deemed just cause, proper authority, and right intention to be necessary (...) conditions for initiating a just war. However, Gratian’s theory has a presumption against injustice whereas Mengzi’s theory has a presumption against war. As a jurist of the Church, Gratian sought to discriminate just from unjust wars, while Mengzi, a moral-political advisor to rulers, was more concerned with avoiding bloodshed and building lasting peace. In addition to examining these thinkers’ respective historical influences, I submit that Gratian’s Decretum and the Mengzi are pioneering in two more senses. First, they offer important clues to understanding how just war ideas were developed very differently in medieval Europe and in premodern China. Second, both embodied features that helped shape their subsequent intellectual tradition, which in turn molded the different legacies of these two works. (shrink)

How has the globalization of technology contributed to the globalization of the war against the Enlightenment liberal humanism of Western civilization—in particular, to the globalization of the war between religion and science—and with what problematic moral, cultural, and spiritual consequences? Liberal-humanist and Heideggerian perspectives on this issue are considered. The latter is chosen because it constitutes an enduring philosophical and political challenge to liberal humanism. For Heidegger, liberal humanism, far from providing a solution to the problems of global technology, is (...) an inherent part of the problem. A case in point is liberal democracy’s use of technology to produce and purvey a humanly degrading mass culture which it also uses technology to export abroad, in effect, to globalize. ABSTRACT:Organization theory and business ethics are essentially the positive and normative sides of the very same coin, reflecting on how human cooperative activities are organized and how they ought to be organized respectively. It is therefore unfortunate that—due to the relatively impermeable manmade boundaries segregating the corresponding scholarly communities into separate schools and departments, professional associations, and scientific journals—the potential symbiosis between the two fields has not yet fully materialized. In this essay we make a modest attempt at establishing further (...) connectivity by surveying the terrain covered by the two disciplines jointly, as if the boundaries between them did not matter. We commence by providing a concise overview of the organization theory discipline for interested non-specialists from the field of business ethics. Next, we proceed to point out four research themes commonly investigated by members of both communities, and also a variety of organization-theoretical perspectives on each. In the final part of this essay we explore what organization theory has to offer business ethics, and what the boundaries of that potential contribution are. We warn skeptical readers in advance that the spirit and tone of our essay is most definitely upbeat, as we are convinced that the potential for symbiosis between the two fields is vast and inspiring, even though it has only been unleashed partially and incidentally thus far. The article develops and justifies, on the basis of the epistemological argumentation theory, two central pieces of the theory of evaluative argumentation interpretation: 1. criteria for recognizing argument types and 2. rules for adding reasons to create ideal arguments. Ad 1: The criteria for identifying argument types are a selection of essential elements from the definitions of the respective argument types. Ad 2: After presenting the general principles for adding reasons (benevolence, authenticity, immanence, optimization), heuristics are proposed for finding missing (...) reasons, for deductive arguments, e.g., semantic tableaux are suggested. This thesis problematises the bases of soft power, that is, causal mechanisms connecting the agent (A) and the subject (B) of a power relationship. As the literature review reveals, their underspecification by neoliberal IR scholars, the leading proponents of the soft power concept, has caused a great deal of scholarly confusion over such questions as how to clearly differentiate between hard and soft power, how attraction (soft power’s primary mechanism) works and what roles structural and relational forces play in hard/soft (...) power. In an effort to ascertain the bases, I address this issue not from the viewpoint of A’s policies or resources, like do IR neoliberal scholars, but in terms of B’s psychological perception of A. Employing social psychological accounts, I argue that attraction can be produced in three distinct ways, namely 1) through B’s identification with A (“emotional” attraction), 2) via B’s appreciation of A’s competence/knowledge in a particular field (“rational” attraction) and 3) by means of the activation of B’s internalised values which contextually prescribe B to act in A’s favour (“social” attraction). Importantly, depending upon the way attraction is produced, it is peculiar in a number of characteristics, the main of which are power scope, weight and durability. Insights from social psychology also show that unlike soft power, hard power requires not only B’s relevant perception of the A-B relationship (as coercive or rewarding), but also A’s capability to actualise a threat of punishment and/or a promise of reward. I argue this difference can be fairly treated as definitional rather than empirical, which implies that coercion and reward necessarily have both relational and structural dimensions, whereas for attraction, a structural one alone suffices, while a relational one may or may not be present. Having explicated the soft power bases, I illustrate each of them using three “most likely” case studies, namely Serbia’s policies towards Russia (emotional attraction), Kazakhstan’s approach to relations with the EU (rational attraction) and Germany’s policies vis-à-vis Israel (social attraction). The paper problematizes the national soft power strategies of authoritarian states arguing that many of their features stem from those countries’ political regime. In particular, the author focuses on such features as actors involved in soft power policies, the public media’s international and domestic rhetoric, the presence or absence of ideological commitments, strategies’ proactiveness/reactiveness as well as their long- and short-termness. The author presents his argumentation in a fashion similar to what is called theory-building process tracing: first, he shows causal (...) links between an autocratic political regime and each of those features, and then illustrates them with relevant examples taken from case studies and media publications on the soft power strategies of contemporary Russia and China. This paper probes the attempt to use power analysis to link three domains: ontology, explanation, and the strategy of political actors. It shows how Katzenstein and Seybert develop an open social ontology that serves as the backdrop for explanations that need to be causal but indeterminate, and a cautious political practice. It exposes tensions in two important links. First, the open ontology becomes retranslated as an explanatory cause. Second, the call for being cautious because of 'unknown unknowns' may just as (...) well invite strategies of doubling down in control power. (shrink)

Głównym celem tego artykułu jest wyjaśnienie, na czym polega specyfika instytucji wymogu uzyskania terytorialnego rozłożenia głosów w wyborach prezydenckich, który funkcjonuje w trzech wieloetnicznych państwach (Nigerii od 1979 r., Kenii od 1992 r. i Indonezji od 2001 r.) oraz określenie panujących w tych państwach warunków politycznych, które przyczyniły się do jej wprowadzenia i trwania. W końcowej części artykułu, dzięki porównaniu trzech kazusów, zostały wskazane szczegółowe różnice występujące obecnie między nimi. W artykule zostały również zaprezentowane wnioski dotyczące dotychczasowych doświadczeń związanych z (...) funkcjonowaniem przedmiotowej instytucji. Pozwolą one wstępnie ocenić, czy uprawnione jest stwierdzenie, że jej zastosowanie wpływa na obniżenie konfliktowych zachowań w relacjach między grupami etnicznymi i na budowanie międzyetnicznego porozumienia. Trafficking in Human Beings is a complex phenomenon, frequently biased by misconceptions about the definition and difficult to detect due to the underground nature of its activities. These circumstances obstruct the process of assesing the extent of the phenomenon in a country, affecting the decision-making process of anti-trafficking policies. The object of this article is to analyse the available data about trafficking in human beings in the case of Spain, including data provide by official sources and the dark figure approach. (...) Following the analysis of the data the difficulties are exposed, regarding the content and the concept in the Spanish case.
