The aim of this article is to argue that ontological choices in scientific practice undermine common formulations of the value-free ideal in science. First, I argue that the truth values of scientific statements depend on ontological choices. For example, statements about entities such as species, race, memory, intelligence, depression, or obesity are true or false relative to the choice of a biological, psychological, or medical ontology. Second, I show that ontological choices often depend on non-epistemic values. On the basis of (...) these premises, I argue that it is often neither possible nor desirable to evaluate scientific statements independently of non-epistemic values. Finally, I suggest that considerations of ontological choices do not only challenge the value-free ideal but also help to specify positive roles of non-epistemic values in an often neglected area of scientific practice. Philosophers of science are increasingly interested in engaging with scientific communities, policy makers, and members of the public; however, the nature of this engagement has not been systematically examined. Instead of delineating a specific kind of engaged philosophy of science, as previous accounts have done, this article draws on literature from outside the discipline to develop a framework for analyzing different forms of broadly engaged philosophy of science according to two key dimensions: social interaction and epistemic integration. Clarifying the many (...) forms of engagement available to philosophers of science can advance future scholarship on engagement and promote more strategic engagement efforts. (shrink)

At some point during the 1950s, mainstream American philosophy of science began increasingly to avoid questions about the role of non-cognitive values in science and, accordingly, increasingly to avoid active engagement with social, political and moral concerns. Such questions and engagement eventually ceased to be part of the mainstream. Here we show that the eventual dominance of 'value-free' philosophy of science can be attributed, at least in part, to the policies of the U.S. National Science Foundation's "History and Philosophy of (...) Science" sub-program. In turn, the sub-program's policies were set by logical empiricists who espoused value-free philosophy of science; these philosophers' actions, we also point out, fit a broad pattern, one in which analytic philosophers used institutional control to marginalize rival approaches to philosophy. We go on to draw on existing knowledge of this pattern to suggest two further, similar, contributors to the withdrawal from value-laden philosophy of science, namely decisions by the editors of Philosophy of Science and by the editors of The Journal of Philosophy. Political climate was, we argue, at most an indirect contributor to the withdrawal and was neither a factor that decided whether it occurred nor one that was sufficient to bring it about. Moreover, we argue that the actions at the National Science Foundation went beyond what was required by its senior administrators and are better viewed as part of what drove, rather than as what was being driven by, the adoption of logical empiricism by the philosophy of science community. The paper looks at challenges related to the ideas of integration and knowledge systems in extra-academic transdisciplinarity. Philosophers of science are only starting to pay attention to the increasingly common practice of introducing extra-academic perspectives or engaging extra-academic parties in academic knowledge production. So far the rather scant philosophical discussion on the subject has mainly concentrated on the question whether such engagement is beneficial in science or not. Meanwhile, there is quite a large and growing literature on extra-academic TD, mostly (...) authored by non-philosophers, seeking to develop TD research practices. We examine this literature in the light of recent discussions in pluralist philosophies of science. Some philosophical pluralists see the increase of extra-academic collaboration and participation in science as a potentially positive development. However, certain views promoted in the non-philosophical literature on extra-academic TD appear problematic in the light of the pluralistic discussions. For instance, the literature on TD appears to be overly optimistic with regard to integration, and the notion of knowledge systems used in it is problematic. We believe it would be worthwhile for scientific pluralists sympathetic to the aims of TD to look more closely into the complex settings in which extra-academic collaboration and participation happens in actual TD projects, and to offer constructive criticisms, exploiting insights developed within pluralist philosophy of science. The aim of the paper is to discuss some possible connections between philosophical proposals about the social organisation of science and developments towards a greater democratisation of science policy. I suggest that there are important similarities between one approach to objectivity in philosophy of science—Helen Longino’s account of objectivity as freedom from individual biases achieved through interaction of a variety of perspectives—and some ideas about the epistemic benefits of wider representation of various groups’ perspectives in science policy, as analysed by (...) Mark Brown. Given these similarities, I suggest that they allow one to approach developments in science policy as if one of their aims were epistemic improvement that can be recommended on the basis of the philosophical account; analyses of political developments inspired by these ideas about the benefits of inclusive dialogue can then be used for understanding the possibility to implement a philosophical proposal for improving the objectivity of science in practice. Outlining this suggestion, I also discuss the possibility of important differences between the developments in the two spheres and show how the concern about the possible divergence of politically motivated and epistemically motivated changes may be mitigated. In order to substantiate further the suggestion I make, I discuss one example of a development where politically motivated and epistemically motivated changes converge in practice—the development of professional ethics in American archaeology as analysed by Alison Wylie. I suggest that analysing such specific developments and getting involved with them can be one of the tasks for philosophy of science. In the concluding part of the paper I discuss how this approach to philosophy of science is related to a number of arguments about a more politically relevant philosophy of science. (shrink)

This paper argues that research on normative issues in the life sciences will benefit from a tighter integration of philosophy of science. We examine research on ethical, legal and social issues in the life sciences (“ELSI”) and discuss three illustrative examples of normative issues that arise in different areas of the life sciences. These examples show that important normative questions are highly dependent on epistemic issues which so far have not been addressed sufficiently in ELSI, RRI and related areas of (...) research. Accordingly, we argue for the integration of research on the epistemic aspects of the relevant areas of science into ELSI research to provide a better basis for addressing normative questions. Philosophy of science has the potential to enhance scientific practice, science policy, and science education; moreover, recent research indicates that many philosophers of science think we ought to increase the broader impacts of our work. Yet, there is little to no empirical data on how we are supposed to have an impact. To address this problem, our research team interviewed 35 philosophers of science regarding the impact of their work in science-related domains. We found that face-to-face engagement with scientists and (...) other stakeholders was one of the most—if not the most—effective pathways to impact. Yet, working with non-philosophers and disseminating research outside philosophical venues is not what philosophers are typically trained or incentivized to do. Thus, there is a troublesome tension between the activities that are likely to lead to broader uptake of one’s work and those that are traditionally encouraged and rewarded in philosophy. We suggest several ways that philosophers of science, either as individuals or as a community, can navigate these tensions. (shrink)

Various authors have recently expressed doubts about the public relevance of philosophy. These doubts target both academic philosophy in general and particular subfields of philosophy. This paper investigates whether these doubts are justified through two tests in which the lack of public relevance of a philosophical paper is operationalized as the degree to which that paper is isolated. Both tests suggest that academic philosophy in general is more isolated from the broader public than it should be, and confirm the hypothesis (...) that some subfields of philosophy are more isolated than others. We argue that this lack of public relevance is caused by the incentive structure of academic philosophy and discuss a range of individual-level and incentive-level solutions. (shrink)

The aim of this paper is to discuss the “Austro-American” logical empiricism proposed by physicist and philosopher Philipp Frank, particularly his interpretation of Carnap’s Aufbau, which he considered the charter of logical empiricism as a scientific world conception. According to Frank, the Aufbau was to be read as an integration of the ideas of Mach and Poincaré, leading eventually to a pragmatism quite similar to that of the American pragmatist William James. Relying on this peculiar interpretation, Frank intended to bring (...) about a rapprochement between the logical empiricism of the Vienna Circle in exile and American pragmatism. In the course of this project, in the last years of his career, Frank outlined a comprehensive, socially engaged philosophy of science that could serve as a “link between science and philosophy”. The main question of this article is given by its title: how inclusive is European philosophy of science? Phrased in this way, the question presupposes that, as a mature discipline, philosophy of science should provide an inclusive account of its subject area. I first provide an explanation of the notion of an inclusive philosophy of science. This notion of an inclusive philosophy of science is specified by discussing three general topics that seem to be missing from, or are quite marginal (...) in, restricted philosophy of science. These topics are the philosophy of historical inquiry, the role of technology in science, and the socio-political and moral dimensions of science. On this basis, I address the question whether European philosophy of science qualifies as more inclusive as compared with Anglo-American philosophy of science. (shrink)

Philosophical work on science and values has come to engage with the concerns of society and of stakeholders affected by science and policy, leading to socially relevant philosophy of science and socially engaged philosophy of science. This special issue showcases instances of socially relevant philosophy of science, featuring contributions on a diversity of topics by Janet Kourany, Andrew Schroeder, Alison Wylie, Kristen Intemann, Joyce Havstad, Justin Biddle, Kevin Elliott, and Ingo Brigandt.

The aim of this paper is to show that global scientific promises aka “scientific world-conceptions” have an interesting history that should be taken into account also for contemporary debates. I argue that the prototypes of many contemporary philosophical positions concerning the role of science in society can already be found in the philosophy of science of the 1920s and 1930s. First to be mentioned in this respect is the Scientific World-Conception of the Vienna Circle (The Manifesto) that promised to contribute (...) to the realization of an enlightened, rational and science-oriented society and culture. The Manifesto was not the only „scientific world-conception“ that philosophers and scientists put forward in the 1920s. Also the scientific world-conception of the philosopher and physicist Moritz Schlick, and the Weltanschauung of Sigmund Freud deserve to be mentioned. Still other examples of are Carnap’s Scientific Humanism and the project of The International Encyclopedia of Unified Science which was related to American pragmatism as well, as is shown by Charles W. Morris and others. Forgotten for a long time, since the beginning of the 21rst century, at least some of the Viennese projects are reconsidered in a new wave of „socially engaged philosophy of science”. (shrink)

Philosophy of science is showing an increasing interest in the social aspects and the social organisation of science—the ways social values and social interactions and structures play a role in the creation of knowledge and the ways this role should be taken into account in the organisation of science and science policy. My thesis explores a number of issues related to this theme. I argue that a prominent approach to the social organisation of science—Philip Kitcher’s well-ordered science—runs into a number (...) of problems. They undermine its philosophical plausibility and practical usefulness. I agree with Kitcher that arguments about the social organisation of science should recognise profound societal consequences of science. Kitcher argues that the appropriate organisation of science should therefore take into account laypersons’ values and needs when making decisions concerning research planning, evaluation and application. My criticisms show that this is not enough. Drawing on Helen Longino ideas, I argue that laypersons’ perspectives and knowledge may also be relevant when doing research. In order to show how more inclusive research practices may be possible, I discuss connections between philosophy of science and some developments in science policy, which has also recently shown considerable interest in democratic participation. I demonstrate how public participation experiments in science policy may sometimes be close enough to what the philosopher would recommend. Their analysis can thus be helpful for understanding how societal developments may provide opportunities for the involvement of laypersons in science and what factors may endanger its success. I conclude that a way to pursue a more socially relevant philosophy of science is to focus on the points of contact and possibilities of cooperation between philosophical proposals and these public participation initiatives.
