The paper provides a systematic overview of recent debates in epistemology and philosophy of science on the nature of understanding. We explain why philosophers have turned their attention to understanding and discuss conditions for “explanatory” understanding of why something is the case and for “objectual” understanding of a whole subject matter. The most debated conditions for these types of understanding roughly resemble the three traditional conditions for knowledge: truth, justification and belief. We discuss prominent views about how to construe these (...) conditions for understanding, whether understanding indeed requires conditions of all three types and whether additional conditions are needed. As systems based on opaque Artificial Intelligence (AI) continue to flourish in diverse real-world applications, understanding these black box models has become paramount. In response, Explainable AI (XAI) has emerged as a field of research with practical and ethical benefits across various domains. This paper not only highlights the advancements in XAI and its application in real-world scenarios but also addresses the ongoing challenges within XAI, emphasizing the need for broader perspectives and collaborative efforts. We bring together experts from diverse (...) fields to identify open problems, striving to synchronize research agendas and accelerate XAI in practical applications. By fostering collaborative discussion and interdisciplinary cooperation, we aim to propel XAI forward, contributing to its continued success. Our goal is to put forward a comprehensive proposal for advancing XAI. To achieve this goal, we present a manifesto of 27 open problems categorized into nine categories. These challenges encapsulate the complexities and nuances of XAI and offer a road map for future research. For each problem, we provide promising research directions in the hope of harnessing the collective intelligence of interested stakeholders. (shrink)

What is the relationship between understanding and knowing? This paper offers a defence of reductionism about understanding: the view that instances of understanding reduce to instances of knowing. I argue that knowing is both necessary and sufficient for understanding. I then outline some advantages of reductionism.

Over the last several years a number of leading philosophers – including Catherine Elgin, Linda Zagzebski, Jonathan Kvanvig, and Duncan Pritchard – have grown increasingly dissatisfied with the contemporary focus on knowledge in epistemology and have attempted to “recover” the notion of understanding. According to some of these philosophers, in fact, understanding deserves not just to be recovered, but to supplant knowledge as the focus of epistemological inquiry. This entry considers some of the main reasons why philosophers have taken understanding (...) to be more valuable than knowledge, focusing on claims that it is more transparent, that it better reflects or mirrors the world, and that it is a greater intellectual achievement. In this essay, I develop and defend a virtue‐theoretic conception of rationality as a capacity whose function is understanding, as opposed to mere truth or correctness. I focus on two main potential advantages of this view. First, its ability to explain the rationality of forms of explanatory reasoning, and second, its ability to offer a more unified account of theoretical and practical rationality.

Jonathan Kvanvig has argued that “objectual” understanding, i.e. the understanding we have of a large body of information, cannot be reduced to explanatory concepts. In this paper, I show that Kvanvig fails to establish this point, and then propose a framework for reducing objectual understanding to explanatory understanding.

Recently, it has been debated as to whether understanding is a species of explanatory knowledge. Those who deny this claim frequently argue that understanding, unlike knowledge, can be lucky. In this paper I argue that current arguments do not support this alleged compatibility between understanding and epistemic luck. First, I argue that understanding requires reliable explanatory evaluation, yet the putative examples of lucky understanding underspecify the extent to which subjects possess this ability. In the course of defending this claim, I (...) also provide a new account of the kind of ‘grasping’ taken to be central to understanding. Second, I show that putative examples of lucky understanding unwittingly deploy a kind of luck that is compatible with knowledge. Finally, appealing to a number of works on explanation and its attendant epistemology, I argue that alleged instances of lucky understanding that overcome these two obstacles will invariably violate certain norms of explanatory inquiry – our paradigmatic understanding-oriented practice. By contrast, knowledge of the same information is immune to these criticisms. Consequently, if understanding is environmentally lucky, it is always inferior to the understanding that a corresponding case of knowledge would provide. (shrink)

What is it that makes someone wise, or one person wiser than another? I argue that wisdom consists in knowledge of how to live well, and that this knowledge of how to live well is constituted by various further kinds of knowledge. One concern for this view is that knowledge is not needed for wisdom but rather some state short of knowledge, such as having rational or justified beliefs about various topics. Another concern is that the emphasis on knowing how (...) to live well fails to do justice to the ancient tradition of ‘theoretical wisdom’. Defenders of pragmatic encroachment in epistemology (or what I call practicalism) need to address two main problems. First, the view seems to imply, absurdly, that knowledge can come and go quite easily—in particular, that it might come and go along with our variable practical interests. We can call this the stability problem. Second, there seems to be no fully satisfying way of explaining whose practical interests matter. We can call this the “whose stakes?” problem. I argue that both problems can (...) be addressed in roughly the same terms. More exactly, I argue that by first clarifying the whose stakes? problem an answer to the stability problem naturally falls out. (shrink)

This Element examines what we can learn from religious disagreement, focusing on disagreement with possible selves and former selves, the epistemic significance of religious agreement, the problem of disagreements between religious experts, and the significance of philosophy of religion. Helen De Cruz shows how religious beliefs of others constitute significant higher-order evidence. At the same time, she advises that we should not necessarily become agnostic about all religious matters, because our cognitive background colors the way we evaluate evidence. Duncan Pritchard argues that a feature that sets understanding-why apart from knowledge-why is that whereas (I) understanding-why is a kind of cognitive achievement in a strong sense, (II) knowledge-why is not such a kind. I argue that (I) is false and that (II) is true. (I) is false because understanding-why featuring rudimentary explanations and understanding-why concerning very simple causal connections are not cognitive achievements in a strong sense. Knowledge-why is not a kind of cognitive achievement in a strong sense for (...) the same reason knowledge-that is not. The latter thesis requires showing that having (p because q) information is not equivalent to having information about facts or principles that establish the explanatory connections between the phenomena in question. I make a positive case for this claim and defend it against objections. Based on this argument, I identify an alternative feature that sets understanding-why apart from knowledge-why: The minimal condition for understanding-why and knowledge-why with respect to their contents is not identical. Knowing why p merely requires information that some explanatorily relevant dependency obtains. Understanding why p additionally requires information about facts or principles that establish the explanatory connections between the phenomena in question. (shrink)

Can understanding be based on false beliefs? I argue that it can. I first argue that the best way to understand the question is that it is whether one can increase one's degree of understanding by adopting an overall less accurate body of beliefs. I identify three sufficient conditions for one body of beliefs to be more accurate than another. Next, I appeal to two widely used methods of comparing degrees of understanding. With these methods, I show that understanding can (...) be gained by acquiring false beliefs. In addition, I show that this implies that understanding is not factive. (shrink)

Epistemologists have recently debated whether understanding is a species of knowledge. However, because they have offered little in the way of a detailed analysis of understanding, they lack the resources to resolve this issue. In this paper, I propose that S understands why p if and only if S has the non-Gettierised true belief that p, and for some proposition q, S has the non-Gettierised true belief that q is the best available explanation of p, S can correctly explain p (...) with q, and S can identify the features that make q the best explanation of p. Accordingly, cognition of one’s immediate environment (which is sometimes labeled “basic” cognition) depends on enaction and the picking up of affordances. However, ecological-enactive views supposedly fail to account for what is sometimes called “higher” cognition, i.e., cognition about potentially absent targets, which therefore can only be explained by postulating representational content. This challenge levelled against ecological-enactive approaches highlights a putative explanatory gap between (...) basic and higher cognition. In this paper, we examine scientific cognition—a paradigmatic case of higher cognition—and argue that it shares fundamental features with basic cognition, for enaction and affordance selection are central to the scientific enterprise. Our argument focuses on modeling, and on how models promote scientific understanding. We base our argument on a non-representational account of scientific understanding and on the material engagement theory, for models are hereby conceived as material objects designed for scientific engagements. Having done so, we conclude that the explanatory gap is significantly less threatening to the ecological-enactive approach than it might appear. (shrink)

Imagine you had the functions of your smartphone miniaturized to a cellular level and accessible by your neural network. Reflection on this possibility suggests that we should not just concern ourselves with whether our knowledge is extending “out” to our devices; our devices are extending in, and with them, possibly the information that they bring. If so, then the question of whether knowledge is “extended” becomes wrapped up with the question of whether knowing is something we do, or something we (...) can share with, or outsource to, instruments. And that in turn raises the two questions of this paper: First, to what extent does such technology put pressure on the idea that we might have more than one conception of knowledge? And second, what is the value of states that fit these conceptions of knowledge? (shrink)

Structural analogies connect Williamson’s epistemology and action theory: for example, action is the direction-of-fit mirror image of knowledge, and knowledge stands to belief as action stands to intention. These structural analogies, for Williamson, are meant to illuminate more generally how ‘mirrors’ reversing direction of fit should be understood as connecting the spectrum of our cognitive and practically oriented mental states. This paper has two central aims, one negative and the other positive. The negative aim is to highlight some intractable problems (...) with Williamson’s preferred analogical picture, which links the cognitive and the practical through the nexus of direction-of-fit mirroring. The positive aim of the paper is to propose a better alternative. In particular, we show that an achievement-theoretic proposal captures what is in common across the range of attitudes that exhibit the kind of structure that knowledge-belief, action-desire/intention do, while at the same time avoiding the problems shown to face Williamson’s proposed picture. Moreover, we draw attention to several key theoretical benefits of embracing our proposed achievement-theoretic picture, including some of the key benefits of the knowledge-first programme that Williamson’s own analogies were designed to secure. A very natural view about perceptual knowledge is articulated, one on which perceptual knowledge is closely related to perceptual discrimination, and which fits well with a relevant alternatives account of knowledge. It is shown that this kind of proposal faces a problem, and various options for resolving this difficulty are explored. In light of this discussion, a two-tiered relevant alternatives account of perceptual knowledge is offered which avoids the closure problem. It is further shown how this proposal can: accommodate our (...) intuitions about perceptual knowledge and perceptual discrimination in terms of the notion of primary relevance, give an account of how alternatives can be rationally excluded without appeal to perceptual discrimination in terms of the notion of secondary relevance, and deal with the problem posed by inverted Gettier cases, and hence explain what it means to rationally exclude alternatives which are of secondary relevance. Paulina Sliwa (2015) argues that knowing why p is necessary and sufficient for understanding why p. She tries to rebut recent attacks against the necessity and sufficiency claims, and explains the gradability of understanding why in terms of knowledge. I argue that her attempts do not succeed, but I indicate more promising ways to defend reductionism about understanding why throughout the discussion.

It is plausible to think that the epistemic benefit of having an explanation is understanding. My focus in this article is on the extent to which explanatory understanding, perhaps unlike knowledge, is compatible with certain forms of luck—the extent to which one can understand why something is the case when one is lucky to truly believe an explanatorily relevant proposition. I argue, contra Stephen Grimm ([2006]) and Duncan Pritchard ([2008], [2009]), that understanding quite generally is compatible with luckily believing a (...) true, explanatorily relevant proposition. My strategy is to argue that various intuitions that seem to rule against lucky understanding can be explained away, and thus do not compel us to reject the thesis that, in general, understanding tolerates luck. In arriving at this conclusion, I address some salient issues regarding the testimony of others, and also draw out the consequences of my discussions for the status of understanding as a cognitive achievement. The arguments for and against a truth-relativist semantics for propositional knowledge attributions (KTR) have been debated almost exclusively in the philosophy of language. But what implications would this semantic thesis have in epistemology? This question has been largely unexplored. The aim of this paper is to establish and critique several ramifications of KTR in mainstream epistemology. The first section of the paper develops, over a series of arguments, the claim that MacFarlane's (2005, 2010) core argument for KTR ultimately motivates (for (...) better or worse) the extension of a truth-relativist semantics to a subset of understanding attributions – attributions of understanding-why. I conclude by presenting some reasons to think that even if KTR were otherwise plausible, a truth-relativist semantics for understanding-why attributions is not. These claims, taken together, constitute a kind of epistemological argument against MacFarlane-style truth-relativism for knowledge attributions. (shrink)

Knowledge is widely regarded as being incompatible with epistemic luck, but according to several philosophers, the same does not hold for understanding. This paper examines to what extent understanding is vulnerable to epistemic luck. After discussing the weaknesses of some of the cases that have been offered to support the conclusion that understanding tolerates environmental epistemic luck, I turn to a more recent one offered in favour of the opposite conclusion. I argue that this case does not manage to establish (...) that understanding is vulnerable to environmental luck; this even if the fact that understanding comes in degrees is taken into account. Finally, I examine the vulnerability of understanding to intervening luck – the type of luck present in classical Gettier cases – and conclude that when such luck is present, one's understanding is necessarily sub-optimal; a conclusion that does not hold, according to what I argue, when it comes to environmental luck. Given how epistemologists conceive of understanding, to what degree do we understand the hypothesis of extended mind? If the extended mind debate is a substantive dispute, then we have only superficial understanding of the extended mind hypothesis. And if we have deep understanding of the extended mind hypothesis, then the debate over this hypothesis is nothing but a verbal dispute.

The notion of a non-sensory mental state or event that plays a prominent role in coming to understand, an epistemic achievement distinct from mere knowledge, featured prominently in historical writings on philosophy, and philosophical methodology. It is, however, completely absent from contemporary discussions of the subject. This paper argues that intuition plays an epistemic role in understanding, including philosophical understanding, and offers an explanation of how intuition manages to play this role, if and when it does. It is argued, subsequently, (...) that this role is autonomous, in the sense that a source of understanding cannot be reduced to a source of justification, evidence, or reason. Finally, it is noted that such autonomy implies that popular forms of skepticism about intuition do not impugn intuition’s epistemic significance with respect to its status as a source of understanding. Can one still have understanding in situations that involve the kind of epistemic luck that undermines knowledge? Kvanvig (The value of knowledge and the pursuit of understanding, 2003; in: Haddock A, Miller A, Pritchard D (eds) Epistemic value, 2009a; in: Haddock A, Miller A, Pritchard D (eds) Epistemic value, 2009b) says yes, Prichard (Grazer Philos Stud 77:325–339, 2008; in: O’Hear A (ed) Epistemology, 2009; in: Pritchard D, Millar A, Haddock A (eds) The nature and value of knowledge: three investigations, 2010) (...) say sometimes, DePaul and Grimm (Philos Phenomenol Res 74:498–514, 2007) and Grimm (Br J Philos Sci 57:515–535, 2006; in: Bernecker S, Pritchard D (eds) The Routledge companion to epistemology, 2011), Kvanvig’s critics, say no. The cases put forth by Kvanvig’s critics share a common feature, which seems to drive the intuition that understanding can’t be lucky: the fact that the information that makes up the individual’s understanding comes exclusively from a bad source. I formulate a case that lacks this feature, drawing on the fact that understanding produced from scientific inquiry is often produced by collaboration. I argue that my case provides good evidence that understanding is not a species of knowledge. (shrink)

Contemporary debate surrounding the nature of scientific progress has focused upon the precise role played by justification, with two realist accounts having dominated proceedings. Recently, however, a third realist account has been put forward, one which offers no role for justification at all. According to Finnur Dellsén’s (Stud Hist Philos Sci Part A 56:72–83, 2016) noetic account, science progresses when understanding increases, that is, when scientists grasp how to correctly explain or predict more aspects of the world that they could (...) before. In this paper, we argue that the noetic account is severely undermotivated. Dellsén provides three examples intended to show that understanding can increase absent the justification required for true belief to constitute knowledge. However, we demonstrate that a lack of clarity in each case allows for two contrasting interpretations, neither of which serves its intended purpose. On the first, the agent involved lacks both knowledge and understanding; and, on the second, the agent involved successfully gains both knowledge and understanding. While neither interpretation supports Dellsén’s claim that understanding can be prised apart from knowledge, we argue that, in general, agents in such cases ought to be attributed neither knowledge nor understanding. Given that the separability of knowledge and understanding is a necessary component of the noetic account, we conclude that there is little support for the idea that science progresses through increasing understanding rather than the accumulation of knowledge. Traditional rationalist approaches to a priori epistemology have long been looked upon with suspicion for positing a faculty of rational intuition capable of knowing truths about the world apart from experience. Conceptualists have tried to fill this void with something more empirically tractable, arguing that we know a priori truths due to our understanding of concepts. All of this theorizing, however, has carried on while neglecting an entire cross section of such truths, the grounding claims that we know a priori. (...) Taking a priori grounding into account poses a significant challenge to conceptualist accounts of a priori knowledge, as it is unclear how merely understanding conceptual connections can account for knowledge of grounding. The fact that we do know some grounding truths a priori, then, is a significant mark in traditional rationalism’s favor, and the next frontier for those who aim to eliminate the mystery surrounding a priori knowledge. This paper challenges the appeal to theory virtues in theory choice as well as the appeal to the intellectual and moral virtues of an agent as determining unique choices between empirically equivalent theories. After arguing that theoretical virtues do not determine the choice of one theory at the expense of another theory, I argue that nor does the appeal to intellectual and moral virtues single out one agent, who defends a particular theory, and exclude another agent defending an alternative theory. (...) I analyse Duhem’s concept of good sense and its recent interpretation in terms of virtue epistemology. I argue that the virtue epistemological interpretation does not show how good sense leads to conclusive choices and scientific progress. (shrink)

Many philosophers have recently challenged the monistic idea that knowledge is the sole aim of our inquiries into questions. Specifically, by giving examples, they argue that we can factually and legitimately inquire into questions to achieve states different from the mere knowledge of the correct and complete answer. Given this, they end up with a pluralistic stance about the aim of our inquiries into questions. In this paper, I will show that the pluralists’ cases do not seriously threaten knowledge monism. (...) First, I will describe how a knowledge monist can slightly revise her position and motivate the following claim: The aim of our inquiries into questions is not the mere knowledge but the occurrent knowledge of the correct and complete answer – a type of knowledge that is operative in our actions and cognition. Second, I will show how the monist can defend this position from the cases the pluralists offer by highlighting how our inquiries come in a variety and are bound to contextual aspects. Finally, by analysing the monist’s strategy further, I will end up with a new theory of inquiry: A theory that is contextualist, pluralist about the variety of inquiries, but monistic about their specific aims. The present paper argues that there is a structural difference between classical cases involving knowledge-undermining environmental luck, and cases where a subject acquires understanding in the presence of environmental luck. This difference appears to bear on arguments against the reductionist thesis that understanding is a special form of knowledge.

This paper considers in conceptual terms the extent to which pre-service teachers’ disengagement with philosophy of education might usefully be explained in terms of the mistaken charge of (1) ‘epistemic trespassing’ frequently levelled against philosophers of education. This cohort charge philosophers of education with being ultracrepidarians—those who proffer opinions on subjects that they know nothing about. Contra this view, I argue that casting philosophers as epistemic trespassers—lofty theorists with nothing meaningful to contribute to professional practice—is a wrongful charge, or ‘epistemic (...) vice’, based on a series of epistemic mistakes. These, individually and collectively, lead to a series of troubling costs in terms of impoverished professional formation and practice. To diagnose a plausible explanatory account of this phenomenon, I briefly turn to what I consider the main causes of this misattribution—more precisely—the four secondary category mistakes pre-service teachers make. Naturally a qualification is required. I contend these epistemic mistakes can rightfully be attributed to *some pre-service teachers in such determinations, which include: (2) misunderstanding standpoint epistemology (SE) in terms of automatic privilege being coextensive with first-personal authority (FPA); (3) overestimating the added value of deliberate/rational ignorance; (4) misguided intellectualist views of skills and expertise; and, (5) uncritical technicist attempts to emulate TikTok Exemplars with the allure of ‘Insta results’. This article examines Smith’s recent treatment of the problem of statistical evidence and the conception of epistemic justification that he puts forward. Two possible solutions to the problem of statistical evidence that result from his analysis of cases involving a contrast between statistical and individual evidence are considered. The solution resulting from Smith’s conception of epistemic justification is shown to be inferior to the solution calling for an explanationist conception of epistemic justification. As a result, Smith’s analysis of cases illustrating (...) the problem of statistical evidence, given his own standards of theory choice, is shown to support an explanationist conception of epistemic justification as an alternative to the probabilistic conception that he urges us to reject. Starting with the slogan that understanding is a ‘knowledge of causes’, Stephen Grimm and John Greco have argued that understanding comes from a knowledge of dependence relations. Grounding is the trendiest dependence relation on the market, and if Grimm and Greco are correct, then instances of grounding should also give rise to understanding. In this paper, I will show that this prediction is correct – grounding does indeed generate understanding in just the way that Grimm and Greco anticipate. However, grounding (...) examples of understanding also show that Grimm and Greco are not telling the full story when it comes to understanding. Understanding can only be generated by a particular subset of dependence relations – those dependence relations that are also explanatory. Grimm and Greco should thus appeal to a privileged class of dependence relations, relations like grounding that can also give rise to explanation. (shrink)

Based on the discussion of a novel version of the Barn County scenario, the paper argues for a new explication of knowledge undermining luck. In passing, an as yet undetected form of benign luck is identified.

There are three widely held beliefs among epistemologists: (1) the goal of inquiry is truth or something that entails truth; (2) epistemology aims for a reflectively stable theory via reflective equilibrium; (3) epistemology is a kind of inquiry. I argue that accepting (1) and (2) entails denying (3). This is a problem especially for the philosophers (e.g. Duncan Pritchard and Alvin Goldman) who accept both (1) and (2), for in order to be consistent, they must reject (3). The tension is (...) not restricted to epistemology. A similar tension also exists in the area of moral philosophy. The tension can be generalized. If one believes that the goal of inquiry is truth or something that entails truth and that philosophy aims for a reflectively stable theory via reflective equilibrium, she must deny that philosophy is a kind of inquiry. The present paper examines a type of sceptical hypothesis put forward by Adam Carter that specifically targets understanding—the Confusion Hypothesis. After clarifying the nature and scope of that hypothesis, it discusses Carter’s favoured virtue perspectivist answer to the challenge it raises. It is argued that this answer is ultimately unsatisfying as it is unable to explain how a subject can obtain assurance that her grasp of a given body of information actually results from the competences she comes to appreciate as (...) being reliable. A different answer that relies on the practical dimension of the specific grasp involved in understanding is then offered and is shown to avoid the problems faced by Virtue Perspectivism. (shrink)

What exactly do we need in order to enjoy the cognitive benefit that is supposed to be provided by an explanation? Some philosophers :15–37, 2012, Episteme 10:1–17, 2013, Eur J Philos Sci 5:377–385, 2015, Understanding, explanation, and scientific knowledge, Cambridge University Press, Cambridge, 2017) would say that all that we need is to know the explanation. Others :1–26, 2012; Strevens in Stud Hist Philos Sci Part A 44:510–515, 2013) would say that achieving understanding with the help of an explanation requires (...) more than that, that it requires a grasping or an understanding of the explanation. My aim in this paper is to come up with a new answer to this problem by exploring the shortcomings of the received view of understanding. In my view, besides having testimonial knowledge of an explanation, obtaining explanatory understanding requires full cognitive access to the explanation. (shrink)

In this paper, I assess Duncan Pritchard’s defense of the “orthodox” view on epistemic normativity. On this view, termed “epistemic value T-monism” (EVTM), only true belief has final value. Pritchard discusses three influential objections to EVTM: the swamping problem, the goal of inquiry problem, and the trivial truths problem. I primarily focus on Pritchard’s defense of the trivial truths problem: truth cannot be the only final epistemic value because we value “trivial” truths less than “significant” truths. In response, Pritchard appeals (...) to epistemic virtue: the virtuous agent desires “substantial” truths, where “substantiality” is a matter of the non-luckiness of the true belief. Thus, what has substantial value, for Pritchard, is well-grounded true belief. Yet, I argue, this moves away from “orthodox” EVTM: this view fails to attribute final epistemic value to non-grounded, accidentally true belief. Aside from giving up EVTM altogether, I suggest this leads to either a revision or revolution. On the revision interpretation, EVTM was always imprecise: what orthodoxy always really cared about was epistemically grounded truth rather than truth simpliciter. On the revolutionary reading, what we really care about, contra orthodoxy, formation of belief in line with virtues rather than truth simpliciter. (shrink)

In this paper, I take a critical look at the Davidsonian argument that metaphorical sentences do not express propositions because of the phenomenological experience—seeing one thing as another thing—involved in understanding them as metaphors. According to Davidson, seeing-as is not seeing-that. This verdict is aimed at dislodging metaphor from the position of being assessed with the semantic notions of propositions, meaning, and truth. I will argue that the phenomenological or perceptual experience associated with metaphors does not determine the propositional contentfulness (...) or truth-evaluability of metaphors. Truth-evaluability is not inconsistent but compatible with a perceptual model for metaphors. I argue for this partly by showing that seeing-as does not constitute understanding of metaphors when understanding is appropriately construed in terms of being able to use an expression. (shrink)

In this dissertation, I argue that understanding possesses unique epistemic value. I propose and defend a novel account of understanding that I call the management account of understanding, which is the view that an agent A understands a subject matter S just in case A has the ability to extract the relevant information and exploit it with the relevant cognitive capacities to answer questions in S. Since inquiry is the process of raising and answering questions, I argue that without understanding, (...) it would be impossible to engage in successful inquiry. I argue that understanding is indispensable for effective cognition and that it is irreducible to other epistemic categories, such as knowledge, justification, or rationality. Understanding is an irreducible component of epistemic excellence. In arguing for this account, I focus on the nature and requirements of cognition and pay less attention to intuitions about hypothetical cases, in contrast to previous approaches to understanding. I draw upon psychology and cognitive science, especially work on the frame problem, to demonstrate the importance (and difficulty) of finding relevant information and exploiting it in relevant ways to answer questions. One’s cognitive system must be organized in such a way that one has the ability to think the relevant thoughts in the relevant ways to answer the relevant questions. This reveals well-defined directions in which future research on understanding should move. In addition to proposing and defending the management account of understanding, I explore several features of understanding, including some interesting consequences of the management account. I argue that the management account and commonly used methods of measuring degrees of understanding imply that understanding can be based on false beliefs. I argue that the management account (and any account of understanding that implies understanding is an ability) implies that understanding can be acquired by luck. I also argue that understanding is ontologically prior to explanation: a good explanation is essentially an act that produces understanding in the relevant cognitive background. (shrink)
