There are many uncertainties concerning climate change, but a rough international consensus has emerged that a doubling of atmospheric carbon dioxide from its pre-industrial baseline is likely to lead to a 2.5 degree centigrade increase in the earth's mean surface temperature by the middle of the next century. Such a warming would have diverse impacts on human activities and would likely be catastrophic for many plants and nonhuman animals. The author's contention is that the problems engendered by the possibility of (...) climate change are not purely scientific but also concern how we ought to live and how humans should relate to each other and to the rest of nature; and these are problems of ethics and politics. The Royal Society's landmark report on geoengineering is predicated on a particular account of the context and rationale for intentional manipulation of the climate system, and this ethical framework probably explains many of the Society's conclusions. Critical reflection on the report's values is useful for understanding disagreements within and about geoengineering policy, and also for identifying questions for early ethical analysis. Topics discussed include the moral hazard argument, governance, the ethical status of geoengineering under different rationales, the implications of understanding (...) geoengineering as a consequence of wider moral failure, and ethical resistance to invasive interventions in environmental systems. Benefit/cost analysis is a technique for evaluating programs, procedures, and actions; it is not a moral theory. There is significant controversy over the moral justification of benefit/cost analysis. When a procedure for evaluating social policy is challenged on moral grounds, defenders frequently seek a justification by construing the procedure as the practical embodiment of a correct moral theory. This has the apparent advantage of avoiding difficult empirical questions concerning such matters as the consequences of using the procedure. So, for example, (...) defenders of benefit/cost analysis (BCA) are frequently tempted to argue that this procedurejust isthe calculation of moral Tightness – perhaps that what itmeansfor an action to be morally right is just for it to have the best benefit-to-cost ratio given the accounts of “benefit” and “cost” that BCA employs. They suggest, in defense of BCA, that they have found the moral calculus – Bentham's “unabashed arithmetic of morals.” To defend BCA in this manner is to commit oneself to one member of a family of moral theories (let us call thembenefit/cost moral theoriesorB/C moral theories) and, also, to the view that if a procedure is (so to speak) the direct implementation of a correct moral theory, then it is a justified procedure. Neither of these commitments is desirable, and so the temptation to justify BCA by direct appeal to a B/C moral theory should be resisted; it constitutes an unwarranted short cut to moral foundations – in this case, an unsound foundation. Critics of BCA are quick to point out the flaws of B/C moral theories, and to conclude that these undermine the justification of BCA. But the failure to justify BCA by a direct appeal to B/C moral theory does not show that the technique is unjustified. There is hope for BCA, even if it does not lie with B/C moral theory. (shrink)

In its restless metamorphosis, the environmental movement captures ideas and transforms them into principles, guidelines and points of leverage. Sustainability is one such idea, now being reinterpreted in the aftermath of the 1992 Rio Conference. So too is the precautionary principle. Like sustainability, the precautionary principle is neither a well defined principle nor a stable concept. It has become the repository for a jumble of adventurous beliefs that challenge the status quo of political power, ideology and civil rights. Neither concept (...) has much coherence other than it is captured by the spirit that is challenging the authority of science, the hegemony of cost-benefit analysis, the powerlessness of victims of environmental abuse, and the unimplemented ethics of intrinsic natural rights and inter-generational equity. It is because the mood of the times needs an organising idea that the precautionary principle is getting a fair wind. However, unless its advocates sharpen up their understanding of the term, the precautionary principle may not establish the influence it deserves. Its future looks promising but it is not assured. Cost-benefit analysis makes the assumption that everything from consumer goods to endangered species may in principle be given a value by which its worth can be compared with that of anything else, even though the actual measurement of such value may be difficult in practice. The assumption is shown to fail, even in simple cases, and the analysis to be incapable of taking into account the transformative value of new experiences. Several kinds of value are identified, by no means all (...) commensurable with one another – a situation with which both economics and contemporary ethical theory must come to terms. A radical moral pluralism is recommended as in no way incompatible with the requirements of rationality, which allows that the business of living decently involves many kinds of principles and various sorts of responsibilities. In environmental ethics, pluralism offers the hope of reconciling various rival theories, even if none of them is universally applicable. (shrink)

Divergent values are often at the heart of natural resource conflict. Using discord over the Grand Staircase-Escalante National Monument in southern Utah, U.S.A. as a case study, I propose that values are perceived as incommensurate because they reflect different realms, with which there exist distinct concepts of what it means to value and distinct, irreducible forms of value expression. I further argue that collaborative, discursive processes are one way to account for plural values in policy and decision making without requiring (...) a common metric, yet they are not without theoretical and practical challenges. While citizens often use non-instrumental arguments to support environmental protection, most governmental policies are justified by instrumental arguments. This paper explores some of the reasons. We interviewed senior policy advisors to four European governments active in global climate change negotiations and the UNCED (United Nations Conference on Environment and Development) process. In response to our questions, a majority of these advisors articulated deeply held personal environmental values. They told us that they normally keep these values separate from their professional environmental (...) policy activities. We interpret these findings within the context of the literature on environmental ethics and values. We suggest that environmental policy could be improved if widely held environmental values were articulated, validated, and admitted into the process of policy analysis and deliberation. (shrink)

This paper recognises the many contributions to work on environmental values while arguing that some reconsideration of elicitation practices is warranted. It argues that speaking and thinking about certain environmental values, particularly ethical expressions, are ill-matched with the affectively neutral, direct question-answer formats standard to willingness-to-pay and survey methods. Several indirect, narrated, and affectively resonant elicitation tasks were used to provide study participants with new opportunities to express their values. Coded results demonstrate that morally resonant, image- based, and narrative-style elicitation (...) tasks help respondents articulate a broader range of noncost and nonutilitarian environmental values. However, it was found that elicitations of this kind are most useful when presented in a affectively subtle and noncontroversial form. Several suggestions for synthesising these methods with more structured forms are offered. (shrink)

The trend in environmental management toward more adaptive, community-based, and holistic approaches will require new approaches to environmental valuation. In this paper, we offer a new valuation approach, one that embodies the core principles of adaptive management, which is experimental, multi-scalar, and place-based. In addition, we use hierarchy theory to incorporate spatial and temporal variability of natural systems into a multi-scalar management model. Our approach results in the consideration of multiple values within community-based ecosystem management, rather than an attempt to (...) maximise a single variable such as economic efficiency. We then offer two heuristics – one procedural and one evaluative – to guide a community toward shared goals, and to develop indicators to measure progress toward these goals. We illustrate our approach by application to environmental and developmental decisions in the Southern Appalachians. (shrink)

After the first wave of writings in environmental philosophy in the early 1970s, which were mostly critical of anthropocentrism, a new trend emerged which sought to humanise this subject, and to revive or vindicate anthropocentric stances. Only in this way, it was held, could environmental values become human values, and ecological movements manage to become social ecology. Later writers have detected tacit anthropocentrism lurking even in Deep Ecology, or have defended ‘perspectival anthropocentrism’, as the inevitable methodology of any system of (...) environmental ethics devised by and for the guidance of human beings. Human good, broadly enough conceptualised, is held to be the basis of ethics. Rational choice models are characterized by the image of the self-interested Homo economicus. The role of moral concerns, which may involve a concern for others' welfare in people's judgments and choices, questions the descriptive validity of such models. Increasing evidence of a role for perceived moral obligation within the expectancy-value-based theory of reasoned action and the theory of planned behavior indicates the importance of moral-normative influences in social behavior. In 2 studies, the influence of moral judgments on attitudes toward food (...) produced with the use of genetic engineering techniques and toward meat consumption is addressed. The reasons participants provide for their moral judgments indicate some foci of their moral concerns. The results of both studies corroborate earlier findings that perceived moral obligation has independent effects on behavioral intentions; they also provide evidence that such judgments may affect attitudes themselves. The results are discussed in relation to the need for attitude-behavior models to reflect the role of moral evaluations in judgment and choice. (shrink)

Domestic eco-efficient technologies, such as recycling bins and compact florescent light bulbs, are integral to the eco-modernisation project. To date, however, little research has examined their role in the production of 'sustainable citizens'. In response, this paper explores the productivities of commonplace domestic objects. It draws on qualitative research into a Sydney-based sustainable living programme called 'GreenHome', to examine how participants' environmental ethics became articulated through objects' use. This forges a form of embodied 'techno-ethics' that permeates socio-material relations beyond the (...) immediate. Therefore, this examination of the quotidian deployment of eco-efficient technologies, whilst not denying the problematic nature of technologically-dependant futures, suggests some positive outcomes from individuals' enrolment in domestic eco-modernisation. Is liberalism adaptable enough to the ecological agenda to deal satisfactorily with the challenges of anthropogenic climate change while leaving its normative foundations intact? Compatibilists answer yes; incompatibilists say no. Comparing such answers, this article argues that it is not discrete liberal principles which impede adapatability, so much as the constructivist model (exemplified in Rawls) of what counts as a valid normative principle. Constructivism has both normative and ontological variants, each with a realist counterpart. I argue that normative constructivism in (...) the Rawlsian mode, whatever its strengths elsewhere, is markedly ill‐equipped to deal with the particular normative challenges posed by climate change – and that that these doubts holds regardless of which stance is adopted as its ontological corollary. The use of cost-benefit analysis (CBA) in environmental decision-making and the contingent valuation (CV) technique as input into traditional CBA to elicit environmental values in monetary terms has stimulated an extensive debate. Critics have questioned the appropriateness of both the method and the technique. Some alternative suggestions for the elicitation of environmental values are based on a social process of deliberation. However, just like traditional economic theory, these alternative approaches may be questioned on their implicit value judgements regarding the legitimacy (...) of the social-political organisation of the process of value elicitation. Instead of making assumptions a priori, research efforts should be focused on the processes by which actual public attitudes and preferences towards the environment can best be elicited and fed into environmental or other public policy decision-making. In the study presented in this paper, support was found for both the individual WTP based approach and a participatory social deliberation approach to inform the environmental decision-making process, suggesting that a combination of both approaches is most appropriate. Most environmental philosophers have had little use for 'conventional' philosophical and political thought. This is unfortunate, because these traditions can greatly contribute to environmental ethics and policy discussions. One mainstream concept of potential value for environmental philosophy is the notion of the public interest. Yet even though the public interest is widely acknowledged to be a powerful ethical standard in public affairs and public policy, there has been little agreement on its descriptive meaning. A particularly intriguing account of the concept (...) in the literature, however, may be found in the work of the American pragmatist John Dewey. Dewey argued that the public interest was to be continuously constructed through the process of free, cooperative inquiry into the shared good of the democratic community. This Deweyan model of the public interest has much to offer environmental philosophers who are interested in making connections between normative arguments and environmental policy discourse, and it holds great promise for enhancing environmental philosophy's role and impact in public life. The increasing demand for horticultural products for nutritional and economic purposes by lesser developed countries (LDC's) is well-documented. Technological demands of the LDC's producing horticultural products is also increasing. Pesticide use is an integral component of most agricultural production, yet chemicals are often supplied without supplemental information vital for their safe and efficient implementation. Illiteracy rates in developing countries are high, making pesticide education even more challenging. For women, who perform a significant share of agricultural tasks, illiteracy rates are even (...) higher than for men. The dilemma exists of how a developing country can improve its nutritional and economic situation without giving consideration to social and environmental consequences. (shrink)

The concern of this paper is that the kind of values education that occurs includes "reverse moral education," the idea that moral considerations are at best extra scientific if not simply irrational. Hunger is both a natural and social phenomenon. On one hand, it is a natural, biological state that affects everyone, everywhere, in every historical time. On the other hand, our perceptions, attitudes, and experiences of hunger are far from uniform. We think about it differently in different contexts and settings depending on its causes and consequences. The same event—the same pangs, emptiness, and lack of energy associated with the desire for food—takes on different meanings depending on who is hungry, when, (...) where, and why. That is to say, it is a matter of interpretation like any other human affair. However, just because it is open to interpretation does not mean that all opinions are equally valid, or that there is nothing objectively true about it. On the contrary, there is a good deal of agreement about what hunger is and where it comes from. Both the biological and socio-economic causes are well-researched, albeit far from settled. Yet, hunger is a surprisingly elastic concept that covers a number of different experiences. Consequently, different practical, moral, and political responses might be appropriate depending on how it’s interpreted. The four main classes of hunger are: involuntary, voluntary, scientific, and political. Each has its particular actors, explanations, and outcomes; each takes place in different social and historical setting; and each has its own solutions beyond simply putting food into empty stomachs. After briefly examining the relevance of hermeneutics for understanding the variety of hungers, this paper will analyze several different forms and changing definitions of it. Although the meaning of hunger may be indeterminate and solutions to it debatable, we can always explain ourselves and understand conflicting interpretations. (shrink)

But there remain a number of significant problems about the proper scope of the market domain, about the range of activities which are appropriately governed by market mechanisms and their associated forms of commercial organisation. Whilst many would agree that the market is an admirable device, provided it is ‘kept in its place’, there is much less agreement about the precise (...) location of that place, about where and on what grounds the boundaries of the market should be established. The article scrutinises the complex relation between late twentieth century liberal and environmental thought. It concludes that if the key values of contemporary liberal and environmental thought are compared then the prognosis looks gloomy. There are implicit and deep tensions over most value questions. In order to provide a coherent focus for this analysis, the paper addresses the issue of liberal justice, namely, can liberal theories of justice be sensitively applied to environmental questions? The answer to this question is that (...) for much environmental thought, it is the very values and practices implicit within liberal justice theory which now constitute the key environmental danger. Environmental holism, with its demands for universality, appears to undermine the democratic rights of individuals, and of nation states within the international community. But these rights may better be viewed as means towards justice or other goods, rather than as ends in themselves. Where basic survival issues are involved, environmental 'triage' may be morally essential, and some checks on 'populist' democratic politics inevitable.

Many theoretical developments in the business and society field do not pay enough attention to the policy environment in which business functions and through which corporate behavior is largely shaped to respond to social problems. Part of this problem may be due to the lack of a firm philosophical foundation for public policy providing legitimacy for the concept in relation to the market system. American pragmatism offers such a foundation and overcomes many of the tensions between the market and public (...) policy by puffing the concept of the individual and community in proper perspective. The origins of both economic and philosophical value theory are examined and shown to be closely related. The status of neo-classical value theory is that it is internally flawed in any attempt to describe the real world. Cost-benefit analysis as it applies to the valuation of environmental agents relies upon the claim that this neo-classical theory has a particular status in optimal welfare maximisation and, therefore, suffers the same problems of internal consistency. Economic valuation of the environment is not a (...) scientific process derived from external law but a social process relying upon social agreement. Alternatives to economic valuation are considered and may possess a more plausible social base. However, all environmental valuation is at odds with beliefs based upon the existence of objective and intrinsic values. (shrink)

In 2003, Peter Singer and others sounded a warning in the pages of the journal Nanotechnology that research into the ethical, social, and legal implications of nanotechnology was increasingly lagging behind research into nanotechnology itself. More recently, Alfred Nordmann and Arie Rip have argued that while the pace of ELSI inquiry has now picked up, the inquiry itself is focused far too much on hypothetical and futuristic scenarios. But might there be advantages for ethicists and philosophers of technology interested in (...) the ELSI of emerging technologies to continue to think in a speculative vein? Drawing upon some lessons learned from the development of environmental ethics, and looking primarily at information and computing technologies, I suggest three reasons as to how speculative thinking can add value to ELSI reflection. I argue that it can allow for critical values to emerge that might otherwise go unheeded, open up avenues to reframe issues that might otherwise go unnoticed, and, perhaps most importantly, permit questions to be raised that might otherwise go unvoiced. The objective of this paper is to outline challenges associated with the inclusion of welfare issues in breeding goals for farm animals and to review the currently available methodologies and discuss their potential advantages and limitations to address these challenges. The methodology for weighing production traits with respect to cost efficiency and market prices are well developed and implemented in animal breeding goals. However, these methods are inadequate in terms of assessing proper values of traits with social and ethical values (...) such as animal welfare, because such values are unlikely to be readily available from the product prices and costs in the market. Defining breeding goals that take animal welfare and ethical concerns into account, therefore, requires new approaches. In this paper we suggest a framework and an approach for defining breeding goals, including animal welfare. The definition of breeding goals including values related to animal welfare requires a multidisciplinary approach with a combination of different methods such as profit equations, stated preference techniques, and selection index theory. In addition, a participatory approach involving different stakeholders such as breeding organizations, food authorities, farmers, and animal welfare organizations should be applied. We conclude that even though these methods provide the necessary tools for considering welfare issues in the breeding goal, the practical application of these methods is yet to be achieved. (shrink)

People seem to have pure time preferences about trade-offs concerning their own pleasures and pains, and such preferences contribute to estimates of people's individual time discount rate. Do pure time preferences also matter to interpersonal welfare trade-offs, including those concerning the welfare of future generations? Most importantly, should the intergenerational time discount rate include a pure time preference? Descriptivists claim that the intergenerational discount rate should reflect actual people's revealed preferences, and thus it should include a pure time preference. Prescriptivists (...) claim that the intergenerational discount rate should be based on moral analysis, and thus they (often) claim that the rate of pure time preference should be zero. I argue that regardless of which view is correct, a focus on pure time preference is misplaced. First, the most plausible interpretation of descriptive preferences for intergenerational trade-offs is that people are socially biased and not time biased. Second, social bias is superior to time bias as a prescriptive reason to discount the welfare of future people. Third, recent advances in measuring social bias as a social discount rate make social bias a viable replacement for time bias in economic analyses of intergenerational welfare trade-offs. (shrink)

The European Landscape Convention has brought up the question of democracy in relation to landscape transformation, but without a clear definition of democracy. This paper conceptualises democracy in relation to three main sets of values related to self-determination, co-determination and respect for argument. It examines various methods that have been used to try to make landscape decisions more democratic. In the last part of the paper the connoisseur method is introduced. This method emphasises stakeholder participation in deliberative processes with a (...) particular focus on place-based knowledge. It has been used in Sweden as a means of involving local stakeholders in the democratic process of defining goals and objectives of their landscapes. In the conclusion, this method is recommended despite its dependence on favourable conditions, particularly continuity and commitment, and a few suggestions about possible improvements are presented. Land use planning decisions are recognised as being value judgements, yet the questions of what values and whose values are rarely addressed. Values may be absolute or relative, intrinsic or extrinsic, passionately emotional or coolly reasoned, and ‘measured’ in a multitude of ways: by rarity, economics, social or aesthetic interpretations. Using examples of land use planning in Western Australia, I examine some of the complex values brought into play. I conclude that we need to explore, rather than reject, the plurality (...) of values we incorporate into planning decisions. Rather than imposing an artificial order on value confusion, we need to learn how to negotiate our decisions in a world of value complexity and diversity. (shrink)

‘Contingent Valuation ’ is a method often used to make decisions about environmental issues. It is used to elicit citizens’ preferences at the location of a specific facility, new road and the like. I argue that even if we could elicit a truly informed and ‘free’ choice, the method would remain flawed, as 1) all ‘local’ activity also has far-reaching environmental consequences; 2) majority decisions may support chices that adversely affect minorities; 3) even with full information, consenting to harms like (...) significant alterations of our normal functioning or health, or genetic mutations, may not be morally acceptable. Elsewhere I have defended utilitarianism as a philosophy peculiarly well suited to the conduct of public affairs, on grounds of the peculiar tasks and instruments confronting public officials. Here I add another plank to that defence of ‘utilitarianism as a public philosophy’, focusing on the peculiar role responsibilities of people serving in public capacities. Such ‘public service utilitarianism’ is incumbent not only upon public officials but also upon individuals in their capacities as citizens and voters. Thirty years ago the American philosopher Holmes Rolston published a seminal article in Ethics announcing the birth of a new sub‐discipline in philosophy: environmental ethics. However, while environmental ethicists focused on meta‐ethical questions, the public needed answers to many political questions and dilemmas. This gave rise to some fascinating works in environmental political theory. Drawing a link between energy policy and sustainable development, this paper explores the normative dimensions of policy analysis that inform energy sector decision-making, and how these norms fall short of incorporating adequate considerations of sustainability. The discussion focuses on the obligations that our present generation has to conserve for future generations, the decision of which discount rate to use, and the importance of citizen-oriented preferences in economic valuation. This analysis concludes with the claim that if sustainability insights are applied to (...) conventional methods of approaching these issues, we may be better prepared to address issues that are unconventional and complex, such as those involving the production and use of energy resources. No one would deny that sustainability is necessary for individual, business, and national survival. How this goal is to be accomplished is a matter of great debate. In this article I will show that the United States and other developed countries have a duty to create sustainable cities, even if that is against a notion of private property rights considered as an absolute. Through eminent domain and regulation, developed countries can fulfill their obligations to current and future generations. To do (...) so, the governments must reject perfectly competitive free market capitalism and the absolute right to private property, and more fully adopt social welfare capitalism as their economic system. The result will be a sustainable society that balances democracy, individual rights and individual flourishing with the community’s flourishing. (shrink)

This article examines Sagoff's criticisms of 'Four Dogmas of Environmental Economies' and argues that none of them are fatal. Many of the criticisms appear to rest on general misunderstandings about welfare economics. One misunderstanding is that transaction costs are theoretically indistinguishable from regular production costs. The theoretical distinction is that transaction costs vary under alternative policies and institutions whereas production costs are fixed by tastes, technology and endowments. Another misunderstanding is that market failure concerns only Pareto efficiency. Market failure also (...) concerns social efficiency with respect to the 'social welfare function', a device for making explicit ethical judgments about the interpersonal distribution of welfare. A third misunderstanding is that the 'rationality assumption' drives economic theory. In fact, the explanatory power of economic models comes mainly from explicit assumptions about the constraints facing economic agents. A fourth misunderstanding is that welfare economics is used as a mechanism for making legal and political decisions. Rather, welfare economics is used as a method for informing legal and political decisions by evaluating their outcomes on the basis of individual welfare. Used properly, it can improve the democratic process by bringing hidden costs and difficult issues to the attention of both policy-makers and the wider public. (shrink)

This paper argues that there may be instances where assessing wildlife for monetary valuation might be quite reasonable and useful for public policy, even when there are strong arguments against valuation of wildlife and nature. A case of deer population management is considered where continued growth of the deer population will lead to more property damage and habitat loss. However, deer population control raises ethical questions on the rights of animals to exist and on the rights of humans to arbitrarily (...) interfere. The contingent valuation methodology is used to value preferences for deer management for the purpose of guiding public policy. The valuation estimates show that ethical concerns about killing deer affect the level of willingness to pay in a quite a logical manner. However, for individuals with rights-based preferences, CVM is not appropriate. The survey results also show that individuals with rights-based preferences are a small minority in this particular example. (shrink)

Benton MacKaye's name is rarely evoked in the fields of environmental history and philosophy. The author of the Appalachian Trail in the early 1920s and a co-founder of the Wilderness Society with Aldo Leopold and Bob Marshall in the 1930s, MacKaye's unique contribution to American environmental thought is seldom recognized. This neglect is particularly egregious in the current debate over the intellectual foundations of the American wilderness idea, a discussion to which I believe MacKaye has much to contribute. Specifically, I (...) believe that his pragmatic vision for wilderness conservation, a project supported through an appeal to the values of a reconstructed "indigenous" communal environment, owes much to the social philosophy of Josiah Royce, MacKaye's former teacher at Harvard. While the Appalachian Trail never delivered on MacKaye's goals of progressive reform and failed to unite the regional planning and conservation communities of the time, his vision remains highly relevant to our present-day deliberations about the relationship between wild nature and society at the dawn of the 21st century. The debate over wolf recovery and management in the United States is best understood as a value-based political conflict that transcends issues strictly pertaining to science, biology and techno-rational approaches to problem solving. Political and cultural context will shape the future of the wolf as it has its past. A policy-oriented approach has much to offer the debate, especially if it is contextual and places human values and ethics at the center of its analysis. It is also important for those (...) engaged in the debate to acknowledge its value-based character. The policy implications of not doing so are serious and will become only more so in the future. Recent writers in the libertarian tradition have suggested a natural affinity between hermeneutics and libertarian politics. This case is not persuasive. We look at two different ways the link has been attempted. In one, markets themselves are seen as constituting a hermeneutic conversation of sorts. A second approach uses hermeneutics to underpin the traditional liberal confinement of the state to setting the rules of the game—to matters of the right as opposed to the good.
