My contribution to the first round of a tetralog with Bill Brewer, Anil Gupta, and John McDowell. Each of us has written a response to the writings of the other three philosophers on the topic "Empirical Reason". My initial contribution focuses on what we know a priori about perception. In the second round, we will each respond to the each writer's first-round contributions.

In her exciting and thought-provoking book, The Rationality of Perception, Susanna Siegel tackles some bedrock issues concerning the nature and epistemology of perception: its rationality and relation to inference. Examining those issues from the perspective of everyday perception, where our vanity, fears, wishful thinking, general outlook, etc. can influence what we believe ourselves to see, Siegel offers a constructive defence of the claim that ‘both perceptual experiences and the processes by which they arise can be rational or irrational’ and goes (...) on to analyze these processes in terms of inference. Perceptual systems respond to proximal stimuli by forming mental representations of distal stimuli. A central goal for the philosophy of perception is to characterize the representations delivered by perceptual systems. It may be that all perceptual representations are in some way proprietarily perceptual and differ from the representational format of thought (Dretske 1981; Carey 2009; Burge 2010; Block ms.). Or it may instead be that perception and cognition always trade in the same code (Prinz 2002; Pylyshyn 2003). This paper rejects (...) both approaches in favor of perceptual pluralism, the thesis that perception delivers a multiplicity of representational formats, some proprietary and some shared with cognition. The argument for perceptual pluralism marshals a wide array of empirical evidence in favor of iconic (i.e., image-like, analog) representations in perception as well as discursive (i.e., language-like, digital) perceptual object representations. In this paper, I offer a new argument for the perceptual rationality thesis: the claim that perceptual experiences themselves can be rational or irrational. In her book The Rationality of Perception, Susanna Siegel has offered several intertwined arguments for this same thesis, and, as you will see, one of Siegel’s arguments is what inspires my own. However, I will suggest that the new argument is significantly better-supported than Siegel’s original argument.

The paper offers a solution to the generality problem for a reliabilist epistemology, by developing an “algorithm and parameters” scheme for type-individuating cognitive processes. Algorithms are detailed procedures for mapping inputs to outputs. Parameters are psychological variables that systematically affect processing. The relevant process type for a given token is given by the complete algorithmic characterization of the token, along with the values of all the causally relevant parameters. The typing that results is far removed from the typings of folk (...) psychology, and from much of the epistemology literature. But it is principled and empirically grounded, and shows good prospects for yielding the desired epistemological verdicts. The paper articulates and elaborates the theory, drawing out some of its consequences. Toward the end, the fleshed-out theory is applied to two important case studies: hallucination and cognitive penetration of perception. (shrink)

There is ongoing philosophical debate about the kinds of properties that are represented in visual perception. Both “rich” and “thin” accounts of perceptual content are concerned with how prior assumptions about the world influence the construction of perceptual representations. However, the idea that biased assumptions resulting from oppressive social structures contribute to the contents of perception has been largely neglected historically in this debate in the philosophy of perception. I draw on neurobiological evidence of the role of the amygdala in (...) visual processing to show that the influence of biased assumptions on visual perception gives us a unique path to rich evaluative content that does not require an appeal to controversial mechanisms like top-down modulation. Terence Horgan and John Tienson argue that there is phenomenal intentionality, i.e., “a kind of intentionality, pervasive in human mental life, that is constitutively determined by phenomenology alone” (p. 520). However, their arguments are open to two lines of objection. First, Horgan and Tienson are not sufficiently clear as to what kind of content it is that they take to be determined by, or to supervene on, phenomenal character. Second, critics have objected that, for their conclusion to follow, Horgan and (...) Tienson would first have to establish the co-variation of phenomenology and intentional content, but even so, phenomenal intentionality would still emerge as less plausible than its converse, representationalism. I will address these two challenges by appeal to Husserlian ideas. A consideration of perceptual phenomenology (i.e., phenomenal character) shows that there is a kind of perceptual content that is, indeed, determined by phenomenal character. Such content is conceived in terms of fulfillment conditions, or what it takes to bring aspects of objects and scenes to different, and more complete, ways of givenness. We can establish the primacy of phenomenology, relative to such fulfillment-conditional content, by tracing it back to the basic phenomenology of visual and other sensations. (shrink)

According to a traditional picture, perception and belief have starkly different epistemic roles. Beliefs have epistemic statuses as justified or unjustified, depending on how they are formed and maintained. In contrast, perceptions are “unjustified justifiers.” Core cognition is a set of mental systems that stand at the border of perception and belief, and has been extensively studied in developmental psychology. Core cognition's borderline states do not fit neatly into the traditional epistemic picture. What is the epistemic role of these states? (...) Focusing on the core object system, the author argues that core object representations have epistemic statuses like beliefs do, despite their many prototypically perceptual features. First, the author argues that it is a sufficient condition on a mental state's having an epistemic status as justified or unjustified that the state is based on reasons. Then the author argues that core object representations are based on reasons, through an examination of both experimental results and key markers of the basing relation. The scope of mental states that are subject to epistemic evaluation as justified or unjustified is not restricted to beliefs. (shrink)

Can we be responsible for our attention? Can attention be epistemically good or bad? Siegel tackles these under‐explored questions in “Selection Effects”, a pathbreaking chapter of The Rationality of Perception. In this chapter, Siegel develops one of the first philosophical accounts of attention norms. Her account is inferential: patterns of attention are often controlled by inferences and therefore subject to rational epistemic norms that govern any other form of inference. Although Siegel’s account is explanatorily powerful, it cannot capture a core (...) attention norm in cognitive science: one should balance between exploratory and exploitative attention. For central cases of exploratory attention such as mind‐wandering, child‐like, and creative thinking are non‐inferential. Siegel’s view classifies them as “normative freebies” that are not subject to epistemic evaluation. We’re therefore left with a disjunctive conclusion: either Siegel’s inferentialist theory of attention norms is incomplete or cognitive scientists are wrong about the norms that govern attention. Predictive processing accounts of perception assume that perception does not work in a purely bottom-up fashion but also uses acquired knowledge to make top-down predictions about the incoming sensory signals. This provides a challenge for foundationalist accounts of perception according to which perceptual beliefs are epistemically basic, that is, epistemically independent from other beliefs. If prior beliefs rationally influence which perceptual beliefs we come to accept, then foundationalism about perception appears untenable. I review several ways in which foundationalism might be (...) reconciled with PP from both an internalist and externalist perspective, and argue that an externalist foundationalism provides the best match with PP. As I walk into a restaurant to meet up with a friend, I look around and see all sorts of things in my immediate environment—tables, chairs, people, colors, shapes, etc. As a result, I know of these things. But what is the nature of this knowledge? Nowadays, the standard practice among philosophers is to treat all knowledge, aside maybe from “know-how”, as propositional. But in this paper I will argue that this is a mistake. I’ll argue that some knowledge is (...) constituted, not by beliefs toward propositions, but by awareness of properties and objects. Seeing isn’t believing, but it is knowing. After further characterizing this type of knowledge, I will make the case for it. Then I will consider a variety of objections. Finally, I will indicate how our recognition of this knowledge may answer other questions, and solve other problems, in philosophy. (shrink)

Among psychiatric conditions, delusions have received significant attention in the philosophical literature. This is partly due to the fact that many delusions are bizarre, and their contents interesting in and of themselves. But the disproportionate attention is also due to the notion that by studying what happens when perception, cognition, and belief go wrong, we can better understand what happens when these go right. In this paper, I attend to delusions for the second reason—by evaluating the epistemology of delusions, we (...) can better understand the epistemology of ordinary belief. More specifically, given recent advancements in our understanding of how delusions are formed, the epistemology of delusions motivates a proper functionalist account of the justification of belief. Proper functionalist accounts of the justification of belief hold that whether a belief is justified is partly determined by whether the system that produces the belief is functioning properly. Whatever pathology is responsible for delusion formation, restoring it to its proper function resolves the epistemic condition, an effect which motivates proper functionalism. (shrink)

There is evidence indicating that the Capgras delusion is grounded in some kind of anomalous experience. According to the endorsement model, the content of the delusion is already encoded in the Capgras subject's experience, and the delusion is formed simply by endorsing that content as veridical. Elisabeth Pacherie and Sam Wilkinson have in different ways attempted to articulate a comprehensive defence of this strategy, but here I argue that the endorsement model cannot be defended along the lines envisioned by either (...) of them. I then offer a more promising way of spelling out the model, according to which the anomalous experience implicated in Capgras is metaphorical in character. (shrink)

In this short essay, I tackle, yet again, the question of the nature of inference and elaborate on the agential conception of inference that I've been pursuing (Boghossian 2014, 2016 and forthcoming). What's new in this essay is a better way of setting up the issue about the na- ture of inference; a better identification of the concerns that lie at the back of this way of thinking about the topic; and a response to some important criticisms that have been (...) made of the agential view I've been advocating. Mark Alfano claims that the heuristics and biases literature supports inferential cognitive situationism, i.e., the view that most of our inferential beliefs are arrived at and retained by means of unreliable heuristics rather than intellectual virtues. If true, this would present virtue reliabilists with an unpleasant choice: they can either accept inferential skepticism, or modify or abandon reliabilism. Alfano thinks that the latter course of action is most plausible, and several reliabilists seem to agree. I argue that this is not (...) the case. If situationism is true, then inferential non-skepticism is no more plausible than reliabilism. But inferential cognitive situationism is false. The heuristic-based inferences that facilitate successful perception and communication have proven remarkably accurate, and even the psychological research on inductive reasoning does not support Alfano’s situationism. More generally, negative assessments of human reasoning tend to ignore the fact that the research on cognitive biases focuses primarily on the performance of individuals in isolation. Several studies suggest that we reason much more effectively when in critical dialogue with others, which highlights the fact that our epistemic performance depends not only on the inner workings of our cognitive processes, but on the environments in which they operate. Religions don’t simply make claims about the world; they also offer existential resources, resources for dealing with basic human problems, such as the need for meaning, love, identity, and personal growth. For instance, a Buddhist’s resources for addressing these existential needs are different than a Christian’s. Now, imagine someone who is agnostic but who is deciding whether to put faith in religion A or religion B. Suppose she thinks A and B are evidentially on par, but she regards A as (...) offering much more by way of existential resources. Is it epistemically rational for her to put her faith in A rather than B on this basis? It is natural to answer No. After all, what do the existential resources of a religion have to do with its truth? However, I argue that this attitude is mistaken. My thesis is that the extent to which it is good for a certain religion to be true is relevant to the epistemic rationality of faith in that religion. This is plausible, I’ll argue, on the correct account of the nature of faith, including the ways that emotion and desire can figure into faith and contribute to its epistemic rationality. (shrink)

Russell’s theory of acquaintance construes perceptual awareness as at once constitutively independent of conceptual thought and yet a source of propositional knowledge. Wilfrid Sellars, John McDowell, and other conceptualists object that this is a ‘myth’: perception can be a source of knowledge only if conceptual capacities are already in play therein. Proponents of a relational view of experience, including John Campbell, meanwhile voice sympathy for Russell’s position on this point. This paper seeks to spell out, and defend, a claim that (...) offers the prospects for an attractive, unacknowledged element of common ground in this debate. The claim is that conceptual capacities, at least in a certain minimal sense implicit in McDowell’s recent work, must be operative in perceptual experience, if it is to rationalize judgement. The claim will be supported on the basis of two premises, each of which can be defended drawing, inter alia, on considerations stressed by Campbell. First, that experience rationalizes judgement only if it is attentive. Second, that attention qualifies as a conceptual capacity, in the noted, minimal sense. The conjunction of the two premises might be dubbed ‘attentional conceptualism’. (shrink)

Many contemporary epistemologists take rational inference to be a conscious action performed by the thinker (Boghossian 2014; 2018; Valaris 2014; Malmgren 2018). It is tempting to think that rational evaluability requires responsibility, which in turn requires conscious action. In that case, unconscious cognition involves merely associative or otherwise arational processing. This paper argues instead for deep rationalism: unconscious inference often exhibits the same rational status and richly structured logical character as conscious inference. The central case study is rationalization, in which (...) people shift their attitudes in logically structured, reason-responsive ways in response to evidence of their own incompetence or immorality. These attitude shifts are irrational in a way that reflects on the thinker. Thus rationally evaluable inference extends downward into the unconscious. Many take the sole aim of belief to be truth (Velleman 2000) or knowledge (Williamson 2000), but the prevalence of rationalization suggests that belief updating often aims instead at preserving our positive conceptions of ourselves—that is, belief updating is part of a psychological immune system (Gilbert 2006; Mandelbaum 2019). This paper argues that the psychological immune system comprises a suite of distinct cognitive mechanisms, some (ir)rational and some arational, which are united by a common function of avoiding the maladaptive predomination of negative affect and maintaining stable motivation. Other aspects of the psychological immune system include (i) a domain-general positive bias in evaluative attitudes and (ii) “terror management,” i.e., the systematic strengthening of meaning-conferring beliefs to avoid death anxiety. The multiplicity of processes underlying the psychological immune system point toward an irrational but adaptive function of cognition to keep us motivated in a world rife with negativity and death.
