This is the second in a series of two articles that serve as an introduction to recent debates about cognitive phenomenology. Cognitive phenomenology can be defined as the experience that is associated with cognitive activities, such as thinking, reasoning, and understanding. What is at issue in contemporary debates is not the existence of cognitive phenomenology, so defined, but rather its nature and theoretical role. The first article examines questions about the nature of cognitive phenomenology, while the second article explores the (...) philosophical implications of these questions for the role of consciousness in theories of intentionality, introspective self-knowledge, and knowledge of the external world. This paper critically examines currently influential transparency accounts of our knowledge of our own beliefs that say that self-ascriptions of belief typically are arrived at by “looking outward” onto the world. For example, one version of the transparency account says that one self-ascribes beliefs via an inference from a premise to the conclusion that one believes that premise. This rule of inference reliably yields accurate self-ascriptions because you cannot infer a conclusion from a premise without believing the premise, and so (...) you cannot infer from a premise that you believe the premise unless you do believe it. I argue that this procedure cannot be a source of justification, however, because one can be justified in inferring from p that q only if p amounts to strong evidence that q is true. This is incompatible with the transparency account because p often is not very strong evidence that you believe that p. For example, unless you are a weather expert, the fact that it will rain is not very strong evidence that you believe it will rain. After showing how this intuitive problem can be made precise, I conclude with a broader lesson about the nature of inferential justification: that beliefs, when justified, must be underwritten by beliefs, when justified, must be underwritten by evidential relationships between the facts or propositions which those beliefs represent. The aim of this paper is to argue that what I call the simple theory of introspection can be extended to account for our introspective knowledge of what we believe as well as what we consciously experience. In section one, I present the simple theory of introspection and motivate the extension from experience to belief. In section two, I argue that extending the simple theory provides a solution to Moore’s paradox by explaining why believing Moorean conjunctions always involves some degree (...) of irrationality. In section three, I argue that it also solves the puzzle of transparency by explaining why it’s rational to answer the question whether one believes that p by answering the question whether p. Finally, in section four, I defend the simple theory against objections by arguing that self-knowledge constitutes an ideal of rationality. (shrink)

You can come to know that you believe that p partly by reflecting on whether p and then judging that p. Call this procedure “the transparency method for belief.” How exactly does the transparency method generate known self-attributions of belief? To answer that question, we cannot interpret the transparency method as involving a transition between the contents p and I believe that p. It is hard to see how some such transition could be warranted. Instead, in this context, one mental (...) action is both a judgment that p and a self-attribution of a belief that p. The notion of embedded mental action is introduced here to explain how this can be so and to provide a full epistemic explanation of the transparency method. That explanation makes sense of first-person authority and immediacy in transparent self-knowledge. In generalized form, it gives sufficient conditions on an attitude’s being known transparently. Self-consciously attempting to shape one's beliefs through deliberation and reasoning requires that one stand in a relation to those beliefs that might be signaled by saying that one must inhabit one's beliefs as one's own view. What does this amount to? A broad swath of philosophical thinking about self-knowledge, norms of belief, self-consciousness, and related areas assumes that this relation requires one to endorse, or be rationally committed to endorsing, one's beliefs. In fact, however, fully self-conscious adherence to epistemic norms (...) requires the ability to self-consciously hold a belief without endorsing that belief as true, as well-supported by the evidence, or as meeting some other epistemic standard, and there are cases in which no such commitment is rationally required. This ability is necessary if there is to be any such thing as a fully self-conscious process of changing one's mind. (shrink)

This paper examines how new evil demon problems could arise for our access to the internal world of our own minds. I start by arguing that the internalist/externalist debate in epistemology has been widely misconstrued---we need to reconfigure the debate in order to see how it can arise about our access to the internal world. I then argue for the coherence of scenarios of radical deception about our own minds, and I use them to defend a properly formulated internalist view (...) about our access to our minds. The overarching lesson is that general epistemology and the specialized epistemology of introspection need to talk---each has much to learn from each other. (shrink)

According to some, such as Carruthers (2009, 2010, 2011, 2015), the confabulation data (experimental data showing subjects making false psychological self-ascriptions) undermine the view that we can know our propositional attitudes by introspection. He believes that these data favour his interpretive sensory-access (ISA) theory—the view that self-knowledge of our propositional attitudes always involves self-interpretation of our sensations, behaviour, or situational cues. This paper will review some of the confabulation data and conclude that the presence and pattern of these data do (...) not substantiate the claim that we cannot introspect our propositional attitudes. As a consequence of this discussion, I conclude that the ISA theory is not well supported by the empirical data. (shrink)

Is self-knowledge a requirement of rationality, like consistency, or means-ends coherence? Many claim so, citing the evident impropriety of asserting, and the alleged irrationality of believing, Moore-paradoxical propositions of the form < p, but I don't believe that p>. If there were nothing irrational about failing to know one's own beliefs, they claim, then there would be nothing irrational about Moore-paradoxical assertions or beliefs. This article considers a few ways the data surrounding Moore's paradox might be marshaled to support rational (...) requirements to know one's beliefs, and finds that none succeed. (shrink)

According to the Group Mind Hypothesis, a group can have beliefs over and above the beliefs of the individual members of the group. Some maintain that there can be group mentality of this kind in the absence of any group-level phenomenal consciousness. We present a challenge to the latter view. First, we argue that a state is not a belief unless the owner of the state is disposed to access the state’s content in a corresponding conscious judgment. Thus, if there (...) is no such thing as group consciousness, then we cannot literally ascribe beliefs to groups. Secondly, we respond to an objection that appeals to the distinction between ‘access consciousness’ and ‘phenomenal consciousness’. According to the objection, the notion of consciousness appealed to in our argument must be access consciousness, whereas our argument is only effective if it is about phenomenal consciousness. In response, we question both parts of the objection. Our argument can still be effective provided there are reasons to believe a system or creature cannot have access consciousness if it lacks phenomenal consciousness altogether. Moreover, our argument for the necessary accessibility to consciousness of beliefs does concern phenomenal consciousness. (shrink)

This paper develops a novel puzzle about desire consisting of three independently plausible but jointly inconsistent propositions: all desires are dispositional states, we have privileged access to some of our desires, and we do not have privileged access to any dispositional state. Proponents of the view that all desires are dispositional states might think the most promising way out of this puzzle is to deny. I argue, however, that such attempts fail because the most plausible accounts of self-knowledge of desires (...) do not explain how we possess privileged access to dispositional desires. I conclude by offering what I take to be a more promising solution to the puzzle, one that involves the rejection of on the grounds that some desires possess phenomenology. (shrink)

Gareth Evans famously observed that he can answer the question ‘Do you think there is going to be a third world war?’ by attending to “precisely the same outward phenomena as I would attend to if I were answering the question ‘Will there be a third world war?’”. I argue that this observation follows from two independently plausible ideas in philosophy of mind. The first is about rationality and consciousness: it is that to be rational is in part to be (...) required to believe that you are in a conscious state if you are in one, at least if various background conditions are met. The second is about consciousness and attention: it is that consciousness in a belief state consists in its subject engaging, to a sufficient extent, in a certain sort of world-directed attention. I also argue that this suggestion is superior to others that have been made in the literature regarding Evan’s observation. (shrink)

Experiences of urges, impulses, or inclinations are among the most basic elements in the practical life of conscious agents. This article develops a theory of urges and their epistemology. The article motivates a tripartite framework that distinguishes urges, conscious experiences of urges, and exercises of capacities that agents have to control their urges. The article elaborates the elements of the tripartite framework, in particular, the phenomenological contribution of motor imagery. It argues that experiences of urges and exercises of control over (...) urges play coordinate roles in enabling an agent’s awareness of their impulses. (shrink)

Nico Silins (2012, 2013, 2020) argues that conscious judgments justify self-attribution of belief in the content judged. In defending his view, he makes use of Moore’s Paradox, seeking to show how his theory can explain what seems irrational or absurd about sentences of the form, ‘p and I do not believe that p’. I show why his argument strategy is not available to defend the view that conscious judgments can justify the self-attribution of belief in the content judged. I then (...) propose an amended version of his theory, which holds that sincerely asserting a proposition—whether aloud or silently—justifies self-ascribing belief in the proposition expressed. In doing so, I draw on an argument which I made in Gregory (2018) that there is something it is like to make a sincere assertion which is different from what it is like to make an insincere assertion. The phenomenology of sincere assertion provides immediate justification for self-ascription of belief in a proposition which has been sincerely asserted; nonetheless, it may be that we need to interpret our own assertions in order to determine which propositions they express. This paves the way for showing how two competing schools of thought about self-knowledge—one which holds that self-knowledge is immediate and one which holds that self-knowledge is inferential—might be combined. The attitude of intention is not usually the primary focus in philosophical work on self-knowledge. A recent exception is the so-called “Transparency” theory of self-knowledge, which attempts to explain how we know our own minds by appeal to reflection on non-mental facts. Transparency theories are attractive in light of their relative psychological economy compared to views that must posit a dedicated mechanism of ‘inner sense’. However, it is argued here, focusing on proposals by Richard Moran and Alex Byrne, that the (...) Transparency approach to explaining knowledge of our intentions fails. Considerations of economy therefore recommend an alternative approach: the Rylean Theory Theory. The particular view defended here is that one way of coming to know what we intend is to self-ascribe an intention on the basis of making a conscious decision about what to do. This view requires that there are such things as conscious decisions, and so the existence of conscious decisions is defended against skeptical worries raised by Peter Carruthers. The conclusion is that we know of our intentions by theorizing about ourselves, but that this knowledge can still be first-personally privileged, authoritative, and non-alienated. (shrink)

According to the Transparency Method, one can know whether one believes that P by attending to a question about the world—namely, ‘Is P true?’ On this view, one can know, for instance, whether one believes that Socrates was a Greek philosopher by attending to the question ‘Was Socrates a Greek philosopher?’ While many think that TM can account for the self-knowledge we can have of such a belief—and belief in general—fewer think that TM can be generalised to account for the (...) self-knowledge we can have of other propositional attitudes, such as our desires, intentions, wishes and so on. Call this the Generality Problem. In the present paper, I contrast my own attempt to solve the Generality Problem with several recent ones. I argue that in order to extend TM beyond belief, we must look to the concepts underpinning each kind of mental state. Doing so, I argue, reveals a series of outward-directed questions that can be attended to, in order to know what one desires, intends, wishes and so on. Call this the conceptual approach to extending TM. I support the conceptual approach in the present paper by showing how it generates Moore-Paradoxical sentences that are analogous to the case of belief. (shrink)

This paper explores the nature of self-knowledge of beliefs by investigating the relationship between self-knowledge of beliefs and one's knowledge of other people's beliefs. It introduces and defends a new account of self-knowledge of beliefs according to which this type of knowledge is developmentally interconnected with and dependent on resources already used for acquiring knowledge of other people's beliefs, which is inferential in nature. But when these resources are applied to oneself, one attains and subsequently frequently uses a method for (...) acquiring knowledge of beliefs that is non-inferential in nature. The paper argues that this account is preferable to some of the most common empirically motivated theories of self-knowledge of beliefs and explains the origin of the widely discussed phenomenon that our own beliefs are often transparent to us in that we can determine whether we believe that p simply by settling whether p is the case. In defence of naïve realism, Fish has advocated an eliminativist view of hallucination, according to which hallucinations lack visual phenomenology. Logue, and Dokic and Martin, respectively, have developed the eliminativist view in different manners. Logue claims that hallucination is a non-phenomenal, perceptual representational state. Dokic and Martin maintain that hallucinations consist in the confusion of monitoring mechanisms, which generates an affective feeling in the hallucinating subject. This paper aims to critically examine these views of hallucination. By doing so, I shall (...) point out what theoretical requirements are imposed on naïve realists who characterize hallucinations as non-visual-sensory phenomena. (shrink)

Self-verifying judgments like _I exist_ seem rational, and self-defeating ones like _It will rain, but I don’t believe it will rain_ seem irrational_._ But one’s evidence might support a self-defeating judgment, and fail to support a self-verifying one. This paper explains how it can be rational to defy one’s evidence if judgment is construed as a mental performance or act, akin to inner assertion. The explanation comes at significant cost, however. Instead of causing or constituting beliefs, judgments turn out to (...) be mere epiphenomena, and self-verification and self-defeat lack the broader philosophical import often claimed for them. To many, judgment has seemed a locus of cognitive agency, a kind of cognitive mental act. In one minimal sense, judgment is something one does. I consider whether judgment is more robustly agential: is it a kind of action done with an aim? The most attractive version of this sort of position takes judging that p to affirming that p with an alethic aim, an aim such as affirming truly. I argue that such views have unacceptable consequences. Acts done with (...) aims, in general, can be based only indirectly on evidence that one would attain the aim in so acting. It follows that if alethic aims theories of judgment were correct, a judgment that p could be based only indirectly on evidence for p. This itself would be problematic. But the problems extend further. Given the connection between judgment and belief-formation, it would follow, further, that the beliefs we form through judgment could at best be only indirectly based on evidence for p. On these theories, the direct bases for a judgment that p would have to be either a belief that p or a belief that it’s likely that p. The former cannot support belief-formation and the latter supports at best epistemically inappropriate belief-formation. I conclude that there is a hard limit on how robustly agential judgment can be. (shrink)

When we think about what others believe and want, we are usually affected by what we know about their attitudes. If I’m aware that another person believes something, I have an opportunity to agree or disagree with it. If I think that another person wants something, I can endorse or disapprove of her desire. The importance of such reactions to attributed beliefs and desires has thus far been overlooked in philosophy of mind where the focus has been on explanatory and (...) predictive roles of attitude attribution. The primary goal of this thesis is to fill this lacuna and to articulate the indispensability of such reactions – agreement/disagreement and endorsement/disapproval – for social cognition. In the process of doing it I also show how these initial reactions ground certain further possible responses in intersubjective communication: manipulation, negotiation or adoption of attributed attitudes. The second aim of this thesis is to explicate what is it about belief and desire attributions that makes the responses I’ve described possible. Because one can agree or disagree both with beliefs and assertions and endorse or disapprove both desires and requests, I argue that we should understand belief attributions in terms of assertions and desire attributions in terms of requests. When we think what someone believes and wants, we treat her as a conversation partner because her attitudes call for the same responses as speech acts do, even if she hasn’t made any explicit assertion or request herself. In short, beliefs and desires have communicative significance. Given such significance, we can also see what one needs to take into consideration when attributing these attitudes to another. My answer in the thesis is that belief and desire attributions have to be grounded in facts about the behaviour and well-being of attributees and that these facts also constitute the nature of beliefs and desires.
