Many moral philosophers accept the Debunking Thesis, according to which facts about natural selection provide debunking explanations for certain of our moral beliefs. I argue that philosophers who accept the Debunking Thesis beg important questions in the philosophy of biology. They assume that past selection can explain why you or I hold certain of the moral beliefs we do. A position advanced by many prominent philosophers of biology implies that this assumption is false. According to the Negative View, natural selection (...) cannot explain the traits of individuals. Hence, facts about past selection cannot provide debunking explanations for any of our moral beliefs. The aim of this paper is to explore the conflict between the Debunking Thesis and the Negative View. (shrink)

Innate cognitive capacities are widely posited in cognitive science, yet both philosophers and scientists have criticized the concept of innateness as being hopelessly confused. Despite a number of recent attempts to define or characterize innateness, critics have charged that it is associated with a diverse set of properties and encourages unwarranted inferences among properties that are frequently unrelated. This criticism can be countered by showing that the properties associated with innateness cluster together in reliable ways, at least in the context (...) of the study of cognition. Even though the causal connections between these cognitive properties are not always strict, they are robust enough to warrant considering innateness to be a natural kind as used in contemporary cognitive science. I enlarge on the theme that the brain mechanisms required for languageand other aspects of the human mind evolved through selective changes in the regulatory genes governing growth. Extension of the period of postnatal growth increases the role of the environment in structuring the brain, and spatiotemporal programming (heterochrony) ofgrowth might explain hierarchical representation, hemispheric specialization, and perhaps sex differences.

The conclusion that language is not really innate or modular is based on several fallacies. I show that the target article confuses communicative skills with linguistic abilities, and that its discussion of brain/language relations is replete with factual errors. I also criticize its attempt to contrast biological and linguistic principles. Finally, I argue that no case is made for the “alternative” approach proposed here.

This paper takes a fresh look at the nativism–empiricism debate, presenting and defending a nativist perspective on the mind. Empiricism is often taken to be the default view both in philosophy and in cognitive science. This paper argues, on the contrary, that there should be no presumption in favor of empiricism (or nativism), but that the existing evidence suggests that nativism is the most promising framework for the scientific study of the mind. Our case on behalf of nativism has four (...) parts. (1) We characterize nativism’s core commitments relative to the contemporary debate between empiricists and nativists, (2) we present the positive case for nativism in terms of two central nativist arguments (the poverty of the stimulus argument and the argument from animals), (3) we respond to a number of influential objections to nativist theories, and (4) we explain the nativist approach to the conceptual system. A survey of innateness in cognitive science, focusing on (1) what innateness might be, and (2) whether concepts might be innate.

This article illustrates in which sense genetic determinism is still part of the contemporary interactionist consensus in medicine. Three dimensions of this consensus are discussed: kinds of causes, a continuum of traits ranging from monogenetic diseases to car accidents, and different kinds of determination due to different norms of reaction. On this basis, this article explicates in which sense the interactionist consensus presupposes the innate?acquired distinction. After a descriptive Part 1, Part 2 reviews why the innate?acquired distinction is under attack (...) in contemporary philosophy of biology. Three arguments are then presented to provide a limited and pragmatic defense of the distinction: an epistemic, a conceptual, and a historical argument. If interpreted in a certain manner, and if the pragmatic goals of prevention and treatment (ideally specifying what medicine and health care is all about) are taken into account, then the innate?acquired distinction can be a useful epistemic tool. Externalism is the view that the intentional content of a mental state supervenes on its relations to objects in the extramental world. Nativism is the view that some of the innate states of the mind/brain have intentional content. I consider both “causal” and “nomic” versions of externalism, and argue that both are incompatible with nativism. I consider likely candidates for a compatibilist position – a nativism of “narrow” representational states, and a nativism of the contentless formal “vehicles” of representational states. (...) I argue that “narrow nativism” is either too implausible to appeal to the nativist – because it entails that innate representational states are lost as the mind becomes more experienced, or too costly to appeal to the externalist – because a reasonable version of it requires the analytic-synthetic distinction. Finally, I argue that “syntactic nativism” is indistinguishable from classical anti-nativist empiricism, given the latter’s broad tolerance for innate implementation of psychological principles and mechanisms. The proposal that the concept of innateness expresses a 'folk biological' theory of the 'inner natures' of organisms was tested by examining the response of biologically naive participants to a series of realistic scenarios concerning the development of birdsong. Our results explain the intuitive appeal of existing philosophical analyses of the innateness concept. They simultaneously explain why these analyses are subject to compelling counterexamples. We argue that this explanation undermines the appeal of these analyses, whether understood as analyses of the (...) vernacular concept or as explications of that concept for the purposes of science. For sentences such as (1), "Columbus knows that the sea is unpredictable", there is a face-value theory, according to which ‘that’-clauses are singular terms denoting propositions. Famously, Prior raised an objection to the theory, but defenders of the face-value theory such as Forbes, King, Künne, Pietroski and Stanley urged that the objection could be met by maintaining that in (1) ‘to know’ designates a complex relation along the lines of being in a state of knowledge having as content. Is the (...) theory safe, then? The aim of this paper is to show that a new problem for the theory arises if we consider attributions of skills, knacks, propensities and abilities. (shrink)

The following thesis starts from the question «why be moral?» and adresses an action-theoretic strategy for answering this question in the positive by reference to the constitutive natur of actions. In these debates, the epistemology of action has turned into a central issue. The thesis adresses these debates and develops a novel account of the epistemology: an account that may well turn out to provide a ground for the aforementioned constitutivist strategies.

The belief that syntax is an innate, autonomous, species-specific module is highly questionable. Syntax demonstrates the mosaic nature of evolutionary change, in that it made use of (and led to the enhancement of) numerous preexisting neurocognitive features. It is best understood as an emergent characteristic of the explosion of semantic complexity that occurred during hominid evolution.

Müller argues that double dissociations do not imply underlying modularity of the cognitive system, citing neural networks as examples of fully distributed systems that can give rise to double dissociations. We challenge this claim, noting that suchdouble dissociations typically do not “scale-up,” and that even some singledissociations can be difficult to account for in a distributed system.

Müller misconstrues autonomy to mean strict locality of brain function, something quite different from the functional autonomy that linguists claim. Similarly, he misperceives the interaction of learned and innate components hypothesized in current generative models. Evidence from sign languages, Creole languages, and neurological studies of rare forms of aphasia also argues against his conclusions.

The concepts of the innateness, universality, species-specificity, and autonomy of the human language capacity have had an extreme impact on the psycholinguistic debate for over thirty years. These concepts are evaluated from several neurobiological perspectives, with an emphasis on the emergence of language and its decay due to brain lesion and progressive brain disease.Evidence of perceptuomotor homologies and preadaptations for human language in nonhuman primates suggests a gradual emergence of language during hominid evolution. Regarding ontogeny, the innate component of language (...) capacity is likely to be polygenic and shared with other developmental domains. Dissociations between verbal and nonverbal development are probably rooted in the perceptuomotor specializations of neural substrates rather than the autonomy of a grammar module. Aphasiologicaldata often assumed to suggest modular linguistic subsystems can be accounted for in terms of a neurofunctional model incorporating perceptuomotor-based regional specializationsand distributivity of representations. Thus, dissociations between grammatical functors and content words are due to different conditions of acquisition and resulting differences in neural representation. Human brains are characterized by multifactorial interindividual variability, and strict universality of functional organization is biologically unrealistic.A theoretical alternative is proposed according to which (1) linguistic specialization of brain areas is due to epigenetic and probabilistic maturational events, not to genetic ”hard-wiring,” and (2) linguistic knowledge is neurally represented in distributed cell assemblies whose topography reflects the perceptuomotor modalities involved in the acquisition and use of a given item of knowledge. The concept of innateness is used to make inferences between various better-understood properties, like developmental canalization, evolutionary adaptation, heritability, species-typicality, and so on (‘innateness-related properties’). This article uses a recently-developed account of the representational content carried by inheritance systems like the genome to explain why innateness-related properties cluster together, especially in non-human organisms. Although inferences between innateness-related properties are deductively invalid, and lead to false conclusions in many actual cases, where some aspect of a phenotypic trait develops in reliance on (...) a genetic representation it will tend, better than chance, to have many of the innateness-related properties. The account also shows why inferences between innateness-related properties sometimes fail and argues that such inferences are especially misleading when applied to human psychology and behaviour because human psychological development is especially reliant on non-genetic inherited representations. Griffiths and Machery (2008) have argued that innateness is a folk notion that obstructs inquiry and has no place in contemporary science. They support their view by criticizing the canalization account of innateness (Ariew, 1999, 2006). In response, I argue that the criticisms they raise for the canalization account can be avoided by another recent account of innateness, the triggering account, which provides an analysis of the concept as it applies to cognitive capacities (Khalidi, 2002, 2007; Stich, 1975). I also (...) claim that they have not demonstrated that the folk notion of innateness is unsuitable for rehabilitation in a science of cognition. The Holographic Principle holds that the information in any region of space and time exists on the surface of that region. Layers of the holographic, universal “now” go from the inception of the universe to the present. Universal Consciousness is the timeless source of actuality and mentality. Information is experience, and the expansion of the “now” leads to higher and higher orders of experience in the Universe, with various levels of consciousness emerging from experience. The brain consists of a nested (...) hierarchy of surfaces that range from the most elementary field through the neuron, neural group, and the whole brain. Evidence from the evolution and structure of the brain shows that optimal surface areas in a variety of structures are conserved with respect to underlying surfaces. Microgenesis, the becoming of the mental state through a process of recapitulation of development and evolution, is in full accord with the Holographic Principle. Evidence from a wide variety of contexts indicates the capacity on the mind for total recall of past life events and for access to universal information, indicating connection with the holographic surfaces of prior “nows” and with the Universal holographic boundary. In summation, the Holographic Principle can help us explain the unity and mechanisms of perception, experience, memory, and consciousness. (shrink)

For the last decade and more Noam Chomsky has been elaborating a skein of doctrines about language learning, linguistic universals, Empiricism and innate cognitive mechanisms. My aim in this paper is to pull apart some of the claims that Chomsky often defends collectively. In particular, I want to dissect out some contentions about the existence of linguistic universals. I shall argue that these claims, while they may be true, are logically independent from a cluster of claims Chomsky makes about Empiricism, (...) language learning and innate cognitive mechanisms. The latter claims are, on my view, significantly more plausible than the former. Failure to note the logical space between the two has had lamentable consequences both for Chomsky and for his critics. Chomsky has been rather too ready to accept the existence of linguistic universals, and in arguing that one or another specific feature of a grammar is universal, he has consistently invoked an argument form of dubious merit. The critics, for their part, have sometimes argued against Chomsky's attack on Empiricist learning theories by criticizing Chomsky's views on language universals. If, as I shall maintain, the two positions are quite independent, then the critics' skepticism about linguistic universals is largely irrelevant to the Chomskian critique of Empiricist theories of learning. This paper attempts to articulate a dispositional account of innateness that applies to cognitive capacities. After criticizing an alternative account of innateness proposed by Cowie (1999) and Samuels (2002), the dispositional account of innateness is explicated and defended against a number of objections. The dispositional account states that an innate cognitive capacity (output) is one that has a tendency to be triggered as a result of impoverished environmental conditions (input). Hence, the challenge is to demonstrate how the input can be (...) compared to the output and shown to be relatively impoverished. I argue that there are robust methods of comparing input to output without measuring them quantitatively. (shrink)

While there is ongoing debate about the existence of basic emotions and about their status as natural kinds, these debates usually carry on under the assumption that basic emotions are modular and therefore cannot account for behavioral variability in emotional situations. Moreover, both sides of the debate have assumed that these putative features of basic emotions distinguish them as products of evolution rather than products of culture and experience. I argue that these assumptions are unwarranted, that there is empirical evidence (...) against them, and that evolutionary theory itself should not lead us to expect that behavioral invariability and modularity mark the distinction between evolved emotions and higher cognitive emotions. I further suggest that claims about behavioral invariability and modularity have functioned as defeasible conjectures aimed at helping test basic emotion theory. Finally, I draw out the implications of these claims for debates about the existence of basic emotions in humans. (shrink)

Metaphors of adorning, crafting, water flowing downward, and growing sprouts appear in the Analects , the Mencius , and the Xunzi 荀子. They express and guide thinking about what there is in human nature to cultivate and how it is to be cultivated. The craft metaphor seems to imply that our nature is of the sort that must be disciplined and reshaped to achieve goodness, while the adorning, water, and sprout metaphors imply that human nature has an inbuilt directionality toward (...) the ethical that should be protected or nurtured. I argue that all the metaphors capture different aspects of human nature and how one must work with these aspects. There is much in contemporary psychology and neuroscience to suggest that the early Confucians were on the right track. It is also argued that they point to a fruitful conception of ethical development that is relational and holistic. (shrink)

Müller's target article aims to summarize approaches to the question of how language elements (phonemes, morphemes, etc.) and rules are laid down in the brain. However, it suffers from being too vague about basic assumptions and empirical predictions of neurobiological models, and the empirical evidence available to test the models is not appropriately evaluated. (1) In a neuroscientific model of language, different cortical localizations of words can only be based on biological principles. These need to be made explicit. (2) Evidence (...) for and against word class differences could be evaluated more rigorously. (3) All (and only) humans are able to learn languages with complex syntactic structures; it is, therefore, not appropriate to deny innateness and universality of syntactic principles. The real question appears to be the following: Which neurobiological principles are the linguistic principles based on? (shrink)

Contrary to Müller's claims, and in support of modular theories, genetic factors play a substantial and significant role in language. The finding that some children with specific language impairment (SLI) have nonlinguistic impairments may reflect improper diagnosis of SLI or impairments that are secondary to linguistic impairments. Thus, such findings do not argue against the modularity thesis. The lexical/functional distinction appears to be innate and specifically linguistic and could be instantiated in either symbolic or connectionist systems.

Müller attempts to downplay cases of dissociation between language and cognition as evidence against the modularity of language. We review cases of associations between verbal and nonverbal abilities as further evidence against the notion of language as an autonomous subsystem. We also point out a discrepancy between his proposal of homologies between nonhuman primates' communication and human language and recent proposals on the evolution of language.

Müller provides a valuable synthesis of neurobiological evidence on the epigenetic development of neural structures involved in language acquisition. The pluripotentiality of developing neural tissue crucially constrains linguistic/cognitive theorizing about supposedly innate neural mechanisms and contributes significantly to our understanding of experience–dependent processes involved in language acquisition. Without this understanding, any proposed explanation of language acquisition is suspect.

Both autonomy and local specificity are compatible with observed interconnectivity at the cell level when considering two different levels: cell assemblies and brain systems. Early syntactic structuring processes in particular are likely to representan autonomous module in the language/brain system.

In their recent and influential book Rethinking Innateness, Jeffrey Elman and his co‐authors argue that evidence from neurobiology provides us with grounds to reject representational nativism (RN). I argue that Elman et al.’s argument fails because it makes a series of unwarranted assumptions about RN and about the extent to which neurobiological data constrain claims about the innateness of mental rep‐resentations. Moreover, I briefly discuss how we ought to understand RN and argue that on two prima facie plausible approaches, far (...) from refuting nativism, the evidence from neurobiology may not even be relevant to the question of whether or not RN is true. This paper provides a novel argument against conceptualism, the claim that the content of human experience, including perceptual experience, is entirely conceptual. Conceptualism entails that the content of experience is limited by the concepts that we possess and deploy. I present an argument to show that such a view is exceedingly costly—if the nature of our experience is entirely conceptual, then we cannot account for concept learning: all perceptual concepts must be innate. The version of nativism that results is incompatible (...) with naturalistic accounts of concept learning. This cost can be avoided, and concept learning accounted for if nonconceptual content of experience is admitted. (shrink)

In both popular and technical discussion we often find the pairs of opposed terms ‘innate/acquired,’ ‘due to genes/due to environment,’ ‘nature/nurture,’ and so forth. They appear to be used as if they all captured a genuine distinction, and the same distinction at that. A related family of opposed pairs is held to describe the difference between those who attribute a certain trait to ‘nature’ and those who attribute it to ‘nurture’: ‘nativists’ versus ‘constructivists’ is one such pair. Chomsky and his (...) followers are often described as ‘nativists’ regarding certain features of language. On a cursory examination, many of the claims of Evolutionary Psychology bear the appearance of ‘nativism.’ That is, it looks as though Evolutionary Psychologists are making claims to the effect that many features of the mind which are often thought to be due to ‘nurture’ are in fact due to ‘nature.’ However, two of the genre's leading practitioners, John Tooby and Leda Cosmides, vigorously deny that this is their position. Chomskyian claims of a genetically hard-wired and cognitively autonomous “universal grammar” are being promoted by generative linguistics as facts about language to the present day. The related doctrine of an evolutionary discontinuity in language emergence, however, is based on misconceptions about the notions of homology and preadaptation. The obvious lack of equivalence between symbolic communicative capacities in existing nonhuman primates and human language does not preclude common roots. Normal and disordered language development is strongly influenced by the genome, but there (...) is no evidence for the existence of specific genes underlying “universal grammar.” In the mature brain, stages of language processing can be distinguished and “first-pass” syntactic analyses appear to precede semantic decoding. However, this partial seriality – as well as behavioral and clinical dissociations between lexical and functional categories – can be best described, not in terms of serially activated and discrete modules, but in terms of classes of cell assemblies that differ in their distributional properties. Whereas cell assemblies involved in semantic interpretation (“content word” assemblies) are widely distributed and are generally less vulnerable to focal lesion, those involved in structural decoding (functor assemblies) are primarily distributed within the left perisylvian cortices and are selectively vulnerable to left perisylvian lesion. These distributional differences are explained in terms of the perceptuomotor components involved in the acquisition of relevant representations. The emerging “motivated” or “toposemantic” brain regional specificity can only be accommodated with “soft” and maturational versions of modularity. The failure to reproduce double dissociations in current connectionist models is due to overly simple neuroscientific assumptions, notably that of overall equipotentiality. Linguistic models should not be expected to be “implemented” in the brain, but need to be constrained by neuroscientific evidence on how biological brains function. (shrink)

Because Müiller fails to distinguish between two senses of the term “autonomy,” there is a danger that his results will be misinterpreted by both linguists and neuroscientists. Although he may very well have been successful in refuting one sense of autonomy, he may actually have helped to provide an explanation for the correctness of autonomy in its other sense.

In recent years, a number of philosophers have argued against a biological understanding of the innate in favor of a narrowly psychological notion. On the other hand, Ariew ((1996). Innateness and canalization. Philosophy of Science, 63, S19-S27. (1999). Innateness is canalization: in defense of a developmental account of innateness. In V. Hardcastle (Ed.), Where biology meets psychology: Philosophical essays (pp. 117-138). Cambridge, MA: MIT.) has developed a novel substantial account of innateness based on developmental biology: canalization. The governing thought of (...) this paper is that the notion of the innate, as it re-emerged with the work of Chomsky, is a general notion that applies equally to all biological traits. On this basis, the paper recommends canalization as a promising candidate account of the notion of the innate. (shrink)

One can disagree with Müller that it is neurobiologically questionable to suppose that human language is innate, specialized, and species-specific, yet agree that the precise brain mechanisms controlling language in any individual will be influenced by epigenesis and genetic variability, and that the interplay between inherited and acquired aspects of linguistic capacity deserves to be investigated.

Segregated neural circuits that effect particular domain-specific behaviors can be differentiated from neuroanatomical structures implicated in many different aspects of behavior. The basal ganglionic components of circuits regulating nonlinguistic motor behavior, speech, and syntax all function in a similar manner. Hence, it is unlikely that special properties and evolutionary mechanisms are associated with the neural bases of human language.

Neurobiological models of language need a level of analysis that can account for the typical range of language phenomena. Because linguistically motivated models have been successful in explaining numerous language properties, it is premature to dismiss them as biologically irrelevant. Models attempting to unify neurobiology and linguistics need to be sensitive to both sources of evidence.

Evidence is presented from a polyglot savant to suggest that double dissociations between linguistic and nonverbal abilities are more important than Müller's target article implies. It is also argued that the special nature of syntax makes its assimilation to other aspects of language or to nonhuman communication systems radically implausible.

The study of signed languages has inspired scientific' speculation regarding foundations of human language. Relationships between the acquisition of sign language in apes and man are discounted on logical grounds. Evidence from the differential hreakdown of sign language and manual pantomime places limits on the degree of overlap between language and nonlanguage motor systems. Evidence from functional magnetic resonance imaging reveals neural areas of convergence and divergence underlying signed and spoken languages.

Although many of the issues surrounding innateness have received a good deal of attention lately, the basic concept of token innateness has been largely ignored. In the present paper, I try to correct this imbalance by offering an account of the innateness of token traits. I begin by explaining Stephen Stich's account of token innateness and offering a counterexample to that account. I then clarify why the contemporary biological approaches to innateness will not be able to resolve the problems that (...) beset Stich's account. From there, I develop an alternative understanding of the innateness of token traits, what I call a causal/explanatory account. The argument to be made is that token innateness is both a causal, and an explanatory, concept. After clarifying this understanding of innateness, and showing how it handles several counterexamples to other accounts, I end with some comments on what the causal/explanatory account suggests for our understanding of innateness in general. In keeping with other recent efforts, Fodor's CONCEPTS focuses on the metaphysics of conceptual content, bracketing such epistemological questions as, "How can we know the contents of our concepts?" Fodor's metaphysical account of concepts, called "informational atomism," stipulates that the contents of a subject's concepts are fixed by the nomological lockings between the subject and the world. After sketching Fodor's "what else?" argument in support of this view, we offer a number of related criticisms. All point to the same conclusion: (...) Fodor is ultimately not merely bracketing the epistemology of conceptual content; his theory makes answers to the epistemological questions impossible. (shrink)

I object to eliminativism about innateness and André Ariew’s identification of innateness with canalization, and I propose a new treatment of innateness. I first argue that the concept of innateness is serving a valuable function in a diverse set of research contexts, and in these contexts, claims about innateness are best understood as claims about the insensitivity of the appearance of a trait to certain variations in the environment. I then argue that innateness claims, like claims about canalization, should be (...) explicitly relativized to the specific range of environmental variations of interest to the scientist. My account characterizes an important way in which scientists are employing the concept and offers a way for scientists to carry on using the concept in their research while minimizing confusion and miscommunication. There is a fruitful research program, I claim, in which scientists employ the concept of innateness to help distinguish environmental factors of interest that have a causal influence on the appearance of a trait from those that do not. In this paper I argue against the received view that the anti‐nativist arguments of Book I of Locke's Essay conclusively challenge nativism. I begin by reconstructing the chief argument of Book I and its corollary arguments. I call attention to their dependence on (what I label) “the Awareness Principle”, viz., the view that there are no ideas in the mind of which the mind either isn't currently aware or hasn't been aware in the past. I then argue that the arguments' (...) dependence on this principle is question begging on two counts. Unless this principle is defended, Locke's arguments beg the question against Descartes and Leibniz because their nativism implies the denial of the Awareness Principle. And even when Locke defended the principle, his arguments remain question begging because they presuppose the empiricism they aim to prove. The disclosure of the question‐begging status of these arguments debunks a seemingly powerful way of attacking nativism. (shrink)

Müller argues that general cognitive skills and linguistic skills are not necessarily independent. However, cross-linguistic evidence from an inherited specific language disorder affecting productive rules suggests significant degrees of modularity, innateness, and universality of language. Confident claims about the overall nature of such a complex system still await more interdisciplinary research.

Though nativist hypotheses have played a pivotal role in the development of cognitive science, it remains exceedingly obscure how they—and the debates in which they figure—ought to be understood. The central aim of this paper is to provide an account which addresses this concern and in so doing: a) makes sense of the roles that nativist theorizing plays in cognitive science and, moreover, b), explains why it really matters to the contemporary study of cognition.
