This paper critically examines the rising popularity of blogging in the US as a new kind of public space that has the potential to extend and deepen the way in which we interact and engage each other in political discourse. To proponents of deliberative democracy these moves are promising since they seem to point to the development of vibrant online public forums where political issues can be freely and openly debated. In this paper I evaluate this promise and ask whether (...) or not blogging is consistent with the main theoretical tenets of deliberative democracy. My argument is that, despite some shortcomings, there is significant potential for the blogosphere to develop into a meaningful deliberative community. (shrink)

In response to my book's finding that there is a tradeoff between two apparently desirable traits—a propensity to participate in politics, on the one hand, and to expose oneself to disagreeable political ideas, on the other—symposium participants suggest a number of reasons why this tradeoff should not trouble participatory democratic theorists. One argument is that electoral advocacy (the type of participation I measure) is not an important form of participation anyway, so we are better off without it. However, those people (...) who do not vote also tend not to participate in politics in other ways, so electoral advocacy is the lowest possible bar for defining participation. Partisans are also more likely to be well informed and to offer coherent reasons for their political preferences. A second argument suggests that deliberative theorists have somewhat contradictory views of social influence, encouraging it in the context of deliberative encounters but perceiving it as pernicious when members of political parties influence their members. A third response is to posit a division of labor between closed-minded partisan advocates and open-minded people who are exposed to cross-cutting debate. However, it is difficult to see how the benefits of cross-cutting exposure will be conveyed to the advocates who participate in meaningful ways. (shrink)

The partisan and ideological polarization of American politics since the 1970s appears to have affected pubic opinion in striking ways. The American public has become increasingly partisan and ideological along liberal-conservative lines on a wide range of issues, including even foreign policy. This has raised questions about how rational the public is, in the broad sense of the public's responsiveness to objective conditions. Widespread partisan disagreements over what those conditions arei.e., disagreements about the factssuggest that large proportions of the public (...) may be perceiving the facts incorrectly. The facts in question are important enough that these partisan disagreements may translate into sub-optimal policy preferences and electoral decisions. (shrink)

The tendency towards an increasing integration of the informational web into our daily physical world (in particular in so-called Ambient Intelligent technologies which combine ideas derived from the field of Ubiquitous Computing, Intelligent User Interfaces and Ubiquitous Communication) is likely to make the development of successful profiling and personalization algorithms, like the ones currently used by internet companies such as Amazon, even more important than it is today. I argue that the way in which we experience ourselves necessarily goes through (...) a moment of technical mediation. Because of this algorithmic profiling that thrives on continuous reconfiguration of identification should not be understood as a supplementary process which maps a pre-established identity that exists independently from the profiling practice. In order to clarify how the experience of one’s identity can become affected by such machine-profiling a theoretical exploration of identity is made (including Agamben’s understanding of an apparatus, Ricoeur’s distinction between idem- and ipse-identity, and Stiegler’s notion of a conjunctive–disjunctive relationship towards retentional apparatuses). Although it is clear that no specific predictions about the impact of Ambient Intelligent technologies can be made without taking more particulars into account, the theoretical concepts are used to describe three general scenarios about the way wherein the experience of identity might become affected. To conclude, I argue that the experience of one’s identity may affect whether the cases of unwarranted discrimination resulting from ubiquitous differentiations and identifications within an Ambient Intelligent environment, will become a matter of societal concern. Human beings are subject to a range of cognitive and affective limitations which interfere with our ability to pursue our individual and social goals. I argue that shaping our environment to avoid triggering these limitations or to constrain the harms they cause is likely to be more effective than genetic or pharmaceutical modifications of our capacities because our limitations are often the flip side of beneficial dispositions and because available enhancements seem to impose significant costs. I argue that carefully selected (...) environmental interventions respect agents’ autonomy and are consistent with democratic decision making. (shrink)

In recent years there has been an ‘institutional turn’ in democratic theory. This survey article focuses on a broad family of institutions: democratic innovations which aim to increase and deepen citizen participation in the political decision‐making process. Attention to the design of democratic innovations is of value to the development of both democratic theory and practice.

Responsible public policy making in a technological society must rely on complex scientific reasoning. Given that ordinary citizens cannot directly assess such reasoning, does this call the democratic legitimacy of technical public policies in question? It does not, provided citizens can make reliable second-order assessments of the consensus of trustworthy scientific experts. I develop criteria for lay assessment of scientific testimony and demonstrate, in the case of claims about anthropogenic global warming, that applying such criteria is easy for anyone of (...) ordinary education with access to the Web. However, surveys show a gap between the scientific consensus and public opinion on global warming in the U.S. I explore some causes of this gap and argue that democratic reforms of our culture of political discourse may be able to address it. Over the past decade Identity Management has become a central theme in information technology, policy, and administration in the public and private sectors. In these contexts the term ‘Identity Management’ is used primarily to refer to ways and methods of dealing with registration and authorization issues regarding persons in organizational and service-oriented domains. Especially due to the growing range of choices and options for, and the enhanced autonomy and rights of, employees, citizens, and customers, there is a growing demand for (...) systems that enable the regulation of rights, duties, responsibilities, entitlements and access of innumerable people simultaneously. ‘Identity Management’ or ‘Identity Management Systems’ have become important headings under which such systems are designed and implemented. But there is another meaning of the term ‘identity management’, which is clearly related and which has gained currency. This second construal refers to the need to manage our moral identities and our identity related information. This paper explores the relation between the management of our (moral) identities and ‘Identity Management’ as conceptualized in IT discourse. (shrink)

ABSTRACT Educating in a convulsed political context demands a detailed analysis of the new circumstances of our times, especially the current democracy crisis. According to the latest reports issued by international evaluation organisations, one of the greatest challenges for democratic citizenship is the emergence and rise of authoritarianism within the framework of the so-called post-democracy, and also in the manifestations known as illiberal democracy. Moral and civic education has to respond to this challenge. With this in mind, we propose revitalising (...) a participative and deliberative democracy model, rethinking the basic values in citizens' education, redefining the relation between what is public and what is private, and empowering sensitivity and free creation in the new maker culture. As the multiple issues of the digital public sphere threaten our democracies and the cohesion of our societies, most attempts for a betterment of the digital networks and platforms revolve around a risk-response approach. This paper takes the opposite approach and develops a positive definition of the ideal ethical public sphere, combining normative features with original taxonomies. In view of defining common standards for a healthy digital public sphere, this paper offers an interdisciplinary literature review, and original recommendations, before discussing (...) potential leverages for implementing these changes. The suggested ethical normative features derive from a positive approach to the digital public sphere, as ideal common standards. Sustained by the underlying assumption that the composite landscape of the media ecosystem and its different layers (networks, platforms, users) cannot be steered by government regulations alone, the normative (deontological) approach serves to understand and justify the need for a normative approach, to help envision new pathways for an ethical transformation. Despite widespread recognition of an emergent politics of data in our midst, we strikingly lack a political theory of data. We readily acknowledge the presence of data across our political lives, but we often do not know how to conceptualize the politics of all those data points—the forms of power they constitute and the kinds of political subjects they implicate. Recent work in numerous academic disciplines is evidence of the first steps toward a political theory of data. This article maps (...) some limits of this emergent literature with an eye to enriching its theoretical range. The literature on data politics, both within political theory and elsewhere, has thus far focused almost exclusively on the algorithm. This article locates a further dimension of data politics in the work of formatting technology or, more simply, formats. Formats are simultaneously conceptual and technical in the ways they define what can even count as data, and by extension who can count as data and how they can count. A focus on formats is of theoretical value because it provides a bridge between work on the conceptual contours of categories and the technology-centric literature on algorithms that tends to ignore the more conceptual dimensions of data technology. The political insight enabled by format theory is shown in the context of an extended interrogation of the politics of racialized redlining. (shrink)

This paper investigates civility from an Aristotelian perspective and has two objectives. The first is to offer a novel account of this virtue based on Aristotle’s remarks about civic friendship. The proposed account distinguishes two main components of civility—civic benevolence and civil deliberation—and shows how Aristotle’s insights can speak to the needs of our communities today. The notion of civil deliberation is then unpacked into three main dimensions: motivational, inquiry-related, and ethical. The second objective is to illustrate how the post-truth (...) condition—in particular, the spread of misinformation typical of the digital environments we inhabit—obstructs our capacity to cultivate the virtue of civility by impairing every component of civil deliberation. The paper hopes to direct virtue theorists’ attention to the need to foster civic virtues as a means of counteracting the negative aspects of the post-truth age. (shrink)

A recent study dealing with Western European countries suggests a connection between vaccine skepticism and support for populist parties (Kennedy 2019). Of all countries in the study, Italy scored highest on both counts, with 44% of the electorate voting for populists in 2014 and 14% of the population not deeming vaccinations important. The study concludes that both phenomena have a common root in the distrust of elite and experts. While that seems plausible, this paper establishes that there is much more (...) to be said about the relation between populism and the anti-vaccination movement. Using the case study of the Italian anti-vaxxers, I spell out how populists have reinforced an echo chamber in an effort to mobilize it. I argue that besides the common root cause, in this instance there is also indication of a causal relation between populism and anti-vaccination. Moreover, I show that populism and echo chambers in general are conceptually linked through their dichotomous division of society and rejection of legitimate opposition. (shrink)

The feeling of clarity can be dangerously seductive. It is the feeling associated with understanding things. And we use that feeling, in the rough-and-tumble of daily life, as a signal that we have investigated a matter sufficiently. The sense of clarity functions as a thought-terminating heuristic. In that case, our use of clarity creates significant cognitive vulnerability, which hostile forces can try to exploit. If an epistemic manipulator can imbue a belief system with an exaggerated sense of clarity, then they (...) can induce us to terminate our inquiries too early — before we spot the flaws in the system. How might the sense of clarity be faked? Let’s first consider the object of imitation: genuine understanding. Genuine understanding grants cognitive facility. When we understand something, we categorize its aspects more easily; we see more connections between its disparate elements; we can generate new explanations; and we can communicate our understanding. In order to encourage us to accept a system of thought, then, an epistemic manipulator will want the system to provide its users with an exaggerated sensation of cognitive facility. The system should provide its users with the feeling that they can easily and powerfully create categorizations, generate explanations, and communicate their understanding. And manipulators have a significant advantage in imbuing their systems with a pleasurable sense of clarity, since they are freed from the burdens of accuracy and reliability. I offer two case studies of seductively clear systems: conspiracy theories; and the standardized, quantified value systems of bureaucracies. (shrink)

Twitter makes conversation into something like a game. It scores our communication, giving us vivid and quantified feedback, via Likes, Retweets, and Follower counts. But this gamification doesn’t just increase our motivation to communicate; it changes the very nature of the activity. Games are more satisfying than ordinary life precisely because game-goals are simpler, cleaner, and easier to apply. Twitter is thrilling precisely because its goals have been artificially clarified and narrowed. When we buy into Twitter’s gamification, then our values (...) shift from the complex and pluralistic values of communication, to the narrower quest for popularity and virality. Twitter’s gamification bears some resemblance with the phenomena of echo chambers and moral outrage porn. In all these phenomena, we are instrumentalizing our ends for hedonistic reasons. We have shifted our aims in an activity, not because the new aims are more valuable, but in exchange for extra pleasure. (shrink)

Post-truth has become a commonplace strategy. No longer are objective facts viewed as having evidentiary value; scientific knowledge is on a par with emotions or personal beliefs. We intend to show that in the context of post-truth, those proffering and receiving an assertion do not care about the truth-value of the assertion or about the best way to gather evidence concerning it. Such attitudes raise several questions about how relativism can be a corrupting influence in contemporary democracies. We will analyse (...) Steve Fuller’s use of the term «post-truth» – especially, the political connotations about epistemic democracy that he highlights. Instead, we offer a pragmatist defence of the truth and an alternative meaning of epistemic democracy. (shrink)

Recent conversation has blurred two very different social epistemic phenomena: echo chambers and epistemic bubbles. Members of epistemic bubbles merely lack exposure to relevant information and arguments. Members of echo chambers, on the other hand, have been brought to systematically distrust all outside sources. In epistemic bubbles, other voices are not heard; in echo chambers, other voices are actively undermined. It is crucial to keep these phenomena distinct. First, echo chambers can explain the post-truth phenomena in a way that epistemic (...) bubbles cannot. Second, each type of structure requires a distinct intervention. Mere exposure to evidence can shatter an epistemic bubble, but may actually reinforce an echo chamber. Finally, echo chambers are much harder to escape. Once in their grip, an agent may act with epistemic virtue, but social context will pervert those actions. Escape from an echo chamber may require a radical rebooting of one's belief system. This paper explores two reddit communities that supported Bernie Sanders and Donald Trump, respectively, in the run up to the 2016 US Presidential election campaign. Much of the paper is dedicated to explaining how reddit functions, describing the behaviour of the subreddit communities in question and then asking whether these demonstrated collective intelligence. Subreddit communities submit and vote on content, through their votes they make collective decisions about which content will be broadcast to their community. Large subreddit communities that formed (...) rapidly to support a candidate in an election have not previously been observed on reddit—these offered an interesting context for the consideration of whether subreddit communities demonstrate collective intelligence. Voting is a key determinant of what happens on each subreddit and it is conducted anonymously, it is, therefore, not possible to understand the role that every individual plays in the functioning of the subreddit. The behaviour of these subreddit communities can only be understood as a collective of submitting, commenting, voting and moderating participants. Whether these collectives behave intelligently is a matter of how one defines intelligence—but it is clear that they can be effective in pursuing certain ends. These collectives encounter and sometimes oppose each other on reddit. The community of Trump supporters in particular were in conflict with a number of other high-profile communities on the site, and also the platform’s administrators. (shrink)

This study analyzes the increasing presence and capabilities of wearable computing devices in the cornucopia of personalized digital data. We argue that the institutional data practices typical of Google Glass will pose policy challenges and herald yet another dramatic shift to personalized data marketing. We also highlight the characteristics of Google’s existing synergetic data practices that will shape the development of not only Google Glass, but also all subsequent wearable mobile devices in light of 360-degree data collection. The key organizing (...) concept of our study is the disjuncture between institutional and policy forces in harnessing dual market mechanism, which frames how the new communication industry operates in the marketplace of ubiquitous personal advertising. We conclude by summarizing the three key areas of political-policy concern and suggest future solutions, with the discussion on the future of wearable computing practices related to the freedom of the human body. This article develops a social epistemological analysis of Web-based search engines, addressing the following questions. First, what epistemic functions do search engines perform? Second, what dimensions of assessment are appropriate for the epistemic evaluation of search engines? Third, how well do current search engines perform on these? The article explains why they fulfil the role of a surrogate expert, and proposes three ways of assessing their utility as an epistemic tool—timeliness, authority prioritisation, and objectivity. “Personalisation” is a current trend in (...) Internet-delivered services, and consists in tailoring online content to the interests of the individual user. It is argued here that personalisation threatens the objectivity of search results. Objectivity is a public good; so there is a prima facie case for government regulation of search engines. (shrink)

The ageing society poses significant challenges to Europe’s economy and society. In coming to grips with these issues, we must be aware of their ethical dimensions. Values are the heart of the European Union, as Article 1a of the Lisbon Treaty makes clear: “The Union is founded on the values of respect for human dignity…”. The notion of Europe as a community of values has various important implications, including the development of inclusion policies. A special case of exclusion concerns the (...) gap between those people with effective access to digital and information technology and those without access to it, the “digital divide”, which in Europe is chiefly age-related. Policies to overcome the digital divide and, more generally speaking, e-inclusion policies addressing the ageing population raise some ethical problems. Among younger senior citizens, say those between 65 and 80 years old, the main issues are likely to be universal access to ICT and e-participation. Among the older senior citizens, say those more than 80 years old, the main issues are mental and physical deterioration and assistive technology. An approach geared towards the protection of human rights could match the different needs of senior citizens and provide concrete guidance to evaluate information technologies for them. (shrink)

Public discussions of political and social issues are often characterized by deep and persistent polarization. In social psychology, it’s standard to treat belief polarization as the product of epistemic irrationality. In contrast, we argue that the persistent disagreement that grounds political and social polarization can be produced by epistemically rational agents, when those agents have limited cognitive resources. Using an agent-based model of group deliberation, we show that groups of deliberating agents using coherence-based strategies for managing their limited resources tend (...) to polarize into different subgroups. We argue that using that strategy is epistemically rational for limited agents. So even though group polarization looks like it must be the product of human irrationality, polarization can be the result of fully rational deliberation with natural human limitations. (shrink)

Following the rise in use of online communication in electoral campaigns throughout the world, this article deals with the use of blogs by politicians in Europe. Through the approach of Critical Discourse Analysis, it analyzes blog posts written by the European Parliament incumbents running for the European Parliament elections in 2009, from four different EU states and ideological backgrounds, and at the same time the four largest political groups in the European Parliament. The purpose of the study is to reveal (...) the campaign strategy and dominant discourses through the analysis of the format, style and appeals. Conventional quantitative methods for the measurement of organizational legitimacy consider mainly three sources that make judgments about organizations visible: news media, accreditation bodies, and surveys. Over the last decade, however, social media have enabled ordinary citizens to bypass the gatekeeping function of these institutional evaluators and autonomously make individual judgments public. This inclusion of voices beyond functional and formally organized stakeholder groups potentially pluralizes the ongoing discussions about organizations. The individual judgments in blogs, tweets, and Facebook posts give indication about (...) the broader fit between an organization’s perceived behavior and heterogeneous social norms and therefore constitute an indicator of organizational legitimacy that can be accessed and measured. We propose the use of social media data and sentiment analysis to study the affect-based responses to organizational actions by citizens. We critically discuss and compare the method with existing quantitative methods for legitimacy measurement and apply them to a recent case in the banking industry. We discuss the value of the method for studying the process of legitimacy construction as the expression and negotiation of normative judgments about organizations by various evaluators. (shrink)

What are the effects of deliberation about political issues by likeminded people? An experimental investigation involving two deliberative exercises, one among self-identified liberals and another among self-identified conservatives, showed that participants' views became more extreme after deliberation. Deliberation also increased consensus and significantly reduced diversity of opinion within the two groups. Even anonymous statements of personal opinion became more extreme and homogeneous after deliberation.

Sie erörtern, wie sich die Formen digitaler politischer Kommunikation auswirken, wie der Politikunterricht mit der veränderten Ausgangslage umgehen könnte und welche Kompetenzen Schüler*innen benötigen, um in der digitalen Öffentlichkeit selbstbestimmt und -ermächtigt politisch teilzuhaben. Die Komplexität und die Interdependenzen digitaler Kommunikation verlangen nach einer multiperspektivischen und transdisziplinären Perspektive, der dieser Band verpflichtet ist.

ABSTRACT The Habermasian ideal of deliberation has long been seen as an extension of, and complement to, political action. But Diana Mutz's empirical studies of face-to-face interactions reveal a conflict between political participation and political deliberation: The more likely people are to be exposed to diverse political opinions, the less likely they are to participate, and those who participate most tend to have the least exposure to diverse political opinions. She hypothesizes, however, that the infrastructure of the Internet might allow (...) for the creation of a forum for online political debate that is sufficiently generalizable to result in deliberation. Champions of the Internet's democratic potential similarly praise its diversifying influence on political discussion and the ways in which it lowers barriers to access. Yet there is little evidence to suggest that new technologies have truly transformed political action or produced meaningful deliberation at significant levels. It appears that many of the trends and behaviors Mutz identifies in face-to-face interaction apply to digital interaction as well. (shrink)

Some religiously devout individuals believe divine command can override an obligation to obey the law where the two are in conflict. At the extreme, some individuals believe that acts of violence that seek to change or punish a political community, or to prevent others from violating what they take to be God’s law, are morally justified. In the face of this apparent clash between religious and political commitments it might seem that modern versions of political morality—such as John Rawls’s political (...) liberalism—that refuse to take a stance on controversial religious matters, or eschew appeal to perfectionist doctrines, are beset by a particularly acute version of this problem of religious disobedience. Whilst political liberalism follows this path so as to generate wide and stable support, it raises the question of how political liberals should respond to religiously motivated non-compliance with the norms of that liberal conception of justice. This article evaluates what resources are available to political liberalism to respond to this challenge. It examines whether anti-perfectionism can be sustained in the face of those whose religious beliefs are in conflict with the law. We argue that, under certain circumstances, political liberalism requires direct engagement with the religious views of the unreasonable, including offering religious arguments to show that their particular interpretation of their faith is mistaken. This view takes political liberalism away from its usual ambitions, but it is a position that is both anticipated by Rawls and consistent with his view. It does, however, require that political liberals give up the claim that the view is a wholly non-sectarian, purely political view, and accept that, under certain circumstances it is a partially comprehensive version of liberal theory. The present study investigated whether implicit and explicit attitudes predict news choice among Muslims with migration backgrounds living in Germany. We used both attitude constructs to predict a selection bias for news about the same event stemming from the host country (Germany) vs. from other countries. Using a survey (N = 1,107), we found that favorable implicit and explicit attitudes toward Germany increased a participant’s tendency to select German news. Each attitudinal construct predicted a unique variance in news choice. Using (...) a subsample of Turkish citizens living in Germany who participated in the Turkish constitutional referendum 2017 (N = 241), we found that the attitude-based selection bias predicted their voting. Postphenomenology was envisaged to lay bare the black box of technology through a phenomenological approach. The vision, in this sense, was to identify how technology might mediate both the subjectivity of its immediate user and the world around her. In this paper I will argue that to cognize technology’s effects fully, we need to enrich postphenomenology with further insights. In particular, SCOT and ANT may be integrated into postphenomenology. While the former can provide a historical narrative of how technology has (...) evolved throughout time, the latter may embed technology within a network where the interplay of the technology, the first user, other individuals and the society, on the whole, can be depicted. After a preliminary theoretical discussion, I will go through some case studies to articulate how SCOT and ANT can make a contribution to a systematic investigation of technology. (shrink)
