Alongside the exponential development and application of machine learning algorithms, new ethical problems and solutions relating to their ubiquitous use in society have been proposed. The idea of artificial intelligence for social good is gaining traction within information societies in general and the AI community in particular. It has the potential to tackle social problems through the development of AI-based solutions. Yet, to date, there is only limited understanding of what makes AI socially good in theory, what counts as AI4SG in practice, and how to reproduce its initial successes in terms of policies. This article addresses this gap by identifying seven ethical factors that are (...) essential for future AI4SG initiatives. The analysis is supported by 27 case examples of AI4SG projects. Some of these factors are almost entirely novel to AI, while the significance of other factors is heightened by the use of AI. From each of these factors, corresponding best practices are formulated which, subject to context and balance, may serve as preliminary guidelines to ensure that well-designed AI is more likely to serve the social good. In July 2017, China’s State Council released the country’s strategy for developing artificial intelligence, entitled ‘New Generation Artificial Intelligence Development Plan’. This strategy outlined China’s aims to become the world leader in AI by 2030, to monetise AI into a trillion-yuan industry, and to emerge as the driving force in defining ethical norms and standards for AI. Several reports have analysed specific aspects of China’s AI policies or have assessed the country’s technical capabilities. Instead, in this article, we focus on (...) the socio-political background and policy debates that are shaping China’s AI strategy. In particular, we analyse the main strategic areas in which China is investing in AI and the concurrent ethical debates that are delimiting its use. By focusing on the policy backdrop, we seek to provide a more comprehensive and critical understanding of China’s AI policy by bringing together debates and analyses of a wide array of policy documents. In this article, we focus on the attribution of moral responsibility for the actions of autonomous weapons systems (AWS). To do so, we suggest that the responsibility gap can be closed if human agents can take meaningful moral responsibility for the actions of AWS. This is a moral responsibility attributed to individuals in a justified and fair way and which is accepted by individuals as an assessment of their own moral character. We argue that, given the unpredictability of AWS, meaningful (...) moral responsibly can only be discharged by human agents who are willing to take a moral gambit: they decide to design/develop/deploy AWS despite the uncertainty about the effects an AWS may produce, hoping that unintended and unwanted or unforeseen outcomes may never occurs, but also accepting to be held responsible if such outcomes will occur. We argue that, while a moral gambit is permissible for the use of non-lethal AWS, this is not the case for the actions of lethal autonomous weapon systems. (shrink)

On 21 April 2021, the European Commission published the proposal of the new EU Artificial Intelligence Act (AIA) — one of the most influential steps taken so far to regulate AI internationally. This article highlights some foundational aspects of the Act and analyses the philosophy behind its proposal.

Artificial intelligence research and regulation seek to balance the benefits of innovation against any potential harms and disruption. However, one unintended consequence of the recent surge in AI research is the potential re-orientation of AI technologies to facilitate criminal acts, term in this article AI-Crime. AIC is theoretically feasible thanks to published experiments in automating fraud targeted at social media users, as well as demonstrations of AI-driven manipulation of simulated markets. However, because AIC is still a relatively young and inherently (...) interdisciplinary area—spanning socio-legal studies to formal science—there is little certainty of what an AIC future might look like. This article offers the first systematic, interdisciplinary literature analysis of the foreseeable threats of AIC, providing ethicists, policy-makers, and law enforcement organisations with a synthesis of the current problems, and a possible solution space. Defence agencies across the globe identify artificial intelligence as a key technology to maintain an edge over adversaries. As a result, efforts to develop or acquire AI capabilities for defence are growing on a global scale. Unfortunately, they remain unmatched by efforts to define ethical frameworks to guide the use of AI in the defence domain. This article provides one such framework. It identifies five principles—justified and overridable uses, just and transparent systems and processes, human moral responsibility, meaningful human control (...) and reliable AI systems—and related recommendations to foster ethically sound uses of AI for national defence purposes. There may be a limit on our capacity to suppress anthropocentric tendencies toward non-human others. Normally, we do not reach this limit in our dealings with animals, the environment, etc. Thus, continued striving to overcome anthropocentrism when confronted with these non-human others may be justified. Anticipation of super artificial intelligence may force us to face this limit, denying us the ability to free ourselves completely of anthropocentrism. This could be for our own good.

As Artificial Intelligence (AI) becomes more and more pervasive in our everyday life, new questions arise about its ethical and social impacts. Such issues concern all stakeholders involved in or committed to the design, implementation, deployment, and use of the technology. The present document addresses these preoccupations by introducing and discussing a set of practical obligations and recommendations for the development of applications and systems based on AI techniques. With this work we hope to contribute to spreading awareness on the (...) many social challenges posed by AI and encouraging the establishment of good practices throughout the relevant social areas. As points of novelty, the paper elaborates on an integrated view that combines both human rights and ethical concepts to reap the benefits of the two approaches. Moreover, it proposes innovative recommendations, such as those on redress and governance, which add further insight to the debate. Finally, it incorporates a specific focus on the Italian Constitution, thus offering an example of how core legislations of Member States might contribute to further specify and enrich the EU normative framework on AI. Cognitive technology is an umbrella term sometimes used to designate the realm of technologies that assist, augment or simulate cognitive processes or that can be used for the achievement of cognitive aims. This technological macro-domain encompasses both devices that directly interface the human brain as well as external systems that use artificial intelligence to simulate or assist (aspects of) human cognition. As they hold the promise of assisting and augmenting human cognitive capabilities both individually and collectively, cognitive technologies could produce, (...) in the next decades, a significant effect on human cultural evolution. At the same time, due to their dual-use potential, they are vulnerable to being coopted by State and non-State actors for non-benign purposes (e.g. cyberterrorism, cyberwarfare and mass surveillance) or in manners that violate democratic values and principles. Therefore, it is the responsibility of technology governance bodies to align the future of cognitive technology with democratic principles such as individual freedom, avoidance of centralized, equality of opportunity and open development. This paper provides a preliminary description of an approach to the democratization of cognitive technologies based on six normative ethical principles: avoidance of centralized control, openness, transparency, inclusiveness, user-centeredness and convergence. This approach is designed to universalize and evenly distribute the potential benefits of cognitive technology and mitigate the risk that such emerging technological trend could be coopted by State or non-State actors in ways that are inconsistent with the principles of liberal democracy or detrimental to individuals and groups. This article examines ethical implications of the growing AI carbon footprint, focusing on the fair distribution of prospective responsibilities among groups of involved actors. First, major groups of involved actors are identified, including AI scientists, AI industry, and AI infrastructure providers, from datacenters to electrical energy suppliers. Second, responsibilities of AI scientists concerning climate warming mitigation actions are disentangled from responsibilities of other involved actors. Third, to implement these responsibilities nudging interventions are suggested, leveraging on AI competitive games which would (...) prize research combining better system accuracy with greater computational and energy efficiency. Finally, in addition to the AI carbon footprint, it is argued that another ethical issue with a genuinely global dimension is now emerging in the AI ethics agenda. This issue concerns the threats that AI-powered cyberweapons pose to the digital command, control, and communication infrastructure of nuclear weapons systems. (shrink)

Deterrence in cyberspace is possible. But it requires an effort to develop a new domain-specific, conceptual, normative, and strategic framework. To be successful, cyber deterrence needs to shift from threatening to prevailing. I argue that by itself, deterrence is insufficient to ensure stability of cyberspace. An international regime of norms regulating state behaviour in cyberspace is necessary to complement cyber deterrence strategies and foster stability. Enforcing this regime requires an authority able to ensure States compliance with the norms at an (...) international level, run investigations into suspected State-run cyber operations to define attribution, expose breaches of the norms, and impose adequate sanctions and punishments. These requirements define a political mandate for an authority that will have a deep impact on international relations and geo-political equilibriums. The UN Security Council has the necessary resources and the political and coercive power to meet these requirements. The time has come to embrace this power to consolidate and enforce an international regime of norms to regulate state behaviour in cyberspace. Problems, mistakes, and even failures are to be expected, but they must not hinder the process. (shrink)

Artificial intelligence (AI) systems will increasingly be used to cause harm as they grow more capable. In fact, AI systems are already starting to help automate fraudulent activities, violate human rights, create harmful fake images, and identify dangerous toxins. To prevent some misuses of AI, we argue that targeted interventions on certain capabilities will be warranted. These restrictions may include controlling who can access certain types of AI models, what they can be used for, whether outputs are filtered or can (...) be traced back to their user, and the resources needed to develop them. We also contend that new restrictions on non-AI capabilities needed to cause harm will be required. For example, concerns about AI-enabled bioweapon acquisition have motivated efforts to introduce DNA synthesis screening. Though capability restrictions risk reducing use more than misuse (resulting in an unfavorable Misuse–Use Tradeoff), we argue that interventions on capabilities are warranted in some circumstances when other interventions are insufficient, the potential harm from misuse is high, and there are targeted interventions. We provide a taxonomy of interventions that can reduce AI misuse, focusing on the specific steps required for a misuse to cause harm (the Misuse Chain), and a framework to determine if an intervention is warranted. We exemplify our framework to three examples: predicting novel toxins, creating harmful images, and automating spear phishing campaigns. (shrink)

The article seeks to highlight the relation between ontology and communication while considering the role of AI in society and environment. Bioinformationalism is the technical term that foregrounds this relationality. The study reveals instructive consequences for philosophy of technology in general and AI in particular. The first section introduces the bioinformational approach to AI, focusing on three critical features of the current AI debate: ontology of information, property-based vs. relational AI, and ontology vs. constitution of AI. When applied to the (...) themes of relationality and non-anthropocentric communications, bioinformational insights highlight an inclusive and meaningful groundwork for understanding AI by ‘relating’ it with society and the environment through an engagement with the ongoing critique of human supremacy. In the second section, we move from ‘relating’ AI to ‘rewilding’ AI by proposing taxonomical classification for certain technological entities. We situate our proposal in the broader personhood debate with the proposal of taxonomical ranking. In the last section, we show an instance of a relational approach steeped in substantialist ontology by introducing the fourth feature of the AI debate. A broad critique of Floridi’s philosophy of information introduces this fourth feature from the domain of philosophy and sociology to address various theoretical and ecological problems with current relational accounts. In doing so, we argue for ‘communication’ to be the replacement of ‘information’ as the moral unit. A bioinformational understanding of AI advocates taking ontological commitments seriously at all levels of informational and technological processes and products. (shrink)

The article focuses on the inconsistency between the European Commission’s position on excluding military AI from its emerging AI policy, and at the same time EU policy initiatives targeted at supporting military and defence elements of AI on the EU level. It leads to the question, what, then, does the debate on military AI suggest to the EU’s actorness discussed in the light of Europe as a power debate with a particular focus on Normative Power Europe, Market Power Europe, and (...) Military Power Europe. By employing discourse analysis, the article examines the EU’s AI strategic discourse, consisting of selected AI-related policy documents from different EU institutions. As a result, the article proposes the Military Power Europe definition based on four categories proposed from the Europe as power debate: ways of action, self-definition, preferred international engagement, and the role of the military. It argues that alongside normative proposals for military AI governance, there are evident desires for militarization in the context of AI development, and a considerable role for the military in the future directions of the EU’s digital and security policies. Despite the inconsistency among EU institutions, military AI appears to be actively discussed within the selected discourse, and so is a part of the EU’s emerging AI policy. (shrink)

This article argues that due to the difficulty in governing AI, it is essential to develop measures implemented early in the AI research process. The goal of dual use considerations is to create robust strategies that uphold AI’s integrity while protecting societal interests. The challenges of applying dual use frameworks to AI research are examined and dual use and dual use research of concern (DURC) are defined while highlighting the difficulties in balancing the technology’s benefits and risks. AI’s dual use (...) potential is discussed, particularly in areas like NLP and LLMs, and the need for early consideration of dual use risks to ensure ethical and secure development is underscored. In the section on shared responsibilities in AI research and avenues for mitigation strategies the importance of early-stage risk assessments and ethical guidelines to mitigate misuse is emphasized, accentuating self-governance within scientific communities and structured measures like checklists and pre-registration to promote responsible research practices. The final section argues that research ethics committees play a crucial role in evaluating the dual use implications of AI technologies within the research pipeline. The need for tailored ethics review processes is articulated, drawing parallels with medical research ethics committees. (shrink)

Policy-makers involved in cybersecurity governance should pay close attention to the ‘generative metaphors’ they use to describe and understand new technologies. Generative metaphors structure our understanding of policy problems by imposing mental models of both the problem and possible solutions. As a result, they can also constrain ethical reasoning about new technologies, by uncritically carrying over assumptions about moral roles and obligations from an existing domain. The discussion of global governance of cybersecurity problems has to date been dominated by the (...) metaphor of ‘cyber war’. In this paper, I argue that this metaphor diminishes possibilities for international collaboration in this area by limiting states to reactive policies of naming and shaming rather than proactive actions to address systemic features of cyberspace. We suggest that alternative metaphors—such as health, ecosystem, and architecture—can help expose the dominance of the war metaphor and provide a more collaborative and conceptually accurate frame for negotiations.
