Food democracy is a concept with growing influence in food research. Food democracy deals with how actors may regain democratic control over the food system enabling its sustainable transformation. Following multi-level perspective framework's connotations, food democracy research has so far mainly focused on the niche level of the food system. An integrative approach that includes the perspectives of both the regime and the niche is still missing. This study addresses this research gap and proposes a new conceptual framework for food (...) democracy that includes actors from the niche and the regime level. Furthermore, we apply our conceptual framework to the urban food system of Vienna to explore the deeper meaning and practice of food democracy. Finally, we have conducted semi-structured interviews with actors at niche level and regime level within Vienna’s urban food system. Findings from this research broaden the perspective on food democracy and illustrate actors’ contributions at niche and regime level such as promoting organic food, re-localizing food provision, and procuring environmentally sustainable public food. Barriers to food democracy were also identified, e.g.: actors’ self-enhancement values, market-orientation, and capitalist alignment or lack of transparency. We conclude that actors at the niche and, to some extent, at the regime level may contribute to a process of on-going changes that fosters a transformation of established structures within the food system. More and more cities develop urban food strategies to guide their efforts and practices towards more sustainable food systems. An emerging theme shaping these food policy endeavours, especially prominent in North and South America, concerns the enhancement of social justice within food systems. To operationalise this theme in a European urban food governance context we adopt Nancy Fraser’s three-dimensional theory of justice: economic redistribution, cultural recognition and political representation. In this paper, we discuss the findings of an exploratory document analysis (...) of the social justice-oriented ambitions, motivations, current practices and policy trajectories articulated in sixteen European UFSs. We reflect on the food-related resource allocations, value patterns and decision rules these cities propose to alter and the target groups they propose to support, empower or include. Overall, we find that UFSs make little explicit reference to social justice and justice-oriented food concepts, such as food security, food justice, food democracy and food sovereignty. Nevertheless, the identified resources, services and target groups indicate that the three dimensions of Fraser are at the heart of many of the measures described. We argue that implicit, fragmentary and unspecified adoption of social justice in European UFSs is problematic, as it may hold back public consciousness, debate and collective action regarding food system inequalities and may be easily disregarded in policy budgeting, implementation and evaluation trajectories. As a path forward, we present our plans for the RE-ADJUSTool that would enable UFS stakeholders to reflect on how their UFS can incorporate social justice and who to involve in this pursuit. This article criticises the notion that critical/political/ethical consumerism can solve issues related to sustainability and food production. It does this by analysing the complexity of the concept of sustainability as related to food choices. The current trend of pursuing a sustainable food production through critical purchase decisions rather than through regulation is shown to be problematic, as shopping for a more sustainable food system might be much harder than initially believed due to the conflicting values and inherent trade-offs entailed in (...) the different notions of sustainability. Thus, critical consumerism may give way to false expectations as the complexity of choices transpires. One obvious way out is to let decisions regarding food choices be made earlier in the food production chain as well as through new modes of governance engaging members of civil society in their capacity as citizens rather than consumers. This entails complementing society’s reliance on critical consumerism with a citizen-oriented and political process in support of making more sustainable food choices. (shrink)

Since 1984, the AHV journal has provided a key forum for a community of interdisciplinary, international researchers, educators, and policy makers to analyze and debate core issues, values and hopes facing the nation and the world, and to recommend strategies and actions for addressing them. This agenda includes the more specific challenges and opportunities confronting agriculture, food systems, science, and communities, as well as broader contextual issues and grand challenges. This paper draws extensively on 40 years of AHV journal articles (...) and reviews and begins with a focus on a limited number of key grand challenges (climate change and global warming; threats to democracy and the growing neo-nationalism, populism, and authoritarianism; and increasing national and international inequality). With these challenges as the underlining context, the remainder of the paper addresses core journal themes of sustainable agriculture and local food systems, citizen and public science, and empowered communities. Highlighted are numerous important journal contributions to the analyses and recommendations to address these hopes and themes. I conclude that these themes and hopes not only deserve to live but are essential for changing and redirecting an unsustainable and destructive environmental, economic, political and social agenda to a viable, livable and just democratic society. There is a large gap between attitude and action when it comes to consumer purchases of ethical food. Amongst the various aspects of this gap, this paper focuses on the difficulty in knowing enough about the various dimensions of food production, distribution and consumption to make an ethical food purchasing decision. There is neither one universal definition of ethical food. We suggest that it is possible to support consumers in operationalizing their own ethics of food with the use of appropriate (...) information and communication technology. We consider eggs as an example because locally produced options are available to many people on every continent. We consider the dimensions upon which food ethics may be constructed, then discuss the information required to assess it and the tools that can support it. We then present an overview of opportunities for design of a new software tool. Finally, we offer some points for discussion and future work. (shrink)

Food citizenship is considered a helpful tool for extending the debate about the rights and duties of citizens to the field of food, and for fomenting participation of all actors in the governance of agri-food systems. Despite its generalized use, this concept has still to be systematically defined. The objective of this article is to apply the analytical framework of citizenship to the food dimension in order to identify the features which, from an analytical perspective, characterise food citizenship. By reviewing (...) the available literature, we identify which are the constituent elements associated with the current concept of citizenship and we explore the treatment that different food theory approaches give to them. We also analyze what are the characteristics attributed to food citizenship by scholars and food movement practitioners. In addition, we propose a theoretical model of food citizenship structured into eight propositions. These propositions have as core ideas an extended concept of the right to food, the assumption of obligations, the combination of public and private behavior, the individual and collective participation, the empowerment of all actors of the agri-food system, the promotion of justice, fairness and sustainability in food systems, and a cosmopolitan character of food citizenship. The theoretical model of food citizenship we propose is a framework under construction, but we believe it to be a useful tool to stimulate theoretical debate about the concept, guide empirical research and foment citizen awareness about food issues. School gardens and garden-based learning continue to gain great popularity in the United States, and their pedagogical potential, and ability to impact students’ fruit and vegetable consumption and activity levels have been well-documented. Less examined is their potential to be agents of food system reskilling and transformation. Though producer and consumer are inextricably linked in the food system, and deskilling of one directly influences the other, theorists often focus on production-centered and consumption-centered deskilling separately. However, in a school garden, the (...) production/consumption disconnect is erased, by virtue of the design of the site itself and how it is utilized by the actors within it. School gardens provide the critical component of education in alternative food networks, and contribute to the producer/consumer reskilling that is a necessary part of food system transformation. We conducted a case study of an established school garden program during its transition from autonomous non-profit to official, district-funded program of a rural school district in the Midwest. By participating in the full “seed to plate” life cycle of a garden crop, students in the garden were actively involved in the reconnection of producer and consumer, while educators were fostering in students an appreciation for fresh, healthy foods and actively challenging the “McDonaldization” of both students’ diets and education. Based upon these findings, we argue that school gardens in rural areas could leverage the dominant role of rural America in developing and shifting food system paradigms. (shrink)

Citizens are called upon to become active participants in creating a more sustainable food system. As food citizens, people participate in defining and constructing their food systems according to their needs and values. In food policies, the concept of food citizenship is often left undefined or with reference only to individual activities. In the food citizenship literature, the role of nonhuman agency in constituting food citizenship needs more examination. Here we investigate food citizenship activities in a citizen-led community-supported agriculture group (...) and explore the role of materiality in constituting food citizenship. We ask (1) what is the role of material-discursive arrangements in community-supported agriculture activities, and (2) how does materiality constitute food citizenship? We analyze semi-structured interviews, as well as observation and visual material, using qualitative content analysis. Our findings indicate that materialities, such as the field, time, and body, play a central role in community-supported agriculture activities. With materialities, food citizenship is understood as collective and active doing, aiming to change the food system. Instead of endorsing food citizenship as a human trait or status, we claim that it is more productive to regard it as a phenomenon, produced in intra-action with(in) material-discursive arrangements. Acknowledging nonhuman agency emphasizes the political, collective, and responsible nature of citizenship as well as the power relations behind the constitution of citizenship. We conclude that in food policies more attention should be paid to collective ways of civic participation and to the materiality of becoming a food citizen. (shrink)

Much research about organic foods standards and certification in the United States employs a critical political economic perspective to interrogate links between certification politics and the “conventionalization” of organic agriculture. While helpful, this literature tends towards a dualistic framework, which emphasizes conflicts between movement-oriented and agribusiness wings of the organic community but obscures deliberative processes that sustain the organic market as an alternative economic space. This article develops a different approach by taking up E. Melanie DuPuis and Sean Gillon’s invitation (...) to “begin a conversation about the everyday forms of civic engagement” involved in the governance of the organic foods market and other alternative economies (DuPuis and Gillon in Agric Hum Values 26:43, 2009). I merge DuPuis and Gillon’s analysis of civic “modes of governance” in the organic sector with a theory of deliberative discourse developed by the cultural sociologist Jeffrey Alexander. I then apply this approach to examine a 2017 dispute about whether hydroponic growing operations were eligible for certification under the National Organic Program rules. The data indicate that (1) several features of this dispute did not follow the lines of movement/agribusiness conflict emphasized by political economic research and (2) both supporters and opponents of hydroponic certification drew from a common discursive repertoire to advocate for their preferred outcomes. I argue that while this common repertoire does not prevent conflict over the organic standards, it does sustain the importance of civic—as opposed to purely economic or technical—considerations in the sector’s governance. Up to now, several scientific works have noted that the organic sector resembles more and more conventional farming’s structures, what is widely known as the “conventionalization” thesis. This phenomenon constitutes an area of conflict between organic farming’s original vision and its current reality and raises ethical and social questions concerning the structure of agricultural systems of production and their interactions with the socio-economic and natural environment. The main issue of this dialogue is the concept of sustainable agriculture, which for scientists (...) and policymakers is a means to express their vision of a better agriculture. In this article we focus on agricultural sustainability in the context of capitalist production as conducted by the two subsystems of agro-industrial system. As we have proposed in this article, the relationship between organic agriculture, defined by two essential components (prevention and direct marketing), and the agro-industrial complex, defined by two subsystems, indicates the degree of agricultural sustainability. The investigation of this relationship can be extremely useful as it may lead those involved in the discussion of sustainability to identify the key aspects of sustainable agriculture. In order to investigate the interaction of organic farming with the agro-industrial complex, a survey was conducted in Central Macedonia, Northern Greece, involving local organic farms. The results of our study indicate that a large proportion of organic producers did not differ substantially from their counterparts in conventional agriculture in so far as their relationship with the agro-industrial complex is concerned. Finally, this research highlights two scenarios for the evolution of organic farming. The first is the full absorption of organic farming to the existing economic system and the second one is the development of organic farming in a radically opposite direction to conventional farming. Food sovereignty discourse is gaining attention, yet it is open to contradicting interpretations as to its capacity to address systemic injustices of the corporate food regimes. In our attempt to contribute to a better understanding of food sovereignty and promote awareness within a hegemonic food system that is hostile to alternative economies, we acknowledge that a radical shift is needed in the way we imagine, frame and narrativize our food system and our role within it. Drawing from both global social (...) movements and the rise of social and solidarity initiatives in crisis-ridden Greece reclaiming local and autonomous food systems, we rely on three concepts to develop knowledge co-creation: food sovereignty understood as the universal right to food, food commoning practices, and participatory research processes for food sustainability. We proceed further with the creation of a ‘Training of Trainers’ team engaging instructors involved in both formal and non-formal education in Greece to co-design a game-based educational tool on food sovereignty through serious gaming workshops. Key findings that emerge from this participatory research project include: the development of a shared language on food that questioned power inequalities; the idea of a community both autonomous and interdependent so as to achieve food sovereignty; and the role of collective imaginaries in allowing for diverse economies and alternative visions to emerge. Participation in a process of collective reflection challenged existing stereotypes, reimagined economy and community development and proved to be, in itself, a transformative approach to knowledge and an act of social change. As environmental and conservation efforts increasingly turn towards agricultural landscapes, it is important to understand how land management decisions are made by agricultural producers. While previous studies have explored producer decision-making, many fail to recognize the importance of external structural influences. This paper uses a case study to explore how consolidated markets and increasing corporate power in the food system can constrain producer choice and create ethical dilemmas over land management. Crop growers in the Central Coast region of California face (...) conflicting demands regarding environmental quality and industry imposed food safety standards. A mail survey and personal interviews were used to explore growers’ perceptions and actions regarding these demands. Results indicate that in many cases growers face serious ethical dilemmas and feel pressured by large processing and retail firms to adopt measures they find environmentally destructive and unethical. Future strategies to address environmental issues on agricultural landscapes should consider the economic constraints producers face and the role of large firms in creating production standards. Local foodshed proponents in the United States seek to change the food system through campaigns to “buy local” and to rediscover “good food” in the local foodshed. Presumably, common sense dictates that the word “local” signifies spatial proximity to the consumer. For some populations, however, both the terms “local” and “local food” signify various different meanings. The local food definition generally used by scholars and activists alike as “geographically proximate food” is unhelpfully narrow. Localist rhetoric often does not incorporate the (...) food choices and practices of immigrants, migrants, and refugees. In this paper, I report the various characterizations of local food among Filipino immigrants in San Diego, California: (1) geography-based local food; (2) (US) America-based local food; (3) community-based local food; and (4) immigrant identity-based local food. Local foodshed proponents should acknowledge those who have a starkly different definition of “local”—those who possess translocal subjectivities, for whom “local-ness” is both mobile and embodied. My study underscores how the movement of food—or its containment within a geographic space—cannot be viewed in isolation from the movement of people. (shrink)
