With the end of the cold war, issues of environment and economic development are assuming greater international salience. By the 1970s, environmental degradation was becoming pervasive, with growing global effects. Increasingly, global and emergent globalized problems are forcing environmental interdependence on the world. Transboundary threats cannot be addressed unilaterally by any single country or group of countries. The global environmental agenda is reviving the North-South debate and rejuvenating the Third World coalition in international fora. The encouragement of environmentally sustainable forms (...) of industrialization in the South requires expanded and improved international cooperation. However, the North’s greater resources and greater responsibility in causing global environmental degradation require its continuing involvement in the search for solutions, including ones applicable to newly industrializing countries. In June 1992, the largest intergovernmental conference ever held was convened in Rio de Janeiro to address these issues: the United Nations Conference on Environment and Development (UNCED, or the Earth Summit). It produced a consensus action plan of about 700 pages: Agenda 21. Agenda 21 presents massive challenges for international cooperation as well as for national and private actors and scientific and technical institutions. It reflects a complex configuration of demands for institutional arrangements that support environmentally sustainable technical and socioeconomic change. One of the most consistent of the Agenda 21 themes, and one of the most intractable issues, concerns “access to technology.” This can be as straightforward as diagnosing and improving the efficiency of a production process in a small manufacturing firm, or as complex as engineering a technological revolution in which production and consumption take place with virtually no material or energy loss to the environment. The selection of entry points for action is a critical strategic problem as well as an important operational issue. In this paper I identify and describe new initiatives intended to improve the environmental performance of industry in the South, and find that they largely aim to promote incremental industrial innovation through international technology transfer and diffusion. This strategy raises many questions about how to promote effective technology transfer and diffusion. (shrink)

Nanotechnology promises to amend an understanding of elemental properties, alter the basic techniques of manufacturing, and improve disease diagnosis. There is a disconnect among the positive predictions of scientists and researchers, the fears of public interest groups, and the developers of products. A new framework for evaluating the social implications of nanotechnology will permit a dialogue among interest groups, who currently fail to effectively communicate with one another. Each instance of nanotechnology application will likely have its own unique attributes, but (...) this framework for evaluating the social implications of nanotechnology will address three questions: How do problems become visible to the social groups that contribute to the framing of technology? What kind of language do social groups use to express significance? How does risk standardization contribute to technology stabilization? The suggested framework compares the ways that risk is discussed in military applications, consumer products, and workplace safety. (shrink)

El artículo menciona el giro en favor de los enfoques participativos o comprometidos políticamente en el campo CTS, realizando una propuesta para su profundización desde una senda alineada con la teoría crítica de la tecnología. Inspirado en los aportes de Andrew Feenberg y Johan Söderberg, el artículo emprende esta tarea mediante la conjunción de conceptos de la perspectiva de la construcción social de la tecnología con aquellos de una tradición hegeliano-marxista interesada en visiones del sistema capitalista como una totalidad que (...) limita la contingencia en el desarrollo tecnológico. Así, propone el rescate de conceptos como clase, capitalismo y lógica del capital, para la comprensión del desarrollo tecnológico. En el curso de esta tarea, el relativismo constructivista es considerado un problema central para profundizar este giro y se lo reemplaza por una evaluación de los códigos técnicos y del contexto social más amplio que el capitalismo representa. En el trascurso del texto, se expone una reutilización de los conceptos constructivistas con arreglo a los intereses de una posición alineada con la teoría crítica de la tecnología. Así, el concepto "marco tecnológico" se asociará con el de "código técnico", de Feenberg, y con el rescate de la lógica mercantil pregonada por la teoría crítica y Söderberg. The paper mentions the turn in favor of participatory or politically engaged approaches in the STS field, and outlines a proposal for deepening this turn within a critical theory of technology route. Inspired in the contributions of Andrew Feenberg and Johan Söderberg, the paper undertakes this task through a combination of concepts from the perspective of social construction of technology with those of a Hegelian-Marxist tradition interested in visions of the capitalist system as a whole posing limits to contingency in technological development. Thus, it offers to rescue such concepts as class, capitalism, market relations and logic of the capital, to better understand technological development. During this task, constructivist relativism is considered a central problem to deepen this turn and thus replaced by an assessment of the technical codes and the wider social context represented by capitalism. In the following parts the paper presents a reuse of constructivist concepts according to the interests of a position aligned with critical theory of technology. Thus, the concept of "technological frame" will be associated with Feenberg's "technical code" and with the rescue of the market logic advocated by critical theory and Söderberg. (shrink)

There is a widespread approach to the teaching of ethics to engineering students in which the exclusive focus is on engineers as individual agents and the broader context in which they do their work is ignored. Although this approach has frequently been criticised in the literature, it persists on a wide scale, as can be inferred from accounts in the educational literature and from the contents of widely used textbooks in engineering ethics. In this contribution we intend to: (1) Restate (...) why the individualistic approach to the teaching of ethics to engineering students is inadequate in view of preparing them for ethical, professional and social responsibility; (2) Examine the existing literature regarding the possible contribution of Science, Technology and Society (STS) scholarship in addressing the inadequacies of the individualistic approach; and (3) Assess this possible contribution of STS in order to realise desired learning outcomes regarding the preparation of students for ethical and social responsibility. As an instrument for participatory technology development, Scenario-Based Design offers significant potential for an early inclusion of future users. Over the course of a 3-year research project, this method was examined as a procedure for participatory technology development. Methods and instruments aimed at achieving a potential user’s participation, and the resulting cooperation of heterogeneous social groups can be seen as translation tools. Their purpose is to act as translators between different social fields and the specific knowledge associated with them. These (...) translation capabilities and participatory methods should result in the best possible convergence of different orientations and purposes. In this paper, attempting to achieve the best possible convergence is described as a dilemma of alignment. Several approaches will be used to describe the dynamic of the alignment dilemma within the above-mentioned project. The reconstruction follows one question that is proposed as a heuristic pattern to meet the requirements of an accurate analysis of holistic participatory methods: Who or what has to adjust to whom or what, why, when, and in which way? The main conclusions include the finding that the alignment dilemma is not equally balanced, that the agency of epistemic objects within the process has to be captured, and that it is easy for translation—provided primarily by core instruments of the participatory method used—to begin to overwrite the needs and purposes of one social group with the interests and orientations of another. Constructivist technology studies have often cast government as one “social group” among many, reflecting a liberal pluralist view of politics. This article argues, in contrast, that due to the conceptions of citizenship conveyed by policy designs, governments have a special role to play in the shaping of new technologies. This argument is illustrated in the case of the controversial 1996 decision by the California Air Resources Board to significantly revise its electric vehicle program. The article shows that the board’s decision (...) changed the image of citizenship conveyed by its policy design, thus influencing the civic values embedded within electric vehicle technology. It is a truism that the design and deployment of information and communication technologies is vital to everyday life, the conduct of work and to social order. But how are individual, organisational and societal choices made? What might it mean to invoke a politics and an ethics of information technology design and use? This editorial paper situates these questions within the trajectory of preoccupations and approaches to the design and deployment of information technology since computerisation began in the 1940s. Focusing (...) upon the dominant concerns over the last three decades, the paper delineates an interest in design and use in relation to socio-technical theories, situated practices and actor-network theory. It is argued that each of these approaches is concerned with a particular form of politics that does not explicitly engage with ethics. In order to introduce ethics into contemporary debates about information technology, and to frame the papers in the special issue, it is argued that Levinas’ ethics is particularly valuable in problematising the relationship between politics and ethics. Levinas provides a critique of modernity’s emphasis on politics and the egocentric self. It is from a Levinasian concern with the Other and the primacy of the ethical that a general rethinking of the relationship between politics, ethics and justice in relation to information and communication technologies can be invoked. This leads to the critical (...) question of what counts as an empirically informed philosophy of technology in the empirical turn. In order to answer this question, we first elaborate on the problems that the empirical turn philosophers tried to address; secondly, we sketch their solutions, and, thirdly, we critically discuss their conceptions of empirical study. The recent rapprochement between Science and Technology Studies and Political Science is induced by the broadened understanding of political action. The debate concerning the nature of ``the political'' produces an important question concerning the possibilities of an issue- or object-oriented focus for understanding political action. The purpose of this article is to contribute to this debate through an analysis of how relations between material and social entities are continuously recontextualized and decontextualized in social and political interaction. The authors discuss established (...) approaches to explain the concept of virtualization. Virtualization is then used in a case study on the implementation of manure regulation in East Fryslân, the Netherlands, to illustrate how cases or issues are virtualized in political decision making, which produces initial presumptions that carry conclusive weight. The authors conclude that a broad understanding of the political in both STS and PS can only be sustained through an understanding of how relations between social and material entities are continuously decontextualized and recontextualized in political and social interaction. The power of algorithms has become a familiar topic in society, media, and the social sciences. It is increasingly common to argue that, for instance, algorithms automate inequality, that they are biased black boxes that reproduce racism, or that they control our money and information. Implicit in many of these discussions is that algorithms are permeated with normativities, and that these normativities shape society. The aim of this editorial is double: First, it contributes to a more nuanced discussion about algorithms (...) by discussing how we, as social scientists, think about algorithms in relation to five theoretical ideal types. For instance, what does it mean to go under the hood of the algorithm and what does it mean to stay above it? Second, it introduces the contributions to this special theme by situating them in relation to these five ideal types. By doing this, the editorial aims to contribute to an increased analytical awareness of how algorithms are theorized in society and culture. The articles in the special theme deal with algorithms in different settings, ranging from farming, schools, and self-tracking to AIDS, nuclear power plants, and surveillance. The contributions thus explore, both theoretically and empirically, different settings where algorithms are intertwined with normativities. (shrink)

This article applies a constructivist perspective to the analysis of a town-planning innovation. The so-called Cerdà Plan for the extension of Barcelona was launched in the 1860s and gave this city one of its most characteristic present features. For different reasons it can be considered an extraordinary case in town-planing history, though almost unknown to international scholars. The authors analyze the intense controversy that developed around the extension plan and the three technological frames involved. Finally, the relationship between power and (...) technology is discussed. The sociohistorical account is used to illustrate a specific concept of power, to be used in a politics of technology. This article reviews recent work in socio-historical technology studies. Four problems, frequently mentioned in critical debates, are discussed—relativism, reflexivity, theory, and practice. The main body of the article is devoted to a discussion of the latter two problems. Requirements for a theory on socio-technical change are proposed, and one concrete example of a conceptual framework that meets these requirements is discussed. The second point of the article is to argue that present technology studies are now able to break away from (...) a too academic, internalistic perspective and return to the politically relevant "Science, Technology & Society" issues that informed much of this work more than a decade ago. Social Construction of Technology (SCOT) formed a key component of the ‘new sociology of technology’, which emerged in mid-1980s and heralded the entry of social constructivist theory into the domain of technology from science. A large number of empirical case studies were generated using SCOT methodology in the following three decades, encompassing a wide range of technological artefacts or systems. This essay reviews the trajectory of SCOT as a distinct intellectual tradition in technology studies. First, an attempt is made to (...) appraise and classify the main strands of criticisms against SCOT that have come up over the years. Second, this essay discusses several new conceptual heuristics, which were successively incorporated by the original authors of SCOT, along with the concomitant broadening of analytical units and research questions. We conclude that, while SCOT demonstrated its resilience as a dynamic scholarly tradition and constantly adapted itself to address criticisms through the incorporation of new conceptual tools, the consequent methodological transition had profound implications for SCOT as a theory, somewhat undermining its original agenda and methodological distinctiveness in social studies of technology. A long tradition of discourse and practice claims that technology designers need to take note of the characteristics and aspirations of potential users in design. Practitioners in the field of user-centered design have developed methods to facilitate this process. These methods represent interesting vehicles for the pursuit of normative politics of technology. In this article, the authors use a case study of the introduction and use of UCD methods in Australia to explore the politics of getting the methods to work (...) in practice. Drawing on the work of Bruno Latour and Marc Berg, the authors argue that UCD methods are tools for engendering new forms of socio-technical relations. However, their normative potential does not arise out of their ability to manipulate abstract categories such as user, technology, and workplace. Instead, it arises out of the complex and unpredictable socio-technical mixes that are generated when people attempt to put them into practice. (shrink)

If we are to understand the premises at the core of debates regarding the philosophy of technology, as in the works of several prominent figures such as Marcuse, Ellul, and Habermas, we must confront Heidegger's philosophical legacy. Based on a broad overview of early and later Heidegger, and some of his notable followers, we argue that Heidegger's philosophy of technology created a problematic intellectual legacy. This resulted not only from his well-known political involvement with the Nazi regime but arguably from (...) the philosophical structure that enables such political views to be grounded in his thought. We argue that Heidegger's understanding of technology as possessing an essence [Wesen], which arises from his interpretation of metaphysics as onto-theology, continues to serve as the point of departure for technological discourse. This article traces the infrastructure of ‘Heideggerian Intellectualism’ that accepts the totality of technology as a form of thinking and yet entails multiple fluctuations regarding how we are coerced to engage with metaphysics, making it difficult to evaluate its contributions or limits. In the framework of the rapid technological changes underway at present and the concerns regarding them, there is a tendency to once again delve into Heidegger's thought on this matter. This article attempts to demonstrate that such a tendency also entails a certain degree of danger. (shrink)

Part of understanding the meaning and power of algorithms means asking what new demands they might make of ethical frameworks, and how they might be held accountable to ethical standards. I develop a definition of networked information algorithms as assemblages of institutionally situated code, practices, and norms with the power to create, sustain, and signify relationships among people and data through minimally observable, semiautonomous action. Starting from Merrill’s prompt to see ethics as the study of “what we ought to do,” (...) I examine ethical dimensions of contemporary NIAs. Specifically, in an effort to sketch an empirically grounded, pragmatic ethics of algorithms, I trace an algorithmic assemblage’s power to convene constituents, suggest actions based on perceived similarity and probability, and govern the timing and timeframes of ethical action. The body of information on the Internet is becoming increasingly geographical. This is both due to the expansion of established categories of geographic information and to the simultaneous enrichment of other types of information through geographic identifiers. As this repository of geographic information expands, it is also a key site for multiple processes of commodification transforming informational resources into market goods. Understanding the dynamics driving the integration of geographic information into the digital economy requires a comprehensive political economic analysis. A (...) key component of this analysis is to explain the logics of creation and allocation of economic value from geographic information on the Internet. Addressing this need, in the present article I deploy the property regimes schema developed by Schlager and Ostrom and expand it to elucidate the differentiated commodification processes of geographic information on the Internet. Property regimes are arrangements that define rules, distribute rights, and delineate roles with respect to particular goods. These arrangements are enabled by elements such as legal frameworks, jurisdictions, type of information, and technologies of access. In this article, I explore how the legal frameworks regulating traditional categories of geographic information have been destabilized in the process of technological innovation, leading to the creation of new informational goods along with their respective property regimes, and rearticulating legal, economic, and sociotechnical relations. To illustrate this, I analyze the case of Google Street View images through their property regimes in various jurisdictions. (shrink)

This paper addresses the question of delegation of morality to a machine, through a consideration of whether or not non-humans can be considered to be moral. The aspect of morality under consideration here is protection of privacy. The topic is introduced through two cases where there was a failure in sharing and retaining personal data protected by UK data protection law, with tragic consequences. In some sense this can be regarded as a failure in the process of delegating morality to (...) a computer database. In the UK, the issues that these cases raise have resulted in legislation designed to protect children which allows for the creation of a huge database for children. Paradoxically, we have the situation where we failed to use digital data in enforcing the law to protect children, yet we may now rely heavily on digital technologies to care for children. I draw on the work of Floridi, Sanders, Collins, Kusch, Latour and Akrich, a spectrum of work stretching from philosophy to sociology of technology and the “seamless web” or “actor–network” approach to studies of technology. Intentionality is considered, but not deemed necessary for meaningful moral behaviour. Floridi’s and Sanders’ concept of “distributed morality” accords with the network of agency characterized by actor–network approaches. The paper concludes that enfranchizing non-humans, in the shape of computer databases of personal data, as moral agents is not necessarily problematic but a balance of delegation of morality must be made between human and non-human actors. This article draws on contributions from the Sociology of Science and Technology and Science and Technology Studies, the Sociology of Risk and Uncertainty, and the Sociology of Work, focusing on the transformations of employment regarding expanded automation, robotization and informatization. The new work patterns emerging due to the introduction of software and hardware technologies, which are based on artificial intelligence, algorithms, big data gathering and robotic systems are examined closely. This article attempts to “open the black boxes” of the “black (...) carpet” (robotic sorting system) and examine the reorganization of Greek postal services through the introduction of software and hardware technologies, highlighting a) the high risk of flexible, pluralistic, decentralized (under)employment and aspects of the sub-politics of automation, b) the new forms of work organization and c) aspects of labor precariousness as a result of de-specialization or “flexible expertise” interconnected with new forms of inequalities based on AI, algorithms, big data and robots as reflected in the lived experiences of workers. Ambient assisted living technologies are increasingly presented and sold as essential smart additions to daily life and home environments that will radically transform the healthcare and wellness markets of the future. An ethical approach and a thorough understanding of all ethics in surveillance/monitoring architectures are therefore pressing. AAL poses many ethical challenges raising questions that will affect immediate acceptance and long-term usage. Furthermore, ethical issues emerge from social inequalities and their potential exacerbation by AAL, accentuating the existing access gap between (...) high-income countries and low and middle-income countries. Legal aspects mainly refer to the adherence to existing legal frameworks and cover issues related to product safety, data protection, cybersecurity, intellectual property, and access to data by public, private, and government bodies. Successful privacy-friendly AAL applications are needed, as the pressure to bring Internet of Things devices and ones equipped with artificial intelligence quickly to market cannot overlook the fact that the environments in which AAL will operate are mostly private. The social issues focus on the impact of AAL technologies before and after their adoption. Future AAL technologies need to consider all aspects of equality such as gender, race, age and social disadvantages and avoid increasing loneliness and isolation among, e.g. older and frail people. Finally, the current power asymmetries between the target and general populations should not be underestimated nor should the discrepant needs and motivations of the target group and those developing and deploying AAL systems. Whilst AAL technologies provide promising solutions for the health and social care challenges, they are not exempt from ethical, legal and social issues. A set of ELSI guidelines is needed to integrate these factors at the research and development stage. (shrink)

After recognizing that technologies are socially constructed, questions arise concerning how technologies should be constructed, by what processes, and granting how much influence to whom. Because partisanship, uncertainty, and disagreement are inevitable in trying to answer these questions, reconstructivist scholarship should embrace the desirability of thoughtful partisanship, should focus on strategies for coping intelligently with uncertainties, and should make central the study of social processes for coping with disagreement regarding technoscience and its utilization. That often will entail siding with have-nots, (...) meaning that reconstructivist scholars often will be opposing the behaviors of government, business, and technoscientific elites. Because reconstructivists normally will be outnumbered, we need to devote more systematic professional attention to setting our collective agenda concerning what is most worth researching. (shrink)

The ArgumentThis essay argues that a prime source of contemporary technological pessimism is the loss of place that accompanied the conquest of space through the construction of large technological systems of transportation and communication. This loss may involve physical destruction, or it may involve the more subtle withdrawal of economic, political, and cultural meaning and power from localities in favor of these far-flung systems.The argument proceeds in five stages. First, key terms are defined, notably “environmental damage” and “technological system.” Second, (...) the origins of the modern ideology of circulation are traced in the development of a capitalist world-economy, and in the historical theories of Enlightenmentphilosophes(with special attention to Turgot and Condorcet). Third, possible relations between that ideology and nineteenth-century systems-building are briefly sketched. Fourth, the ambiguous political character of these systems — at once liberating and constraining — is noted. Finally, the cultural challenge of overcoming spatial alienation is described with reference to some late nineteenth-century writers who sought to trace new pathways both spatially and linguistically. Pupils—the learners of both educational thought and of educational practice—exist ever more as data, as do the strictures and goals through which these pupils are pedagogically managed. I elaborate this thought by way of a single example: a particular kind of pupils whose number is reportedly on the increase, namely pupils diagnosed with attention deficit hyperactivity disorder. In my analysis I combine Hacking’s nominalist conception of human kinds and Weber’s instrumental rationalism with recent thinking about the effects of digital technologies (...) on social organising. Discussed in more detail is a key consequence from data playing a primary role in bringing together ADHD as coherent idea and practice: if ADHD is primarily the digital and instrumental product of psychiatry and education, so that ADHD is only secondarily a reliable description of behaviour, then what is to count as valid description of ADHD as behaviour will depend firstly upon the character and application of the existing database and not on actual behaviours among pupils. The article concludes with the observation that such technological products as ADHD seem notably at odds with traditional values in education. Traditional notions of education as a form of personable nurture for example seem to contrast with the instrumental disinterestedness of managing pupils as data flows. Given the latter, there seems rising need to theorise social reproduction by data and of data in contemporary education. (shrink)

Neither traditional philosophy nor current applied ethics seem able to cope adequately with the highly dynamic character of our modern technological culture. This is because they have insufficient insight into the moral significance of technological artifacts and systems. Here, much can be learned from recent science and technology studies. They have opened up the black box of technological developments and have revealed the intimate intertwinement of technology and society in minute detail. However, while applied ethics is characterized by a certain (...) “technology blindness,” the most influential approaches within STS show a “normative deficit” and display an agnostic or even antagonistic attitude toward ethics. To repair the blind spots of both applied ethics and STS,the authors sketch the contours of a pragmatist approach. They will explore the tasks and tools of a pragmatist ethics and pay special attention to the exploration of future worlds disclosed and shaped by technology and the management of deep value conflicts inherent to a pluralist society. Philosophy of technology was not initially considered a consolidated field of inquiry. However, under the influence of sociology and pragmatist philosophy, something resembling a consensus has emerged in a field previously marked by a lack of agreement amongst its practitioners. This has given the field a greater sense of structure and yielded interesting research. However, the loss of the earlier “messy” state has resulted in a limitation of the field’s scope and methodology that precludes an encompassing view of the problematic (...) issues inherent in the question of technology. It is argued that the heterodox disunity and diversity of earlier philosophy of technology was not a mark of theoretical immaturity but was necessitated by the field’s complex subject matter. It is further argued that philosophy of technology should return to its pluralistic role as a meta-analytical structure linking insights from different fields of research. (shrink)

Contemporary design practices, such as participatory design, human-centered design, and codesign, have inherent ethical qualities, which often remain implicit and unexamined. Three design projects in the high-tech industry were studied using three ethical traditions as lenses. Virtue ethics helped to understand cooperation, curiosity, creativity, and empowerment as virtues that people in PD need to cultivate, so that they can engage, for example, in mutual learning and collaborative prototyping. Ethics of alterity helped to understand human-centered design as a fragile encounter between (...) project team members and prospective users, and foregrounds the ethics in these encounters: our tendencies to “grasp the other” and to “program invention.” And pragmatist ethics helped to understand codesign as a process of joint inquiry and imagination, involving the organization of iterative processes of problem setting and solution finding, with moral qualities. When we open the “black boxes” of design practices, we find them filled with ethics. Moreover, it is proposed that design practitioners need to make explicit their practices’ inherent ethical qualities and that they can do that by embracing reflexivity. (shrink)

Historically, farmers have been amongst the most innovative people in the world. However, agriculture now lags behind other sectors in its uptake of new information technologies for the control and automation of farming systems. In spite of decades of research into innovation, we still do not have a good understanding as to why this is the case. With the globalisation of food markets, IT adoption in agricultural communities is perceived to be increasingly important by policy makers. As the most marginalised (...) of rural communities, it is self-evident that agricultural communities in less developed countries are most in need of these systems. This paper proposes a new integral systems framework of e-agricultural adoption and innovation in less developed countries. It opens up a new avenue of research for control and automation systems theory and practice, which informs policy in respect of e-readiness of rural communities. (shrink)

This is an introduction to a special issue devoted to the black box metaphor in science and technology studies. The author briefly addresses the history of the metaphor and its use in the STS community and provides commentary on four papers contributed by Elizabeth Petrick, Rodolfo Alaniz, Caitlin Wylie, and Valentina Marcheselli.

One way to compare different theoretical approaches to the study of technologies is to see what the difference is between their narratives of the construction of a particular technology. In this paper, we re-narrate the bicycle construction from the perspective of actor-network theory (ANT), comparing to SCOT’s first account of the construction. Although SCOT has moved closer to actor-network theory later by paying more attention to co-construction and materliaty, Pinch and Biker have not modified their account of the bicycle development (...) according to these theoretical changes, despite the fact that one decade later Bijker allocated one chapter, ‘king of the road’, to Safety bicycle development again. An ANT’s narrative of bicycle development can provide a basis for a concrete comparison between ANT and the classic version of SCOT. Or it could be argued that this narrative could complement the story of Pinch and Biker of bicycle development. While we present a new narrative of bicycle development in comparison with SCOT’s one, we offer a methodological framework in the ANT literature that can be considered as a methodological procedure to the study of artefacts in general; this framework has three elements: 1. Phenomenal Bracketing, 2. Collective construction, and 3. Co-construction. (shrink)

To a large extent and one that is highly structuring, energy choices that are made in a society are political choices. This article aims at studying how these choices can be redirected by technological developments associated with renewable energy, thus contributing to a redistribution of opportunities and correspondingly to social reorganizations. In order to show that the development of alternative energies not only depends on technological advances but can also, in the process, reveal political potentialities, three steps are proposed. The (...) first step will clarify the theoretical arguments in favor of an approach in terms of “technological potentialism.” Second, we will extend this approach by identifying a set of potentialities linked with renewable energies and the model that could arise from these alternative forms or approaches. This paper discusses the introduction of fraudulent “molecular detector” technology into Mexico. The case is used to argue that contemporary science and technology studies’ approaches to scientific policy-making make basic assumptions about the societies they operate in that are inconsistent with the Mexican context. This paper also argues that contrary to what happens in the so-called Global North, the relative power of Mexican science in government and policy circles is as much limited by its relatively weak position as much as (...) it is by self-censorship and unrealized impact in the country’s fragile democracy. The case is also used to highlight the necessity for more politically involved scientific institutions in Mexico, as these become critical safeguards against incoming destabilizing technologies from more powerful nations into the local “peripheral” context. This article describes and analyses the development of modern irrigation in Java within the context of the establishment and transformation of the colonial state in the Dutch East Indies / Indonesia. In order to make this relationship comprehensible the concept “large technical system” has been adopted. The colonial socio-technical irrigation system was built between 1830 and 1942. Engineers, civil servants and agricultural experts were the main system builders and they formed specific coalitions practising specific irrigation approaches. After Indonesia gained its (...) independence, the colonial irrigation system remained in existence and, consequently, irrigation engineering remained top-down, large-scale and focused on agricultural-technical management. Many efforts to establish concepts and theories of the middle range have sought to find an appropriate balance between theoretical abstraction and the desire to remain faithful to the empirical complexity of phenomenon. As with other forms of expertise, those analyzing socio-technical life face acute tensions in attempting to reconcile the general and the specific in a manner which is regarded as credible. Through a consideration of the self-referential implications of STS critiques of traditional notions of science as well as (...) attempts to establish rules for the acceptability of coercive force, this article develops a sense of what is at stake in attempts by actors and analysts to grasp the general and the specific together. Instead of seeking to identify a point of resolution for the two, it advocates and exemplifies the need to attend to the dilemmas associated with the movement between the general and the specific. The middle range concept of “disposal strategies” is offered both as an aid to the study of socio-technical life and as an example of attending to the movement between the general and specific. This article focuses on the power of technological mediation from the point of view of autonomist Marxism. The first part of the article discusses the theories developed on technological mediation in postphenomenology and critical theory of technology with regard to their respective power perspectives and ways of coping with relations of power embedded in technical artifacts and systems. Rather than focusing on the clashes between the hermeneutic postphenomenological approach and the dialectics of critical theory, it is argued that in both (...) the category of resistance amidst power-relations is at least similar in one regard: resistance to the power of technology is conceptualized as a reactive force. The second part of the article reads technological mediation through the lens of the antagonistic power-perspective on class struggle developed in autonomist Marxism. The outline of a provisional autonomist philosophy of technology is developed using Foucauldian dispositifs of biopower in contrast to the hermeneutic and dialectical approach. It is thus argued that resistance should here be understood in terms of practice that subverts the technically mediated circuit of production itself. (shrink)

Discussions on the Anthropocene as the geology of mankind imply the question whether globalized technology such as energy technologies or A.I. ought to be first and foremost conceptualized as a strategy of the human in relation to nature or as a strategy of some humans over others. I argue that both positions are mirrored in the philosophy and sociology of technology through the concepts of technology as an extension and as a fetish. The extension concept understands technology as an extension (...) of the human body and its capabilities, resulting in a local ‘inward’ perspective. The fetish concept offers a contrary ‘outward’ perspective by drawing attention to the global socio-material context of modern technology. Despite their differences, I argue that both concepts share an underlying operation principle of technology as functional simplification. Technology always involves a functional simplification of physical as well as social causality. Sociologists and philosophers of technology would do well not to give primacy to the former as it leads to the belief in technology as a universal tool that neglects how technology is not embedded in but consists of (unequal) social arrangements. For more than 20 years, sustainable development has been advocated as a way of tackling growing global environmental and social problems. The sustainable development discourse has always had a strong technological component and the literature boasts an enormous amount of debate on which technologies should be developed and employed and how this can most efficiently be done. The mainstream discourse in sustainable development argues for an eco-efficiency approach in which a technology push strategy boosts efficiency levels by a factor 10 (...) and more in industrialised and developing countries. A minority argues for a socio-cultural lifestyle switch, relying on new values, quality of life, sufficiency and redistribution strategies, with calls for appropriate and soft technologies. It is remarkable, however, that the articles, books and policy debates on sustainability seldom explicitly draw in a discussion of the nature of technology, how technology influences and is influenced by society, and what this implies for sustainable development. The mainstream interprets technology as neutral and instrumental: technology is no more than an instrument to reach a goal; it cannot be judged on its intrinsic characteristics, only on its use. The alternative view often builds on an autonomous and substantive interpretation of technology: technology is an autonomous, almost uncontrollable power that fundamentally reshapes our culture. A more balanced approach seems to be growing in the research on socio-technical sustainability transitions where the focus shifts to the co-evolution of technology and society, and to the networks, seamless webs and complex multi-actor processes that may carry a sustainability transition forward. This approach builds on insights from recent traditions in the philosophy and sociology of technology, in particular the social construction of technology (SCOT) and actor-network theory (ANT). While this provides for a better understanding of the nature and potential role of technology in sustainability policies, it remains to be seen whether it will actually influence the choice between technologies. This article investigates the different conceptualisations of technology in the sustainability debate. It first distinguishes between different approaches of sustainability and how these are related to differing views on technology. It then moves on to how the socio-technical transitions research incorporates insights from contemporary philosophy and sociology of technology. It reflects on the potential of transitions research to give guidance in technology choices, suggesting that the transition approach might be strengthened by drawing in insights from critical theory of technology and by taking a more political stance in defining sustainable development. This review argues that the role of technology in business and society debates has predominantly been examined from the limited, narrow perspective of technology as instrumental, and that two additional but relatively neglected perspectives are important: technology as value-laden and technology as relationally agentic. Technology has always been part of the relationship between business and society, for better and worse. However, as technological development is frequently advanced as a solution to many pressing societal problems and grand challenges, it is imperative (...) that technology is understood and analyzed in a more nuanced, critical, and comprehensive way. The two additional perspectives invite a broader research agenda, one that includes questions, such as “Which values and whose interests has technology come to emulate?”; “How do these values and interests play out in stabilizing the status quo?”; and, importantly, “How can it be contested, disrupted, and changed?” Any research that endorses green, sustainable, environmental, or climate mitigating technologies potentially contributes to maintaining the very thing that it seeks to change if questions such as these are not being addressed. This article identifies limitations in traditional approaches to engineering ethics pedagogy, reflected in an overreliance on disaster case studies. Researchers in the field have pointed out that these approaches tend to occlude ethically significant aspects of day-to-day engineering practice and thus reductively individualize and decontextualize ethical decision-making. Some have proposed, as a remedy for these defects, the use of research and theory from Science and Technology Studies to enrich our understanding of the ways in which technology and engineering practice are (...) intricated in social and institutional contexts. While endorsing this approach, this article also argues that STS scholarship may not sufficiently address the kinds of questions about normativity and agency that are essential to engineering ethics. It proposes making use of the growing body of research in a field called “postphenomenology,” an approach that combines STS research with the traditional phenomenological concern with the standpoint of lived-experience. Postphenomenology offers a method of inquiry that combines STS’s investigation into social and institutional dimensions of technology with phenomenological reflection on our lived experience of embodied engagement with technical objects and sociotechnical systems, particularly the ways in which these involvements affect our moral perception and agency. The aim in using this approach in engineering ethics is thus to illuminate moral dimensions of everyday professional life of which practitioners may not typically be aware. How can constructivism and feminism inform and strengthen one another? The author of this text is a constructivist-feminist hermaphrodite, and so s/he addresses this question in the form of an inner dialogue. Instead of taking sex as a characteristic of individuals, s/he analyzes it as something performed locally in ways that vary from one situation to another. Investigating these performances offers constructivism an interesting theoretical opportunity and a chance to turn away from a sterile anti-epistemological stance. For feminism, a radicalized (...) notion of the construction of sexes opens up new political spaces and strategies. Constructivist texts, moreover, have the potential to "do" both the contingency and the necessity of our forms of life in their very style. (shrink)

According to some authors, Latour’s attention to politics during the last decades is the result of his proposing a different approach to politics that entails, with respect to his overall project, one of two situations. Either his epistemological proposal has suffered a “normative turn”—which necessarily breaks with the previous assumptions of Actor-Network Theory (ANT); or, if ANT’s view on technosciences remains valid, his political proposal becomes not possible as a new normative approach. In this paper, I will focus on the (...) critique voiced by John Law, as well as Graham Harman. I will argue that this is a false dilemma because there has not been a change in Latour’s conceptual basis, nor a lack of coherence within his thought that would undermine the democratic commitment of his Political Epistemology. I will justify this by exposing the fact that Latour’s overall project, as part of Science Studies, has not lately followed a “political” but an “ontological” turn, which has been underling his works since the very beginning of ANT.
