Building on Wittgenstein’s ideas, I defend a brand of pluralism that associates words with conceptual families and appeals to this notion in the course of philosophical problem solving. I argue that certain problems that the received view of conceptual engineering (‘improvement by replacement’) faces can be more easily overcome if we adopt a pluralist perspective. I show that the proposed approach can circumvent the problem of topic discontinuity, whilst also avoiding the threat of trivialisation, since it can easily accommodate both (...) coarse-grained and fine-grained topics. Finally, I argue that my variant of pluralism is compatible with de novo conceptual engineering insofar as it allows that the paradigm associated with a word may shift overtime thus creating an opportunity for new candidate members to join a conceptual family. Conceptual engineering is now a central topic in contemporary philosophy. Just 4-5 years ago it wasn’t. People were then engaged in the engineering of various philosophical concepts (in various sub-disciplines), but typically not self-consciously so. Qua philosophical method, conceptual engineering was under-explored, often ignored, and poorly understood. In my lifetime, I have never seen interest in a philosophical topic grow with such explosive intensity. The sociology behind this is fascinating and no doubt immensely complex (and an excellent case study for (...) those interested in the dynamics of academic disciplines). That topic, however, will have to wait for another occasion. Suffice it to say that if Fixing Language (FL) contributed even a little bit to this change of focus in philosophical methodology, it would have achieved one of its central goals. In that connection, it is encouraging that the papers in this symposium are in fundamental agreement about the significance and centrality of conceptual engineering to philosophy. That said, the goal of FL was not only to advocate for a topic, but also to defend a particular approach to it: The Austerity Framework. These replies have helped me see clearer the limitations of that view and points where my presentation was suboptimal. The responses below are in part a reconstruction of what I had in mind while writing the book and in part an effort to ameliorate. I’m grateful to the symposiasts for helping me get a better grip on these very hard issues. (shrink)

The discussion presents a framework of concepts that is intended to account for the rationality of semantic change and variation, suggesting that each scientific concept consists of three components of content: 1) reference, 2) inferential role, and 3) the epistemic goal pursued with the concept’s use. I argue that in the course of history a concept can change in any of these components, and that change in the concept’s inferential role and reference can be accounted for as being rational relative (...) to the third component, the concept’s epistemic goal. This framework is illustrated and defended by application to the history of the gene concept. It is explained how the molecular gene concept grew rationally out of the classical gene concept despite a change in reference, and why the use and reference of the contemporary molecular gene concept may legitimately vary from context to context. Conceptual engineering is the enterprise of evaluating and improving our representational devices. But how should we conduct this enterprise? One increasingly popular answer to this question proposes that conceptual engineering should proceed in terms of the functions of our representational devices. In this paper, we argue that the best way of understanding this suggestion is in terms of normative functions, where normative functions of concepts are, roughly, things that they allow us to do that matter normatively (for example, things in (...) virtue of which we have normative reasons to have these concepts). Not only does this introduce a novel view about functions to the literature. This proposal also fits more naturally than the alternatives with conceptual engineering as a normative enterprise, and it allows functions to play all of the explanatory roles assigned to them in the conceptual engineering literature. Our discussion of the explanatory advantages of normative functions also advances the understanding of the ways in which concepts can be authoritative, what this means for conceptual engineering, and highlights the importance of political philosophy for thinking about conceptual engineering in practice. Furthermore, the paper explicates what kind of role considerations about function can and should actually play in conceptual engineering. (shrink)

Conceptual Engineering (CE) is thought to be generally aimed at ameliorating deficient concepts. In this paper, we challenge this assumption: we argue that CE is frequently undertaken with the orthogonal aim of _conceptual adaptation_. We develop this thesis with reference to the interplay between technology and concepts. Emerging technologies can exert significant pressure on conceptual systems and spark ‘conceptual disruption’. For example, advances in Artificial Intelligence raise the question of whether AIs are agents or mere objects, which can be construed (...) as a CE question regarding the concepts AGENT and OBJECT. We distinguish between three types of conceptual disruption (conceptual gaps, conceptual overlaps, and conceptual misalignments) and argue that when CE occurs to address these disruptions, its primary aim is not to improve concepts, but to retain their functional quality, or to prevent them from degrading. This is the characteristic aim of CE when undertaken in philosophy of technology: to _preserve_ the functional role of a concept or conceptual scheme, rather than _improving_ how a concept fulfills its respective function. This paper argues for explanatory eliminativism about topics (and cognates, such as subject matters) relative to the domain of conceptual engineering. It has become usual to think that topics serve an important explanatory role in theories of conceptual engineering, namely, to determine the limits of revision. I argue, first, that such limits can be understood either as thenormative limitspertaining to the justification of conceptual engineering, as themetaphysical limitspertaining to the identity of the concepts in question, or as theterminological limitspertaining to (...) usage of the original terminology. Second, I argue that the metaphysical reading is disputable as a theory of concepts and inconsequential for conceptual engineers, and that neither of the two leading accounts of topics that have been presented in the literature—the samesaying account and functionalism—determine the limits of revision in either of the two remaining senses. In the absence of more promising competitors, I conclude that there is no theoretical role for topics to play in theories of conceptual engineering. An upshot of my argument is that conceptual engineers should stop worrying about things like topic (dis)continuity, and instead shift their attention to the issues that really matter for justifying conceptual revisions or replacements, making terminological choices, and underpinning conceptual engineering with a theory of concepts. The linguistic meaning of a word in a language is what fully competent speakers of the language have a grasp of merely in virtue of their semantic competence. The meanings of words sometimes change over time. ‘Meat’ used to mean ‘solid food’, but now means ‘animal flesh eaten as food’. This type of meaning change comes with change of topic, what we are talking about. Many people interested in conceptual engineering have claimed that there is also meaning change where topic (...) is retained. For example, they claim that the meanings of ‘fish’ and ‘pasta’ have undergone such change, and that the meaning of ‘marriage’ would change this way after gay marriages become legal and widely accepted. In this paper, I relate two sets of relatively independent literatures: mainstream philosophy of language and conceptual engineering to argue that on a plausible and widely accepted Minimalist view of meaning that is part and parcel of anti‐descriptivism, none of the above sorts of cases involve meaning change with topic retention. I do this by showing how to distinguish minimalism about meaning from the related theses of externalism and anti‐individualism about intension and how to separate meaning from intension in a way that allows meaning and topic to remain the same despite changes in intension. The larger lesson is that much like we should not disregard the boundary between the narrowly meaning‐related (‘semantics’) and the more broadly communication‐related (‘pragmatics’), and we should not disregard the boundary between the former and the more broadly thought‐related, conceptual or cognitive (‘cognition’). A common objection to the very idea of conceptual engineering is the topic continuity problem: whenever one tries to “reengineer” a concept, one only shifts attention away from one concept to another. Put differently, there is no such thing as conceptual revision: there’s only conceptual replacement. Here, I show that topic continuity is compatible with conceptual replacement. Whether the topic is preserved in an act of conceptual replacement simply depends on what is being replaced (a conceptual tool or a conceptual (...) role) and what the topic under discussion is. Thus, the topic continuity problem only arises from a failure to specify these two things. (shrink)

In this paper, I identify a central problem for conceptual engineering: the problem of showing concept-users why they should recognise the authority of the concepts advocated by engineers. I argue that this authority problem cannot generally be solved by appealing to the increased precision, consistency, or other theoretical virtues of engineered concepts. Outside contexts in which we anyway already aim to realise theoretical virtues, solving the authority problem requires engineering to take a functional turn and attend to the functions of (...) concepts. But this then presents us with the problem of how to specify a concept’s function. I argue that extant solutions to this function specification problem are unsatisfactory for engineering purposes, because the functions they identify fail to reliably bestow authority on concepts, and hence fail to solve the authority problem. What is required is an authoritative notion of conceptual function: an account of the functions of concepts which simultaneously shows why concepts fulfilling such functions should be recognised as having authority. I offer an account that meets this combination of demands by specifying the functions of concepts in terms of how they tie in with our present concerns. (shrink)

One important activity in conceptual ethics and conceptual engineering involves proposing to associate a new semantics with an existing word. Many philosophers think that one important way to evaluate such a proposal concerns whether it preserves the “topic” picked out by the existing word, and several have offered competing proposals concerning what is required to preserve topic. Our paper is focused on the conceptual ethics question of how conceptual engineers should use the term ‘topic continuity’. We provide and defend a (...) context-sensitive answer to this question. Our answer is motivated by the idea that there are several distinct considerations that we can reasonably care about (and which many conceptual engineers already do care about) in thinking about “topic continuity”, and, moreover, that how best to weigh them against each other can vary from context to context. On our proposal, ‘topic continuity’ can function as a useful representational device that enables coordination by inquirers with respect to these concerns. We conclude by locating our account in a broader way of thinking about topic continuity across a range of inquiries. (shrink)

Conceptual engineering projects have been criticized for creating discontinuities of subject-matter and, as a result, discontinuities in inquiries: call this the Change of Subject objection. In this paper, I explore a way of dealing with the objection that clarifies its scope and eventually downplays it. First, two strategies aimed at saving subject-continuity are examined and found wanting: Herman Cappelen’s appeal to topics, and the account in terms of concept function. Second, the idea is introduced that one can begin an object-level (...) inquiry either with a ‘semantically conservative’ approach, whereby semantic change is not permitted, or with a ‘semantically progressive’ approach, whereby semantic change is permitted. This distinction helps one significantly downplay the Change of Subject objection. (shrink)

Changing concepts comes with a risk of creating merely verbal disputes. Accounts of topic continuity (such as Herman Cappelen’s) are supposed to solve this problem. As this paper shows, however, no existing solution avoids the danger of mere verbalness. On the contrary, accounts of topic continuity in fact increase the danger of overlooking merely verbal disputes between pre- and post-ameliorators. Ultimately, this paper suggests accepting the danger of mere verbalness resulting from a change in topic as a downside of conceptual (...) engineering. Changing the topic under discussion may be worth the risk, however, in many cases. In fact, this paper proposes that the main goal of conceptual engineering should be seen as changing topics for the better. (shrink)

I argue that Sarah Sawyer's and Herman Cappelen's recent accounts of how speakers talk and think about the same concept or topic even when their understandings of that concept or topic substantially diverge risk multiplying our metasemantic categories unnecessarily and fail to prove explanatory. When we look more closely at our actual practices of samesaying, we find that speakers with seemingly incompatible formulations of a subject matter take one another to samesay when they are attempting to arrive at a correct (...) understanding of that subject matter. These speakers adopt what I call a prospective externalist perspective on the subject matter in question. I then argue that there are contexts where judgments of samesaying are more routinely defeated because speakers are taking up a perspective I call retrospective internalism. From this perspective, speakers are aiming to render maximally intelligible the linguistic behavior of other speakers that appear to them to deviate from their own. Whether or not we count speakers as samesaying with us will therefore depend on the kind of the perspective we adopt. Different perspectives, it will turn out, often yield different verdicts. On my perspective-based approach, there is no need to hypostatize or inflate our metasemantic taxonomies. (shrink)

Our main focus in this paper is Herman Cappelen’s claim, defended in Fixing Language, that reference is radically inscrutable. We argue that Cappelen’s inscrutability thesis should be rejected. We also highlight how rejecting inscrutability undermines Cappelen’s most radical conclusions about conceptual engineering. In addition, we raise a worry about his positive account of topic continuity through inquiry and debate.

Words change meaning over time. Some meaning shift is accompanied by a corresponding change in subject matter; some meaning shift is not. In this paper I argue that an account of linguistic meaning can accommodate the first kind of case, but that a theory of concepts is required to accommodate the second. Where there is stability of subject matter through linguistic change, it is concepts that provide the stability. The stability provided by concepts allows for genuine disagreement and ameliorative change (...) in the context of conceptual engineering. (shrink)

Herman Cappelen investigates how language and other representational devices can go wrong, and how to fix them. We use language to understand and talk about the world, but what if our language has deficiencies that prevent it from playing that role? How can we revise our concepts, and what are the limits on revision?

Statements about a person's good slip into and out of our ordinary discourse about the world with nary a ripple. Such statements are objects of belief and assertion, they obey the rules of logic, and they are often defended by evidence and argument. They even participate in common-sense explanations, as when we say of some person that he has been less subject to wild swings of enthusiasm and disappointment now that, with experience, he has gained a clearer idea of what (...) is good for him. Statements about a person's good present themselves as being about something with respect to which our beliefs can be true or false, warranted or unwarranted. Let us speak of these features as the descriptive side of discourse about a person's good. (shrink)

It is always awkward when someone asks me informally what I’m working on and I answer that I’m trying to figure out what gender is. For outside a rather narrow segment of the academic world, the term ‘gender’ has come to function as the polite way to talk about the sexes. And one thing people feel pretty confident about is their knowledge of the difference between males and females. Males are those human beings with a range of familiar primary and (...) secondary sex characteristics, most important being the penis; females are those with a different set, most important being the vagina or, perhaps, the uterus. Enough said. Against this background, it isn’t clear what could be the point of an inquiry, especially a philosophical inquiry, into “what gender is”. (shrink)

In disputes about conceptual analysis, each side typically appeals to pre-theoretical 'intuitions' about particular cases. Recently, many naturalistically oriented philosophers have suggested that these appeals should be understood as empirical hypotheses about what people would say when presented with descriptions of situations, and have consequently conducted surveys on non-specialists. I argue that this philosophical research programme, a key branch of what is known as 'experimental philosophy', rests on mistaken assumptions about the relation between people's concepts and their linguistic behaviour. The (...) conceptual claims that philosophers make imply predictions about the folk's responses only under certain demanding, counterfactual conditions. Because of the nature of these conditions, the claims cannot be tested with methods of positivist social science. We are, however, entitled to appeal to intuitions about folk concepts in virtue of possessing implicit normative knowledge acquired through reflective participation in everyday linguistic practices. Talk of the functions of language or concepts plays a central role in developing an appealing pragmatic approach to conceptual engineering. But some have expressed skepticism that we can make any good sense of the idea of function as applied to concepts or language, or argued that the most we can say is that the function of ‘F’ is to refer to the Fs. In this paper, however, I argue that identifying linguistic functions is not hopeless, and that we can (...) make progress by working at the level of system functions, and drawing on work in systemic functional linguistics. For that enables us to develop a better framework for thinking about the functions that language serves, and the ways its subsystems contribute to those functions. This approach to understanding linguistic functions enables us to develop a pragmatic approach to conceptual engineering that provides standards for conceptual engineering without metaphysical mysteries. It also enables us to make progress in figuring out what functions certain philosophically interesting parts of language serve, and how they are introduced into language, in ways that may disentangle us from a range of old philosophical problems. Many theorists of conceptual engineering appeal to the functions, roles, purposes or aims of concepts to articulate how conceptual engineering ought to be done. The functional approach to conceptual engineering is well-motivated: It promises a good account of the limits of revision, and of what makes some concept good. In this paper, I raise a problem for the functional approach which concerns the existence of harmful and methodologically insignificant concept functions. I examine whether we can deal with these problematic functions (...) by adopting a technical notion of function. I thus review the prospects for using the notions of a contextually stable function, of a designed function, of a proper function, and of a system function as our operative notion of function. None of them help us resolve the problem. On this basis, I argue that advocates of the functional approach should be committed to a comparatively weak claim, according to which functions must be assessed case-by-case, and that we are best served by employing an unsophisticated notion of function, according to which the function of a concept just is something the concept is used for. Conceptual engineers have recently turned to the notion of conceptual functions to do a variety of explanatory work. Functions are supposed to explain what speakers are debating about in metalinguistic negotiations, to capture when two concepts are about the same thing, and to help guide our normative inquiries into which concepts we should use. In this paper, I argue that this recent “functional turn” should be deflated. Contra most interpreters, we should not try to use a substantive notion of conceptual (...) functions to handle various problems for conceptual engineering. The primary accounts of function appealed to by conceptual engineers, namely etiological and system functions, are not suited to handle many of the problems functions are supposed to handle, and it’s dubious whether any other account of function would do better. Instead of trying to use substantive functions to solve theoretical problems, we should deflate those problems themselves by focusing only on what matters to us, as speakers or theorists, in a given inquiry. In Fixing Language, Herman Cappelen defends the project of conceptual engineering from a family of objections that he calls “the Strawsonian challenges.” Those objections are all versions of this: “If I ask you a question about the F’s, and you give me an answer that’s not about the F’s but rather about the G’s, then you haven’t answered my question. You have changed the subject.” I argue that Cappelen’s response succeeds in reply to one understanding of the Strawsonian challenge—on which (...) it is motivated by ordinary judgments of samesaying and continuity of topic—but that it fails as a response to another version—on which a parallel objection is motivated by philosophical considerations and is stated in a theoretical register. Conceptual engineering is to be explained by appeal to the externalist distinction between concepts and conceptions. If concepts are determined by non-conceptual relations to objective properties rather than by associated conceptions (whether individual or communal), then topic preservation through semantic change will be possible. The requisite level of objectivity is guaranteed by the possibility of collective error and does not depend on a stronger level of objectivity, such as mind-independence or independence from linguistic or social practice more generally. This means (...) that the requisite level of objectivity is exhibited not only by natural kinds, but also by a wide range of philosophical kinds, social kinds and artefactual kinds. The alternative externalist accounts of conceptual engineering offered by Herman Cappelen and Derek Ball fall back into a kind of descriptivism which is antithetical to externalism and fails to recognise this basic level of objectivity. Can we engineer conceptual change? While a positive answer to this question would be exciting news for philosophy, there has been a growing number of pessimistic voices in the literature. This paper resists this trend. Its central aim is to argue not only that conceptual engineering is possible but also that it is not even distinctively hard. In order to achieve this, we will develop a novel approach to conceptual engineering that has two key components. First, it proposes a reorientation (...) of the conceptual engineering project away from fixing conceptual defects and towards bringing about conceptual innovation. Second, it offers a new account of when conceptual engineering is successful in terms of etiological functions. We then turn to the reasons that have motivated various forms of pessimism about conceptual engineering and show that, on our novel approach, none of them stands up to scrutiny. (shrink)

This paper is about conceptual engineering. Specifically, it discusses a common objection to CE, which I call the Discontinuity Objection. According to the Discontinuity Objection, CE leads to problematic discontinuities in subject and/or inquiry – making it philosophically uninteresting or irrelevant. I argue that a conceptual engineer can dismiss the Discontinuity Objection by showing that the pre-engineering concept persists through the proposed changes. In other words, the Discontinuity Objection does not apply if the proposal involves identity-preserving changes. Two existing views (...) on identity-preserving changes are considered and rejected. I then argue that an identity-preserving conceptual change is one that allows the concept to continue to perform its function. A concept’s function is its job, its point and purpose, its role in a conceptual repertoire. In a slogan: Preserve a concept’s function, and you preserve the concept itself; preserve the concept, and you preserve the subject. The paper concludes by discussing some implications of this view. Traditional views on philosophical methodology characterize our primary philosophical goal as production of a successful conceptual analysis. The notion of conceptual analysis, however, faces several challenges—from experimental philosophy to more traditional worries such as the paradox of analysis. This paper explores an alternate approach, commonly called conceptual engineering, which aims at recommending conceptual revisions. An important question for the conceptual engineer is as follows: what counts as a case of successful conceptual engineering? What sorts of revisions are permitted, and what (...) sorts are too revisionary? In this paper I examine ‘functional’ approaches to conceptual engineering, ultimately arguing for a ‘radical’ functionalism according to which even revisions which ‘change the subject’ are permitted, and successful re-engineering is constrained only by the requirement that continuity in needed functions of a pre-engineering concept be maintained somewhere in the postengineering conceptual scheme. I further argue that this approach suggests a heightened role, in metaphilosophical discourse, for a neglected epistemic goal—conceptual efficacy. (shrink)

New technologies have the potential to severely “challenge” or “disrupt” not only our established social practices but our most fundamental concepts and distinctions like person versus object, nature versus artificial or being dead versus being alive. But does this disruption also change these concepts? Or does it merely change our operationalizations and applications of the same concepts? In this paper, I argue that instead of focusing on individual conceptual change, philosophers of socially disruptive technologies (SDTs) should think about conceptual change (...) as a change in a network of interrelated concepts. What really generates a potential social disruption are changes of inferential relations between concepts – whether or not this entails a change of the respective individual concepts. Philosophers of socially disruptive technologies are therefore in the privileged position of being able to avoid commitments regarding the individuation of individual concepts. -/- . (shrink)
