What psychological and philosophical significance should we attach to recent efforts at computer simulations of human cognitive capacities? In answering this question, I find it useful to distinguish what I will call "strong" AI from "weak" or "cautious" AI. According to weak AI, the principal value of the computer in the study of the mind is that it gives us a very powerful tool. For example, it enables us to formulate and test hypotheses in a more rigorous and precise fashion. (...) But according to strong AI, the computer is not merely a tool in the study of the mind; rather, the appropriately programmed computer really is a mind, in the sense that computers given the right programs can be literally said to. Many current neurophysiological, psychophysical, and psychological approaches to vision rest on the idea that when we see, the brain produces an internal representation of the world. The activation of this internal representation is assumed to give rise to the experience of seeing. The problem with this kind of approach is that it leaves unexplained how the existence of such a detailed internal representation might produce visual consciousness. An alternative proposal is made here. We propose that seeing is a way of (...) acting. It is a particular way of exploring the environment. Activity in internal representations does not generate the experience of seeing. The out- side world serves as its own, external, representation. The experience of seeing occurs when the organism masters what we call the gov- erning laws of sensorimotor contingency. The advantage of this approach is that it provides a natural and principled way of accounting for visual consciousness, and for the differences in the perceived quality of sensory experience in the different sensory modalities. Sev- eral lines of empirical evidence are brought forward in support of the theory, in particular: evidence from experiments in sensorimotor adaptation, visual “filling in,” visual stability despite eye movements, change blindness, sensory substitution, and color perception. This introductory chapter attempts to clarify the philosophical, empirical, and theoretical bases on which a cognitive neuroscience approach to consciousness can be founded. We isolate three major empirical observations that any theory of consciousness should incorporate, namely (1) a considerable amount of processing is possible without consciousness, (2) attention is a prerequisite of consciousness, and (3) consciousness is required for some specific cognitive tasks, including those that require durable information maintenance, novel combinations of operations, or the spontaneous generation of intentional (...) behavior. We then propose a theoretical framework that synthesizes those facts: the hypothesis of a global neuronal workspace. This framework postulates that, at any given time, many modular cerebral networks are active in parallel and process information in an unconscious manner. An information becomes conscious, however, if the neural population that represents it is mobilized by top-down attentional amplification into a brain-scale state of coherent activity that involves many neurons distributed throughout the brain. The long-distance connectivity of these `workspace neurons' can, when they are active for a minimal duration, make the information available to a variety of processes including perceptual categorization, long-term memorization, evaluation, and intentional action. We postulate that this global availability of information through the workspace is what we subjectively experience as a conscious state. A complete theory of consciousness should explain why some cognitive and cerebral representations can be permanently or temporarily inaccessible to consciousness, what is the range of possible conscious contents, how they map onto specific cerebral circuits, and whether a generic neuronal mechanism underlies all of them. We confront the workspace model with those issues and identify novel experimental predictions. Neurophysiological, anatomical, and brain-imaging data strongly argue for a major role of prefrontal cortex, anterior cingulate, and the areas that connect to them, in creating the postulated brain-scale workspace. Because of the “all-or-none” character of nervous activity, neural events and the relations among them can be treated by means of propositional logic. It is found that the behavior of every net can be described in these terms, with the addition of more complicated logical means for nets containing circles; and that for any logical expression satisfying certain conditions, one can find a net behaving in the fashion it describes. It is shown that many particular choices among possible neurophysiological assumptions (...) are equivalent, in the sense that for every net behaving under one assumption, there exists another net which behaves under the other and gives the same results, although perhaps not in the same time. Various applications of the calculus are discussed. (shrink)

This is my first publication of the distinction between phenomenal consciousness and access consciousness, though not using quite those terms. It ends with this: "The upshot is this: If Searle is using the access sense of "consciousness," his argument doesn't get to first base. If, as is more likely, he intends the what-it-is-like sense, his argument depends on assumptions about issues that the cognitivist is bound to regard as deeply unsettled empirical questions." Searle replies: "He refers to what he calls (...) an "access sense of consciousness." On my account there is no such sense.". (shrink)

The mathematical theory of communication.

Dehaene and Naccache, Dennett and Jack and Shallice “see convergence coming from many different quarters on a version of the neuronal global workspace model†(Dennett, p. 1). (Boldface references are to papers in this volume.) On the contrary, even within this volume, there are commitments to very different perspectives on consciousness. And these differing perspectives are based on tacit differences in philosophical starting places that should be made explicit.  Indeed, it is not clear that different uses of “consciousness†and (...) “awareness†in this volume can be taken to refer to the same phenomenon. More specifically, I think there are three different concepts of consciousness in play in this issue. The global workspace model makes much more sense on one of these than on the others. Neuroscientists continue to search for 'the' neural correlate of consciousness (NCC). In this article, I argue that a framework in which there are at least two distinct NCCs is increasingly making more sense of empirical results than one in which there is a single NCC. I outline the distinction between phenomenal NCC and access NCC, and show how they can be distinguished by experimental approaches, in particular signal- detection theory approaches. Recent findings in cognitive neuroscience provide an empirical case for (...) two different NCCs. (shrink)

The visual brain consists of several parallel, functionally specialized processing systems, each having several stages (nodes) which terminate their tasks at different times; consequently, simultaneously presented attributes are perceived at the same time if processed at the same node and at different times if processed by different nodes. Clinical evidence shows that these processing systems can act fairly autonomously. Damage restricted to one system compromises specifically the perception of the attribute that that system is specialized for; damage to a given (...) node of a processing system that leaves earlier nodes intact results in a degraded perceptual capacity for the relevant attribute, which is directly related to the physiological capacities of the cells left intact by the damage. By contrast, a system that is spared when all others are damaged can function more or less normally. Moreover, internally created visual percepts-illusions, afterimages, imagery, and hallucinations-activate specifically the nodes specialized for the attribute perceived. Finally, anatomical evidence shows that there is no final integrator station in the brain, one which receives input from all visual areas; instead, each node has multiple outputs and no node is recipient only. Taken together, the above evidence leads us to propose that each node of a processing-perceptual system creates its own microconsciousness. We propose that, if any binding occurs to give us our integrated image of the visual world, it must be a binding between microconsciousnesses generated at different nodes. Since any two microconsciousnesses generated at any two nodes can be bound together, perceptual integration is not hierarchical, but parallel and postconscious. By contrast, the neural machinery conferring properties on those cells whose activity has a conscious correlate is hierarchical, and we refer to it as generative binding, to distinguish it from the binding that might occur between the microconsciousnesses. Before one can even begin to model consciousness and what exactly it means that it is a subjective phenomenon one needs a theory about what a first-person perspective really is. This theory has to be conceptually convincing, empirically plausible and, most of all, open to new developments. The chosen conceptual framework must be able to accommodate scientific progress. Its ba- sic assumptions have to be plastic as it were, so that new details and empirical data can continuously be fed into (...) the theoretical model as it grows and becomes more refined. This paper makes an attempt at sketching the outlines of such a theory, offering a representationalist analysis of the phenomenal first-person perspective. Three phenomenal target properties are centrally relevant. (shrink)

In attempts to formulate a computational understanding of brain function, one of the fundamental concerns is the data structure by which the brain represents information. For many decades, a conceptual framework has dominated the thinking of both brain modelers and neurobiologists. That framework is referred to here as "classical neural networks." It is well supported by experimental data, although it may be incomplete. A characterization of this framework will be offered in the next section. Difficulties in modeling important functional aspects (...) of the brain on the basis of classical neural networks alone have led to the recognition that another, general mechanism must be invoked to explain brain function. That mechanism I call " binding." Binding by neural signal synchrony had been mentioned several times in the liter ature before it was fully formulated as a general phenomenon. Although experimental evidence for neural syn chrony was soon found, the idea was largely ignored for many years. Only recently has it become a topic of animated discussion. In what follows, I will summarize the nature and the roots of the idea of binding, especially of temporal binding, and will discuss some of the objec tions raised against it. (shrink)

The development of the issue of binding as fundamental to neural dynamics has made possible recent advances in the modeling of difficult problems of perception and brain function. Among them is perceptual segmentation, invariant pattern recognition and one-shot learning. Also, longer-term conceptual developments that have led to this success are reviewed.
