In this new collection of essays, Andrew Feenberg argues that conflicts over the design and organization of the technical systems that structure our society shape deep choices for the future. Hartmut Rosa advances an account of the temporal structure of society from the perspective of critical theory. He identifies three categories of change in the tempo of modern social life: technological acceleration, evident in transportation, communication, and production; the acceleration of social change, reflected in cultural knowledge, social institutions, and personal relationships; and acceleration in the pace of life, which happens despite the expectation that technological change should increase an individual's free time. According to Rosa, both the structural and cultural (...) aspects of our institutions and practices are marked by the "shrinking of the present," a decreasing time period during which expectations based on past experience reliably match the future. When this phenomenon combines with technological acceleration and the increasing pace of life, time seems to flow ever faster, making our relationships to each other and the world fluid and problematic. It is as if we are standing on "slipping slopes," a steep social terrain that is itself in motion and in turn demands faster lives and technology. This essay explores the political significance of two largely unexplored texts on American radio that Adorno originally composed in English after emigrating to the United States: Current of Music: Elements of a Radio Theory and The Psychological Technique of Martin Luther Thomas’ Radio Addresses. Here, productively complicating the traditional image of him, Adorno translates his theory to a broader public in ways that reflect a desire to understand and inform democratic citizenship as enacted at the level of the everyday customs, (...) conventions, and habits of the people. Ultimately, Adorno’s writings on radio in the United States show how he tries to strengthen the substantive practice of democracy through a unique form of democratic leadership as democratic pedagogy that represents the practical enactment of an early version of negative dialectics. With this justification for Adorno’s complicated commitments to democracy in mind, we might begin to read him as a twentieth-century democratic theorist and productively turn to an unlikely thinker, not just to read a message in a bottle but to help us chart our current position and navigate our future course. At the center of contemporary discourse on technology — or the digital discourse — is the assertion that network technology ushers in a new phase of capitalism which is more democratic, participatory, and de-alienating for individuals. Rather than viewing this discourse as a transparent description of the new realities of techno-capitalism and judging its claims as true (as the hegemonic view sees it) or false (a view expressed by few critical voices), this article offers a new framework which sees the (...) digital discourse as signaling a historical shift in the technological legitimation of capitalism, concurrent with the emergence of the post-Fordist phase of capitalism. Technology discourse legitimated the Fordist phase of capitalism by stressing the ability of technology and technique to mitigate exploitation. It hence legitimated the interventionist welfare state, the central planning in businesses and the economy, the hierarchized corporation, and the tenured worker. In contrast, contemporary technology discourse legitimates the post-Fordist phase of capitalism by stressing the ability of technology to mitigate alienation. It hence legitimates the withdrawal of the state from markets, the dehierarchization and decentralization of businesses, and the flexibilization of production and the labor process. (shrink)

Spengler’s work is typically represented as speculative philosophy of history. However, I argue that there is good reason to consider much of his thought as preoccupied with existential and phenomenological questions about the nature and ends of human existence, rather than with history per se. In this paper I consider Spengler’s work in comparison with Heidegger’s history of Being and analysis of technological modernity. I argue that Spengler’s considerable proximity to much of Heidegger’s thought compels us to reconsider the nature (...) and scope of Spengler’s philosophical project. (shrink)

We live in a world of technical systems, designed in accordance with technical disciplines and operated by a personnel trained in those disciplines. This is a unique form of social organization without historical precedent. It overshadows traditional democratic institutions and largely determines our way of life. Technosystem: The Social Life of Reason reconstructs the idea of democracy for this brave new world. The author draws on the tradition of radical social criticism represented by Herbert Marcuse and the Frankfurt School as (...) well as contemporary Science and Technology Studies. The social critics recognized the role of instrumental rationality in modern societies, but they did not analyze any actual technologies in detail, nor did they develop a convincing theory of democratic resistance to the new forms of domination by rational systems. STS has developed methods of analysis for a fine-grained study of technology. The Critical Theory of the early Frankfurt School promised, in Adorno’s words, a ‘rational critique of reason’. Science and Technology Studies can play a role in the renewal of this approach. STS is based on a critique of the very same technocratic and scientistic assumptions against which Critical Theory argues. Its critique of positivism and determinism has political implications. But at its origins STS took what Wiebe Bijker called the ‘detour into the academy’ in order to institutionalize itself as a (...) social science. It adopted empirical methods, developed case histories, and limited its scope, avoiding politically controversial issues. Its latent political critique has become explicit in recent years as STS has responded to the rise of technical politics by broadening its concerns. Its wide scope converges with the equally encompassing Critical Theory. Together, STS and Critical Theory offer a new concept of politics. (shrink)

This distinction persisted until Marx, who conceived of the possibility of an evolution of the technical object. This philosophy developed while industrialisation was in the process of overthrowing the contemporary order of social organisation, which highlighted technology's new place in philosophical enquiry. Bernard Stiegler goes back to the beginning of Western philosophy and revises (...) the Aristotelian assessment, developing a complex argument whereby the technical object can be seen as having an essential, distinctive temporality and dynamic of its own. The debate between Marcuse and Habermas over technology marked a significant turning point in the history of the Frankfurt School. After the 1960s Habermas's influence grew as Marcuse's declined and Critical Theory adopted a far less Utopian stance. Recently there has been a revival of quite radical technology criticism in the environmental movement and under the influence of Foucault and constructivism. This article takes a new look at the earlier debate from the standpoint of these recent developments. While much of (...) Habermas's argument remains persuasive, his defense of modernity now seems to concede far too much to the claims of autonomous technology. His essentialist picture of technology as an application of a purely instrumental form of nonsocial rationality is less plausible after a decade of historicizing research in technology studies. The article argues that Marcuse was right after all to claim that technology is socially determined even if he was unable to develop his insight fruitfully. The article derives a new approach to technology criticism from both constructivism and Habermas's communication theory. The essence of technology is shown to be historical and reflexive, like the essence of other social institutions. As such an institution, its rationality is always implemented in value?biased forms subject to political critique. (shrink)

This article pursues the question of the origin of the left-Hegelian concept of immanent transcendence that emerged in the nineteenth century. Whereas some contemporary critical theorists apparently understand the concept as deriving from a religious origin, evolutionary and historical considerations would seem to indicate that more might be involved. Evolutionarily, the origin of the concept can be traced to the civilisation-founding cognitive achievement that marks the emergence of the current version of the human species and the concomitant cultural explosion during (...) the Palaeolithic period. In this context, the cultural consolidation of the newly acquired metarepresentational capacity by language and visual symbolisation or art preceded religion by a considerable elapse of time. As one among a number of sociocultural practices, it could only have made a partial contribution to the conditions for the emergence of the concept. Historically, the thought of the key nineteenth-century left-Hegelians Marx and Peirce was fundamentally shaped, not by religion, but rather by the core modern innovation of the seventeenth and eighteenth centuries – the new mathematical-scientific-philosophical understanding of infinity as real – which gained primacy by significantly impacting on relevant late eighteenth- and nineteenth-century intellectual developments, including laying down the parameters of classical social thought in general and left-Hegelianism in particular. Since the competing religious understanding of infinity, despite having left traces on modern validity concepts such as truth, justice and truthfulness, remained shrouded in indefinite incomprehensibility, it could at best continue to play only the role of an identity-securing, identity-cultivating and motivational source for some, not all. As such, it did not contribute to the nineteenth-century left-Hegelian concept. (shrink)
