In exploring the nature of psychological explanation, this book looks at how psychologists theorize about the human ability to calculate, to speak a language and the like. It shows how good theorizing explains or tries to explain such abilities as perception and cognition. What psychological and philosophical significance should we attach to recent efforts at computer simulations of human cognitive capacities? In answering this question, I find it useful to distinguish what I will call "strong" AI from "weak" or "cautious" AI. According to weak AI, the principal value of the computer in the study of the mind is that it gives us a very powerful tool. For example, it enables us to formulate and test hypotheses in a more rigorous and precise fashion. (...) This book presents an attempt to develop a theory of knowledge and a philosophy of mind using ideas derived from the mathematical theory of communication developed by Claude Shannon. Information is seen as an objective commodity defined by the dependency relations between distinct events. Knowledge is then analyzed as information caused belief. Perception is the delivery of information in analog form for conceptual utilization by cognitive mechanisms. A venerable view, still very much alive, holds that human action is to be explained at least in part in terms of beliefs and desires. Those who advocate the view expect that the psychological theory which explains human behavior will invoke the concepts of belief and desire in a substantive way. I will call this expectation the belief-desire thesis. Though there would surely be a quibble or a caveat here and there, the thesis would be endorsed by an exceptionally heterogeneous (...) collection of psychologists and philosophers ranging from Freud and Hume, to Thomas Szasz and Richard Brandt. Indeed, a number of philosophers have contended that the thesis, or something like it, is embedded in our ordinary, workaday concept of action. If they are right, and I think they are, then insofar as we use the concept of action we are all committed to the belief-desire thesis. My purpose in this paper is to explore the tension between the belief-desire thesis and a widely held assumption about the nature of explanatory psychological theories, an assumption that serves as a fundamental regulative principle for much of contemporary psychological theorizing. This assumption, which for want of a better term I will call the principle of psychological autonomy, will be the focus of the first of the sections below. In the second section I will elaborate a bit on how the belief-desire thesis is to be interpreted, and try to extract from it a principle that will serve as a premise in the argument to follow. In the third section I will set out an argument to the effect that large numbers of belief-desire explanations of action, indeed perhaps the bulk of such explanations, are incompatible with the principle of autonomy. Finally, in the last section, I will fend off a possible objection to my argument. In the process, I will try to make clear just why the argument works and what price we should have to pay if we were resolved to avoid its consequences. (shrink)

The paper explores the distinction between two doctrines, both of which inform theory construction in much of modern cognitive psychology: the representational theory of mind and the computational theory of mind. According to the former, propositional attitudes are to be construed as relations that organisms bear to mental representations. According to the latter, mental processes have access only to formal (nonsemantic) properties of the mental representations over which they are defined.The following claims are defended: (1) That the traditional dispute between (...) “rational” and “naturalistic” psychology is plausibly viewed as an argument about the status of the computational theory of mind. Rational psychologists accept a formality condition on the specification of mental processes; naturalists do not. (2) That to accept the formality condition is to endorse a version of methodological solipsism. (3) That the acceptance of some such condition is warranted, at least for that part of psychology which concerns itself with theories of the mental causation of behavior. This is because: (4) such theories require nontransparent taxonomies of mental states; and (5) nontransparent taxonomies individuate mental states without reference to their semantic properties. Equivalently, (6) nontransparent taxonomies respect the way that the organism represents the object of its propositional attitudes toitself, and it is this representation which functions in the causation of behavior.The final section of the paper considers the prospect for a naturalistic psychology: one which defines its generalizations over relations between mental representations and their environmental causes, thus seeking to account for the semantic properties of propositional attitudes. Two related arguments are proposed, both leading to the conclusion that no such research strategy is likely to prove fruitful. (shrink)

Cognitive Development and Acquisition of Language.

Noam Chomsky and other linguists and psychologists have suggested that human linguistic behavior is somehow governed by a mental representation of a transformational grammar. Challenges to this controversial claim have often been met by invoking an explicitly computational perspective: It makes perfect sense to suppose that a grammar could be represented in the memory of a computational device and that this grammar could govern the device's use of a language. This paper urges, however, that the claim that humans are such (...) a device is unsupported and that it seems unlikely that linguists and psychologists really want to claim any such thing. Evidence for the linguists' original claim is drawn from three main sources: the explanation of language comprehension and other linguistic abilities; evidence for formal properties of the rules of the grammar; and the explanation of language acquisition. It is argued in this paper that none of these sources provides support for the view that the grammar governs language processing in something like the way a program governs the operation of a programmed machine. The computational approach, on the contrary, suggests ways in which linguistic abilities can be explained without the attribution of any explicit representation of rules governing linguistic behavior.
