    I argue that a criterion of theoretical equivalence due to Glymour :227–251, 1977) does not capture an important sense in which two theories may be equivalent. I then motivate and state an alternative criterion that does capture the sense of equivalence I have in mind. The principal claim of the paper is that relative to this second criterion, the answer to the question posed in the title is “yes”, at least on one natural understanding of Newtonian gravitation.

    The toy model used by Spekkens (Phys. Rev. A 75, 032110, 2007) to argue in favor of an epistemic view of quantum mechanics is extended by generalizing his definition of pure states (i.e. states of maximal knowledge) and by associating measurements with all pure states.     In the conventional approach to quantum mechanics, indeterminism is an axiom and nonlocality is a theorem. We consider inverting the logical order, making nonlocality an axiom and indeterminism a theorem. Nonlocal “superquantum” correlations, preserving relativistic causality, can violate the CHSH inequality more strongly than any quantum correlations.

    We show that three fundamental information-theoretic constraints -- the impossibility of superluminal information transfer between two physical systems by performing measurements on one of them, the impossibility of broadcasting the information contained in an unknown physical state, and the impossibility of unconditionally secure bit commitment -- suffice to entail that the observables and state space of a physical theory are quantum-mechanical.     According to the semantic view of scientific theories, theories are classes of models. I show that this view -- if taken seriously as a formal explication -- leads to absurdities.     We present a discrete model theory similar in structure to ordinary quantum mechanics, but based on a finite field instead of complex amplitudes. The interpretation of this theory involves only the “modal” concepts of possibility and necessity rather than quantitative probability measures.
