Drawing on insights from causal theories of reference, teleosemantics, and state space semantics, a theory of naturalized mental representation. In A Mark of the Mental, Karen Neander considers the representational power of mental states—described by the cognitive scientist Zenon Pylyshyn as the “second hardest puzzle” of philosophy of mind. The puzzle at the heart of the book is sometimes called “the problem of mental content,” “Brentano's problem,” or “the problem of intentionality.” Its motivating mystery is how neurobiological states can have (...) semantic properties such as meaning or reference. Neander proposes a naturalistic account for sensory-perceptual representations. Neander draws on insights from state-space semantics, causal theories of reference, and teleosemantic theories. She proposes and defends an intuitive, theoretically well-motivated but highly controversial thesis: sensory-perceptual systems have the function to produce inner state changes that are the analogs of as well as caused by their referents. Under 'things in the broadest possible sense' I include such radically different items as not only 'cabbages and kings', but numbers and duties, possibilities and finger snaps, aesthetic experience and death. To achieve success in philosophy would be, to use a contemporary turn of phrase, to 'know one's way around' with respect (...) to all these things, not in that unreflective way in which the centipede of the story knew its way around before it faced the question, 'how do I walk?', but in that reflective way which means that no intellectual holds are barred. " Biosemantics " was the title of a paper on mental representation originally printed in The Journal of Philosophy in 1989. It contained a much abbreviated version of the work on mental representation in Language Thought and Other Biological Categories. There I had presented a naturalist theory of intentional signs generally, including linguistic representations, graphs, charts and diagrams, road sign symbols, animal communications, the "chemical signals" that regulate the function of glands, and so forth. But the term " biosemantics " (...) has usually been applied only to the theory of mental representation. Let me first characterize a more general class of theories called "teleological theories of mental content" of which biosemantics is an example. Introduction: representationalismMost theorists of cognition endorse some version of representationalism, which I will understand as the view that the human mind is an information-using system, and that human cognitive capacities are representational capacities. Of course, notions such as ‘representation’ and ‘information-using’ are terms of art that require explication. As a first pass, representations are “mediating states of an intelligent system that carry information” (Markman and Dietrich 2001, p. 471). They have two important features: (1) they are physically realized, and so (...) have causal powers; (2) they are intentional, in other words, they have meaning or representational content. This presumes a distinction between a representational vehicle—a physical state or structure that has causal powers and is responsible for producing behavior—and its content. We review some of the work already done around the notion of phenomenal intentionality and propose a way of turning this body of work into a self-conscious research program for understanding intentionality.

Perceptions "present" objects as red, as round, etc.-- in general as possessing some property. This is the "perceptual content" of the title, And the article attempts to answer the following question: what is a materialistically adequate basis for assigning content to what are, after all, neurophysiological states of biological organisms? The thesis is that a state is a perception that presents its object as "F" if the "biological function" of the state is to detect the presence of objects that are (...) "F". The theory contrasts with causal/informational theories, and with internalist theories, for example those which assign content on the basis of introspected feel. Its advantages are that it permits perceptual error while at the same time allowing content to be expressed in terms of external properties. The success of a piece of behaviour is often explained by its being caused by a true representation (similarly, failure falsity). In some simple organisms, success is just survival and reproduction. Scientists explain why a piece of behaviour helped the organism to survive and reproduce by adverting to the behaviour’s having been caused by a true representation. That usage should, if possible, be vindicated by an adequate naturalistic theory of content. Teleosemantics cannot do so, when it is applied to simple (...) representing systems (Godfrey-Smith 1996). Here it is argued that the teleosemantic approach to content should therefore be modified, not abandoned, at least for simple representing systems. The new ‘infotel-semantics’ adds an input condition to the output condition offered by teleosemantics, recognising that it is constitutive of content in a simple representing system that the tokening of a representation should correlate probabilistically with the obtaining of its specific evolutionary success condition. I present an account of mental representation based upon the ‘SINBAD’ theory of the cerebral cortex. If the SINBAD theory is correct, then networks of pyramidal cells in the cerebral cortex are appropriately described as representing, or more specifically, as modelling the world. I propose that SINBAD representation reveals the nature of the kind of mental representation found in human and animal minds, since the cortex is heavily implicated in these kinds of minds. Finally, I show how SINBAD neurosemantics can (...) provide accounts of misrepresentation, equivocal representation, twin cases, and Frege cases. (shrink)

A common kind of explanation in cognitive neuroscience might be called functiontheoretic: with some target cognitive capacity in view, the theorist hypothesizes that the system computes a well-defined function (in the mathematical sense) and explains how computing this function constitutes (in the system’s normal environment) the exercise of the cognitive capacity. Recently, proponents of the so-called ‘new mechanist’ approach in philosophy of science have argued that a model of a cognitive capacity is explanatory only to the extent that it reveals (...) the causal structure of the mechanism underlying the capacity. If they are right, then a cognitive model that resists a transparent mapping to known neural mechanisms fails to be explanatory. I argue that a functiontheoretic characterization of a cognitive capacity can be genuinely explanatory even absent an account of how the capacity is realized in neural hardware. (shrink)

This paper explores a novel form of Mental Fictionalism: Fictionalism about talk of neural representations in cognitive science. This type of Fictionalism promises to (i) avoid the hard problem of naturalising representations, without (ii) incurring the high costs of eliminating useful representation talk. In this paper, I motivate and articulate this form of Fictionalism, and show that, despite its apparent advantages, it faces two serious objections. These objections are: (1) Fictionalism about talk of neural representations ultimately does not avoid the (...) problem of naturalising representations; (2) Fictional representations cannot play the explanatory role required by cognitive science. In Representation Reconsidered , William Ramsey suggests that the notion of structural representation is posited by classical theories of cognition, but not by the ‘newer accounts’ (e.g. connectionist modeling). I challenge the assertion about the newer accounts. I argue that the newer accounts also posit structural representations; in fact, the notion plays a key theoretical role in the current computational approaches in cognitive neuroscience. The argument rests on a close examination of computational work on the oculomotor system.

Many philosophers worry that the classical computational theory of mind (CTM) engenders epiphenomenalism. Building on Block’s (1990) discussion, I formulate a particularly troubling version of this worry. I then present a novel solution to CTM’s epiphenomenalist conundrum. I develop my solution within an interventionist theory of causal relevance. My solution departs substantially from orthodox versions of CTM. In particular, I reject the widespread picture of digital computation as formal syntactic manipulation.1.
