The purpose of this paper is to undermine Paul Feyerabend's claim, which is crucial to the success of his analysis of Positivism, that the Pragmatic Theory of Observation was first developed by Rudolf Carnap in his early discussions of protocol sentences. Rather, it will be argued that Carnap's conception of protocols was founded on considerations drawn from his conception of language so that Carnap's reasons for endorsing certain aspects of the Pragmatic Theory are nothing like Feyerabend's. Moreover, Carnap never approved (...) the final conclusion of the Pragmatic Theory, that observational reports are distinguished by their causes. These historical conclusions provide the basis for arguing that, despite Feyerabend's critique, Carnap's later views (in "The Methodological Character of Theoretical Concepts") clearly countenance theoretical influences on observational statements. Philosophers of science as divergent as the inductivist Carnap and the deductivist Popper share the notion that the (logical) content of a proposition is given by its consequence class. I claim that this notion of content is (a) unintuitive and (b) inappropriate for many of the formal needs of philosophers of science. The basic problem is that given this notion of content, for any arbitrary p and q, [(p ∨ q)] will count as part of the content of both p (...) and q. In other words, any arbitrary p and q share some common content. This notion of content has disastrous effects on, for instance, Carnap's attempts to explicate the notion of confirmation in terms of probabilistic favorable relevance, and Popper's attempts to define verisimilitude. After briefly reviewing some of the problems of the traditional notion of content I present an alternative notion of (basic) content which (a) better fits our intuitions about content and (b) better serves the formal needs of philosophers of science. Two chief problems of the theory of knowledge are the question of meaning and the question of verification. The first question asks under what conditions a sentence has meaning, in the sense of cognitive, factual meaning. The second one asks how we get to know something, how we can find out whether a given sentence is true or false. The second question presupposes the first one. Obviously we must understand a sentence, i.e. we must know its meaning, before we can (...) try to find out whether it is true or not. But, from the point of view of empiricism, there is a still closer connection between the two problems. In a certain sense, there is only one answer to the two questions. If we knew what it would be for a given sentence to be found true then we would know what its meaning is. And if for two sentences the conditions under which we would have to take them as true are the same, then they have the same meaning. Thus the meaning of a sentence is in a certain sense identical with the way we determine its truth or falsehood; and a sentence has meaning only if such a determination is possible. (shrink)

_Verificationism_ is the first comprehensive history of a concept that dominated philosophy and scientific methodology between the 1930s and the 1960s. The verificationist principle - the concept that a belief with no connection to experience is spurious - is the most sophisticated version of empiricism. More flexible ideas of verification are now being rehabilitated by a number of philosophers. C.J. Misak surveys the precursors, the main proponents and the rehabilitators. Unlike traditional studies, she follows verificationist theory beyond the demise of (...) positivism to examine its reappearance in the work of modern philosophers. Most interestingly, she argues that despite feminism's strenuous opposition to positivism, verificationist thought is at the heart of much of contemporary feminist philosophy. _Verificationism_ is an excellent assessment of a major and influential system of thought. In Gemes (1990) I examined certain formal versions of hypothetico-deductivism (H-D) showing that they have the unacceptable consequence that "Abe is a white raven" confirms "All ravens are black"! In Gemes (1992) I developed a new notion of content that could save H-D from this bizarre consequence. In this paper, I argue that more traditional formulations of H-D also need recourse to this new notion of content. I present a new account of the vexing notion of the natural axiomatization of (...) a theory. The notion is used to construct a form of H-D that allows for the type of selective confirmation without which Glymour (1980a,b) claims H-D is hopeless. (shrink)

This paper develops a semantical model - theoretic account of (logical) content complementing the syntactically specified account of content developed in "A New Theory of Content I", JPL 23: 596-620, 1994. Proofs of Completeness are given for both propositional and quantificational languages (without identity). Means for handling a quantificational language with identity are also explored. Finally, this new notion of content is compared, in respect of both logical properties and philosophical applications, to alternative partitions of the standard consequence class relation (...) proposed by Stelzner, Schurz and Wiengartner.
