Tn this paper I explore and to an extent defend HS. The main philosophical challenges to HS come from philosophical views that say that nomic concepts-laws, chance, and causation-denote features of the world that fail to supervene on non-nomic features. Lewis rejects these views and has labored mightily to construct HS accounts of nomic concepts. His account of laws is fundamental to his program, since his accounts of the other nomic notions rely on it. Recently, a number of philosophers have (...) criticized Lewis's account, and Humean accounts of laws generally, for delivering, at best, a pale imitation ofthe genuine item. These philosophers think that the notion of law needed by science requires laws-if there are any-to be fundamental features of our world that are completely distinct from and not supervenient on the particular facts that they explain. I side with Lewis against these philosophers. Here I will argue that although Lewis-laws don't fulfill all our philosophical expectations, they do play the roles that science needs laws to play. The metaphysics and epistemology of Humean laws, and more specifically, Lewis-laws, are in much better shape than the metaphysics and epistemology of the main anti-Humean alternatives. However, I do have inisgivings about Lewis's account. Both he and his critics assume that the basic properties are so individuated so that the laws are not metaphysically necessary. If this assumption is rejected, then the question of Humean supervenience lapses. I conclude with a brief discussion of this position. (shrink)

It is a traditional empiricist doctrine that natural laws are universal truths. In order to overcome the obvious difficulties with this equation most empiricists qualify it by proposing to equate laws with universal truths that play a certain role, or have a certain function, within the larger scientific enterprise. This view is examined in detail and rejected; it fails to account for a variety of features that laws are acknowledged to have. This paper is concerned with the question of the truth conditions of nomological statements. My fundamental thesis is that it is possible to set out an acceptable, noncircular account of the truth conditions of laws and nomological statements if and only if relations among universals - that is, among properties and relations, construed realistically - are taken as the truth-makers for such statements. My discussion will be restricted to strictly universal, nonstatistical laws. The reason for this limitation is not that (...) I feel there is anything dubious about the concept of a statistical law, nor that I feel that basic laws cannot be statistical. The reason is methodological. The case of strictly universal, nonstatistical laws would seem to be the simplest case. If the problem of the truth conditions of laws can be solved for this simple subcase, one can then investigate whether the solution can be extended to the more complex cases. I believe that the solution I propose here does have that property, though I shall not pursue that question here.1. (shrink)

My aim in this paper is to examine some connections between these questions, discuss two approaches to answering them and argue in favor of one. I argue that the best scientific package is anti-Humean in its ontology, but Humean in its laws. This is because potencies and the best system account of laws complement each other surprisingly well. If there are potencies, then the BSA is the most plausible account of the laws of nature. Conversely, if the BSA is the correct theory of laws, then formulating the laws in terms of potencies rather than categorical properties avoids three serious objections: the mismatch objection, the impoverished (...) worlds objection, and the metaphysical 'oomph' objection. I argue that combining anti-Humean properties with Humean laws into a Potency-Best System Account of Laws is a powerful and science-friendly account---something that people on both sides should be able to appreciate. Perhaps the most significant contemporary theory of lawhood is the Best System (/MRL) view on which laws are true generalizations that best systematize knowledge. Our question in this paper will be how best to formulate a theory of this kind. We’ll argue that an acceptable MRL should (i) avoid inter-system comparisons of simplicity, strength, and balance, (ii) make lawhood epistemically accessible, and (iii) allow for laws in the special sciences. Attention to these problems will bring into focus a useful menu (...) of novel MRL theories, some of which solve problems the original MRL theory could not. Hence we conceive of the paper as moving toward a better Best System theory of laws. (shrink)

Parsimony is a virtue of empirical theories. Is it also a virtue of philosophical theories? I review four contemporary accounts of the virtue of parsimony in empirical theorizing, and consider how each might apply to two prominent appeals to parsimony in the philosophical literature, those made on behalf of physicalism and on behalf of nominalism. None of the accounts of the virtue of parsimony extends naturally to either of these philosophical cases. This suggests that in typical philosophical contexts, ontological simplicity (...) has no evidential value. (shrink)

Recently several thought experiments have been developed (by John Carroll amongst others) which have been alleged to refute the Ramsey-Lewis view of laws of nature. The paper aims to show that two such thought experiments fail to establish that the Ramsey-Lewis view is false, since they presuppose a conception of laws of nature that is radically at odds with the Humean conception of laws embodied by the Ramsey-Lewis view. In particular, the thought experiments presuppose that laws of nature govern the (...) behavior of objects. The paper argues that the claim that laws govern should not be regarded as a conceptual truth, and shows how the governing conception of laws manifests itself in the thought experiments. Hence the thought experiments do not constitute genuine counter-examples to the Ramsey-Lewis view. since the Humean is free to reject the conception of laws which the thought experiments presuppose. In this paper, I motivate the view that quantitative parsimony is a theoretical virtue: that is, we should be concerned not only to minimize the number of kinds of entities postulated by our theories (i. e. maximize qualitative parsimony), but we should also minimize the number of entities postulated which fall under those kinds. In order to motivate this view, I consider two cases from the history of science: the postulation of the neutrino and the proposal of Avogadro's hypothesis. The goal of this paper is to sketch and defend a new interpretation or 'theory' of objective chance, one that lets us be sure such chances exist and shows how they can play the roles we traditionally grant them. The account is 'Humean' in claiming that objective chances supervene on the totality of actual events, but does not imply or presuppose a Humean approach to other metaphysical issues such as laws or causation. Like Lewis (1994) I take the Principal Principle (...) (PP) to be the key to understanding objective chance. After describing the main features of Humean objective chance (HOC), I deduce the validity of PP for Humean chances, and end by exploring the limitations of Humean chance. (shrink)

In this paper Beebee argues that the problem of induction, which she describes as a genuine sceptical problem, is the same for Humeans than for Necessitarians. Neither scientific essentialists nor Armstrong can solve the problem of induction by appealing to IBE, for both arguments take an illicit inductive step.

Biological knowledge does not fit the image of science that philosophers have developed. Many argue that biology has no laws. Here I criticize standard normative accounts of law and defend an alternative, pragmatic approach. I argue that a multidimensional conceptual framework should replace the standard dichotomous law/ accident distinction in order to display important differences in the kinds of causal structure found in nature and the corresponding scientific representations of those structures. Orthodoxy has it that only metaphysically elite properties can be invoked in scientifically elite laws. We argue that this claim does not fit scientific practice. An examination of candidate scientifically elite laws like Newton’s F = ma reveals properties invoked that are irreversibly defined and thus metaphysically non-elite by the lights of the surrounding theory: Newtonian acceleration is irreversibly defined as the second derivative of position, and Newtonian resultant force is irreversibly defined as the sum of the component forces. David Lewis's influential work on the epistemology and metaphysics of objective chance has convinced many philosophers of the central importance of the following two claims: First, it is a serious cost of reductionist positions about chance (such as that occupied by Lewis) that they are, apparently, forced to modify the Principal Principle--the central principle relating objective chance to rational subjective probability--in order to avoid contradiction. Second, it is a perhaps more serious cost of the rival non-reductionist position that, unlike reductionism, (...) it can give no coherent explanation for why the Principal Principle should hold. Beatty, Brandon, and Sober agree that biological generalizations, when contingent, do not qualify as laws. Their conclusion follows from a normative definition of law inherited from the Logical Empiricists. I suggest two additional approaches: paradigmatic and pragmatic. Only the pragmatic represents varying kinds and degrees of contingency and exposes the multiple relationships found among scientific generalizations. It emphasizes the function of laws in grounding expectation and promotes the evaluation of generalizations along continua of ontological and representational parameters. Stability of conditions (...) and strength of determination in nature govern projectibility. Accuracy, ontological level, simplicity, and manageability provide additional measures of usefulness. The 'best-system' analysis of lawhood [Lewis 1994] faces the 'zero-fit problem': that many systems of laws say that the chance of history going actually as it goes--the degree to which the theory 'fits' the actual course of history--is zero. Neither an appeal to infinitesimal probabilities nor a patch using standard measure theory avoids the difficulty. But there is a way to avoid it: replace the notion of 'fit' with the notion of a world being typical with respect to a theory.

An important obstacle to lawhood in the special sciences is the worry that such laws would require metaphysically extravagant conspiracies among fundamental particles. How, short of conspiracy, is this possible? In this paper we'll review a number of strategies that allow for the projectibility of special science generalizations without positing outlandish conspiracies: non-Humean pluralism, classical MRL theories of laws, and Albert and Loewer's theory. After arguing that none of the above fully succeed, we consider the conspiracy problem through the lens (...) of our preferred view of laws, an elaboration of the MRL view that we call the Better Best System (BBS) theory. BBS offers a picture on which, although all events supervene on a fundamental level, there is no one unique locus of projectibility; rather there are a large number of loci corresponding to the different areas (ecology, economics, solid-state chemistry, etc.) in which there are simple and strong generalizations to be made. While we expect that some amount of conspiracy-fear-inducing special science projectibility is inevitable given BBS, we'll argue that this is unobjectionable. It follows from BBS that the laws of any particular special or fundamental science amount to a proper subset of the laws. From this vantage point, the existence of projectible special science generalizations not guaranteed by the fundamental laws is not an occasion for conspiracy fantasies, but a predictable fact of life in a complex world. This article discusses the role of simplicity and the notion of a best balance of simplicity and strength within the best systems account (BSA) of laws of nature. The article explores whether there is anything in scientific practice that corresponds to the notion of simplicity or to the trade-off between simplicity and strength to which the BSA appeals. Various theoretical rationales for simplicity preferences and their bearing on the identification of laws are also explored. According to ‘regularity theories’ of causation, the obtaining of causal relations depends on no more than the obtaining of certain kinds of regularity. Regularity theorists are thus anti-realists about necessary connections in nature. Regularity theories of one form or another have constituted the dominant view in analytic Philosophy for a long time, but have recently come in for some robust criticism, notably from Galen Strawson. Strawson’s criticisms are natural criticisms to make, but have not so far provoked much response from (...) regularity theorists. The paper considers and rebuts Strawson’s objections. For example, Strawson claims that if there were no necessary connections in nature, we ought continually to find the regularity of the Universe surprising. I argue that the fact that the Universe is regular is something we take ourselves (fallibly) to know, and hence, in the light of this knowledge, its continued orderliness is not at all surprising. -/- . In the course of defending his view of the relation between the special sciences and physics from Jaegwon Kim’s objections Jerry Fodor asks “So then, why is there anything except physics?” By which he seems to mean to ask if physics is fundamental and complete in its domain how can there be autonomous special science laws. Fodor wavers between epistemological and metaphysical understandings of the autonomy of the special sciences. In my paper I draw out the metaphysical construal of his (...) view and argue that while in a sense it answers Fodor’s question it is immensely implausible. (shrink)

This is the first part of a two-part article in which we defend the thesis of Humean Supervenience about Laws of Nature (HS). According to this thesis, two possible worlds cannot differ on what is a law of nature unless they also differ on the Humean base. The Humean base is easy to characterize intuitively, but there is no consensus on how, precisely, it should be defined. Here in Part I, we present and motivate a characterization of the Humean base (...) that, we argue, enables HS to capture what is really stake in the debate, without taking on extraneous commitments. Hume defined ‘cause’ three times over. The two principal definitions (constant conjunction, felt determination) provide the anchors for the two main strands of the modem empiricist accounts of laws of nature 1 while the third (the counter factual definition 2) may be seen as the inspiration of the nonHumean necessitarian analyses. Corresponding to the felt determination definition is the account of laws that emphasizes human attitudes, beliefs, and actions. Latter day weavers of this strand include Nelson Goodman, A. J. Ayer, (...) and Nicholas Rescher. In Fact, Fiction and Forecast Goodman writes: “I want to emphasize the Humean idea that rather than a sentence being used for prediction because it is a law, it is called a law because it is used for prediction” (1955, p. 62). In “What is a law of nature?”, Ayer explains that the difference between ‘generalizations of fact’ and ‘generalizations of law’ “lies not so much on the side of facts which make them true, as in the attitude of those who put them forward” (1956, p. 162). And in a similar vein, Rescher maintains that lawfulness is “mind-dependent”; it is not something which is discovered but which is supplied: “Lawfulness is not found in or extracted from the evidence but superadded to it. Lawfulness is a matter of imputation” (1970, p. 107). By contrast, the constant conjunction definition promotes the view that laws are to be analyzed in terms of the de re characteristics of regularities, independently of the attitudes and actions of actual or potential knowers. In Part I, we presented and motivated a new formulation of Humean Supervenience about Laws of Nature (HS). Here in Part II, we present an epistemological argument in defense of HS, thus formulated. Our contention is that one can combine a modest realism about laws of nature with a proper recognition of the importance of empirical testability in the epistemology of science only if one accepts HS.
