Newcomb's problem and similar cases show the need to incorporate causal distinctions into the theory of rational decision; the usual noncausal decision theory, though simpler, does not always give the right answers. I give my own version of causal decision theory, compare it with versions offered by several other authors, and suggest that the versions have more in common than meets the eye.

Levi’s work in decision theory has for many years been a major influence on the field. His writings have raised important new issues and opened new lines of inquiry. This collection of his papers brings out the range of his recent studies and the close bearing of his work on the work of others.

There are decision problems in which rational deliberation fails to result in choosing a pure act. This phenomenon is known as decision instability and has been discussed in the literature on causal decision theory. In this paper we investigate another type of instability, called structural instability in dynamical systems theory. Structural instability indicates that certain qualitative features of the process of rational deliberation are under-determined in a decision situation. We illustrate some of the issues arising from structural instability with a (...) recent argument against causal decision theory proposed by Caspar Hare and Brian Hedden. We show that their argument is undermined by considerations arising from decision instability and structural instability. (shrink)

Alan Hájek launches a formidable attack on the idea that deliberation crowds out prediction – that when we are deliberating about what to do, we cannot rationally accommodate evidence about what we are likely to do. Although Hájek rightly diagnoses the problems with some of the arguments for the view, his treatment falls short in crucial ways. In particular, he fails to consider the most plausible version of the view, the best argument for it, and why anyone would ever believe (...) it in the first place. In doing so, he misses a deep puzzle about deliberation and prediction – a puzzle which all of us, as agents, face, and which we may be able to resolve by recognizing the complicated relationship between deliberation and prediction. The problem of the man who met death in Damascus appeared in the infancy of the theory of rational choice known as causal decision theory. A straightforward, unadorned version of causal decision theory is presented here and applied, along with Brian Skyrms’ deliberation dynamics, to Death in Damascus and similar problems. Decision instability is a fascinating topic, but not a source of difficulty for causal decision theory. Andy Egan’s purported counterexample to causal decision theory, Murder Lesion, is considered; a simple (...) response shows how Murder Lesion and similar examples fail to be counterexamples, and clarifies the use of the unadorned theory in problems of decision instability. I compare unadorned causal decision theory to previous treatments by Frank Arntzenius and by Jim Joyce, and recommend a well-founded heuristic that all three accounts can endorse. Whatever course deliberation takes, causal decision theory is consistently a good guide to rational action. (shrink)

Andy Egan has recently produced a set of alleged counterexamples to causal decision theory in which agents are forced to decide among causally unratifiable options, thereby making choices they know they will regret. I show that, far from being counterexamples, CDT gets Egan's cases exactly right. Egan thinks otherwise because he has misapplied CDT by requiring agents to make binding choices before they have processed all available information about the causal consequences of their acts. I elucidate CDT in a way (...) that makes it clear where Egan goes wrong, and which explains why his examples pose no threat to the theory. My approach has similarities to a modification of CDT proposed by Frank Arntzenius, but it differs in the significance that it assigns to potential regrets. I maintain, contrary to Arntzenius, that an agent facing Egan's decisions can rationally choose actions that she knows she will later regret. All rationality demands of agents it that they maximize unconditional causal expected utility from an epistemic perspective that accurately reflects all the available evidence about what their acts are likely to cause. This yields correct answers even in outlandish cases in which one is sure to regret whatever one does. (shrink)

Isaac Levi has long criticized causal decisiontheory on the grounds that it requiresdeliberating agents to make predictions abouttheir own actions. A rational agent cannot, heclaims, see herself as free to choose an actwhile simultaneously making a prediction abouther likelihood of performing it. Levi is wrongon both points. First, nothing in causaldecision theory forces agents to makepredictions about their own acts. Second,Levi's arguments for the ``deliberation crowdsout prediction thesis'' rely on a flawed modelof the measurement of belief. Moreover, theability of agents (...) to adopt beliefs about theirown acts during deliberation is essentialto any plausible account of human agency andfreedom. Though these beliefs play no part inthe rationalization of actions, they arerequired to account for the causalgenesis of behavior. To explain the causes ofactions we must recognize that (a) an agentcannot see herself as entirely free in thematter of A unless she believes herdecision to perform A will cause A,and (b) she cannot come to a deliberatedecision about A unless she adoptsbeliefs about her decisions. FollowingElizabeth Anscombe and David Velleman, I arguethat an agent's beliefs about her own decisionsare self-fulfilling, and that this can beused to explain away the seeming paradoxicalfeatures of act probabilities. The approach to decision theory floated in my 1965 book is reviewed (I), challenged in various related ways (II–V) and defended, firstad hoc (II–IV) and then by a general argument of Ellery Ells's (VI). Finally, causal decision theory (in a version sketched in VII) is exhibited as a special case of my 1965 theory, according to the Eellsian argument.

Should we act only for the sake of what we might bring about (causal decision theory); or is it enough for a decent motive that our action is highly correlated with something desirable (evidential decision theory)? The conflict between these points of view is embodied in Newcomb's problem. It is argued here that intuitive evidence from familiar decision contexts does not enable us to settle the issue, since the two theories dictate the same results in normal circumstances. Nevertheless, there are (...) several reasons to reject the causal approach: (1) its relative complexity; (2) its commitment to the existence of situations in which every possible act would be irrational; (3) its incorporation of an arbitrary time bias; and (4) its implicit distinction between what ought to be done and what ought to be hoped for. According to the so-called ‘deliberation crowds out prediction’ thesis, while deliberating about what you’ll do, you cannot rationally have credences for what you’ll do – you cannot rationally have option-credences. Versions of the thesis have been defended by authors such as Spohn, Levi, Gilboa, Price, Louise, and others. After registering a number of concerns about the thesis, I rehearse and rebut many of the main arguments for it, grouped according to their main themes: agency, vacuity, betting, and decision-theoretical considerations. I (...) go on to suggest many possible theoretical roles for option-credences. -/- I locate the debate about the thesis in a broader discussion: Are there rational credence gaps – propositions to which one cannot rationally assign credences? If there are, they spell trouble for various foundations of Bayesian epistemology, including the usual ratio formula for conditional probability, conditionalization, decision theory, and independence. According to the thesis, credence gaps are completely mundane; they arise every time someone rationally deliberates. But these foundations are safe from any threat here, I contend, since the thesis is false. Deliberation welcomes prediction. (shrink)

Many philosophers (myself included) have been converted to causal decision theory by something like the following line of argument: Evidential decision theory endorses irrational courses of action in a range of examples, and endorses “an irrational policy of managing the news”. These are fatal problems for evidential decision theory. Causal decision theory delivers the right results in the troublesome examples, and does not endorse this kind of irrational news-managing. So we should give up evidential decision theory, and be causal decision (...) theorists instead. Unfortunately, causal decision theory has its own family of problematic examples for which it endorses irrational courses of action, and its own irrational policy that it is committed to endorsing. These are, I think, fatal problems for causal decision theory. I wish that I had another theory to offer in its place. (shrink)

I argue that standard decision theories, namely causal decision theory and evidential decision theory, both are unsatisfactory. I devise a new decision theory, from which, under certain conditions, standard game theory can be derived.

Deliberation about what to do in any context requires reasoning about what will or would happen in various alternative situations, including situations that the agent knows will never in fact be realized. In contexts that involve two or more agents who have to take account of each others' deliberation, the counterfactual reasoning may become quite complex. When I deliberate, I have to consider not only what the causal effects would be of alternative choices that I might make, but also what (...) other agents might believe about the potential effects of my choices, and how their alternative possible actions might affect my beliefs. Counterfactual possibilities are implicit in the models that game theorists and decision theorists have developed – in the alternative branches in the trees that model extensive form games and the different cells of the matrices of strategic form representations – but much of the reasoning about those possibilities remains in the informal commentary on and motivation for the models developed. Puzzlement is sometimes expressed by game theorists about the relevance of what happens in a game ‘off the equilibrium path’: of what would happen if what is both true and known by the players to be true were instead false. It is a popular view thatpractical deliberation excludes foreknowledge of one's choice. Wolfgang Spohn and Isaac Levi have argued that not even a purely probabilistic self-predictionis available to thedeliberator, if one takes subjective probabilities to be conceptually linked to betting rates. It makes no sense to have a betting rate for an option, for one's willingness to bet on the option depends on the net gain from the bet, in combination with the option's antecedent utility, rather than on the offered (...) odds. And even apart from this consideration, assigning probabilities to the options among which one is choosing is futile since such probabilities could be of no possible use in choice. The paper subjects these arguments to critical examination and suggests that, appearances notwithstanding, practical deliberation need not crowd outself-prediction. (shrink)

Probabilistic accounts of causality have long had trouble with ‘spurious’ evidential correlations. Such correlations are also central to the case for causal decision theory—the argument that evidential decision theory is inadequate to cope with certain sorts of decision problem. However, there are now several strong defences of the evidential theory. Here I present what I regard as the best defence, and apply it to the probabilistic approach to causality. I argue that provided a probabilistic theory appeals to the notions of (...) agency and effective strategy, it can avoid the problem of spurious causes. I show that such an appeal has other advantages; and argue that it is not illegitimate, even for a causal realist. (shrink)

This article examines Aristotle's model of deliberation as inquiry (zêtêsis), arguing that Aristotle does not treat the presumption of open alternatives as a precondition for rational deliberation. Deliberation aims to uncover acts that are up to us and conducive to our ends; it essentially consists in causal mapping. Unlike the comparative model presupposed in the literature on deliberation, Aristotle's model can account for the virtuous agent's deliberation, as well as deliberation with a view to “satisficing” desires and deliberation that fails (...) to uncover any expedient course of action. Aristotle's account of the constraints governing rational deliberation is furthermore not incompatibilist—for all Aristotle says, we may deliberate rationally despite being committed to the truth of determinism. We consider the dispute between causal decision theorists and evidential decision theorists over Newcomb-like problems. We introduce a framework relating causation and directed graphs developed by Spirtes et al. (1993) and evaluate several arguments in this context. We argue that much of the debate between the two camps is misplaced; the disputes turn on the distinction between conditioning on an event E as against conditioning on an event I which is an action to bring about E. We give the essential (...) machinery for calculating the effect of an intervention and consider recent work which extends the basic account given here to the case where causal Knowledge is incomplete.
