It is clear that a revival of republicanism is under way, but it is not clear that the republican tradition truly speaks to contemporary concerns. In particular, it is not clear that republicanism has anything of value to say about economic matters in the early 21st century. I respond to this worry by delineating the main features of a neo-republican civic economy that is, I argue, reasonably coherent and attractive. Such an economy will preserve the market, while constraining it to (...) serve public purposes, and promote what John Rawls calls a ‘property-owning democracy’. To accomplish these ends, a civic economy is likely to concern itself with the character of work and the workplace, to take steps to preserve and protect the sense of community or publicity, to levy an inheritance tax and a progressive consumption tax, and to provide some kind of ‘social’ or ‘civic’ minimum of support to all citizens. This article argues that economic crises are incompatible with the realisation of non-domination in capitalist societies. The ineradicable risk that an economic crisis will occur undermines the robust security of the conditions of non-domination for all citizens, not only those who are harmed by a crisis. I begin by demonstrating that the unemployment caused by economic crises violates the egalitarian dimensions of freedom as non-domination. The lack of employment constitutes an exclusion from the social bases of self-respect, and from a (...) practice of mutual social contribution crucial to the intersubjective affirmation of one’s status. While this argument shows that republicans must be concerned about economic crises, I suggest a more powerful argument can be grounded in the republican requirement that freedom must be robust. The systemic risk of economic crisis constitutes a threat to the conditions of free citizenship that cannot be nullified using policy mechanisms. As a result, republicans appear to be faced with the choice of revising their commitments or rejecting the possibility that republican freedom can be robustly secured in capitalist societies. In revisiting Durkheim’s humanism in recent years, attention has been drawn to his theory of moral individualism and the usefulness of his argument that a reformed democratic capitalism can reconcile individual freedom with collective constraint. This article investigates Durkheim’s understanding of the relationship between the individual and society in greater detail, showing in the process that his thinking was ambiguous and inconsistent. Although he flirted with the notion that capitalist modernity might actively foster and legitimize destructive forms of individualism, his (...) default position was to attribute anti-social drives to a human nature set loose by weak or inadequate social norms, and then to idealize liberal humanism as the ethical remedy for this normative deficiency. The article argues that the inconsistencies in his thinking are significant, however, because they testify to the underlying contradiction between the logic of capitalism and the ideals of moral individualism, and to the difficulty of locating the moral individual in a morally irrational world. The early nineteenth century saw the demise of the Italian-Atlantic tradition of republicanism and the rise of classical liberalism. A distinct Franco-German tradition of republicanism emerged from the time of Jean-Jacques Rousseau and Immanuel Kant, which differs from the older way of thinking associated with neo-republicanism. This chapter examines the key differences between the Italian-Atlantic and Franco-German traditions of republicanism and places them in a historical context. It first considers classical republicanism and how the ideological ideal of equal freedom as (...) nondomination differs from the twin institutional ideals of a mixed constitution and a contestatory citizenry. It then looks at the classical liberal opposition that arose in response to Italian-Atlantic republicanism. It also discusses the views of Kant and Rousseau about freedom and the role of the citizenry, as well as their theory of the constitution. The absolutist opposition in Jean Bodin and Thomas Hobbes to the institutional ideals of republicanism is also explored. (shrink)

Although republican political theory has undergone something of a revival in recent years, some question its contemporary relevance on the grounds that republicanism has little to say about central questions of modern economic organization. In response, this paper offers an account of core republican values and then considers how capitalism stands in relation to these values. It identifies three areas of republican concern related to: the impact of unequal wealth distribution on personal liberty; the impact of the private control of (...) investment on popular sovereignty and pursuit of the common good; and the impact of capitalism on the level and quality of political participation. In view of these concerns, we can see some of the likely requirements of a distinctively republican, but contemporary political economy. (shrink)

The welfare state has come under severe pressure internationally, partly for the well-known reasons of slowing economic growth and declining confidence in the public sector. According to the influential social theorist Pierre Rosanvallon, however, there is also a deeper and less familiar reason for the crisis of the welfare state. He shows here that a fundamental practical and philosophical justification for traditional welfare policies--that all citizens share equal risks--has been undermined by social and intellectual change. If we wish to achieve (...) the goals of social solidarity and civic equality for which the welfare state was founded, Rosanvallon argues, we must radically rethink social programs. Rosanvallon begins by tracing the history of the welfare state and its founding premise that risks, especially the risks of illness and unemployment, are equally distributed and unpredictable. He shows that this idea has become untenable because of economic diversification and advances in statistical and risk analysis. It is truer than ever before--and far more susceptible to analysis--that some individuals will face much greater risks than others because of their jobs and lifestyle choices. Rosanvallon argues that social policies must be more narrowly targeted. And he draws on evidence from around the world, in particular France and the United States, to show that such programs as unemployment insurance and workfare could better reflect individual needs by, for example, making more explicit use of contracts between the providers and receivers of benefits. His arguments have broad implications for welfare programs everywhere and for our understanding of citizenship in modern democracies and economies. I propose a theory of domination derived from republican political theory that is in contrast to the neo-republican theory of domination as arbitrary interference and domination as dependence. I suggest that, drawing on of the writings of Machiavelli and Rousseau, we can see two faces of domination that come together to inform social relations. One type of domination is extractive dominance where agents are able to derive surplus benefit from another individual, group, or collective resource, natural or human. Another is (...) what I call constitutive domination where the norms, institutions, and values of the community shape the rationality of subjects to accept forms of power and social relations and collective goals as legitimate forms of authority. Each of these make up two faces of a broader theory of social domination that is more concrete and politically compelling than that put forth by contemporary neo-republican theory. This article presents a critique of Philip Pettit’s concept of ‘freedom as non-domination’ and provides an alternative theory of both domination and republican political freedom. I argue that Pettit’s neo-republican concept of domination is insufficient to confront modern forms of domination and that this hampers his concept of republican freedom and its political relevance under the conditions of modernity. Whereas the neo-republican account of domination is defined by ‘arbitrary interference’, modern forms of domination, I argue, are characterized by routinization and (...) systemic forms of control and subordination. In the end, the neo-republican account of domination is more appropriate for 17th- and 18th-century social institutions rather than those that persist under modernity. In its place, I propose a more dynamic concept of domination and rework the concept of freedom in order to place the republican tradition within the context of modernity itself. I argue that the core insight of republicanism is its emphasis on the arrangement and reformation of social institutions to enhance social freedom. This article revises received wisdom about the Durkheimian school of sociology and its relationship to Marxism by analyzing the work of Célestin Bouglé, one of the most influential and least examined sociologists of the Durkheimian tradition. Like other better-known Durkheimians of his generation such as Marcel Mauss and Maurice Halbwachs, Bouglé engaged Durkheimian sociology with Marxian and other German traditions of social thought. In the process he also paid an important debt to the French socialists that Marx and so many (...) French Marxists have denigrated as ‘utopian’, especially Saint-Simon, Pierre-Joseph Proudhon and Charles Fourier. In fact, the concerns of Bouglé’s political sociology and Durkheimian sociology more generally are indissociable from the politics of Third Republic France. (shrink)

In the nineteenth century a group of “labor republicans” argued that the system of wage-labor should be replaced by a system of cooperative production. This system of cooperative production would realize republican liberty in economic, not just political, life. Today, neo-republicans argue that the republican theory of liberty only requires a universal basic income. A non-dominated ability to exit is sufficient to guarantee free labor. This essay reconstructs the more radical, labor republican view and defends it against the prevailing the (...) neo-republican one. It argues that neorepublicanism lacks an adequate conception of structural domination, which leaves it without theoretical resources to address certain forms of economic domination. The concept of structural domination allows us to comprehend the coherence of the nineteenth century, labor republican view and identify its relevance to modern labor markets. Labor republicanism takes us beyond a universal basic income to a concern with control over productive assets and workplace organization. As such, it shows us how the republican theory of liberty can support an argument for the transformation of work, not just the escape from it. (shrink)
