Thomas Pogge tries to explain the attitude of affluent populations to world poverty. One or two per cent of the wealth of the richer nations could help in eradicating much of the poverty and Pogge presents a powerful moral argument.

Despite a high and growing global average income, billions of human beings are still condemned to lifelong severe poverty, with all its attendant evils of low life expectancy, social exclusion, ill health, illiteracy, dependency, and effective enslavement. This problem is solvable, despite its magnitude.

Kant is often portrayed as the author of a rigid system of ethics in which adherence to a formal and universal principle of morality - the famous categorical imperative - is an end itself, and any concern for human goals and happiness a strictly secondary and subordinate matter. Such a theory seems to suit perfectly rational beings but not human beings. In this book Katrin Flikschuh examines the relevance of Kant's political thought to major issues and problems in contemporary political philosophy. She advances and defends two principal claims: that Kant's philosophy of Right endorses the role of metaphysics in political thinking, in contrast to its generally hostile reception in the field today, and that his account of political obligation is cosmopolitan in its inception, assigning priority to the global rather than the domestic context. IN THE GROUNDWORK OF THE METAPHYSICS OF MORALS Kant noted that, while the present work would be concerned only with the supreme principle of morality, he intended some day to write a "metaphysics of morals" in which he would set forth the whole system of man's duties derived from this principle. Twelve years later, in 1797, he published The Metaphysics of Morals in two parts: Metaphysical First Principles of the Doctrine of Right and Metaphysical First Principles of the Doctrine of (...) Virtue. As the Groundwork made clear, the concept of duty contains that of constraint upon an agent who, because of impulses belonging to his sensible nature, does not necessarily do whatever is objectively necessary in accordance with moral laws. The first part of The Metaphysics of Morals is the system of moral principles on which are based laws prescribing duties that one can be coerced to fulfill. The second part is the system of duties for which only self-constraint through the thought of duty is possible. Each part is said to be a system of duties because it is derived from a first principle and remains on the level of principles that can be known a priori to be binding on men generally. Together they form the whole system of man's duties because the first principle of each is derived from the supreme principle of morality, the categorical imperative and the division in terms of coercion and self-constraint is exhaustive. In Kant and Modern Political Philosophy, Katrin Flikschuh pursues two main aims. She tries to show that Kant’s theory of Right [Recht] is grounded in Kantian metaphysics. For example, we do not really understand Kant’s thought on property rights and cosmopolitanism unless we have in view its metaphysical underpinnings. Second, Flikschuh attempts to demonstrate the relevance of Kant’s theory of Right, especially as it is presented in Kant’s notoriously difficult Rechtslehre, to contemporary political concerns. There exists a standard view of Kant’s position on global order and this view informs much of current Kantian political theory. This standard view is that Kant advocates a voluntary league of states and rejects the ideal of a federative state of states as dangerous, unrealistic, and conceptually incoherent. This standard interpretation is usually thought to fall victim to three equally standard objections. In this essay, I argue that the standard interpretation is mistaken and that the three standard objections miss (...) their target. Kant does advocate the establishment of a non-coercive league of states, at least in his mature political writings (such as Perpetual Peace and the Metaphysics of Morals), but he does so for different reasons than is usually thought and without rejecting the ideal that a world federation of states eventually be realized. I end by indicating how Kant’s revised view can be made productive for present-day philosophical purposes. (shrink)

A traditional interpretation holds that Kant's political theory simply constitutes an account of the constraints which reason places on the state's authority to regulate external action. Alexander Kaufman argues that this traditional interpretation succeeds neither as a faithful reading of Kant's texts nor as a plausible, philosophically sound reconstruction of a `Kantian' political theory. Rather, he argues that Kant's political theory articulates a positive conception of the state's role.

Three main theses are defended: Kant's ethics is a social ethics; his ethics leads to a socialist ethics; and this socialist ethics constitutes a suitable platform for criticizing Marx's view of morality and bringing it to a higher level. ;Kant holds that we have such social duties as seeking the republican state and international peace. These duties follow from the more comprehensive duty to promote the highest good or moral society of co-legislators. What grounds Kant's social ethics is that the (...) moral society is the end embedded in the different formulations of the categorical imperative. ;His theory of moral feeling offers a conceptual apparatus for examining four emotive components of the commitment to change society in light of the moral ideal: indignation about the present state of the world, enthusiasm engendered by progressive political events, solidarity with the victims of repression, and hope for progress. ;Kant's historical writings seek to support this hope. He proposes the regulative idea that the dialectic of self-interest pushes humanity toward the realization of the political ideals, setting the stage for the moral society. More promising is his argument that progressive events such as the French Revolution intimate that humanity is taking a moral interest in improving its condition. ;Kant maintains that the moral society cannot be expressed in an institutional form. The neo-Kantian socialist Cohen improves and expands his view in arguing that all our institutions must be modelled after the ideal of the community of co-legislators. This means that capitalist enterprise must be transformed into the cooperative. Cohen's cooperative socialism is compared to worker-control socialism. ;Kantian socialist ethics and Marx share a common evaluative perspective, but Marx denies that morality is important for action toward the socialist ideal. His denial is rooted in a dogmatic understanding of the idea of progress which contradicts his notion of the primary of praxis and lends itself to ideological abuses. Marx's idea of progress must be reinterpreted as a Kantian regulative idea, so that the repressed role of morality in his work can be explored and further developed. This Kantianization of Marx shows that Kantian socialist ethics offers a promising moral program for socialist theory and praxis. (shrink)

This innovative study focuses on the Kantian theory of international relations, a subject which has frequently been either ignored or misunderstood. Kant was criticized by contemporaries who asserted that his political ideas were idealistic and impractical. He countered this accusation by evolving a political philosophy which formed a link between the theoretical doctrine of pure law and the actualities of the real world. The author argues that Kant’s theory of international relations can be read as an attempt to bring reason (...) and history together. Kant’s justification of possession appears to assume rather than prove its legitimacy. This apparent question-begging has been recapitulated or exacerbated but not resolved in the literature. However, Kant provides a sound justification of limited rights to possess and use things (qualified choses in possession), not of private property rights. Kant’s argument is not purely a priori; it is in Kant’s Critical sense ‘metaphysical’ because it applies the pure a priori ‘Universal Principles of Right’ to the concept of finite rational human (...) agency. This use implicitly involves a ‘Contradiction in Conception’ test, which I explicate in detail. The limited rights to possession and use justified by Kant’s argument suffice for his social contract argument for the legitimacy of the state. (shrink)

Many contemporary liberals adhere to the "liberal peace project" -- that is, the idea that world peace can be realized through the spread of political liberalism, or capitalist democracy. The LPP is based on projecting toward the future the well-documented fact that secure modern democracies have never fought wars with one another. A spirit of optimism prevails among LPP proponents, bolstered by the recent uprise in democracies, and they argue that their cause can be advanced by a liberal foreign policy (...) that promotes free trade and human rights. I argue that the LPP is flawed by not recognizing that the stability of new democracies and the emergence of additional democratic states require a fundamental regulation of the growing global economic market. It should include global labor rights, a "Tobin tax" or a "global resources dividend" that generates capital for investment in developing countries, and global environmental measures. I conclude that lasting world peace necessitates global justice and a democratization of international institutions. (shrink)

Kant’s Groundwork is the most read and surely the most exasperating of his works on practical philosophy. Both its structure and its arguments remain obscure and controversial. A quick list of unsettled questions reminds one how much is in doubt. The list might include the following: Why does Kant shift the framework of his discussion three times in a short work? Does he establish that there is a supreme principle of morality? Does he show that the Categorical Imperative is that (...) supreme principle? Does he show that human beings are free agents for whom such principles of morality are important? What is the relationship between the various apparently distinct formulations of the Categorical Imperative? To what extent are any of them action-guiding? (shrink)

This study argues for three main theses: (1) Immanuel Kant’s ethics is a social ethics; (2) the basic premises of his social ethics point to a socialist ethics; and (3) this socialist ethics constitutes a suitable platform for criticizing and improving Karl Marx’s view of morality. -/- Some crucial aspects of Kant’s social ethics are that we must promote the “realm of ends” as a moral society of co-legislators who assist each other in the pursuit of their individual ends, which (...) requires in turn that we seek the realization of the republican state and peace between the nations. Thus, hope for progress, as supported by the enthusiasm engendered among the spectators of the French Revolution, becomes pivotal to Kant’s ethics as well as other moral feelings such as moral indignation and solidarity with the victims of oppression. -/- Kant views the moral society in the final instance as an “inner” unification of good wills. In a decisive elaboration of Kant, the neo-Kantian Hermann Cohen argues that all our social institutions, and notably economic enterprises, must instantiate the “realm of ends,” leading him to support cooperative socialism in Wilhelmine Germany. In his own words, Kant “is the true and real originator of German socialism” (1896). -/- There are important evaluative similarities between Kantian socialist ethics and Marx, such as a condemnation of capitalism as a system of servitude and an understanding of the ideal society as a cooperative society, but only Marx contends that the ideal society does not set a moral task and that there is a dialectic operative in human history that inevitably leads to communist society. This dogmatic Hegelian understanding of history must be replaced by Kantian regulative understanding of progress in support of revolutionary praxis as moral praxis. -/- We need a “Kantianization” of Marx, as Cohen and other neo-Kantian socialists also proclaimed in the three decades leading up to World War I. This study concludes with “A Historical Note on Kantian Ethical Socialism,” addressing, among others, Cohen, Karl Vorländer, Eduard Bernstein, and Kurt Eisner and the Munich Revolution of 1918. Their voices were largely silenced by the rise of fascism, and this study hopes to show that their voices still need to be heard. -/- Awarded the 1985 Johnsonian Prize in Philosophy. (shrink)

If Kant's account of rights had continued the "early modern Natural Law tradition", basing rights on some notion of human flourishing, there would be no difficulty about including socio-economic rights for the needy in his theory. However, his division of moral philosophy into Rechtslehre and Tugendlehre limits Rechtspflichten to duties that a moral agent can be coerced to fulfill. If a state is to give the needy statutory rights, the justification for using coercion on its citizens cannot be that they (...) have a duty of virtue to assist the needy. In order to determine whether such a justification can be found, the one innate socio-economic right Kant admits, a child's right to be cared for and educated, is examined and found to be a right against its parents, not against the state. Kant does, however, hold that a state should establish institutions to provide for abandoned children and for the poor in general. His justification for a state's use of coercion with regard to such statutory rights is considered and a criterion is suggested for the possible consent of its non-virtuous citizens to proposed measures for assistance to the needy. It is suggested that if advocates of aid to the needy cannot justify their proposals by such a criterion they will have to provide a very different account of rights than Kant gives in his Rechtslehre , which is concerned with the moral permissibility of using coercion. Wenn Kants Lehre von den subjektiven Rechten nichts anderes wäre als eine Fortsetzung der "ihr vorangehenden modernen Naturrechtstradition" und die subjektiven Rechte infolgedessen auf das eine oder andere Konzept von menschlichem Wohlergehen gestützt hätte, dann wäre es nicht sonderlich schwierig, sozio-ökonomische Rechte für die Bedürftigen in diese Lehre einzubauen. Deshalb kann, wenn ein Staat den Bedürftigen durch ein positives Gesetz irgendwelche Rechte auf Hilfe gewährt, die Rechtfertigung der Anwendung von staatlichem Zwang nicht darin gesucht werden, daß die dadurch in Anspruch genommenen Personen die Tugendpflicht haben, die Bedürftigen zu unterstützen. Um festzustellen, ob sich staatlicher Zwang in bezug auf solche Hilfspflichten überhaupt rechtfertigen läßt, erörtert der Beitrag das Recht des Kindes auf Fürsorge und Ausbildung als das eine und einzige angeborene sozio-ökonomische Recht, das Kant akzeptiert. Freilich ist das Recht des Kindes ein Recht gegen seine Eltern und nicht gegen den Staat. Gleichwohl nimmt Kant an, daß der Staat Einrichtungen schaffen sollte, die für verlassene Kinder und für die Armen im allgemeinen zu sorgen haben. Der Beitrag untersucht die Rechtfertigung, die Kant für die Anwendung von staatlichem Zwang zur Durchsetzung solcher positiv-gesetzlicher Rechte gibt, und arbeitet die Gründe dafür heraus, warum der nicht tugendhafte Staatsbürger in die vorgesehenen Hilfsmaßnahmen für die Bedürftigen einwilligen könnte. Wenn sich die Verfechter von Hilfsmaßnahmen für die Bedürftigen außerstande sehen, ihre Vorschläge auf Gründe dieser Art zu stützen, dann werden sie mit einem Konzept von subjektivem Recht aufwarten müssen, das sich von dem Konzept Kants von Recht und Rechtslehre , bei dem es allein um die moralische Erlaubtheit von Zwangsmaßnahmen geht, ganz erheblich unterscheidet.
