In this book, his major work, Alfred Schutz attempts to provide a sound philosophical basis for the sociological theories of Max Weber. Using a Husserlian phenomenology, Schutz provides a complete and original analysis of human action and its "intended meaning.".

The way in which knowledge progresses, and especially our scientific knowledge, is by unjustified anticipations, by guesses, by tentative solutions to our problems, by conjectures. These conjectures are controlled by criticism: that is, by attempted refutations, which include severely critical tests. They may survive these tests; but they can never be positively justified: they can neither be established as certainly true nor even as 'probable'. Criticism of our conjectures is of decisive importance: by bringing out our mistakes it makes us (...) understand the difficulties of the problems which we try to solve. This is how we become better acquainted with our problem, and able to propose more mature solutions: the very refutation of a theory - that is, of a tentative solution to our problem - is always a step forward that takes us nearer the truth. And this is how we can learn from our mistakes. As we learn from our mistakes our knowledge grows, even though we may never know - that is, know for certain. Since our knowledge can grow, there can be no reason here for despair of reason. And since we can never know for certain, the can be no authority here for any claim to authority, for conceit over our knowledge, or for smugness. The essays and lectures of which this book is composed apply this thesis to many topics, ranging from problems of the philosophy and history of the physical and social sciences to historical and political problems. Following the thematic divisions of the first three volumes of Alfred Schutz's Collected Papers into The Problem of Social Reality, Studies in Social Theory and Phenomenological Philosophy, this fourth volume contains drafts of unfinished writings, drafts of published writings, translations of essays previously published in German, and some largely unpublished correspondence. The dispute between the empiricist and interpretivist conceptions of the social sciences is properly conceived not as a matter of reduction or covering laws. Features specific to the social sciences include the following. Explanations of human behavior make reference to intentional causation; social phenomena are permeated with mental components and are self-referential; social science explanations have not been as successful as those in natural science because of their concern with intentional causation, because their explanations must be identical with the propositional (...) content of the mind of the actor, and because a social phenomenon exists only if people believe it exists. Elements of an apparatus necessary to analyze this problematic social ontology are given and include selfreferentiality, constitutive rules, collective intentionality, linguistic permeation of the facts, systematic interrelationships among social facts, and primacy of acts over objects. Discussions of Karl Popper's falsificationist philosophy of science appear regularly in the recent literature on economic methodology. In this literature, there seem to be two fundamental points of agreement about Popper. First, most economists take Popper's falsificationist method of bold conjecture and severe test to be the correct characterization of scientific conduct in the physical sciences. Second, most economists admit that economic theory fails miserably when judged by these same falsificationist standards. Popper has provided a model for the scientific explanation of human actions and a metaphysical theory of man which can guide scientific research. In this paper I discuss the problems of the empirical content and nomicity of the Rationality Principle and extend the method of situational analysis to the problem of explaining beliefs. The domain of applicability of the Rationality Principle is bounded on one side by cases in which behavior is determined by processes which can not be influenced by (...) criticism and on the other side by the phenomenon of substantive creativity. Popper's short essay about the rationality principle has been the target of many criticisms which have raised serious doubts about its consistency. How could the well-known promoter of falsificationism suggest that we not reject a principle that he himself describes as false? Nonetheless, the essay can be read in a way that makes it appear much more consistent. Better sense can be made of Popper's own examples (the flustered driver, the pedestrian, etc.), by taking seriously his view that the rationality (...) principle might be "approximately true" and falsified only in very rare cases, while also giving proper attention to his four rather elliptical arguments. This article assesses the value of Karl Popper's situational analysis for contem porary sociology We maintain that this element of Popper's social science methodology has been largely neglected by sociologists and suggest that this is because it is borrowed from economics. As such, situational analysis has much in common with recent attempts to introduce rational choice in sociology. Our main question is this: What is the contribution of situational analysis to the current debate about rational choice in sociology? Our answer (...) is that Popper has little to add to this debate. His formulation of situational analysis is too general and too vague to be much of a guide to research. Among other things, situational analysis fails to pay due attention to interests and to social interaction in the explanation of social phenomena. On the positive side, we notice that Popper does include social institutions as the most important element in individuals' situations. (shrink)

Many methodologists are firmly convinced that Popper's arguments concerning the status of the rationality principle (RP) are incoherent or incompatible with the essentials of falsificationism. The present essay first shows that the accusation of incompatibility of situational logic with falsificationism does not hold up to scrutiny but then shows that Popper's arguments are nonetheless flimsy if not indefensible. For it seems that one can distinguish between two different versions of the RP in Popper's writings. If the first version is plainly (...) "objectivist" and can be characterized with Popper as empirically false, the second one is rather "subjectivist" and is not falsifiable as such. The essay shows that this second reading of the RP is the one that Popper finally adopts but that, unfortunately enough, this formulation of the RP looks more like a metaphysical statement than like an empirical law. It could then be held to be a priori valid as such, by analogy with Popper's line of argument concerning the principle of causality. If this is correct, then Popper's thesis on the empirical status of the RP is confuted. (shrink)

The Rationality Principle says that people act adequately to their situation, but does not specify how they must act in order to do so. Situational Analysis uses the Rationality Principle, together with a model of the social situation, to explain actions in the past. Unlike Rational Choice Theory, Situational Analysis does not try to predict or influence actions in the future. Popper regarded the Rationality Principle as false, but thought that we should use it nonetheless. This poses a problem for (...) understanding his views about conjecture and refutation. Popper, however, thought that all scientific models are false, and that whether or not we should reject a model depends on the problem that we are trying to solve. (shrink)

Popper holds to the unity of scientific method: any differences between natural and social science are a product of theory, not a pretheoretical premise. Distin guishing instead pure and applied generalizing sciences, Popper focuses on the different role of laws in each. In generalizing social science, our tools are the logic of the situation, including the rationality principle, and unintended conse quences. Situations contain individuals, but also social entities not reducible to individuals: conspiracy theory is the extreme form of individualism. (...) Action in situations has unintended consequences. Both social and natural laws may be required to explain outcomes. The fate of Popper's ideas is a case study in the logic of the situation. Professional philosophers of social science lean toward individualism and a priorism (either intuitionist or rational choice). The author submits that Popper's social philosophy rests on seven pillars: rationality (both conceptual and practical), individualism (ontological and methodological), libertarianism, the nonexistence of historical laws, negative utilitarianism ("Do no harm"), piecemeal social engineering, and a view on social order. The first six pillars are judged to be weak, and the seventh broken. In short, it is argued that Popper did not build a comprehensive, profound, or even consistent system of social philosophy on a par with his work in epistemology. (...) The central argument of this interesting paper is that Popper appears to be inconsistent: on the one hand, he preaches methodological monism-scientific method in the social sciences is identical to scientific method in the natural sciences-and on the other hand he advocates “situational analysis” as the unique method of the social sciences. Situational analysis is nothing but our old neoclassical friend, the rationality principle-individual maximizing behavior subject to constraints-and thus, Popper seems to be saying, neoclassical economics is the only valid (...) kind of social science. This article raises the question of whether standard economics with the general equilibrium model at its core applies situational analysis in a Popperian sense. Contrary to Popper's own view, the authors come to the conclusion that this is not the case. Standard economics fails to represent elements essential to any social situation in an adequate manner. It comprises uncertainty, time and space, social interaction, unintended effects, as well as culture and institutions. The authors suggest, therefore, the socioeconomic context as an (...) alternative approach to analyzing social situations. It consists of four basic elements: (1) dominant worldviews, (2) institutions and technologies, (3) relative prices, and (4) political instruments. Reconstructing Popper's research programme for the Human Sciences, Noretta Koertge (Inquiry, Vol. 18 [1975]) has given a deductive?nomological account of explanations of actions by means of a Rationality Principle. It is argued here that such a Rationality Principle is fundamentally redundant. Neither is it logically necessary in order to deduce a cognitive action?explanandum, nor can it be given a semantic non?empty interpretation, at least not within Koertge's own syllogism. Any attempt to save the Rationality Principle as unfalsifiablc but nevertheless indispensable (...) for action explanations is rejected in the light of possible alternative action explanations by empirical and therefore in principle falsifiable psychological laws. Over the years, a number of interpreters with an interest in economics have given some attention the work of Alfred Schutz. As intimated in this literature, the orientation of his delimited thought on economics stemmed from contacts with the Austrian school during his Vienna years. Probably because of this connection, there exists among these interpreters an inclination uncritically to align Schutz with the Austrians' thought. What will be argued in this paper is that in adopting such an uncritical position, each (...) of these readings fails adequately to situate Schutz's critique of economic analyses within the framework of his own social theory. It will become apparent that his treatment of economics turned out to be a mixture of defence and critique, and that his interpretation of the subject and the intellectual status he ascribed to it were considerably more ambivalent and ambiguous than has been noticed. In particular, Schutz expressed significant reservations about the highly circumscribed and artificial depictions of the world of human action that some economists espoused, especially within the confines of marginalist theory. When arraigned against the phenomenology of the life-world that he had developed, and against the "postulates" around which he had constructed his social theory, much of extant economics did not meet the requirements of a properly grounded social science. Until quite recently, some economic methodologists (particularly, those who began their careers in the late 1970s) were of the opinion that Karl Popper was misguided about economics. Some others claimed that Popper said little about economics. Yet, many economics students who began their appreciation of Popper after reading his Open Society and Its Enemies have quickly realized how easy that book is to understand because it is a generalization of neoclassical economics in terms of both methodological individualism and situational analysis. (...) While today it might be easy to complain that basing one's understanding of Popper on neoclassical economics leads to a narrow and useless appreciation of Popper, this too is misleading. The problem is not neoclassical economics but neoclassical economists. After all, Popper himself thought the best way to teach economists about his views concerning methodology was to emphasize that his views can easily be understood as a generalization of neoclassical economics. Popper has proposed a ?theory of situational rationality? as a basis for the social sciences. This theory of rational action is reconstructed and its methodological and substantial implications discussed. It is shown that methodologically Popper's idea of rational action leads to a version of theoretical instrumentalism which is incompatible with his general philosophy of science, and that substantially it implies an unacceptable theory of social institutions. Instrumentalism can be avoided by a more contentful theory of human action encompassing ?non?rational? or (...) ?irrational? kinds of action; Popper's theory of institutions might be improved through a more comprehensive theory of collective action. Karl Popper's methodology can be seen as the situational logic of research. Popper called his method "Epistemology without a Knowing Subject." It was dismissed as metaphysical by those who refuse to give up an ideal knowing subject (a perfect human inductive processor). This article surveys the failure of modem discussions of this ideal, from the earliest (the writings of Sir Francis Bacon) to the latest (Kripke). The knowing subject exits at last, but leaves behind interesting results. The ideal knowing subject (...) embodied ideal rationality, outside culture and history. Giving up this ideal invites us to integrate science with its background, to grade rationality (from magic to science), and to integrate different degrees of rationality under one rule. (shrink)
