Nationalism is often dismissed today as an irrational political creed with disastrous consequences. Yet most people regard their national identity as a significant aspect of themselves, see themselves as having special obligations to their compatriots, and value their nation's political independence. This book defends these beliefs, and shows that nationality, defined in these terms, serves valuable goals, including social justice, democracy, and the protection of culture. National identities need not be illiberal, and they do not exclude other sources of personal (...) identity, such as ethnicity or religion. An ethics that gives weight to special relationships is more effective in motivating people to pursue justice and other values because it connects peoples’ duties to their identity; but this is consistent with recognizing some universal values, such as human rights. There are strong reasons for making the boundaries of states and nations coincide wherever possible, but in other cases, nations can achieve forms of self‐determination that fall short of full sovereignty. Multicultural arguments in favour of identity politics and special rights for minority groups ignore the benefits that such groups derive from participating in a shared national identity and the kind of democratic politics that such an identity makes possible. Although national identities are often said to be in decline in an increasingly globalized world, they serve such important purposes that our aim should be to rebuild them in a form that makes them more accessible to excluded cultural minorities. Does a global economy render the traditional nation-state obsolete? Does globalization threaten democratic life, or offer it new forms of expression? The German philosopher and social theorist Jurgen Habermas addresses these and other questions in this work.

International law has one principal mechanism for settling the legality of humanitarian interventions, the United Nations Security Council's power to authorise coercion. However, this is hardly satisfactory in practice and has failed to provide a more secure juridical basis for determining significant conflicts among states over when humanitarian force is justified. This article argues that, in spite of Immanuel Kant's limited analysis of intervention, and his silence on humanitarian intervention, his political theory provides the elements of a compelling analysis on (...) this topic. Five components of Kant's roadmap towards perpetual peace and an eventual world republic give conditional support for humanitarian intervention even in imperfect juridical conditions. This support is conditional on the achievement of juridical progress within and among states and has implications for the development of cosmopolitan citizenship. From Kant we learn that, ultimately, humanitarian intervention should become a matter of coercive law enforcement rather than an ethical question of ‘saving strangers’. (shrink)

Since September 11, we frequently hear that the struggle is between good and evil and that politics is at an end. Should we welcome or fear a 'Third Way' beyond left and right? In this timely and thought provoking book, Chantal Mouffe argues that third way thinking ignores fundamental, conflictual aspects of human nature and that far from expanding democracy, globalization is undermining the combative and radical heart of democratic life. Going back first to Aristotle, she identifies the historical origins (...) of the political. She also reflects on the Enlightenment and the social contract, arguing that in spite of its good intentions, it fatally suppressed the radical core of political life. She uses many contemporary examples, including the Iraq war, racism and the rise of the far right, to argue that far from ending dangerous extremism, the political void created by the search for consensus inflames it. Whether this satirical inscription on a Dutch innkeeper's sign upon which a burial ground was painted had for its object mankind in general, or the rulers of states in particular, who are insatiable of war, or merely the philosophers who dream this sweet dream, it is not for us to decide. But one condition the author of this essay wishes to lay down. The practical politician assumes the attitude of looking down with great self-satisfaction on the political theorist as a (...) pedant whose empty ideas in no way threaten the security of the state, inasmuch as the state must proceed on empirical principles; so the theorist is allowed to play his game without interference from the worldly-wise statesman. Such being his attitude, the practical politician — and this is the condition I make — should at least act consistently in the case of a conflict and not suspect some danger to the state in the political theorist's opinions which are ventured and publicly expressed without any ulterior purpose. By this clausula salvatoria the author desires formally and emphatically to deprecate herewith any malevolent interpretation which might be placed on his words. (shrink)

Few twentieth-century thinkers have proven as influential as Walter Benjamin, the German-Jewish philosopher and cultural and literary critic. By comparing Adorno's conception of evil with those of Kant and Levinas, it is argued that the commitment to a notion of materialist transcendence, which Adorno introduces as a philosophical response to Auschwitz, is compatible with an equally strong commitment to philosophical modernity and autonomy. Whereas Kant's moral theology, on the one hand, proceeds in a too immanent fashion, and Levinas's heterology, on the other, in seeking to explode ontology, denies the conditions of thought's rational responsiveness, Adorno succeeds in combining (...) the quest for radical otherness with an idealist interpretation of modernity. Chantal Mouffe, in her contribution “Which world order: Cosmopolitan or multipolar?”, argues that the universality of democracy and human rights, as we understand them, is all too often taken for granted. Western politicians and political thinkers alike see it as an all-or-nothing matter: democracy and human rights are to be literally adopted, in the very same way as they are known in Western Europe or North America. All deviations from this model are by definition morally suspect. They thereby overlook the (...) fact that other societies might have developed institutions that are dissimilar to the ones we know, but that are similar in the degree to which they respect human dignity and create social justice. In other words, they fail to imagine that the “good regime” might come in different forms and versions. (shrink)

Over the last 20 years, cosmopolitan theories have been benefiting greatly from the dialogue between defenders and critics of world citizenship. Yet, the decidedly polemic aspect of this debate, while allowing for intellectual progress, is also responsible for overdrawn generalizations. Instead of entering into the debate directly, this article attempts to refute a specific anti-cosmopolitan claim raised by Chantal Mouffe. Her realist objection to cosmopolitanism, derived from the conceptual framework of agonistic pluralism, is mistaken at a crucial point: a firm (...) dichotomy between politics and morality cannot provide an alternative to theories of world citizenship, because Mouffe’s embrace of multipolarity as a principle of global politics must equally appeal to a set of universal norms governing international relations. This article argues that even the realist model of multipolarity needs to conceive of a minimal morality to create the symbolic ground on which various power centres can be held accountable. (shrink)
