Modularity has been the subject of intense debate in the cognitive sciences for more than 2 decades. In some cases, misunderstandings have impeded conceptual progress. Here the authors identify arguments about modularity that either have been abandoned or were never held by proponents of modular views of the mind. The authors review arguments that purport to undermine modularity, with particular attention on cognitive architecture, development, genetics, and evolution. The authors propose that modularity, cleanly defined, provides a useful framework for directing (...) research and resolving debates about individual cognitive systems and the nature of human evolved cognition. Modularity is a fundamental property of living things at every level of organization; it might prove indispensable for understanding the structure of the mind as well. (shrink)

Lorenz proposed in his (1935) articulation of a theory of behavioral instincts that the objective of ethology is to distinguish behaviors that are “innate” from behaviors that are “learned” (or “acquired”). Lorenz’s motive was to open the investigation of certain “adaptive” behaviors to evolutionary theorizing. Accordingly, since innate behaviors are “genetic”, they are open to such investigation. By Lorenz’s light an innate/acquired or learned dichotomy rested on a familiar Darwinian distinction between genes and environments. Ever since Lorenz, ascriptions of innateness (...) have become widespread in the cognitive, behavioral, and biological sciences. The trend continues despite decades of strong arguments that show, in particular, the dichotomy that Lorenz invoked in his theory of behavioral instincts is literally false: no biological trait is the product of genes alone. Some critics suggest that the failure of Lorenz’s account shows that innateness is not well-defined in biology and the practice of ascribing innateness to various biological traits should be dropped from respectable science. Elsewhere (Ariew 1996) I argued that despite the arguments of critics, there really is a biological phenomenon underlying the concept of innateness. On my view, innateness is best understood in terms of C.H. Waddington’s concept of “canalization”, i.e. the degree to which a trait is innate is the degree to which its developmental outcome is canalized. The degree to which a developmental outcome is canalized is the degree to which the developmental process is bound to produce a particular endstate despite environmental fluctuations both in the development’s initial state and during the course of development. The canalization account differs in many ways to the traditional ways that ethologists such as Konrad Lorenz originally understood the concept of innateness. Most importantly, on the canalization account the distinction between innate and acquired is not a dichotomy, as Konrad Lorenz had it, but rather a matter of degree difference that lies along a spectrum with highly canalized development outcomes on the one end and highly environmentally sensitive development outcomes on the other end. Nevertheless, I justified the canalization account on the basis of a set of desiderata or criteria that I suggested falls-out of what seemed uncontroversial about Lorenz’s account of innateness (briefly): innateness is a property of a developing individual, innateness denotes environmental stability, and innate-ascriptions are useful in certain natural selection explanations (more below). From that same set of desiderata I argued (in my 1996) that neither the concept of heritability nor of norms of reactions—two concepts from population genetics—suffice to ground innateness. In this essay, I wish to provide further support of the canalization account in two ways. First, I wish to better motivate the desiderata by revisiting a debate between Konrad Lorenz and Daniel Lehrman over the meaning and explanatory usefulness of innate ascriptions in ethology. Second, I wish to compare my canalization account of innateness with accounts proposed by contemporary philosophers, one by Stephen Stich (1975), another by Elliott Sober (forthcoming), and a third by William Wimsatt (1986). An emerging class of theories concerning the functional structure of the brain takes the reuse of neural circuitry for various cognitive purposes to be a central organizational principle. According to these theories, it is quite common for neural circuits established for one purpose to be exapted (exploited, recycled, redeployed) during evolution or normal development, and be put to different uses, often without losing their original functions. Neural reuse theories thus differ from the usual understanding of the role of neural plasticity (...) (which is, after all, a kind of reuse) in brain organization along the following lines: According to neural reuse, circuits can continue to acquire new uses after an initial or original function is established; the acquisition of new uses need not involve unusual circumstances such as injury or loss of established function; and the acquisition of a new use need not involve (much) local change to circuit structure (e.g., it might involve only the establishment of functional connections to new neural partners). Thus, neural reuse theories offer a distinct perspective on several topics of general interest, such as: the evolution and development of the brain, including (for instance) the evolutionary-developmental pathway supporting primate tool use and human language; the degree of modularity in brain organization; the degree of localization of cognitive function; and the cortical parcellation problem and the prospects (and proper methods to employ) for function to structure mapping. The idea also has some practical implications in the areas of rehabilitative medicine and machine interface design. (shrink)

The Architecture of the Mind is itself built on foundations that deserve probing. In this brief commentary I focus on these foundations—Carruthers’ conception of modularity, his arguments for thinking that the mind is massively modular in structure, and his view of human cognitive architecture.

Perception is typically distinguished from cognition. For example, seeing is importantly different from believing. And while what one sees clearly influences what one thinks, it is debatable whether what one believes and otherwise thinks can influence, in some direct and non-trivial way, what one sees. The latter possible relation is the cognitive penetration of perception. Cognitive penetration, if it occurs, has implications for philosophy of science, epistemology, philosophy of mind, and cognitive science. This paper offers an analysis of the phenomenon, (...) its theoretical consequences, and a variety of experimental results and possible interpretations of them. The paper concludes by proposing some constraints for analyses and definitions of cognitive penetrability. (shrink)

This paper considers an orectic penetration hypothesis which says that desires and desire-like states may influence perceptual experience in a non-externally mediated way. This hypothesis is clarified with a definition, which serves further to distinguish the interesting target phenomenon from trivial and non-genuine instances of desire-influenced perception. Orectic penetration is an interesting possible case of the cognitive penetrability of perceptual experience. The orectic penetration hypothesis is thus incompatible with the more common thesis that perception is cognitively impenetrable. It is of (...) importance to issues in the philosophy of mind and cognitive science, epistemology, and general philosophy of science. The plausibility of orectic perception can be motivated by some classic experimental studies, and some new experimental research inspired by those same studies. The general suggestion is that orectic penetration thus defined, and evidenced by the relevant studies, cannot be deflected by the standard strategies of the cognitive impenetrability theorist. Amongst philosophers and cognitive scientists, modularity remains a popular choice for an architecture of the human mind, primarily because of the supposed explanatory value of this approach. Modular architectures can vary both with respect to the strength of the notion of modularity and the scope of the modularity of mind. We propose a dilemma for modular architectures, no matter how these architectures vary along these two dimensions. First, if a modular architecture commits to the informational encapsulation of modules, as it (...) is the case for modularity theories of perception, then modules are on this account impenetrable. However, we argue that there are genuine cases of the cognitive penetrability of perception and that these cases challenge any strong, encapsulated modular architecture of perception. Second, many recent massive modularity theories weaken the strength of the notion of module, while broadening the scope of modularity. These theories do not require any robust informational encapsulation, and thus avoid the incompatibility with cognitive penetrability. However, the weakened commitment to informational encapsulation greatly weakens the explanatory force of the theory and, ultimately, is conceptually at odds with the core of modularity. (shrink)

The central problem for pragmatics is that sentence meaning vastly underdetermines speaker’s meaning. The goal of pragmatics is to explain how the gap between sentence meaning and speaker’s meaning is bridged. This paper defends the broadly Gricean view that pragmatic interpretation is ultimately an exercise in mind-reading, involving the inferential attribution of intentions. We argue, however, that the interpretation process does not simply consist in applying general mind-reading abilities to a particular (communicative) domain. Rather, it involves a dedicated comprehension module, (...) with its own special principles and mechanisms. We show how such a metacommunicative module might have evolved, and what principles and mechanisms it might contain. (shrink)

Although debates continue, studies of cognition in infancy suggest that knowledge begins to emerge early in life and constitutes part of humans' innate endowment. Early-developing knowledge appears to be both domain-specific and task-specific, it appears to capture fundamental constraints on ecologically important classes of entities in the child's environment, and it appears to remain central to the commonsense knowledge systems of adults.

In this paper I argue that it's possible that the contents of some visual experiences are influenced by the subject's prior beliefs, hopes, suspicions, desires, fears or other mental states, and that this possibility places constraints on the theory of perceptual justification that 'dogmatism' or 'phenomenal conservativism' cannot respect.

Although the study of visual perception has made more progress in the past 40 years than any other area of cognitive science, there remain major disagreements as to how closely vision is tied to general cognition. This paper sets out some of the arguments for both sides and defends the position that an important part of visual perception, which may be called early vision or just vision, is prohibited from accessing relevant expectations, knowledge and utilities - in other words it (...) is cognitively impenetrable. That part of vision is complex and articulated and provides a representation of the 3-D surfaces of objects sufficient to serve as an index into memory, with somewhat different outputs being made available to other systems such as those dealing with motor control. The paper also addresses certain conceptual and methodological issues, including the use of signal detection theory and event-related potentials to assess cognitive penetration of vision. A distinction is made among several stages in visual processing. These include, in addition to the inflexible early-vision stage, a pre-perceptual attention allocation stage and a post-perceptual evaluation, memory-accessing, and inference stage which provide several different highly constrained ways in which cognition can affect the outcome of visual perception. The paper discusses arguments that have been presented in both computer vision and psychology showing that vision is "intelligent" and involves elements of problem solving". It is suggested that these cases do not show cognitive penetration, but rather they show that certain natural constraints on interpretation, concerned primarily with optical and geometrical properties of the world, have been compiled into the visual system. The paper also examines a number of examples where instructions and "hints" are alleged to affect. (shrink)

This paper explores a variety of different versions of the thesis that natural language is involved in human thinking. It distinguishes amongst strong and weak forms of this thesis, dismissing some as implausibly strong and others as uninterestingly weak. Strong forms dismissed include the view that language is conceptually necessary for thought (endorsed by many philosophers) and the view that language is _de facto_ the medium of all human conceptual thinking (endorsed by many philosophers and social scientists). Weak forms include (...) the view that language is necessary for the acquisition of many human concepts, and the view that language can serve to scaffold human thought processes. The paper also discusses the thesis that language may be the medium of _conscious_ propositional thinking, but argues that this cannot be its most fundamental cognitive role. The idea is then proposed that natural language is the medium for non-domain-specific thinking, serving to integrate the outputs of a variety of domain-specific conceptual faculties (or central-cognitive ‘quasi-modules’). Recent experimental evidence in support of this idea is reviewed, and the implications of the idea are discussed, especially for our conception of the architecture of human cognition. Finally, some further kinds of evidence which might serve to corroborate or refute the hypothesis are mentioned. The overall goal of the paper is to review a wide variety of accounts of the cognitive function of natural language, integrating a number of different kinds of evidence and theoretical consideration in order to propose and elaborate the most plausible candidate. Psychologists and philosophers have recently been exploring whether the mechanisms which underlie the acquisition of ‘theory of mind’ (ToM) are best charac- terized as cognitive modules or as developing theories. In this paper, we attempt to clarify what a modular account of ToM entails, and why it is an attractive type of explanation. Intuitions and arguments in this debate often turn on the role of develop- ment: traditional research on ToM focuses on various developmental sequences, whereas cognitive modules are thought (...) to be static and ‘anti-developmental’. We suggest that this mistaken view relies on an overly limited notion of modularity, and we explore how ToM might be grounded in a cognitive module and yet still afford development. Modules must ‘come on-line’, and even fully developed modules may still develop internally, based on their constrained input. We make these points con- crete by focusing on a recent proposal to capture the development of ToM in a module via parameterization. (shrink)

Jerry Fodor has consistently cited the persistence of illusions--especially the M.

The doctrine that the character of our perceptual knowledge is plastic, and can vary substantially with the theories embraced by the perceiver, has been criticized in a recent paper by Fodor. His arguments are based on certain experimental facts and theoretical approaches in cognitive psychology. My aim in this paper is threefold: to show that Fodor's views on the impenetrability of perceptual processing do not secure a theory-neutral foundation for knowledge; to show that his views on impenetrability are almost certainly (...) false; and to provide some additional arguments for, and illustrations of, the theoretical character of all observation judgments. Several arguments are considered which purport to demonstrate the impossibility of theory-neutral observation. The most important of these infers the continuity of observation with theory from the presumed continuity of perception with cognition, a doctrine widely espoused in recent cognitive psychology. An alternative psychological account of the relation between cognition and perception is proposed and its epistemological consequences for the observation/theory distinction are then explored.

Churchland's paper "Perceptual Plasticity and Theoretical Neutrality" offers empirical, semantical and epistemological arguments intended to show that the cognitive impenetrability of perception "does not establish a theory-neutral foundation for knowledge" and that the psychological account of perceptual encapsulation that I set forth in The Modularity of Mind "[is] almost certainly false". The present paper considers these arguments in detail and dismisses them.

In recent years there has been renewed philosophical interest in the thesis that perceptual experience is cognitively penetrable, i.e., roughly, the view that the contents and/or character of a subject's perceptual experience can be modified by what a subject believes and desires. As has been widely noted, it is plausible that cognitive penetration has implications for perception's epistemic role. On the one hand, penetration could make agents insensitive to the world in a way which epistemically 'downgrades' their experience. On the (...) other hand, cognitive penetration may sometimes be epistemically beneficial by making agents more sensitive to the way the world is, i.e., by enabling them to see things that others cannot. For example, penetration could ground a 'high-level' view of perceptual content, according to which agents can have experiences as of 'complex' properties, e.g., natural kind and aesthetic properties. Relatedly, it could elucidate the view that agents can gain perceptual expertise by learning. A type of sophisticated perception which has hitherto received little attention in relation to cognitive penetration is ethical perception. In this paper I examine the significance of cognitive penetration for 'Perceptualist' views in ethics which appeal to a notion of 'ethical perception'. Although cognitive penetration could ground a literalist model of Ethical Perception according to which agents can have perceptual experiences of the instantiation of ethical properties, the results are otherwise somewhat mixed: cognitive penetrability does not support Perceptual Intuitionism, although it may provide some limited support for Virtue Ethics and Cornell Realism. However, as I stress, the significance of cognitive penetration for Perceptualism should not be overstated. (shrink)

Currently, there is widespread skepticism that higher cognitive processes, given their apparent flexibility and globality, could be carried out by specialized computational devices, or modules. This skepticism is largely due to Fodor’s influential definition of modularity. From the rather flexible catalogue of possible modular features that Fodor originally proposed has emerged a widely held notion of modules as rigid, informationally encapsulated devices that accept highly local inputs and whose opera- tions are insensitive to context. It is a mistake, however, to (...) equate such features with computational devices in general and therefore to assume, as Fodor does, that higher cognitive processes must be non-computational. Of the many possible non-Fodorean architectures, one is explored here that offers possible solutions to computational problems faced by conventional modular systems: an ‘enzymatic’ architecture. Enzymes are computational devices that use lock-and-key template matching to iden- tify relevant information (substrates), which is then operated upon and returned to a common pool for possible processing by other devices. Highly specialized enzymes can operate together in a common pool of information that is not pre-sorted by information type. Moreover, enzymes can use molecular ‘tags’ to regulate the operations of other devices and to change how particular substrates are construed and operated upon, allowing for highly interactive, context-specific processing. This model shows how specialized, modular processing can occur in an open system, and suggests that skepti- cism about modularity may largely be due to failure to consider alternatives to the standard model. Evolutionary psychologists claim that the mind contains “hundreds or thousands” of “genetically specified” modules, which are evolutionary adaptations for their cognitive functions. We argue that, while the adult human mind/brain typically contains a degree of modularization, its “modules” are neither genetically specified nor evolutionary adaptations. Rather, they result from the brain’s developmental plasticity, which allows environmental task demands a large role in shaping the brain’s information-processing structures. The brain’s developmental plasticity is our fundamental psychological adaptation, and the “modules” that result (...) from it are adaptive responses to local conditions, not past evolutionary environments. If different individuals share common environ- ments, however, they may develop similar “modules,” and this process can mimic the development of genetically specified modules in the evolutionary psychologist’s sense. Minimal Semantics asks what a theory of literal linguistic meaning is for - if you were to be given a working theory of meaning for a language right now, what would you be able to do with it? Emma Borg sets out to defend a formal approach to semantic theorising from a relatively new type of opponent - advocates of what she call 'dual pragmatics'. According to dual pragmatists, rich pragmatic processes play two distinct roles in linguistic comprehension: as well (...) as operating in a post-semantic capacity to determine the implicatures of an utterance, they also operate prior to the determination of truth-conditional content for a sentence. That is to say, they have an integral role to play within what is usually thought of as the semantic realm. Borg believes dual pragmatic accounts constitute the strongest contemporary challenge to standard formal approaches to semantics since they challenge the formal theorist to show not merely that there is some role for formal processes on route to determination of semantic content, but that such processes are sufficient for determining content. Minimal Semantics provides a detailed examination of this school of thought, introducing readers who are unfamiliar with the topic to key ideas like relevance theory and contextualism, and looking in detail at where these accounts diverge from the formal approach. Borg's defence of formal semantics has two main parts: first, she argues that the formal approach is most naturally compatible with an important and well-grounded psychological theory, namely the Fodorian modular picture of the mind. Then she argues that the main arguments adduced by dual pragmatists against formal semantics - concerning apparent contextual intrusions into semantic content - can in fact be countered by a formal theory. The defence holds, however, only if we are sensitive to the proper conditions of success for a semantic theory. Specifically, we should reject a range of onerous constraints on semantic theorizing (e.g., that it answer epistemic or metaphysical questions, or that it explain our communicative skills) and instead adopt a quite minimal picture of semantics. When Fodor titled his (1983) book the _Modularity of Mind_, he overstated his position. His actual view is that the mind divides into systems some of which are modular and others of which are not. The book would have been more aptly, if less provocatively, called _The Modularity of Low-Level Peripheral Systems_. High-level perception and cognitive systems are non-modular on Fodor’s theory. In recent years, modularity has found more zealous defenders, who claim that the entire mind divides into highly specialized (...) modules. This view has been especially popular among Evolutionary Psychologists. They claim that the mind is massively modular (Cosmides and Tooby, 1994; Sperber, 1994; Pinker, 1997; see also Samuels, 1998). Like a Swiss Army Knife, the mind is an assembly of specialized tools, each of which has been designed for some particular purpose. My goal here is to raise doubts about both peripheral modularity and massive modularity. To do that, I will rely on the criteria for modularity laid out by Fodor (1983). I will argue that neither input systems, nor central systems are modular on any of these criteria. (shrink)

Debates about the modularity of cognitive architecture have been ongoing for at least the past three decades, since the publication of Fodor’s landmark book The Modularity of Mind (1983). According to Fodor, modularity is essentially tied to informational encapsulation, and as such is only found in the relatively low-level cognitive systems responsible for perception and language. According to Fodor’s critics in the evolutionary psychology camp, modularity simply reflects the fine-grained functional specialization dictated by natural selection, and it characterizes virtually all (...) aspects of cognitive architecture, including high-level systems for judgment, decision making, and reasoning. Though both of these perspectives on modularity have garnered support, the current state of evidence and argument suggests that a broader skepticism about modularity may be warranted. (shrink)

What are the elements from which the human mind is composed? What structures make up our _cognitive architecture?_ One of the most recent and intriguing answers to this question comes from the newly emerging interdisciplinary field of evolutionary psychology. Evolutionary psychologists defend a _massively modular_ conception of mental architecture which views the mind –including those parts responsible for such ‘central processes’ as belief revision and reasoning— as composed largely or perhaps even entirely of innate, special-purpose computational mechanisms or ‘modules’ that (...) have been shaped by natural selection to handle the sorts of recurrent information processing problems that confronted our hunter-gatherer forebears (Cosmides and Tooby,192; Sperber, 1994; Samuels, 1998a).
