    Passive frame theory attempts to illuminate what consciousness is, in mechanistic and functional terms; it does not address the “implementation” level of analysis (how neurons instantiate conscious states), an enigma for various disciplines. However, in response to the commentaries, we discuss how our framework provides clues regarding this enigma. In the framework, consciousness is passive albeit essential. Without consciousness, there would not be adaptive skeletomotor action.

    In this paper I distinguish two types of mental causation, called 'higher-level causation' and 'exploitation'. These notions superficially resemble the traditional problematic notions of supervenient causation and downward causation, but they are different in crucial respects.     The language of intentional psychology is commonly used as a means of addressing issues concerning selection. This habit is generally considered an efficient shorthand, but oft-reported misunderstandings leave room for doubt. I stress the general point that efficiency of a mode of expression is an empirical matter, deserving the same treatment, theoretically and methodologically, as other such matters.     Three correctives can get researchers out of the trap of constructing unitary theories of “thinking”: (1) Strong inference methods largely avoid problems associated with universal prescriptive normativism; (2) theories must recognize that significant modularity of cognitive processes is antithetical to general accounts of thinking; and (3) consideration of the domain-specificity of rationality render many of the present article's issues moot.
