The essay seeks to disentangle the meaning or meanings of the catch word ‘‘cosmopolitanism’’. To contribute to its clarification, the essay distinguishes between three main interpretations: empirical, normative, and practical or interactive. In the first reading, the term coincides basically with ‘‘globalization’’ where the latter refers to such economic and technical processes as the global extension of financial and communications networks. A different meaning is given to the term by normative thinkers like Kant, Rawls, and Habermas. In this reading, cosmopolitanism (...) refers to a set of moral and/or legal norms or principles governing international politics, regardless of whether these principles are derived from ‘‘noumenal’’ consciousness, an ‘‘original position’’ or rational discourse. Noting the is/ought dilemma troubling normativism, the essay introduces the further meaning of practical interaction. Indebted to the teachings of pragmatism, hermeneutics, and virtue ethics, this reading mitigates the split between norm and conduct through practical engagement and education.Keywords: globalization; liquidity; banal cosmopolitansim; normativism; pragmatism; hermeneutics. The purpose of this article is to respond to Jacques Derrida’s reading of Immanuel Kant’s laws of hospitality and to offer a deeper exploration into Kant’s separation of a cosmopolitan right to visit ( Besuchsrecht) and the idea of a universal right to reside ( Gastrecht). Through this discussion, the various laws of hospitality will be examined, extrapolated and outlined, particularly in response to the tensions articulated by Derrida. By doing so, this article will offer a reinterpretation of the laws (...) of hospitality, arguing that hospitality is not meant to capture all the conditions necessary for cosmopolitan citizenship or for a thoroughgoing condition of cosmopolitan justice as Derrida assumes. This is because hospitality could be understood as the basic normative requirement necessary to establish an ethical condition for intersubjective communication at the global level, where discursive communication regarding the substance of a future condition of cosmopolitan justice is to be subjected to global public reason. This article deploys a double conceptual framework. One frame is positioned through the ideas of absolute strangers and outsiders. The other frame develops out of, though is distinct from, the first, and refers to the disaggregated forms of modern citizenship. The citizen-as-absolute-stranger in addition to accruing political rights may also accrue social, economic or identity rights, or traverse wider relations between him or herself and other absolute strangers in either national or international settings. This paper explores the constellation of fear and the social forces, assumptions and images that construct it. The paper’s underlying presupposition is that there are many locations for fear that run parallel to one another in modernity, one of which will be discussed here – the city. It begins by exploring two images and ideas of the city, around which the social theoretical tradition has revolved, both of which are linked in some way to the ideal of the metropolis and (...) the counter-ideal of the stranger. The stranger invariably accompanies the image of the city, as someone who comes to it from the outside. This co-existence between integration and the experience of being outside generates the inner tension or unease of city life, especially when we are all strangers. (shrink)

Today democracy is both exalted as the "best means to realize human rights" and seen as weakened because of globalization and delegation of authority beyond the nation-state. In this provocative book, James Bohman argues that democracies face a period of renewal and transformation and that democracy itself needs redefinition according to a new transnational ideal. Democracy, he writes, should be rethought in the plural; it should no longer be understood as rule by the people, singular, with a specific territorial identification (...) and connotation, but as rule by peoples, across national boundaries. Bohman shows that this new conception of transnational democracy requires reexamination of such fundamental ideas as the people, the public, citizenship, human rights, and federalism, and he argues that it offers a feasible approach to realizing democracy in a globalized world.In his account, Bohman establishes the conceptual foundations of transnational democracy by examining in detail current theories of democracy beyond the nation-state and offers a deliberative alternative. He considers the importance of communicative freedom in the transnational public sphere, human rights as the normative basis of transnational democracy, and the European Union as a transnational polity.
