This book offers an overview of the ethical problems posed by Information Warfare, and of the different approaches and methods used to solve them, in order to provide the reader with a better grasp of the ethical conundrums posed by this new form of warfare. -/- The volume is divided into three parts, each comprising four chapters. Finally, an afterword by Neelie Kroes - Vice President of the European Commission and European Digital Agenda Commissioner - concludes the volume. Her contribution describes the interests and commitments of the European Digital Agenda with respect to research for the development and deployment of robots in various circumstances, including warfare. And yet, it is more accurate to speak of societies, each different, some of which may qualify as information ones at different levels of maturity. In this article I propose an ethical analysis of information warfare, the warfare waged in the cyber domain. The goal is twofold: filling the theoretical vacuum surrounding this phenomenon and providing the conceptual grounding for the definition of new ethical regulations for information warfare. I argue that Just War Theory is a necessary but not sufficient instrument for considering the ethical implications of information warfare and that a suitable ethical analysis of this kind of warfare is developed when Just War (...) Theory is merged with Information Ethics. In the initial part of the article, I describe information warfare and its main features and highlight the problems that arise when Just War Theory is endorsed as a means of addressing ethical problems engendered by this kind of warfare. In the final part, I introduce the main aspects of Information Ethics and define three principles for a just information warfare resulting from the integration of Just War Theory and Information Ethics. The paper addresses several issues in the morality of cyberwar and cyberwarfare, defined as one nation's attacks on the governmental or civilian information systems of another nation. It sketches the diverse technical ways in which an attack may occur, including denial-of-service attacks and the insertion of various forms of malware. It argues that existing international law and widely discussed principles of Just War Theory do not straightforwardly apply to cyberwarfare, and many forms of cyberwarfare differ from previous forms of warfare (...) in neither injuring nor killing human beings, nor causing lasting physical damage ? but can nevertheless cause serious harm to a nation's vital interests. Another dissimilarity with traditional warfare is in the degree of knowledge of the identity of an attacker (the ?attribution problem?). The paper argues that cyberwarfare is not amenable to regulation by international pacts and that we can expect long periods of low-level, multilateral cyberwarfare, a Cyber Cold War, as a game-theoretic equilibrium is sought,. The paper laments the lack of a cyberwarfare policy, and concludes that it is only by applying game-theoretic principles that strategies can be discovered that are both moral and effective in suppressing overall harm to all parties in the long run. The “struggle between liberties and authorities”, as described by Mill, refers to the tension between individual rights and the rules restricting them that are imposed by public authorities exerting their power over civil society. In this paper I argue that contemporary information societies are experiencing a new form of such a struggle, which now involves liberties and authorities in the cyber-sphere and, more specifically, refers to the tension between cyber-security measures and individual liberties. Ethicists, political philosophers and political scientists have (...) long debated how to strike an ethically sound balance between security measures and individual rights. I argue that such a balance can only be reached once individual rights are clearly defined, and that such a definition cannot prescind from an analysis of individual well-being in the information age. Hence, I propose an analysis of individual well-being which rests on the capability approach, and I then identify a set of rights that individuals should claim for themselves. Finally, I consider a criterion for balancing the proposed set of individual rights with cyber-security measures in the information age. (shrink)

Theories of cyber deterrence are developing rapidly. However, the literature is missing an important ingredient—warfighting for deterrence. This controversial idea, most commonly associated with nuclear strategy during the later stages of the Cold War, affords a number of advantages. It provides enhanced credibility for deterrence, offers means to deal with deterrence failure, improves compliance with the requirements of just war and ultimately ensures that strategy continues to function in the post-deterrence environment. This paper assesses whether a warfighting for deterrence approach (...) is suitable for the cyber domain. In doing so, it challenges the notion that warfighting concepts are unsuitable for operations in cyberspace. To do this, the work constructs a conceptual framework that is then applied to cyber deterrence. It is found that all of the advantages of taking a warfighting stance apply to cyber operations. The paper concludes by constructing a warfighting model for cyber deterrence. This model includes passive and active defences and cross-domain offensive capabilities. The central message of the paper is that a theory of victory must guide the development of cyber deterrence. (shrink)
