A distinction is made between moral indoctrination and instruction in ethics. It is argued that the legitimate and important field of computer ethics should not be permitted to become mere moral indoctrination. Computer ethics is an academic field in its own right with unique ethical issues that would not have existed if computer technology had not been invented. Several example issues are presented to illustrate this point. The failure to find satisfactory non-computer analogies testifies to the uniqueness of computer ethics. (...) Lack of an effective analogy forces us to discover new moral values, formulate new moral principles, develop new policies, and find new ways to think about the issues presented to us. For all of these reasons, the kind of issues presented deserve to be addressed separately from others that might at first appear similar. Computer and information ethics, as well as other fields of applied ethics, need ethical theories which coherently unify deontological and consequentialist aspects of ethical analysis. The proposed theory of just consequentialism emphasizes consequences of policies within the constraints of justice. This makes just consequentialism a practical and theoretically sound approach to ethical problems of computer and information ethics.

The essential difficulty about Computer Ethics' (CE) philosophical status is a methodological problem: standard ethical theories cannot easily be adapted to deal with CE-problems, which appear to strain their conceptual resources, and CE requires a conceptual foundation as an ethical theory. Information Ethics (IE), the philosophical foundational counterpart of CE, can be seen as a particular case of environmental ethics or ethics of the infosphere. What is good for an information entity and the infosphere in general? This is the ethical (...) question asked by IE. The answer is provided by a minimalist theory of deseerts: IE argues that there is something more elementary and fundamental than life and pain, namely being, understood as information, and entropy, and that any information entity is to be recognised as the centre of a minimal moral claim, which deserves recognition and should help to regulate the implementation of any information process involving it. IE can provide a valuable perspective from which to approach, with insight and adequate discernment, not only moral problems in CE, but also the whole range of conceptual and moral phenomena that form the ethical discourse. This essay provides a critique of mainstream computer ethics and argues for the importance of a complementary approach called disclosive computer ethics, which is concerned with the moral deciphering of embedded values and norms in computer systems, applications and practices. Also, four key values are proposed as starting points for disclosive studies in computer ethics: justice, autonomy, democracy and privacy. Finally, it is argued that research in disclosive computer ethics should be multi-level and interdisciplinary, distinguishing between a disclosure level, a (...) theoretical level, and an an application level. In computer ethics, as in other branches of applied ethics, the problem of the justification of moral judgment is still unresolved. I argue that the method which is referred to as “The Method of Wide Reflective Equilibrium” (WRE) offers the best solution to it. It does not fall victim to the false dilemma of having to choose either case‐based particularist or principle‐based universalist approaches to the problem of moral justification. I claim that WRE also provides the best model of practical (...) moral reasoning available for computer ethics. It does not pretend to provide quasi‐algorithmic procedures for moral decision‐making, but neither does it abandon the regulative ideal of communicative transparency in discursive public justification. The infrastructure is becoming a network of computerized machines regulated by societies of self-directing software agents. Complexity encourages the emergence of novel values in software agent societies. Interdependent human and software political orders cohabitate and coevolve in a symbiosis of freedoms.

Computer ethics is a relatively young discipline,hence it needs time both for reflection and forexploring alternative ethical standpoints in buildingup its own theoretical framework. Feminist ethics isoffered as one such alternative particularly to informissues of equality and power. We argue that feministethics is not narrowly confined to ‘women's issues’ but is an approach with wider egalitarianapplications. The rise of feminist ethics in relationto feminist theory in general is described and withinthat the work of Gilligan and others on an ‘ethic of (...) care’. We argue for the need to connect theory toempirical evidence. Empirical studies of gender andbusiness and computer ethics are reviewed. We noteconcerns with surveying a student audience, the issueof how far questionnaires and interviews can get tothe heart of ethical beliefs and problems ofperforming statistical analyses of quantitative data.Although we recognize them, our own small surveycannot avoid all these problems. Nevertheless byrefining our scenarios we are able to offer analternative reading of a hacking problem in terms ofan ethic of care thereby pointing a way forward forfuture research in computer ethics inspired byfeminist theory. This paper reviews the relatively small body of work in computer ethics which looks at the question of whether gender makes any difference to ethical decisions. There are two strands of writing on gender and computer ethics. The first focuses on problems of women's access to computer technology; the second concentrates on whether there are differences between men and women's ethical decision making in relation to information and computing technologies. I criticize the latter area, arguing that such studies survey student (...) audiences, that they emphasize the result of an ethical decision over the process of arriving at the decision, that they are problematic in relation to research methodology and that they are undertheorized. Given that traditional ethical theories largely ignore gender, I offer a gender based ethics in terms of feminist ethics as the best place to look for theoretical substance. The paper concludes by considering how feminist ethics can be combined with empirical studies that emphasize observation and interviewing in order to move gender and computer ethics onward from statistical studies of men's and women's ethical decisions toward more substantially theorized studies of areas in computer ethics which have gender implications, such as privacy and power. This article shows how common morality can be helpful in clarifying the discussion of ethical issues that arise in computing. Since common morality does not always provide unique answers to moral questions, not all such issues can be resolved, however common morality does provide a clear answer to the question whether one can illegally copy software for a friend.
