When Ingmar and I discuss metaphysics or morality, our views are seldom far apart. Hut on the subjects of this paper, rationality and reasons, we deeply disagree.

Most of us display a bias toward the near: we prefer pleasurable experiences to be in our near future and painful experiences to be in our distant future. We also display a bias toward the future: we prefer pleasurable experiences to be in our future and painful experiences to be in our past. While philosophers have tended to think that near bias is a rational defect, almost no one finds future bias objectionable. In this essay, we argue that this hybrid (...) position is untenable. We conclude that those who reject near bias should instead endorse complete temporal neutrality. (shrink)

Most of us are “time-biased” in preferring pains to be past rather than future and pleasures to be future rather than past. However, it turns out that if you are risk averse and time-biased, then you can be turned into a “pain pump”—in order to insure yourself against misfortune, you will take a series of pills which leaves you with more pain and better off in no respect. Since this vulnerability seems rationally impermissible, while time-bias and risk aversion seem rationally (...) permissible, we are left with a puzzle. (shrink)

Pure time preference is a preference for something to come at one point in time rather than another merely because of when it occurs in time. In opposition to Sidgwick, Ramsey, Rawls, and Parfit we argue that it is not always irrational to be guided by pure time preferences. We argue that even if the mere difference of location in time is not a rational ground for a preference, time may nevertheless be a normatively neutral ground for a preference, and (...) this makes it plausible to claim that the preference is rationally permitted. Should we be time-biased on behalf of other people? 'Sometimes yes, sometimes no'—it is tempting to answer. But this is not right. On pain of irrationality, we cannot be too selective about when we are time-biased on behalf of other people.

Consider our attitude toward painful and pleasant experiences depending on when they occur. A striking but rarely discussed feature of our attitude which Derek Parfit has emphasized is that we strongly wish painful experiences to lie in our past and pleasant experiences to lie in our future. Our asymmetrical attitudes toward future and past pains and pleasures can be forcefully illustrated by means of a thought-experiment described by Parfit (1984, 165) which I will paraphrase as follows: You are in the (...) hospital to have an extremely painful but completely safe operation for which you can be given no anaesthetic. In order to ease recovery, you know that the hospital will give you drugs that cause you to forget your operation as soon as it is completed. You wake up, not remembering having gone to sleep, and ask the nurse if your operation has been completed. She tells you that there were two patients for this operation and she cannot remember which you are: either you already had your operation and it was the longest such operation ever performed, lasting ten hours, or else you are the other patient in which case your operation is imminent, but will last only one hour. 1. discounting the future' is one on which philosophers and economists have divergent professional views. There is a lot of talking at cross-purposes across the disciplinary divide here; but there is a fair bit of confusion (I think) within disciplines as well. My aim here is essentially clarificatory. I draw several distinctions that I see as significant: • between inter-temporal and intergenerational questions • between price (discount rate) and quantity (inter-temporal and intergenerational allocations) as the ethically relevant magnitude, and • between (...) price change and preference change as the primary instrument of change. I show that discounting does not violate the principle of inter-temporal and intergenerational neutrality, but I also cast some doubt on whether making adequate allowance for future generations has really been the problem that economists and philosophers seem to have taken it to be. Drugs are much more expensive whilst they are subject to patent protection than once patents expire: patented drugs make up only 20% of NHS drugs prescriptions, but consume 80% of the total NHS drugs bill. This article argues that, given the relatively uncontroversial assumption that we should save the greater number in cases where all are equally deserving and we cannot save both groups, it is more difficult than is usually thought to justify why publicly funded healthcare systems should pay (...) for patented treatments. The claim to medical treatment of those who will be sick with a given condition once the patent runs out is just as strong as those who are sick with it now, but we will be able to treat more people with the same unit of resource in the future. Hence, when resource constraints entail that both cannot be funded, publicly funded healthcare systems ought to wait until patents expire before approving drugs for general use in the publicly funded system. When assessing the cost effectiveness of health care programmes, health economists typically presume that distant events should be given less weight than present events. This article examines the moral reasonableness of arguments advanced for positive discounting in cost-effectiveness analysis both from an intergenerational and an intrapersonal perspective and assesses if arguments are equally applicable to health and monetary outcomes. The article concludes that behavioral effects related to time preferences give little or no reason for why society at large should favour (...) the present over the future when making intergenerational choices regarding health. The strongest argument for discounting stems from the combined argument of diminishing marginal utility in the presence of growth. However, this hinges on the assumption of actual growth in the relevant good. Moreover, current modern democracy may be insufficiently sensitive to the concerns of future generations. The second part of the article categorises preference failures (which justify paternalistic responses) into two distinct groups, myopic and acratic. The existence of these types of preference failures makes elicited time preferences of little normative relevance when making decisions regarding the social discount rate, even in an intrapersonal context. As with intergenerational discounting, the combined arguments of growth and diminishing marginal utility offer the strongest arguments for discounting in the intrapersonal context. However, there is no prima facie reason to assume that this argument should apply equally to health and monetary values. To be sure, selecting an approach towards discounting health is a complex matter. However, the life-or-death implications of any approach require that the discussion not be downplayed to merely a technical matter for economists to settle. (shrink)

Próbuje odpowiedzieć m.in. na następujące pytania: Czy wolno nam stwierdzić, że ktoś powinien coś zrobić, nawet gdy nie może być motywowany do tego działania? Czy można szczerze akceptować jakiś osąd moralny i nie być motywowanym do postępowania zgodnie z jego zaleceniami? Czy normy moralne służą tak naprawdę realizacji egoistycznych pragnień, czy może są fikcją wpajaną przez instytucje społeczne? Autor pokazuje, jak wiele współcześnie dyskutowanych (...) problemów metaetycznych można rozwiązać, sięgając do filozofii Davida Hume’a. Choć koncentruje się na najnowszych dyskusjach z dziedziny metaetyki, to zagadnienia omawiane w książce stanowią kontynuację klasycznych debat filozoficznych na temat takich pojęć jak wartość, dobro, obowiązek, racjonalność, relatywizm czy słabość woli. Many philosophers believe that just as moral reasons do not diminish in force across space, so they do not diminish across time, and that we should accordingly be neutral between the interests of present people and future people. This allows them to make the plausible claim that we should not discount the interests of future generations when making decisions about things like consuming scarce resources.1 However, when this outlook is combined with a small number of fairly weak assumptions, it becomes (...) difficult to resist answering the title-question in the affirmative.2 By analogy, it also becomes hard to deny that we should delay aid intended to prevent suffering short of death as well. Although I will be arguing that we should take this view seriously, my goal is to explain it, not to vindicate it. (shrink)

Celem artykułu jest krytyka przyjętego przez niektórych filozofów podziału na normatywność w podstawowym sensie oraz normatywność wymogów wąsko rozumianej racjonalności. Pokazuję, że podział taki nie jest wyczerpujący, ponieważ pomija ważny typ wymogów normatywnych, a mianowicie reagowanie na racje. Z jednej strony tego rodzaju wymogi nie przypominają wymogów normatywnych w podstawowym sensie, a z drugiej — istotnie różnią się od racjonalności rozumianej jako spójność między nastawieniami. Dochodzę do wniosku, że reagowanie na racje należy uznać za trzeci typ wymogów normatywnych.
